AZERBAIJAN HOPES FOR RUSSIA’S SUPPORT IN KARABAKH CONFLICT RESOLUTION

hopes for Russia mediation for the resolution of the Nagorno Karabakh
conflict.

The talks are coming to a final stage, according to him.

Aliyev thanked Russia and visiting President Dmitry Medvedev
personally for participation in the settlement process. He said the
Saint Petersburg trilateral meeting created a favorable atmosphere.

"The conflict should be resolved on the basis of international law,"
he said, Novosti Azerbaijan reported.

Mousavi on Saturday rejected authorities’ proposals for a recount
of some votes from this month’s election and repeated his demand the
entire ballot be annulled.

Iran’s top legislative body, the Guardian Council, had offered
to recount 10 percent of ballot boxes from the June 12 vote in
the presence of senior officials representing the government and
opposition.

"This kind of recount will not remove ambiguities…There is no other
way but annulment of the vote…Some members of this committee are
not impartial," Mousavi said in a statement posted on his website.

Another beaten candidate, pro-reform cleric Mehdi Karoubi, also
rejected the recount offer in a statement on his site, Reuters reported

held for the first time in Riga, organized by the Association for
Development of Sports in Latvia. Around 40 people participated in an
incredibly exciting competition, which lasted until midnight.
According to a designer Theodora Dauber, in all major capitals of the
world there are backgammon devotees clubs.
«I play backgammon since 10 years,- Theodora said, showing how to
properly play and throw the dice. Henceforth, such fights will be held
regularly, so that in the long run to reach the international
level. It’s very important to distract children from the computers in
which they practically "live". When I was growing up, we played
Cossacks-robbers, a lot of talking. And now all sit home and stew in
their own juice,’ Theodora Dauber said.
`I was told that there is evidence, that people have been playing
backgammon for several thousand years. Thus, the most ancient of the
boards has been found in Asia Minor and dates to the time of around
3000 BC.E. An analog to the game has been found in the tomb of Pharaoh
Tutankhamun (XV BC. E.), `Theodora Dauber said, as d-pils.lv reports.
31-year-old accountant Darya Safonova noted that she was taught to
play by granny and daddy. "My whole family – mother and sister are
used to play backgammon. We organize exciting meetings. I love this
game since you still need to shoot the dice, and thus not only the
skill but also the luck is of great importance," Darya Safonova said.
As it turned out, backgammon is extremely popular among the Baltic
Armenians. Agrafera Kosyan, the champion of Latvia and Jurmala’s
"Noah’s Ark" restaurant hostess, attended the tournament.
`We have many times met with our Diaspora representatives’, Agrafena
told. `We invite our friends from other cities to come. Estonian
Armenians visited us. Among players I was the only woman from
Latvia. I have won the first place thrice. I have also received an
Audience Award. In Armenia, many people play backgammon. In the
evenings when you go out you see how all guys sit at boards,` she
said.
Now the first place was won by the entrepreneur Ashot Grigoryan in
short backgammon and the businessman Armen Patochyan – in long one.

UN AGREES ON ACTION PLAN TO BLUNT ECONOMIC DOWNTURN IMPACT

crisis since the Great Depression, Government leaders and senior
ministers meeting at United Nations Headquarters in New York agreed
on a sweeping action plan to help blunt the impact of the economic
downturn, especially for developing counties, but "in the interest
of all nations […] to achieve more inclusive, equitable, balanced,
development-oriented and sustainable economic development to help
overcome poverty and inequality", the UN news center reported.

"We are all in this crisis together. While each country has primary
responsibility for its own economic and social development, we
will continue to work in solidarity on a vigorous, coordinated and
comprehensive global response to the crisis, in accordance with our
respective abilities and responsibilities", the political leaders
pledge in the outcome of the Conference on the World Financial and
Economic Crisis and Its Impact on Development, which was convened by
the General Assembly President, Miguel d’Escoto Brockmann.

The nearly 60-paragraph text (document A/CONF.214/3), which will be
forwarded to the Assembly for adoption during its current session,
expresses world leaders’ belief that the crisis, "which began in the
world’s major financial centers, has spread throughout the global
economy [and is] negatively affecting all countries, particularly
developing countries, threatening the livelihoods [and] development
opportunities of millions of people".

On the way forward, the leaders pledged to combine their short-term
responses to meet the immediate impact of the financial and economic
crisis, particularly on the most vulnerable countries, with medium-
and long-term responses that necessarily involve the pursuit of
development and the review of the global economic system. In that
context, they proposed a course of action that included, among others,
strengthening the capacity, effectiveness and efficiency of the United
Nations and its development system. They also request the Economic
and Social Council to coordinate system-wide follow-up to the outcome
document’s recommendations, and consider setting up an ad hoc panel
of experts on the crisis and its impact on development.

The wide-ranging text stresses that developing countries did not
cause the crisis, but were nevertheless being affected by it, and the
leaders said their endeavors must be guided by the need to address the
human costs: an increase in the already unacceptable number of poor
and vulnerable, particularly women and children, who suffer and die
of hunger, malnutrition and preventable or curable disease; a rise in
unemployment; the reduction in access to education and health services;
and the current inadequacy of social protection in many countries.

The leaders were particularly concerned about the impact on countries
in special situations, including least developed countries, small
island developing States and landlocked developing countries, and
on African countries and countries emerging from conflict. They
were equally concerned about the specific development challenges of
middle-income countries and low-income countries with vulnerable and
poor populations.

They agreed that their collective responses to the crisis must,
therefore, be made "with sensitivity to the specific needs of these
[developing countries]", which included, among others: trade and market
access; access to adequate financing and concessionary financing; debt
sustainability; trade facilitation measures; the Millennium Development
Goals; and previously agreed development commitments. Therefore, an
adequate share of any additional resources — both short-term liquidity
and long-term development financing – will need to be made available
to developing countries, especially the least developed countries.

"Going forward, our response must focus on creating jobs, increasing
prosperity, strengthening access to health and education, correcting
imbalances, designing and implementing environmentally and socially
sustainable development paths and having a strong gender perspective",
the document says, adding that the collective response must also
strengthen the foundation for a fair, inclusive and sustainable
globalization supported by renewed multilateralism. "We are confident
that we will emerge from this crisis stronger and more vigorous and
more united."

Expressing their commitment to restoring confidence and economic
growth and creating full and productive employment and decent work
for all, the leaders also pledge to, among other things, make national
stimulus packages work for all, help contain the effects of the crisis
and improve future global resilience, and improve regulation and
monitoring mechanisms. "We stress the urgent need for further reform
of the governance of the Bretton Woods institutions, on the basis of
a fair and equitable representation of developing countries, in order
to increase the credibility and accountability of these institutions."

Citing a consensus on the need to modernize the global financial
institutions, they said such reforms should enhance the perspective,
voice and participation of developing countries, including the
poorest. They specifically called for inclusive consultations
on further reforms to improve the responsiveness of the World
Bank. Looking forward to accelerated progress to increase the
credibility and accountability of the International Monetary Fund
(IMF), "we strongly support completion of the next quota review,
which […] is expected to result in an increase in the quota shares
of dynamic economies, particularly in the share of emerging market
and developing countries as a whole, to be completed no later than
January 2011".

Hilton on Friday, US Ambassador to Armenia Marrie L. Yovanovitch dodged
the Armenian Genocide issue, deferring to President Obama’s April 24
statement as US policy. In response to questions from Asbarez English
editor Ara Khachatourian, Yovanovitch said the President’s statement
reflected Washington’s policy.

In his April 24 address, Obama refrained from using the term
Genocide and referred to 1915 atrocities as "Mets Yeghern". During
his pre-election campaign Obama had many times promised to recognize
Armenian Genocide in Ottoman Empire in case of being elected as
US President.

with his regular threats to Armenia and Nagorno Karabakh. This time
Aliyev’s speech was timed to the exercises he watched.

As the Azerbaijani media report, the son of the great father started
his speech with praises to the address of the father of the Azerbaijani
people.

Then, as tradition demands, Aliyev-junior listed the achievements of
his state in military construction, the multi- billion investments and,
as a result, enhancement of the military efficiency of the Azerbaijani
Army. ‘Our Army is ready to cope with any tasks’, Aliyev-junior
said. He also touched on the Karabakh conflict. ‘Our territorial
integrity has been violated and our lands have been under occupation
over many years. We strive to solve the issue through talks. "However,
the talks conducted 15 years do not give positive results. In the case,
we must rely on our military power. Therefore considerable measures
have been taken for further strengthening our army potential over the
last couple of years. Today, our army is the mightiest army of this
region. In case of necessity, we can use our military power to restore
Azerbaijan’s territorial integrity. This is our sovereign right",
Aliyev said and added: "I have no doubt that Azerbaijan’s territorial
integrity will be restored and we will put an end to this injustice,
because all international legal norms are in our favor. The decisions
and resolutions of the authoritative international organizations
reflect Azerbaijan’s stance. The armed power and military strength
are on our side, the economic potential is also on our side". In this
case, the law, according to Aliyev’s logic, is the international law:
one law for the rich, and another – for the poor. "I repeat: we live
in conditions of war, so, we should be first of all engaged in the
army construction. The war has not ended yet. Only the first stage of
the war ended. We must always be ready to liberate our native lands
from the occupation". This statement matches the well-known Russian
proverb "Brawn instead of Brain" never better.

With the amnesty Armenia will make another step towards a Christian
state, leader of the National Self-Determination Union Paruyr Hayrikyan
told a press conference today. However, according to him, the Armenian
national today needs reciprocal pardon, since the unilateral amnesty
is not enough to mitigate the consequences of the riots in Yerevan
on March 1, 2008.

According to Paruyr Hayrikyan, the fact that the amnesty will not
apply to 17 out of 51 persons jailed after March 1 will mitigate the
tension among the Armenian society only partially. Mr. Hayrikyan
realizes, however, that the amnesty could not apply to everyone,
especially those who have committed heavy crimes.

deepen and strengthen bilateral relations, RA foreign minister Edward
Nalbandian told a joint news conference with UAE foreign minister
Abdulla bin Zayed Al Nahyan on June 21 in Yerevan. "Relationships
between our countries are intensely developing in trade and economic
spheres. During our talks we expressed our wish to bring those
relations to new development phase," RA foreign minister said.

In his turn UAE foreign minister reminded about great potential of
trade and economic ties with Armenia. "We are happy that Armenian
government supports foreign investments in the country, but steps
should be undertaken to attract more investments, "Abdulla bin Zayed
Al Nahyan said.

YEREVAN, JUNE 19, NOYAN TAPAN. Armenian President, Chairman of the
Republican Chess Federation Serzh Sargsyan laid flowers at Monument to
Tigran Petrosian on June 17 – the birthday of the world champion. Then
the president watched a tournament, which was dedicated to the
memory of the world-famous chess player. Armenian chess veterans,
representatives of the Children’s and Juvenile School of Chess,
Olympic champions Artashes Minasian and Tigran Petrosian took part
in the tournament.

According to the RA presidential press service, a consultation with
the participation of Serzh Sargsyan and members of the Chairmanship of
the Chess Federation was held on the same day to discuss the jubilee
events dedicated to the 80th anniversary of T. Petrosian’s birth.
