A deputy Azerbaijani foreign minister has said his country offers
Armenia a "compromise" solution to end the Nagornyy Karabakh dispute.

Araz Azimov said that instead of Nagornyy Karabakh’s "vertical"
subordination to Azerbaijan, the latter now offers the breakaway region
self-determination inside Azerbaijan. The following is an excerpt
from Azimov’s interview with private Azerbaijani news agency APA:

Baku, 20 October: Deputy Azerbaijani Foreign Minister Araz Azimov
has answered a question about the Armenia-Azerbaijani conflict over
Nagornyy Karabakh. APA reports that Azimov said that three principles
of the international law are being considered within the process of
the conflict settlement, namely territorial integrity, non-use of
force and self-determination.

The principle of territorial integrity and inviolable of borders are
the common denominator behind the mentioned principles. "The principle
of self-determination should not lead to a state’s disintegration and
to a transfer of any state’s territory without that state’s consent.

The right to self-determination does not mean independence and
does not justify it [independence]. This right can be ensured only
within territorial integrity, thus, it is considered as internal
self-determination and is regarded in international experience as an
acceptable norm.

"In line with its position in the negotiation with Armenia for settling
the conflict in a constructive way on a mutual basis, Azerbaijan
is ready to move from the position of vertical subordination to a
position of defining a self-determination status for the population
of the Nagornyy Karabakh region through the implementation of
self-determination within territorial integrity. We expect Armenia
to show a similar attitude, i.e. give up its maximalist position
of demanding independence for Nagornyy Karabakh in violation of
Azerbaijan’s territorial integrity and agree to the common denominator
proposed by Azerbaijan (self-determination within territorial
integrity). That is a compromise option that can be regarded as
being constructive. It is not possible to change Azerbaijan’s borders
without its consent. Thus, Armenia has to choose between two options:
either it agrees to the continuation of the current situation, or it
agrees to resolve the conflict on the basis of the mentioned common
denominator. We still cannot see Armenia’s clarity on this issue.

"As to the status issue, we have to say that the determination
of the status should be carried out in an objective way and in
objective conditions. What are these objective conditions: ending the
occupation and returning all the [occupied] territory; restoration
of relevant infrastructure and return of the population, especially
Azerbaijanis of Nagornyy Karabakh. The issue cannot be resolved without
Azerbaijanis’ return to the occupied territories. And the status of
Nagornyy Karabakh can be defined only with the involvement of this
region’s entire population. The population should live together again
in this region, cooperate in peaceful conditions, push aside hostile
sentiments and build good neighbourly relations. In such conditions,
the issue of status determination can be considered again. I want to
say it again that to determine the status, the occupation has to end,
roads should be restored and cooperation should replace enmity.

"Until that time, it is planned to carry out, in a relevant succession,
measures to vacate the territories, return the population and
restore cooperation in order to cope with important tasks that
face us. After the occupied territories are vacated, Azerbaijan’s
central authorities are ready to make important actions in social and
economic spheres for the benefit of both Azerbaijanis and Armenians [in
Nagornyy Karabakh]. After Azerbaijanis return to Nagornyy Karabakh,
relevant conditions should be created for them to live there and
possibilities should be created for them to establish contact with
Armenian neighbours. Simultaneously, conditions should be created for
Armenia’s cooperation with the Azerbaijani side in Nagornyy Karabakh.

"Besides that, international organizations will carry out various
programmes in Karabakh in a certain period. It is proposed to
use temporary agreements (interim status) to implement all these
actions, establish cooperation and ensure the local population’s equal
residence until a final status is defined. That in turn will ensure
equal conditions, rights and safety for the region’s two communities
(Azerbaijani and Armenian). At a certain stage of the discussions,
representatives from the two communities of the Nagornyy Karabakh
population will join the process through a certain procedure in order
to take part in discussions on issues related to their interests."

Armenia and Azerbaijan continue talks on resolution of the
Nagorno-Karabakh conflict, Armenian Deputy Foreign Minister Arman
Kirakosian told reporters in Baku on Oct. 22.

"Our presidents have held seven meetings and this is a positive
milestone in the negotiation process. Armenia does not consider this
non-constructivism. This is a very sensitive milestone to discuss the
principles in the negotiation process and therefore we believe we are
continuing to negotiate with Azerbaijan in a constructive manner,"
Kirakosian said.

Kirakosian is attending a meeting of the Council of Ministers of
Foreign Affairs of the Organization of Black Sea Economic Cooperation
(BSEC) in Baku.

Kirakosian said it is important for Armenia that talks on the
Nagorno-Karabakh conflict solution are held on Madrid principles.

"The negotiations are very sensitive and the sides must reach a result
and an agreement on the main principles proposed by the mediators. I
believe the implementation of the whole process will start as soon
as the agreement on main principles is achieved," he said.

At its sitting today the Municipal Council of Yerevan, besides others,
discussed the issues of conferring the honorary title of freeman of
Yerevan on Head of the Nork-Marsh community Varazdat Lazarian. The
Council held a stormy debate.

"No one can say the opposite. During their 11-year-long activities the
prefects have made a great contribution. I think it is in conformity
with moral principles to have a freeman of Yerevan as head of
community," said Yerevan Mayor Gagik Beglaryan.

Armen Hakobyan of the Prosperous Party of Armenia was the only person
to oppose the Mayor’s initiative. Naming the outstanding figures that
were made freeman of Yerevan (Victor Hambartsumyan, Charles Aznavour,
Yuri Luzhkov and Boris Yeltsin), he called on the participants to
listen to the "voice of conscience" instead of "giving political
preferences." "Today we have to appreciate or depreciate the honorary
title of freeman of Yerevan," he said.

In response, Mayor Beglaryan said that most of the persons mentioned
by Hakobyan were awarded the title for political reasons. "Now I want
to confer this title on the persons who really contribute to the
development of Yerevan. Next time this title will be warded to the
builder, driver, tree planter and scientist who have really played
an important role in Yerevan’s life," Beglaryan said.

Varazdat Lazarian has been head of the Nork-Marsh community since
1999.

Comparing RA and Turkish Parliaments he noted, "RA Parliament’s
delaying Protocols’ ratification will be considered political gambling,
while Turkish Parliament-caused delay is a political struggle."

At the same time, he stated that Azerbaijan will do its best to
interfere with Protocols’ ratification process.

The Turkish government on Wednesday submitted the recently signed
protocols on establishing diplomatic ties with Armenia to Parliament
for ratification.

Turkish Foreign Minister Ahmet Davutoglu briefed Parliament on
Wednesday afternoon on the protocols signed on Oct. 10 with Armenia,
which among other things foresee opening the borders between the two
countries. Davutoglu was trying to convince skeptical lawmakers of
the benefits of the recent agreements, as the pacts are coming up
for Parliament ratification.

"The southern Caucasus doesn’t have a solid ground for political
dialogue," Davutoglu said. The government, however, believes
normalizing relations with Armenia will bring peace and prosperity
to the region.

Ahmet Davutoglu’s speech Wednesday was frequently interrupted by
opposition lawmakers who accuse the government of making concessions
by signing the documents in Switzerland earlier this month, according
to reports by Associated Press. The government, however, holds a
majority in Turkey’s 550-seat parliament and the accords are likely
to be ratified, the Hurriyet Daily News reported.

Mgrublian is a retired mechanical engineer from Pasadena. She is an
active member and supporter of a number of Armenian organizations –
including, the Ararat Home of Los Angeles; the Armenian Assembly of
America; the Evereg-Fenesse Educational Society; and the Western
Diocese of the Armenian Church, where she served as a Sunday school
teacher for 21 years, Sunday School Superintendent for three years,
and as a program staff member at the Church summer camp for 10
years. She is a leader in the Pasadena community, serving as President
of the Westridge School Parent Association, and as an active supporter
of the AIDS Service Center; the Haven House domestic violence
emergency shelter; the Wellness Community cancer support center;
Planned Parenthood and the Mothers’ Club Family Learning Center.

Melikian has been a small business owner for over 32 years. Educated
at Fresno State University, he currently offers scholarship
opportunities, on an annual basis, to students at its journalism
department. Melikian has also generously provided scholarships to
Assembly interns in Washington, DC and is a longtime supporter and
member of the Assembly.

to hear that Jermain Taylor was able to leave the hospital on Sunday.

He departed Berlin as originally scheduled and is now vacationing in
Europe. "We are relieved to hear that Jermain is feeling better and
that he could leave the hospital on Sunday," Team Sauerland General
Manager Chris Meyer said. "The health is more important than a win
or a loss. Jermain is a great fighter and a great champion."

And King Arthur Abraham added: "I was very sorry when I heard about
him spending the night in hospital. I want to defeat my opponents
in the ring but I do not want to harm them. The health is the most
important thing and I am very happy that Jermain is doing fine. It
was an honor to fight him." Abraham will now start a brief vacation
himself. "I hope I get some time off from coach Ulli Wegner. Now that
I know that Jermain is okay, I can start to celebrate my success – but
only for a couple of days before I begin my preparation for Dirrell,"

Turkish Prime Minister Recep Tayyip Erdogan commented on recent
developments in Azerbaijan, Turkish Vatan daily reports.

"We will not take any step against Azerbaijan, however, we see certain
forces striving to sow discord within Azerbaijan and Turkey, sparing
no effort in doing so. Turkish and Azerbaijani people should neglect
actions of these provocateurs. We know that Azerbaijani flag is as

because Baku connected the Karabakh conflict with the Armenian-Turkish
relations," political scientist David Babayan told in an interview

According to him, Karabakh is comfortable about that issue. David
Babayan also mentioned that Azerbaijan will try to hinder the process
of ratification of the Protocols, and expresses its dissatisfaction
over the matter, making some steps against Turkey: the removal of
Turkish flags, raising gas tariffs. He stated, that Armenia implements
a wise policy in the normalization of Armenian-Turkish relations.

Mr. Babayan also noted that the idea of statehood in Armenia is divided
into two parts: political and historical-psychological. "For the first
time these two vectors are crossing, and we must choose the one that
will meet our interests," the political scientist said.

BEIRUT: Orthodox Catholicos Patriarch Aram I Kishishian quoted on
Monday Syrian President Bashar Assad as saying that his country
would help Lebanon "overcome its crisis." Kishishian held talks with
Assad in Damascus on Monday. The two discussed Lebanese-Syrian ties,
and current developments on the regional scene in addition to issues
related to the Syria’s Armenian community. Kishishian saluted the
bilateral "brotherly ties" and cooperation between Lebanon and Syria
done in an atmosphere of mutual respect and trust. Syria counts a
large Armenian community mainly based in the northern city of Aleppo.
