launches Armenian language courses at the Education Centers. The
courses will cover the learning of the basic grammatical and
syntactical structures of the Armenian language and of a basic
vocabulary, aiming at acquiring the ability for oral and written
communication in Armenian, Gibrahayer e-magazine reported.

Liz Chater Helps to Unveil new Bust and Wall Plaque of Sir Catchick
Paul Chater in Hong Kong

Liz Chater, an enthusiastic and dedicated researcher of Armenians in India
and the Far East attended the unveiling of a bust and wall plaque of Sir
Catchick Paul Chater in Hong Kong on the 1st September 2009. Liz was
invited by the directors of Hongkong Land to unveil these unique tributes
as part of their 120 years celebration. The bust and plaque were
commissioned by Hongkong Land because they felt that such a tribute and
acknowledgement to Sir Paul who co-founded the company in 1899 was
something that until now had been overlooked. Created by the renowned
famous sculptor, Mr Chu Tat Shing, Mr Chu has completed many sculptural
works including Dr. Sun Yat-sen statue at the Dr. Sun Yat-sen Museum and
the Anti-SARS Heroes statues. His works are well recognised by the public
and the Hong Kong Government and he was awarded the "Medal of Honour" in
2008.

The sculptures will be permanently displayed in Chater House, on Chater Road
to enable visitors to learn about this remarkable man.

The ceremony was followed by the opening of the Time and Evolution
exhibition of Central at the Rotunda, Exchange Square, where Liz was
again asked to help open this retrospective view of Hong Kong.

It is widely considered that Sir Paul Chater was the man that firmly placed
the footprint of Hong Kong down allowing it to become one of the leading
economies of the world today. He was a great man of industry with an
amiable disposition. His vision for Hong Kong in the late 1890’s and early
1900’s was breathtaking, exciting and vibrant. He built with flare and
architectural elegance; formed and developed companies with longevity in
mind. It is no shy fact that his hard work and devotion to the colony’s
commerce earned him wealth beyond his imagination but that wealth also
brought responsibility. He erected St. Andrew’s Church in Kowloon entirely
out of his own personal income, a few years later he erected the Chaplain’s
house and later on the Church hall. He gave generously to the Union Church
in Hong Kong, even though he did not attend, and there were an extraordinary
amount of charitable donations made by him during his lifetime that were
never made public. He was an Armenian from Calcutta with an impressive
family pedigree of extremely outstanding pious and dutiful Armenians in
India. Paul Chater upon his passing, left generous bequests to some family
members and nephews and the remainder of his considerable personal wealth
was left entirely to the Armenian Holy Church of Nazareth, Kolkata, whose
own strong and substantial financial buoyancy today is because of Sir Paul
Chater’s exemplary generous legacy to them.

Whilst in Hong Kong Liz brought with her from the UK her private family
album full of unseen family and historical photographs from Sir Paul
Chater’s life. It is a companion pictorial record to her manuscript
biography of Sir Paul Chater. She said: "I hope one day that I can generate
enough interest for this research that I have carried out on Sir Paul to be
published into a book, as remarkably there is no biography on him." Vaudine
England author of The Quest of Noel Croucher, Hong Kong’s Quiet
Philanthropist said: "when I was writing my book on Noel Croucher I learned
of Sir Paul Chater, as he was the ‘big man’ who gave Noel his first leg-up
in business. I thought I would just check the details in the Chater
biography – and was amazed to find that there wasn’t one! Liz has done a
remarkable job, researching the life of Sir Paul Chater. It’s a real shame
that none of the major Hong Kong companies he started, or indeed the
Armenian Church in Kolkata who received his estate after he died, have yet
chosen to help Liz get this untold story published. It’s a great
rags-to-riches story – he’s the most famous Armenian from India who became a
pivotal figure in early Hong Kong – and it would be fascinating to bring it
all together." Liz pointed out that she had extended discussions with the
Armenian Church committee and wardens in Kolkata a couple of years ago and
although they admired her efforts they did not feel they could help her
conclude her research and publish a book on him. Liz continues to look for a
serious sponsor.

The exhibition on CENTRAL runs until 30th September 2009. The bust and
plaque are permanently displayed in Chater House, Chater Road, Hong Kong.

where, at last Hong Kong can gaze at someone who made a difference
here."

Ankara, 6 September: Azerbaijan’s Ambassador in Ankara, Zakir Hashimov,
said Saturday [5 September] the foreign ministries of Turkey and
Azerbaijan discussed Turkish-Armenian relations over phone and reached
a common understanding.

Speaking to reporters at a fast-breaking dinner in Ankara, Ambassador
Hashimov indicated that the opening of the Turkish-Armenian border
prior to resolving the Upper Karabakh issue would be against
Azerbaijan’s interests.

"As Turkish President Abdullah Gul and Premier Recep Tayyip Erdogan
said, we believe that the border will not get opened unless the issue
of Upper Karabakh is resolved," Hashimov said.

Asked about what he thinks on two protocols signed by Turkey
and Armenia, Ambassador Hashimov stressed that "Turkey is a great
country. It is Turkey’s own business to decide with which countries
it establishes relations".

to be the only state capable of establishing peace in Caucasus,
MGIMO Caucasus Study Center Deputy Director Vladimir Zakharov told
a PanARMENIAN.Net reporter. According to him, Turkey assumed this
position even since last year’s August war. "Right after August events
Ankara came forth with a suggestion to create security and stability
platform in Caucasus, meaning to prove Turkey was the first state to
initiate peace process, though it’s common knowledge French President
Nicolas Sarkozy was the main mediator," the expert said.

He also noted that with its actions Turkey means to prove itself to
be the only state capable of establishing peace in Caucasus, with no
issue to be resolved without its participation.

Europe and Turkey are working towards "Peace roads" project
realization. A highway network will go through Armenia, Azerbaijan
and Turkey to Europe.

technologies during organization of the election process, deputy
Chairman of the Central Election Committee of Russia Stanislav Vavilov,
being in Yerevan on the occasion of the annual conference of the
Association of Electoral Authorities of Europe, told ArmInfo.

He said CEC of Russia successfully carries out a programme of
implementation of new technologies at the election which facilitate the
election process and prevent falsifications. As for the cooperation
with Armenia in this aspect, S. Vavilov considers this quite
perspective. ‘If CEC of Armenia considers it necessary to adopt our
experience, we shall be glad to share with it. By the way, an
exhibition will be held in Moscow in October. I think it will be very
interesting for us to work. This conference has shown that the Armenian
party works perfectly. We shall gladly appear with our results and get
acquainted with the Armenian party’s initiative’, Vavilov said.

A group of professors of Yerevan State University issued a statement
demanding to set free the famous journalist, publicist, the
editor-in-chief of the Haykakan Zhamanak newspaper Nikol Pashinyan.

The statement runs that Nikol Pashinyan is a political figure who
struggles for the future of his country and he has been deprived from
freedom for his political stances.

At the same time the professors demand to take up all the measures to
reveal the those responsible for the March 1 crimes.

Armenia’s financial ombudsman refer to banks’ loan interest rate.

"It’s not because the banks work improperly but because the financial
field of the republic is mostly occupied by the banking system,"
financial ombudsman Piruz Sargsyan told a PanARMENIAN.Net reporter.

"Problems emerge with interest rate calculation. Citizens are also
displeased with deposits and ATMs," she said. "Complaints about
lending agencies and pawnshop are also received."

U.S. Ambassador to Armenia Marie Yovanovitch will visit Turkey,
Taguhi Jahukyan, U.S. Embassy Press Secretary told NEWS.am.

Presently, Yovanovitch is in Georgia. "Ambassadors’ visiting the
countries neighboring on the countries of accreditation is normal
practice. U.S. Ambassador to Georgia John Tefft visited Armenia
this spring and met with RA Foreign Ministry’s officials," Jahukyan
said. She pointed out she is not informed the agenda of Ambassador
Yovanovitch’s meetings in Georgia and Turkey.

However, the Georgian mass media report the Ambassador met with
Alexander Nalbandov, Georgian Deputy Foreign Minister. The officials
discussed Armenian-Georgian relations and other crucial issues. The
Georgian side outlined the recent positive dynamics in the relations
which meets both nations’ interests. Both sides agreed to continue
communication on Georgian-Armenian cooperation.

Turkey said on Tuesday it hoped to open its border with long-time
foe Armenia by the end of the year under a protocol to establish
diplomatic ties, in what would end one of Europe’s most intractable
rivalries. The two countries, which have no diplomatic ties, announced
late Monday they would sign accords within six weeks under a plan to
end a century of hostility. Reopening the border and establishing ties
with Armenia would increase predominantly Muslim Turkey’s influence
in the region and aid its faltering bid to join the European Union.

150 High Schools Will Function In Armenia By 2012

2012, said a representative of the RA Ministry of Education.

Narine Hovhannisyan said the purpose of the initiative is to train
the pupils for institutions of higher education.

"In high schools, pupils will get some 70 percent of knowledge
essential to enter a university," she said. "Any pupil will have the
possibility to choose the subjects to be studied thoroughly after 9
grades in ordinary school."

As to the teaching stuff, Ms. Hovhannisyan said all teachers have
taken refresher courses.

"Courses for directors will be conducted in October," she said.
