French Armenians Brought Suit against Turkish Consulate General in Paris

/PanARMENIAN.Net/ Next week one of the Parisian courts will consider
the suit brought by Armenians against the Turkish Consulate General in
Paris. Hay Dat accuses the Turkish Consulate General of Armenian
Genocide denial campaign and demands to remove a part of the
Consulate’s website. The suit is based on the resolution adopted by
the European parliament in 1987 and the law condemning the Armenian
Genocide denial adopted in France in 2001, reported the RFE/RL.

Minister Oskanian Met with George Iacovou, Special Envoy of the President of
Cyprus

On August 31, Minister Oskanian received George Iacovou, Cypriot President’s
Special Envoy, and former Foreign Minister.

The Ambassador handed the Minister a letter from President Papadopoulos to
President Kocharian inviting him to pay an official visit to Cyprus.

Ambassador Iacovou and Minister Oskanian discussed the present state and
prospects of Armenia-Cyprus relations, as well as the two countries’
interaction in the framework of EU’s New Neighbourhood Policy.

The two also exchanged views on the political resolution of the Cyprus
problem and the current state of the Nagorno Karabakh conflict settlement
process.

On the occasion of the Knowledge Day RA Defense Minister Serge
Sargsyan visited the Military Institute after Monte Melkonayn. The
minister learned about the situation in the Institute and promised to
undertake measures to make the Institute one of the exemplary
educational establishments in Yerevan.

The Minister also spoke about domestic policy issues. President of the
Republican Party Council declared he does not consider the `Prosperous
Armenia’ Party an opponent. The `Prosperous Armenia’ is a force that
has declared about its political objectives. What this force will be
like, we’ll know after the elections,’ the Minister said.

What does Serge Sargsyan think about the rumors that there are many
criminals among the Republicans? `Let them go and check their party
lists,’ the Minister suggested.

As for the Karabakh issue, the Defense Minister is moderately
optimistic: ` The year is not over yet, and we cannot say we have no
expectations.’

In Serge Sargsyan’s words, 2007 military budget of Armenia will
increase parallel to the GDP growth, and the military expences will
not increase at the cost of the reduction of financing to other
spheres. As for Azerbaijan, the Minister considers it will not reduce
its military budget, notwithstanding the urging of the European Union.

In the online interview with the Azat Artsakh Newspaper President
Arkady Ghukasyan was asked about the reconstruction of the region
of Martakert. "Unfortunately, not everything depends on the NKR
government in this sphere. Yes, we take active part in organizing
telethons. Believe me, what you see on TV, namely the telethon, how
the NKR president calls our compatriots for active participation in
this campaign is only the final step in the colossal work we annually
carry out with the Diaspora. This is preceded by tens of meetings
with thousands of participants and daily trips.

As to donations of our compatriots abroad, these are transferred
directly to the account of Armenia Foundation. The fund orders
projects, holds tenders, chooses the winners, and accounts for the
final results. As to the mechanisms of control of the government,
they are indirect – the government may approve or disapprove the road
or building built or repaired. Recently we have applied to Armenia
Foundation for a number of times demanding to control the schedule
and quality of work, and informed the executives and the board of
trustees of the foundation about the drawbacks. So, we do whatever
depends on us to spend the money effectively."

As soon as the interview appeared on the web site, Armenia Foundation
made a statement on its activities.

Yerevan, 30 August: The press secretary of the Armenian president,
Viktor Sogomonyan, today denied the allegations that a conflict
existed between Armenian President Robert Kocharyan and Defence
Minister Serzh Sarkisyan.

Speaking at a briefing in Yerevan today, Viktor Sogomonyan also denied
reports about a conflict between the Republican Party of Armenia, led
by Prime Minister Andranik Markaryan, and the Prosperous Armenia Party,
led by a well-known businessman, Gagik Tsarukyan, Mediamax reported.

"As far as I can judge, there exists certain disagreement between those
political forces which is quite natural," the Armenian presidential
spokesman said.

Commenting on numerous media reports on imminent resignation of
Ecology Minister Vardan Ayvazyan, Viktor Sogomonyan said this issue
is not on the agenda of the president.

The Armenian Revolutionary Federation – Dashnaktsutyun (ARF)
has announced that it calls back its representative from the
intergovernmental commission tasked with drafting a law "On Armenia’s
Anthem".

In its statement issued on Monday, the party’s Supreme Council
advocated the reaffirmation of the "Mer Hayrenik" (Our Fatherland)
song as Armenia’s national anthem.

"For unclear reasons the commission considered its task to be the
rejection of the "Mer Hayrenik" (Our Homeland) anthem and replacing
it with a new anthem.

"Propaganda against the song was obvious. The situation becomes
extremely alarming and deplorable when the criteria of national
and state values are replaced with pure artistic preferences," the
ARF said.

The Mer Hayrenik song had an official status until the short-lived
first independent Armenian republic was incorporated into Soviet
Russia. It was for decades banned by the Soviet authorities before
being reinstated by Armenia’s first post-Communist government in 1990.

Many Armenian music composers and artists disapproved of the move,
saying that the song’s uncomplicated theme is too simple for an anthem
and called for the adoption of a more solemn tune.

Meanwhile, Dashnaktsutyun considers "Mer Hayrenik" to be "an anthem
that has no alternative, an inseparable guide of the liberation
struggle and state building of the Armenian people."

Dashnaktsutyun’s representative at the commission drafting the law

TELL ME A STORY: KIKOS IN THE WELL (AN ARMENIAN FOLKTALE) ADAPTED BY AMY FRIEDMAN AND ILLUSTRATED BY JILLIAN GILLILAND

Once upon a time, there lived a poor peasant and his wife and their
three daughters. One day the man returned from a long, hot day working
in the fields. He was thirsty, and so he sent his eldest daughter to
the well to fetch him a bucket of water.

Off she set, and when she reached the well, she looked up at the tree
that towered beside the well. She began to daydream.

"Someday I’ll marry," she said aloud, "and my husband and I shall have
a son, and we’ll name him Kikos after his grandfather. And one day
Kikos will walk to the well and climb this tree, and he will lose his
balance, fall and tumble into the well. Poor little Kikos will drown!"

And with this thought she collapsed in grief beside the well. "My son
Kikos," she wept, "Kikos with his hair of chestnut brown. Poor Kikos,
my son, one day will drown …"

Now the distraught girl could not stop crying, and so upset was she
that she could not move. Back home the peasant waited, but when his
eldest daughter did not return with the water, he sent his second
daughter to find her.

When the second daughter saw her sister weeping by the well, she ran
to her side. "What’s wrong, sister?" she asked.

The eldest daughter spoke through her tears. "Auntie of my child,"
she wailed, "your sweet nephew Kikos one day will be born, but poor
Kikos, with his hair of chestnut brown, will climb this tree and fall
and drown, and from that day on we shall mourn."

Now when the second daughter understood that the nephew she might
one day have, the boy named Kikos, could fall from the tall tree and
drown in this very well, leaving her an aunt mourning her nephew,
she too began to sob.

Time passed, and when the two daughters had not come home, the peasant
sent his youngest daughter to find out what the trouble was.

She ran to the well, and there she saw her sisters crying bitterly.

"What’s happened? What can be wrong?" she asked.

The second daughter hiccupped through her sobs. "One day our sister
here is bound to marry, and our sister shall have a son, and this
will be our nephew, a boy of beauty and fun."

The third sister smiled delightedly.

"Oh no, you mustn’t smile," said the second sister, "for our nephew,
Kikos by name, with hair of chestnut brown, one day will climb this
tree and fall, and in the well he’ll drown!"

"No!" cried the third sister, and when she did not return home,
her mother ran to look for all three girls. She found them sitting
by the well, their eyes swollen from crying.

"My beautiful girls," she said, "what has happened to you?"

"Mother, mother, your own grandson, the child of your child, a boy
named Kikos, will one day climb up this tree. Imagine his smile,
his laughter, his glee. Imagine that hair, that rich chestnut brown,
and imagine poor Kikos falling here, Kikos drowned!"

"Woe is me!" the mother wept. "My favorite grandchild. Kikos, my
only boy!"

Now it was getting late, and the peasant could not imagine what could
take his women such a long time. So he pulled on his boots and trudged
all the way to the well. There he saw all four women, tears pouring
down their faces and noses so red, they seemed to be on fire.

"Grandfather! Poor man!" they cried when they saw the peasant.

"Good heavens, what is this all about?" he asked. "And who is
grandfather?"

"You, my sweet," said the peasant’s wife, "your poor grandson, your
namesake Kikos, will one day climb this tree …"

"Oh, grandfather, imagine Kikos, the boy of such wit and such glee …"

"Like his grandfather Kikos, with thick hair, chestnut brown …"

"But father, your grandson will fall …"

"And he’ll drown!" they wailed together.

Now the peasant began to understand, and he shook his head and
wondered what to do with his foolish women. But he loved them well,
and so he said, "There, there, you’ll never bring our boy Kikos back
with your tears."

"Ahh, what shall we do, father?" asked the eldest daughter, whose heart
was nearly broken by the thought of losing her one and only future son.

"Come home with me," the peasant said, "and we shall invite the
neighbors to a feast in memory of our little Kikos. In this way our
son and grandson will live forever in everyone’s memory."

And so the women became calm again, and all went home happily.

There is information from reliable sources that before the conference
of the Republican Party Russian President Vladimir Putin personally
suggested that Robert Kocharyan dismiss the defense minister Serge
Sargsyan. Robert Kocharyan told Serge Sargsyan about it and suggested
that he resign before becoming Republican. Serge Sargsyan refused.

There is information that this might be the reason why Robert Kocahryan
avoided participating in the informal CIS summit in Sochi on July 21.

It is notable that the Chief of the Headquarters of the Armed Forces
Mikael Harutiunyan made definite hints regarding the minister in
the meeting of the college of the Defense Ministry. The sources
mention that Mikael Harutiunyan and several other representatives
of the Command are definitely dissatisfied with the possibility of
involvement of the army in politics, for they think it threatens the
army and the national security. The fact is interesting because Mikael
Harutiunyan is a general of the Russian school and is perceived as a
representative of the pro-Russian direction, who is in close relations
with the Russian Command.

For its part, the Republican Party confirmed this information through
its channels, which caused tensions inside the already troubled
political party. The point is that the Republican Party is growing
doubtful that the defense minister will not bring success to the party
in the upcoming parliamentary election without having the support of
the Russian government. There is information that inside the Republican
Party they now often remember the statement made by the Russian
defense minsiter Sergey Ivanov concerning the post of president,
when Ivanov sitting beside Sargsyan gave a definite answer to the
question concerning the next candidate for president. Ivanov said he
is a defense minister, and if he starts thinking about presidency,
he will fail fulfilling his direct duties.

US National Aeronautics and Space Administration (NASA) has
misrepresented Azerbaijan’s map.

APA’s Europe bureau reports the regional map presented by
NASA, which has created analogue of Google Earth program on
, shows Azerbaijan’s Nakhchivan Autonomous
Republic as territory of Armenia.

This mistake was not in the Google Earth program. Taking into account
that NASA is a state agency, this is a quite a serious mistake.

poetess Silva Kaputikyan’s death.

Expressing compassion on behalf of NKR people and authorities to family
and friends of the poetess, NKR leaders stress, in particular that the
remembrance of the greatest friend of the Artsakhi people will stay in
the memory of the coming generations forever. "The generations will not
forget her invaluable contribution to the maintenance and development
