in Batumi on an unofficial visit.

The Armenian Foreign Ministry’s press service reported that Foreign
Minister Vardan Oskanyan is accompanying Kocharyan.

The situation with the Armenian population in Samtskhe-Javakheti
Region and detentions of Armenian citizens on the Georgian border
will be discussed during the Armenian-Georgian talks.

The chief editor of Armenia’s opposition newspaper Nastoyashee Pravo
was rushed to a Yerevan emergency hospital Saturday after unknown
assailants beat him with iron bars, a colleague and friend told AFP.

"Ovannes Galajyan was attacked tonight at the very doorstep of the
newsroom. Two young men, armed with iron bars, cruelly beat him,"
Aik Babukhanyan said, adding that Galajyan was hospitalised with
head injuries.

Nastoyashee Pravo (True Right) was formed after a number of reporters
broke away from the Pravo (Right) newspaper following a split in the
Soyuz Constitutsionnoe Pravo (Constitutional Right Union) opposition
party.

Galajyan had already been targeted last year when two unknown
assailants clubbed him, Babukhanyan said, adding that investigation
of the incident had not been completed since.

Next week a court is due to examine Galajyan’s lawsuit demanding
his restoration as chief editor of Pravo newspaper and compensation
payment.

A Vietnam War memorial Web site run by veterans was defaced in recent
days by a "hacker" who left messages attacking the U.S., Israel,
Armenia and the Kurds, the Washington Post reported in Thursday’s
issue.

According to the Post, visitors to the Vietnam Veterans Memorial site
who searched for casualties by date were redirected to a page that
displayed the Turkish flag, a short video, and messages in both
Turkish and English. One of the messages in Turkish read in
translation: "Is there any equal or likeness to our martyrs at
Gallipoli?"

The newspaper assumed the message referred to the Battle of Gallipoli
during World War I. In 1915, an Allied attempt to force passage
through the Dardanelles to supply Russia was defeated by the Turks,
whose Ottoman Empire had sided with Germany and Austria-Hungary
against Britain, France, Russia and others.

Both Kurds and Armenians were targeted by Turks for genocide in this
and the previous century.

Someone identified as "Turk Defacer" took responsibility for the hack,
which was reported to the site by several hundred visitors. The group
that operates the site, the 4/9 Infantry Manchu (Vietnam) Association,
removed the defacement and restored the site late Wednesday.

Zone-H, a Web site that maintains the world’s largest defacement
database, had no listing for the hack. Searches there for known
hackers going by the name Turk Defacer located two, but neither had
been pegged with a defacement this year.

The site was hacked less than two weeks after the physical Vietnam
Veterans Memorial was defaced with an unknown oily substance that
National Park Service police said had been splashed on at least 14 of
the 140 polished granite panels. Names of the men and women who died
or were declared missing are etched on the panels.

The Vietnam Veterans Memorial Fund, which built the wall, has offered
a $5,000 reward for information leading to the arrest and conviction
of the perpetrator, while the Park Service is cleaning the soiled
panels.

Prominent Web sites are regularly vandalized by hackers. Last month,
for example, the United Nations’ site was plastered with messages
accusing the U.S. and Israel of killing children. The name of the
group that assumed responsibility for that defacement had been
previously linked to Turkish hackers.

At the world’s wrestling competition now taking place in Baku, seven
boys and one girl, Karine Shadoyan, took part in the free-style
competition. Panorma.am was informed about this from the secretary of
the youth and sport ministry, Yura Alexanyan. We remind that yesterday
Vahan Simonyan (55 Kg), Arman Karapetyan (60 Kg), and Patrick Kev (120
Kg), in the Greco-Roman style, also took part. The latter won third
place, earning him the right to participate in the olympic games in
Peking. The other two wrestlers were defeated. We point out that Arman
Adikyan (66 Kg) captured fourth place on September 17, earning him an
olympic rating.

Armenia Fund Launches Rural Development Program

September 18, 2007, was the official launch date for the "Hayastan"
All-Armenian Fund’s Armenia Fund’s Rural Development Program. The
event took place in Khashtarak village of Tavush region. It is one
of the six villages included in the Rural Development Program first
cluster. The other five villages are Aknaghbyur, Azatamut, Ditavan,
Lusadzor and Lusahovit. The ceremony was attended by the Minister of
Foreign Affairs of Armenia Vartan Oskanian, Armenia Fund Executive
Director Vahe Aghabegians and the Regional Governor of Tavush Armen
Ghularian.

Mayors and some of the inhabitants of all six villages involved in
the Program gathered in front of Khashtarak School where the event
took place.

"In the past, there have been many words but few deeds. The time has
come for an initiative that will get the job done. We deeply believe
that the Armenia Fund’s Rural Development Program is that initiative",
said Minister Oskanian, who is the Member of the Board of Trustees
of Armenia Fund and the Coordinator for the Rural Development Program.

"This Program enjoys the widest support of both the President of
Armenia and the Diasporans. It truly has a strong potential for
becoming an all-Armenian endeavor. Today, as we signal the launch
of the first cluster of the Rural Development Program we are already
working on establishing clusters in Lori and Syunik and expanding it
to all of Armenia’s rural communities."

Executive Director Vahe Aghabegians stressed the importance of the
active involvement of members of all the communities concerned in
the program’s implementation.

"This is a quest we have to accomplish together. Together we must
share the responsibility for the success of this enterprise. We
need your involvement in all the phases of project implementation",
said Mr. Aghabegians. "This Program has two fundamental components:
infrastructure and economic development. Infrastructure alone cannot
solve the problems that stand before Armenia’s rural communities. We
also need strong economic initiatives to truly revitalize our villages,
to halt the immigration and bring people back home where they can live,
work and prosper."

All of the villages included in the Program are located close
to Armenia’s border with Azerbaijan. Border communities are the
prerogative of the Rural Development Program as they are in the most
vulnerable position in a country which otherwise registers tremendous
economic growth. At the same time, they are vitally important for
the country’s future for both strategic and economic reasons. The
Government of Armenia addressed the issue by developing the National
Poverty Reduction Strategy. The Rural Development Program will act
as a supplementary mechanism accelerating the process of economic
and infrastructure development.

of Israel share the lead at four points in the World Chess Championship
after the sixth round of matches with three draws and a win.

Anand tied his game on Wednesday with Peter Leko of Hungary in a
21-move Ruy Lopez opening, while Gelfand defeated Russian Alexander
Morozevich in a 50-move Queen’s Indian Defence.

Alexander Grischuk and Peter Svidler, both from Russia, played a
41-move draw with the Slav Defence and Levon Aronian of Armenia draw
with Vladimir Kramnik of Russia in a 22-move Catalan opening.

After the sixth round game Anand said, "I only worry about the game
I have to play, I couldn’t care less about other games."

Gelfand said, "I know I have to play against the strongest players
in the next two rounds, Kramnik and Anand, but that does not affect
my state of mind at all."

Defending world champion Kramnik said, "I am still in the fight,
I am only half a point behind the leaders.

I do not understand why Aronian dared to play my favourite opening. He
did not play aggressively."

"I do not think I can recover. I believe it is impossible for me to
win this event.", said Morozevich.

After the sixth round, Anand and Gelfand lead with four points each,
Kramnik and Grischuk are tied for second place half a point behind,
while Aronian and Svidler have 2.5 points and Svidler and Morozevich
are on two points apiece.

The seventh-round pairings are Svidler-Aronian, Kramnik-Gelfand,
Morozevich-Leko and Anand-Grischuk.

Participation of Azerbaijani and Armenian communities of Nagorno
Karabakh in OSCE Minsk Group negotiations is possible, Azerbaijani
deputy foreign minister Araz Azimov said briefing today, APA reports.

Azimov characterizing present state of Nagorno Karabakh conflict
stated that position of world community is developing towards the
position of Azerbaijan.

"The development of negotiations continues in the framework of Prague
process and makes solution possible. We expect that Armenia’s position
will change," he said.

Following this, Azerbaijani diplomat regards that the situation will
not change seriously until presidential elections start in Armenia. He
stated that situation will differ in 2008. Mr. Azimov said that it
is too early to speak about the meeting of presidents.

Deputy minister said that there is no agreement regarding the next
meeting of Azerbaijani and Armenian representatives, at the same time
no one refused it.

Azimov stated that return of Azerbaijanis to their native lands is
one of the principal issues for Azerbaijan.

Armenia, Belarus Have Great, Martin Sargsyan Says

Armenia and Belarus have a great potential for trade cooperation,
Chairman of the RA Chamber of Commerce and Industry Martin Sargsyan
stated at a meeting with a Byelorussian business delegation.

According to him, Armenian enterprises must be more active in supplying
their products to the Byelorussian market.

"It is no secret that transport problems invalidate many good business
projects, but it is important not to lose each other as partners now,"
he said.

Sargsyan also pointed out that the two countries can be proud of good
examples of joint business, which must be expanded in the aspect of
both volume and range.

"I am sure that the businessmen that arrived in Armenia as members
of the Byelorussian delegation will be able to establish business
contacts with their Armenian counterparts," he said.

Head of the Byelorussian delegation, Chairman of the Chamber of
Commerce and Industry of Belarus Vladimir Bobrov said that, despite
being small, the bilateral trade turnover is increasing year by year,
and the present visit will only promote this process.

"Our economies are complementary, so we can state that our countries
have grounds for further development of trade relations," he said.

Byelorussian Ambassador to Armenia Marina Dolgopolova said that the
bilateral trade turnover has increased almost 10 times over the last
seven years.

"Byelorussian exports to Armenia were predominant before, whereas
Armenian exports to Belarus have been increasing over the last year,"
she said.

In 2006, Armenian-Byelorussian trade turnover made $21.3mln against
$15.4mln in 2005. In January-July 2007, it reached $15.7mln. Armenia’s
exports to Belarus totaled $1.7mln, and imports from Belarus $14mln.

The share of Armenian-Byelorussian trade turnover in Armenia’s total
turnover is 0.7%.

Customs statistics show that Armenia mostly exports fruit juices,
brandies, wines, glass containers, drugs, and mineral waters to
Belarus, while importing refrigerators, lorries, tractors, textile,
paper items, matches, chipboards, plywood, furniture, drugs and
cosmetics.

The Byelorussian delegation is to leave Armenia on September 20, 2007.

Armenia attaches importance to the expansion of cooperation with Egypt,
RA President Robert Kocharyan stated, while receiving the credentials
from the newly appointed Egyptian Ambassador to Armenia Vahid el Dina
Ismail Galal.

President Kocharyan congratulated the Ambassador on his appointment,
expressing his satisfaction with the dynamic development of the
bilateral relations. He pointed out that Armenia attaches importance
to the expansion of cooperation with this leading Arab state.

Reminding the Egyptian Ambassador of his official visit to Egypt this
April, President Kocharyan pointed out that he was impressed by the
country’s historical and cultural heritage.

The Armenian President expressed the confidence that the agreements
reached during his visit will be realized as soon as possible, which
will be done due to the new Ambassador’s efforts as well.

Ambassador Galal said that he has experience in cooperating with
Armenia, as, before being appointed Ambassador to Armenia, he was Head
of the Egyptian Fund for Technical Cooperation with the Commonwealth
of Independent States (CIS). He pointed out that numerous Armenian
officials have been retrained in Egypt due to the Fund.

The sides also discussed prospects for developing bilateral
cooperation, pointing out the importance of expanding cooperation
in such fields as culture, information technologies, tourism, as
well as of establishing close contacts between the two countries’
private sectors.
