SERVICEMEN RECIEVED NEW APPARTMENTS IN ARMAVIR REGION OF ARMENIA

appartments in Armavir region of Armenia. "We are happy that, even
under crisis conditions we can provide housing for our soldiers,’~R
Prime Minister of Armenia Tigran Sargsyan told a government meeting
in Sardarapat Memorial Museum in the Armavir region.

As Prime Minister mentioned, to restore the irrigation system of the
region international experts have been invited and large investments
attracted. The new rehabilitated 84-kilometer-long irrigation system
of the region will help within two years to form a qualitatively
new environment for agriculture," he said. The rehabilitation works
involved over 1000 people, with about AMD 120 000 wages.

/PanARMENIAN.Net/ 92 people are infected with A/H1N1 (swine flu)
in Armenia. As of December 17, two death cases have been registered,
one of victims being a pregnant woman, RA Healthcare Ministry said.

Armenia continues monitoring of the incidence of acute respiratory
viruses. According to the results, seasonal flu tends to decrease by
300-500 cases daily.

Monday morning.

The tremor hit 9 km southwest from Karvachar town at 5:52 am weighing
in on the Richter scale at a 2.8 magnitude, said Hrachya Petrosyan,
deputy chief of RA National Survey for Seismic Protection told
PanARMENIAN.Net.

No injuries or damages have been called.

The parliamentary member from the Heritage faction, Zaruhi
Postanjyan yesterday said a report is going to be released at the
PACE forthcoming session related to the freedom of speech in the PACE
member countries. Postanjyan informed yesterday that the PACE expressed
its concern and disappointment with the fact that until today the
Article 301 of the Turkish Crime Code has not been eliminated yet,
and the full investigation of Hrant Dink case has not been carried out.

According to Postanjyan, the PACE focused its attention on the fact
of not giving possibilities to A1+ to participate in competitions. She
noted that the PACE dwelt on the cases of violence against journalists
focusing attention on the fact that they have not been revealed.

of Directors was held December 9 in Moscow, press service of the
company reported.

Report of the Director General Shevket Shaydullin on company’s
performance within 9 months of 2009, draft budget of the company
for 2010 and draft investment program for 2010 were on the agenda of
the meeting.

The meeting discussed the issue of participation of the Armenian
Government in the South Caucasus Railways Board. For the first time
representative of Armenia – Khachatur Avalyan becomes SCR board member.

"If Nagorno-Karabakh declares indepenedence, then Russia must
recognize that," said Vice-Chair of the State Duma of the Federal
Assembly of the Russian Federation and Leader of Liberal Democratic
Party of Russia Vladimir Zhirinovsky, appearing at the European and
Asian Media Forum in Moscow, which was organized by RIA Novosti.

"Otherwise, Azerbaijan and Armenia will never agree on whom
Nagorno-Karabakh belongs to. I have neither an Armenian- nor an
Azerbaijani-leaning position.," stated the Russian politician.

Asked by a journalist what is Russia’s role in the process of
establishing Armenia-Turkey relations, Zhirinovsky said: "We wouldn’t
want Turkey, in that rapprochement, to make use of the entire South
Caucasus in order to increase its influence. Though they have had
such plans."

According to the politician, Russia needs peace and stability in
the South Caucasus. "If that is secured, then let Armenia cohabit
with whoever it so chooses, whether that be Turkey, Iran, Georgia,
or Azerbaijan. But if there’s aggression, then we will stand by the
victim countries and completely wipe out the aggressor," concluded
Zhirinovsky.

YEREVAN, December 11. /ARKA/. Armenian government has reliable
instruments for controlling risks in 2010, Prime Minister Tigran
Sargsyan said Thursday in National Assembly.

Armenian parliament passed the 2010 state budget bill on Thursday.

Under the state budget, the revenue will amount to AMD 935.5 billon
and expenses will total AMD 193.4 billion in 2010.

The 2010 state budget deficit is planned at AMD 193.4 billion,
economic growth at 1.2% and inflation 4±1.5%.

The premier said that the state budget contains some risks.

He said that the government has created a stabilization fund at the
central bank for controlling these risks.

This fund has been made up of the remaining account balance and the
EU-pledged extra ~@100 million.

"It means we have reliable instruments for controlling risks in 2010,
and this inspires hope that we’ll be able to overcome challenges of
2010," Sargsyan said.

He stressed that lawmakers’ proposals that haven’t been included in
the state budget will be within the government’s focus and some of
them will be discussed. "Despite the parliament gave us permission
not to ground state budget expenses on a mid-term program, we took
into account its key proportions in composing the budget. In this
connection, all the members of the government have been instructed
to work out a mid-term program, taking into account the current
situation."

Sargsyan said that in discussions, legislators showed special interest
in defense financing, financing assistance for Karabakh, compensations
on deposits in Savings Bank and spending of out-of-budget funds.

"I want to say that the defense ministry and Karabakh will have their
financing enlarged in 2010, compared with 2009," he said. "The funds
intended for compensation on deposits have been enlarged as well."

What for the spending of out-of-budget funds, the premier said that
the government will spend them reasonably trying not to leave ground
for any doubt.

kick off Armenia on December 21. The event is aimed at broadening
consumer market of companies dealing with IT and communication

Participating companies will display their products in 42 towns of
Armenia, spending 1 day in each town.

RA Prime Minister Tigran Sargsyan received outgoing IMF Resident
Representative in Armenia Nienke Oomes, accompanied by her successor
in this post Guillermo Tolosa who used to serve on the IMF Strategy,
Policy and Research Department Emerging Markets Unit before this
appointment.

Highly appreciative of those tenure-long efficacious efforts made by
Ms. Nienke Oomes in our country, Tigran Sargsyan outlined the range
of threats caused by the global financial and economic crisis.

The Prime Minister introduced his government’s anti-crisis actions,
the local economic implications of the crisis, and gave the main points
of the ongoing GoA-IMF cooperation agenda. The head of government
expressed hope that the new resident representative will prove as
much efficient as Ms. Oomes.

Nienke Oomes thanked the Prime Minister for kind remarks and such a
high assessment of her personal contribution and assured of the IMF’s
continued support to Armenian reforms.

PRIMATE, VICAR TAKE PART IN ECUMENICAL GATHERING HOSTED BY ROMAN CATHOLIC
ARCHDIOCESE OF NEW YORK

On Monday, November 30, Archbishop Khajag Barsamian, Primate of the Diocese
of the Armenian Church of America (Eastern), and the Very Rev. Fr. Haigazoun
Najarian, Diocesan Vicar, attended an ecumenical gathering marking the Feast
of St. Andrew.

Hosted by Archbishop Timothy Dolan, the Roman Catholic Archbishop of New
York, at his residence in Manhattan, the event brought together leaders of
Roman Catholic, Eastern Orthodox, and Oriental Orthodox churches to share an
afternoon of prayer and fellowship.

The Feast of St. Andrew commemorates Andrew, the first Apostle called by
Jesus. According to tradition, St. Andrew traveled to Greece after Pentecost
to preach the gospel. He is the patron saint of Greece, where he is known as
St. Andrew the Protocletos, or the "first called."

Welcoming the guests, Archbishop Dolan spoke about the importance of
building on the warm relationship between the Roman Catholic, Eastern
Orthodox, and Oriental Orthodox churches, both in the United States and
abroad.

The November 30 luncheon followed similar ecumenical events held earlier
this fall. In September, Archbishop Barsamian hosted a gathering for
religious leaders at the Eastern Diocese in honor of Archbishop Dolan and
Metropolitan Jonah Pauffhausen, the Orthodox Church in America’s Archbishop
of Washington and New York, and Metropolitan of All America and Canada.

The following month, the Joint Commission of the Standing Conference of the
Canonical Orthodox Bishops in the Americas (SCOBA) and the Standing
Conference of the Oriental Orthodox Churches of America (SCOOCH) organized
the ninth annual Joint Orthodox Prayer Service for the United Nations
community.

Also in October, religious leaders gathered for an afternoon program at the
Greek Orthodox Archdiocese of America to welcome His All Holiness
Bartholomew, the Archbishop of Constantinople, New Rome, and Ecumenical
Patriarch, to New York.

During the November 30 luncheon, Archbishop Demetrios, Primate of the Greek
Orthodox Church in America, thanked participants for their warm reception of
the Ecumenical Patriarch, and said he was pleased at yet another opportunity
to spend time with brother clergymen from different traditions. Archbishop
Barsamian delivered the day’s benediction.
