U.N. envoy dismisses fear of Kosovo precedent

UNITED NATIONS, Sept 22 (Reuters) – The U.N. envoy charged with
proposing a solution to Kosovo’s final status on Friday dismissed
arguments that granting the breakaway Serbian province independence
would set a dangerous precedent.

Martti Ahtisaari said after briefing the Security Council on talks
he is conducting between Belgrade and Pristina, "We would be totally
paralyzed if people would say, don’t do this because it may have an
effect on something else."

"This is a special case," the former Finnish president told reporters,
arguing that Kosovo’s history made it different from any other conflict
in the Balkans or the Caucasus.

Major powers in a six-nation Contact Group overseeing Balkan diplomacy
authorized Ahtisaari this week to propose a final status for Kosovo
widely expected to lead to U.N.-imposed independence against Belgrade’s
will by the end of this year.

Ukrainian Foreign Minister Borys Tarasyuk warned Western nations
that granting independence to Kosovo, whose population is 90 percent
ethnic Albanian, could have a ripple effect from the Black Sea to
the Caucasus.

"A lot of separatist regimes in the region are waiting for a solution
of the Kosovo problem in order to undertake their action to separate,"
he said in a Reuters interview.

"Kosovo might be the precedent on which separatist regimes may take
their decisions. This may undermine the efforts of the international
community to bring settlements in Transdnestr, Abkhazia, South Ossetia
and Nagorno-Karabakh."

He was referring to so-called "frozen conflicts" in breakaway regions
of the former Soviet republics of Moldova and Georgia, where minorities
backed by Moscow are seeking to secede, as well as in Azerbaijan.

Kosovo has been in limbo under U.N. administration since 1999 when
NATO waged an air war to drive Serbian forces out of the southern
province to stop ethnic cleansing ordered by the late Yugoslav
President Slobodan Milosevic.

FULL SPEED AHEAD

Ahtisaari said the solution to any of these conflicts would need
the consent of the U.N. Security Council, where the United States,
Russia, China, Britain and France have veto power.

"This precedent discussion is perhaps more political than anything
else. It’s a reminder that somebody may in the debates in the Council
use those arguments. But I don’t think it has more importance than
that. Because otherwise it would prevent us from solving this,"
he added.

Leaders of the Bosnian Serb republic have suggested in campaigning
for an Oct. 1 election they would see independence for Kosovo as
legitimizing their own right to secede.

Western governments this week brushed aside Russian and Serbian pleas
to slow the process and allow more time for talks, and decided to
press ahead for a settlement this year.

Asked whether he feared that Serbia or the Kosovo Albanians might
walk out of the talks, Ahtisaari said he did not think they would.
"Both sides have assured me — whenever I have called them, they have
come," he said.

U.S. Ambassador to the United Nations John Bolton told reporters,
"We think it’s important after seven years of uncertainty for Kosovo
that the people of Kosovo and Serbia and the region deserve to have
their status resolved."

Serbian President Boris Tadic, a pro-Western reformer, told the U.N.
General Assembly this week that Belgrade had offered Kosovo greater
autonomy than any other region in Europe.

But significantly he did not echo nationalist Prime Minister Vojislav
Kostunica’s insistence that Kosovo must remain forever Serbian.

NA deputy Vazgen Manukyan said everybody forget that in fact the first
Armenia-Diaspora meeting was held in 1991 when business community
from Diaspora was invited to Armenia while Manukyan served as a
prime minister.

Manukyan said they had plans to open an Armenian bank in Paris with
5% of starting capital from the Armenian government and 95% from the
Diaspora. This bank never opened, Manukyan said.

Manukyan has no high hopes with the poverty alleviation program in
rural communities because he says no clear-cut programs are proposed
and supervision mechanisms are not in place. "First of all the state
must not be corrupt so that people make financial assistance," he said.

Deputy of National Assembly, Khachatur Sukiasyan, also agreed with
Vazgen Manukyan. He said Armenia should become attractive for the

services that top Al Qaeda terrorist, Osama bin Laden, may be dead. The
French regional daily L’Est Republicain reported on its website on
Saturday that Saudi Arabia’s intelligence service had determined bin
Laden had died of typhoid in Pakistan last month. The newspaper said
it based its information on a classified document originating in the
French DGSE intelligence service. The document said that bin Laden’s
geographical isolation had rendered medical assistance impossible. It
also stated that the Saudis were waiting for more details before making
an official announcement. According to the newspaper, the DGSE found
the Saudi report sufficiently credible to have it relayed to French
President Jacques Chirac. The French Defence Ministry said on Saturday
the report could not be confirmed and it would launch an inquiry into
the leak.

Senior government officials in Armenia have opposed plans put forward
by the country’s national operator ArmenTel to significantly raise
the cost of fixed line services in the country. The monopoly operator
submitted its proposal to the regulator in August, despite the fact
that its Greek parent the Hellenic Telecommunications Organisation
(OTE) was pressing ahead with plans to sell its 90% stake in the telco
to another foreign investor. OTE has short-listed four foreign firms
for the stake, but has yet to announce the winner. Prime Minister
Andranik Markarian has now voiced his opposition to the hike, arguing
that it would significantly push up the cost of dial-up internet
access to the detriment of the development of IT in Armenia.

Armenia Fund Unveils International Telethon Campaign
Telethon 2006 to Benefit Hadrut Regional Development

Los Angeles, CA – On Wednesday, September 13, 2006, Armenia Fund
United States Western Region launched the 9th annual international
telethon’s campaign with a special reception at the Alex Theatre
Forecourt. The event highlighted the start of the campaign with a
special telethon logo unveiling program with the participation of
all major Armenian-American organizations as well as religious and
community leaders.

In the light of the 15th anniversary of the Republics of Armenia and
Artsakh, the 2006 campaign is dubbed as "I Love Armenia" and "I Love
Artsakh", which features a pomegranate with its seeds in formation of
a heart as the telethon logo. The dual international campaign jointly
launched from Los Angeles, New York, Paris and Yerevan will be widely
used by Armenia Fund’s 19 international offices to promote the 2006
Telethon as well as highlight the 15 years of independence of the
republics. The Telethon is set to air internationally on Thanksgiving
Day, November 23, 2006.

Los Angeles based graphic artist Helena Gregorian designed the logo.

Gregorian draws years of experience in the graphic design and arts
industry.

Armenia Fund’s Telethon 2005 was designed by Gregorian as well.

The special reception drew hundreds of Armenia Fund supporters,
community leaders and activists, as well as special guests. Present
were also Armenia Fund’s Board members. The Fund’s Board has a unique
composition of the heads of all major Armenian organizations, churches
and political parties.

Essentially, the Fund is the only Pan-Armenian organization both within
Armenia and the Diaspora at large. Chairperson of Armenia Fund United
States Western Region Maria Mehranian welcomed the attendees to the
event and thanked all those who were once again at the forefront of
supporting Armenia Fund’s nation building projects. "Today, Armenia
is a better place thanks to your continued support. Whether it is the
modern water pipeline that doubled the water supply in the Martakert
Region, the regional hospital with new ambulances, 3 new schools, and
the first agricultural cooperative, Artsakh is truly on the path of
socio-economic recovery", stated Mehranian during her opening remarks.

been actively collecting the promised pledges from Telethon 2005,

headed by the Armenian President Robert Kocharian on September 20
visited Erablur and laid a wreath at Monument to Unknown Soldier,
paying a tribute of respect to the Armenians who laid down their
lives for Armenia’s independence.

"If we don’t want a war, we should be prepared for it," the NKR
President Arkady Ghukasian said during a briefing with reporters.

"The bravest die in war, and this was not an exception 15 years ago.

We must create a state worthy of their dreams. We won the war,
but it is still continuing in the political and economic field,"
the NKR President added.

During a talk with reporters, the Defence Minister Serge Sargsian in
his turn pointed out: "We should always be prepared for any turn of
events, because the problem is directly related to our security and
our future, that is, this is the most important problem for us. I am
convinced that the appropriate bodies are ready for this process."

Serge Sargsian considered the 15-year path of Armenia as natural,
because while proceeding along this path, our country has had
achievements and successes along with its problems and difficulties.

"The past 15 years were full of the delight of success, and certainly
the bitterness of mistakes," the minister said. In his words,
"the years of independence, which were full of numerous successes
and mistakes, have taught us to discuss them with a large number of
participants when taking a decision."

A sociological survey was held in Armenia in the spring 2006 on the
order of a US govermental institution (personal interview with 2000
people), reports APA news agency (Azerbaijan).

A source from the US Embassy in Armenia says that there is actually
a document containing the data of a sociological survey by Gallup. It
says that the document will be officially published in 1-2 weeks and
is surprised to know that it has already got in the Azeri press.

APA reports that asked who can ensure the most effective resolution
of the Karabakh conflict, 43.8% of the questioned said Russia, 33.3%
the US, 20.7% the UN, 17.9% France. 41.6% say that the conflict can
be resolved through international mediation, 40.7% through compromise
and 11.5% by force. 50% say that Karabakh must become part of Armenia
and 50% that Karabakh must be independent. 55.2% support the idea
of referendum on NK status, 21.6% object to it. 56.7% say that only
Karabakh residents should vote in the referendum, 15.3% only refugees
from Karabakh, 5.6% people who were Karabakh residents in 1991.

57.7% advocate the opening of the Armenian-Turkish border, each third
objects to it.

79.6% are friendly to Russia, 49% to the US. 80.1% are unfriendly to
Turkey, 54.7% to Georgia and 86.5% to Azerbaijan.

The most trusted Armenian politicians are Artashes Gegamyan 14.9%,
Gagik Tsarukyan 13.5%, Robert Kocharyan 12.3%, Artur Bagdassaryan 8.9%,

The debut of Jamporte (the traveler) & A Day with Vahe Oshagan

A new book of poetry and a day-long international conference

Glendale, CA-On Friday evening and all day Saturday, September 22
and 23, two major events devoted to Vahe Oshagan-one of the Armenian
Nation’s most important literary figures of the 20th century-will
be held at the Glendale Public Library Auditorium. Friday will mark
the debut of Oshagan’s latest book of poetry, Jamporte, and Saturday
will feature a day-long international conference exploring Oshagan’s
literary work and life.

On Friday evening, Sept 22, 2006, at 7 p.m., a milestone publication
will be presented. Vahe Oshagan’s Jamporte (the traveler), a
100-page poetic oeuvre, will be presented and discussed by literary
critic and poet, Maroush Yeramian from Aleppo, Syria. This poem is
the culmination of Oshagan’s decades-long exploration of the human
condition, laying bare and probing in-depth his ideas of existential
man, the traveler through life, and his place in the universe.

The next day, Saturday, September 23, 2006, from 10 a.m. to 6 p.m.
will be "A Day with Vahe Oshagan." Scholars and speakers will examine
and discuss various aspects of Vahe Oshagan’s work and literary
ideas and artists in several media will present and interpret his
writings and life. The day will be spent not only analyzing
Oshagan’s work but also in hearing, seeing and experiencing his
literature and ideas.

"A Day with Vahe Oshagan" will feature some of the best literary
minds of our times as they consider Vahe Oshagan’s literary and
cultural oeuvre and his impact on Armenian literature. Krikor
Beledian-poet, novelist and literary critic-will reflect upon
Oshagan’s poetry. Gourgen Arzoumanian, LA-based editor and writer,
will discuss Oshagan’s prose work-short stories and novellas. Marc
Nichanian, literary critic and professor at New York’s Columbia
University, will speak about Oshagan’s theatrical works-an
understudied but crucial genre in Oshagan’s literature. Raffi
Ajemian, writer and literary essayist, will take up Oshagan’s
influential literary criticism and analysis-also a topic rarely
studied. And finally, Vrej-Armen Artinian, editor and critic from
Montreal, will explore Oshagan’s role as one of the Armenian
Nation’s preeminent intellectuals.

The day will include staged readings-by several actors and
readers-of Oshagan’s poetry, prose and theatrical work as well as
unique audio recordings of the author reading his own work. A
multi-faceted photographic portrait of Oshagan will be presented by
his son, photographer Ara Oshagan. Hrayr Anmahouni, artist and
filmmaker, will present a documentary about Oshagan’s writings and
life. Throughout the day, his presence will also be seen and heard
via short audio-visual presentations featuring him speaking about his
own life and work.

The publication of Jamporte is the first in a series of Oshagan’s
works to be published posthumously. And this day-long conference is
the first step in the process of understanding his crucial
contribution to 20th century Armenian literature and letters.

The presentation of Jamporte and "A Day with Vahe Oshagan" have been
initiated by the Oshagan Family Foundation and are sponsored by the
Hamazkayin Educational and Cultural Society of Western U.S.A.
Regional Executive. The organizing committee consists of Elizabeth
Grigorian, Hrayr Sherikian and Ara Oshagan.

The Oshagan Family Foundation, founded in 2006, is the repository of
the Oshagan family legacy. Its purpose is to publish, promote and
disseminate works of literature and art by the Oshagan family.

The Hamazkayin Educational & Cultural Society, founded in 1928,
continues to fulfill its worldwide endeavor to nourish those who
enrich the Armenian culture. The Western U.S.A. Regional Executive

Returning Dawson College Students Receive Support

Montreal, QC- The tragic events that unfolded at Dawson College, Quebec’s
largest CEGEP and home to 10,000 students, has touched us all very deeply,
and our thoughts and prayers are with the De Sousa family, the victims and
all of those whose lives changed that Wednesday afternoon.

In light of the situation and the trauma experienced by the young CEGEP
students, many are reluctant to return, the memories still too fresh. Still,
they are determined to overcome this obstacle, and will be assisted by a
support network upon their return on Tuesday, September 19.

Association have joined the effort and have already contacted Dawson?s
Student Services Administration and Counselling and Career Development
