ERDOGAN TO DISCUSS FOUR ISSUES ON ARMENIAN-TURKISH RELATIONS IN U.S.

Today, Turkey’s Prime Minister Recep Tayyip Erdogan and Foreign
Minister Ahmet Davutoglu left for the U.S. to participate in the
64th session of the UN General Assembly. As Turkish media informs,
Erdogan and Davutoglu are going to discuss the issue of establishing
relations with Armenia in the US, and four issues will be touched
upon in that context:

According to Turkish news source Hurriyet, Erdogan will again try to
connect the process of establishing Armenian-Turkish relations with
the Nagorno-Karabakh conflict, noting that the issue of improving
relations can be discussed if:

a) Minsk Group makes its most important step in New York for
Nagorno-Karabakh conflict, b) Turkish Foreign Minister Ahmet Davutoglu
and Armenian Foreign Minister Edward Nalbandian sign the protocol in
Switzerland prior to October 14, c) Armenian President Serzh Sargsyan
comes to Bursa for the national football match, d) Turkish, Armenian,
American, French, British and Swedish historians are in the joint
history commission and there will be eminent persons.

Three days ago, Erdogan had stated again that the Armenian-Turkish
border will be opened only in case the Nagorno-Karabakh issue
is settled, to which Armenian Foreign Minister Edward Nalbandian
responded:

"If Turkey’s leadership has issues connected with the signing of the
documents, it shouldn’t attempt to solve those issues in contradiction
of the spirit, character and objectives of the presigned documents."

Egypt recognizes the occupation of Azerbaijan’s territory and
protests against the non-fulfillment of the UN resolutions on the
Nagorno-Karabakh conflict, Director of the Bibliotheca Alexandrina,
Ismail Serageldin, said.

"I can speak as a member of the [Egyptian] parliament, but our task as
academicians is to bring the truth to future generations and society,"
Serageldin said. Serageldin was awarded Honorary Doctorate of the
Institute of History of the Azerbaijani Academy of Science (AAS).

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

According Serageldin, the Institute of History plays an important
role in disclosure and reporting of truth to the society.

"I am confident we can build a bridge between East and West by this
way. Science will always win over ideology," the director said.

Serageldin is an honorary doctorate of the Universities of the Western
and the Asian countries. Serageldin is a Senator of the Egyptian
Parliament. In 1990 he was the first vice-president of the World
Bank. Serageldin is an author of more than 60 books, 200 scientific
articles, holds an honorary Order of the French Legion and is head
of the seven research centers.

Bibliotheca Alexandrina and the Institute of History of the AAS also
signed a cooperation agreement providing the exchange of scholars
and young professionals.

The Memorandum on Cooperation will promote the deepening of relations
between the countries and further strengthen the scientific relations
between the specialists of Azerbaijan and Egypt, Serageldin said.

Globalization and Regional Cooperation (ACGRC) Stepan Grigoryan
considers it absurd that a number of experts raise the issues, like
the presence of territorial integrity and absence of self-determination
in Armenian-Turkish Protocols.

"Which nation is determined on the territory of Armenia or
Turkey? Adducing such arguments is pointless. We do not undertake
something beyond us by signing the Protocols", he outlined.

The expert is confident, although the Protocols do not mention Karabakh
issue, Turkey will try to progress on Karabakh conflict settlement.

"Once the Turkish side exerts pressure on Armenia to activate Artsakh
conflict settlement, Armenians should freeze the rapprochement
process", Grigoryan concluded.

In Armenia people talk a lot about hardware and software production but
say almost nothing about networking even though many companies would
hardly be stable without computer stock and network environment. Let’s
start from the very term "Local Area Network" (LAN). This is a kind
of information cluster consisting of archive, workstations, PCs,
servers, information transmission and data processing clusters for
small companies. LAN can cover an area of 1-3 km.

Modern LANs are based on the so-called Ethernet protocol, a
technology allowing distance use of the system. Such a network unifies
territorially distributed computer units into one single information
space. In the world Local Area Today networking is growing in leaps
and bounds. High functionality on the one hand and low costs on the
other make LAN widely applicable in almost all spheres. Unification
of information resources is the primary task of any company and the
need for LAN is quickly growing in its urgency.

In the past LAN building had many deficiencies: it was expensive and
technically complicated. Formerly LAN was a mainframe or super-computer
uniting some terminals, workstations, PCs. "Mainframe" is a powerful
computer with vast online and external storage capacities performing
sophisticated computing tasks and operated by numerous users each
having access to a terminal with no own computing capabilities.

Director of Bever company Boris Agajanyan says that mainframe is an
expensive facility and takes a lot of spending on maintenance. Now
things have changed drastically. Coming into general practice are
cluster systems. This is no longer a mainframe with individual
units connected to it but a network embracing a whole information
system (PCs, workstations, servers) and performing complex
computing tasks. Cluster systems are cheap to both obtain and
maintain. They are getting increasingly attractive due to their
cheap but high-performance units (big online storage capacities,
quick video graphics opportunities, auxiliary processors). In modern
cluster networks a server is highly functional. "In small companies
there is no much difference between mainframe and server. There they
can be called workstations or simply PCs," says Agajanyan. Network
ensures optimal yield-cost relation but simultaneously reveals a fault
tolerance problem. This problem can, however, be settled quite easily
by server backup – special cheap equipment automatically switches
control from one to another server. For all its excessive equipment LAN
is nevertheless cheaper than mainframe. If one of the servers or the
mainframe fails for a short or long time all computing operations are
automatically sent to the backup server with no visible problems for
the user. Here stability is ensured by quick backing of computing means
on the one hand and reliable archive and data restoration capacities
(backup) on the other. Hewlett Packard, Cisco and Cnet fault tolerance
systems are most popular among Armenian companies. These producers
offer complex hardware and software allowing to configure, monitor
and keep up the system most effectively. Agajanyan says that Armenia
has several centers raising certified specialists for individual
companies (like Microsoft or Cisco). This is very important but
Agajanyan says that Armenian companies need better wide-specialization
experts with no special emphasis on one or another producer. An
expert certified by Cisco works only with Cisco equipment. "What we
need is system administrators, analysts and network architects with
fundamental knowledge and ability to find optimal solution to a given
task," says Agajanyan. The network tasks of small and medium-sized
companies do not require expensive sophisticated equipment by San or
Cisco. Cheap equipment would do here. "It’s carrying capacity rather
than functionality that distinguishes one system from another."

The network technologies used by Arminco are based on TCP/IP
(Transmission Control Protocol and Internet Protocol). Used but
limitedly are also X25 and some other original technologies, says
Andranik Aleksanyan, director of Arminco, the biggest provide company
in Armenia. In local networking the company applies Unsheltered Twister
PF – E5 cables with capacity of up to 1 Gbit. "This technology does not
set angle curve standards except for some installation requirements and
restrictions to certain types of fiber cables." Aleksanyan says that
today Arminco has a training center certified by Microsoft teaching
specialists to install local networks. Last year the center trained 60
specialists but not all of them passed examinations and got Microsoft
certificates. Presently there are 30-40 Arminco certified specialists
in Armenia complying with all the international standards. "Besides
Arminco has a testing center Virtual University allowing specialists
to take online certification exams in any subject taught by Arminco
and under courses of 30 companies and consortiums." Aleksanyan says
that one Microsoft course costs $500 and to get a certificate one
should take four courses and an examination. But as an alternative
he can take the exam at the testing center for only $70. Aleksanyan
says that applying for certificates are mostly employees of foreign
companies in Armenia. Many Armenian companies predend they do not
much care for certification. Simply few of them want to pay high
price for one or another certificate.

To date Arminco has installed almost 200 LANs. The average cost of
LAN installation is 30 US cents (100 AMD) for one meter, environment
setting costs $2-4 per computer.

A monument to the so-called genocide of Armenians, a claim of World War
I-era mass killings in the Ottoman Empire, will be erected in Moscow,
according to Erkramas, an Armenian-owned newspaper based in Russia.

The report says that the city commission in charge of sculpture met on
September 8 to discuss a proposal of the Union of Russia`s Armenians
to build a memorial to the victims of the alleged massacres in the
capital. The commission members approved of the suggestion, on the
condition that expenses will be paid by the Armenian organization.

Armenia denies media reports about purchase of Poland-made trains

Armenia denies media reports about possible purchase of Poland-made
trains to travel between Yerevan and Turkey

YEREVAN, September 11, /ARKA/. Transport and communications minister
Gurgen Sargsyan denied today media reports claiming that Armenia may
buy three Poland-made trains that would be running between Armenia and
Turkey, presumably after they normalize their relations.

Speaking at a news conference the minister said his ministry did not
possess such information. The reports were not confirmed by the South
Caucasian Railways (formerly the Armenian Railways), managed by state-
run Russian Railways.

In a joint statement released on August 31 night, the foreign
ministries of Armenia and Turkey as well as Switzerland said Ankara and
Yerevan have agreed to start `internal political consultations’ on two
bilateral protocols on the establishment of diplomatic relations and
reopening of their border.

According to the press release, the protocols provide for a framework
for the normalization of Turkish-Armenian bilateral relations within a
reasonable timeframe. `The political consultations will be completed
within six weeks, following which the two Protocols will be signed and
submitted to the respective Parliaments for the ratification on each
side. Both sides will make their best efforts for the timely
progression of the ratification in line with their constitutional and
legal procedures,’ it said.

Turkey and Armenia20have had no diplomatic ties since Armenia became
independent from the Soviet Union in 1991. Turkey closed its border
with Armenia in 1993 in a show of support for its ally, Azerbaijan,
which had a dispute with Armenia over Nagorno-Karabakh, the ethnic
Armenian enclave of Azerbaijan.

There are several sensitive issues complicating the establishment of
normal relations between the two countries, particularly, Ankara’s
blatant support of Azerbaijan in the Nagorno-Karabakh conflict
resolution process and Turkey’s refusal to acknowledge the mass
killings of Armenians in the last years of the Ottoman Empire as a
genocide.

The thaw in the strained relations began in 2008 September after
Turkish president Abdullah Gul arrived in Armenia, at his counterpart’s
invitation, to watch together with Serzh Sargsyan the 2010 World Cup
qualifying football game between the two countries’ national teams.
During that visit the two presidents discussed prospects for engaging
in dialogue and normalization of relations.-0-

which will serve the Armenia-Turkey line. Poznan’s tire trains plant,
a subsidiary of Tsegelski CJSC, must provide Armenia with three freight
trains along with locomotives. Recently, the Armenian Ambassador
to Poland Ashot Hovakimyan visited the plant. During the visit, an
agreement was reached on the possible selling of small power plants
with bio-fuel to the Armenian side, the Polish Radio Merkury reports.

Nalbandyan met with PRC Vice President Xi Jinping. Touching upon
development of Bilateral ties, Chinese official attached importance
to enhanced political trust, exchange in trade-economic, educational
and cultural spheres, as well as maintenance of effective coordination
in international and regional affairs. Xi Jinping stressed that China
focused much attention on developing ties with Armenia as a friendly
state and partner. PRC Vice Chair expressed willingness to broaden
cooperation with Armenia for raising interstate relations to new level.

Nalbandyan in turn announced that Armenia gave top priority to its
relations with China and would pursue one-China policy, supporting
the country’s peaceful reunification process. Armenian FM also
expressed hopes for enhanced cooperation and exchange in political,
trade-economic and transport spheres, Sinkhua news agency reports.

will be reared in Moscow, "Yerkramas" Armenian paper of Russia informs.

According to "Yerkramas", a September 10 plenary sitting of Moscow
Committee for Monument Protection was held in State Duma. The Committee
considered proposal of Union of Armenians of Russia (UAR) to set up
a sculptural complex in Moscow for victims of Armenian Genocide in
Ottoman Empire (1915). Armenian side will take over the financial
liabilities.

The monument might be erected in the area near New-Nakhichevan and
Russian Diocese Cathedral of the Armenian Apostolic Church (at the
crossing of Trifonov Street and Olympic Avenue).
