YEREVAN, DECEMBER 20, NOYAN TAPAN. On the order of the mayor of
Yerevan, the underground and the city overground passenger transport
of the capital will run until 01:00 January 1.

According to the information provided to Noyan Tapan by the Information
and Public Relations Department of the municipality, the city public
transport will run until 24:00 on January 1-6, 2008 and since January
7 it will run by its daily working schedule.

GENEVA: Switzerland’s Federal Tribunal yesterday rejected a Turkish
activist’s appeal over his conviction for having denied that mass
killings of Armenians during World War One constituted genocide.

The tribunal, which is the country’s supreme court, confirmed in
every respect an earlier ruling against Dogu Perincek, leader of a
small left-wing group, the Turkish Workers’ Party.

On March 7 this year, a court in Lausanne fined Perincek 3,000 Swiss
francs ($2,500) and handed down a suspended sentence for having
"denied the Armenian genocide three times during meetings held in
Switzerland in 2005, motivated by racist motives".

Pierre-Henri Winzap, the judge who heard the Lausanne case, ruled
that Perincek’s comments had not been motivated by a wish to start
a historical debate.

He had described the defendant as an "arrogant provocateur" with
"racist and nationalist motives".

The ruling made Perincek the first person to be convicted in
Switzerland for denying the Armenian genocide, following his claim
the killings were an "international lie".

Yesterday’s Federal Tribunal ruling is unlikely to please the Turkish
government.

A Turkish foreign ministry statement issued shortly after the original
March judgment described it as unacceptable and criticised Swiss
media coverage of the case as biased.

It added: "We hope this injustice will be corrected in the future
stages of the legal process by the impartial and independent judges
we believe exist in Switzerland."

Having exhausted all legal avenues in the Swiss courts, Perincek
could now appeal to the European Court of Human Rights.

According to the Armenians, 1.5mn of their kinsmen were killed from
1915 to 1917 under an Ottoman Empire campaign of deportation and

of Armenia (RPA), candidate for the position of the Armenian President
Serzh Sarkisian stated in Yerevan today that the support from such a
political force, as the "Prosperous Armenia" party (PAP), is a great
honor for any politician.

Mediamax reports that, speaking today in the extended session of
the political council of PAP, Serzh Sarkisian stated that after the
parliamentary elections of May 12, new political situation and a
stable basis for joint productive work was established in the country.

"The political cooperation of our parties is a bright example of the
fact that the non-constructive approach does not have future. The
basis of our joint activity is unity, tolerance and creative approach
to the joint programs", the Armenian Prime Minister stressed.

Serzh Sarkisian noted that the strategic aim of RPA and PAP is in
uniting the whole Armenian people. "In Armenia, which we strive to
reach, atmosphere of love, mutual respect and benevolence should rule",
he stated.

"Armenia should be recognized as a country, which secures the best
conditions for economic competition and for attracting investments. In
our country, all conditions should be provided for security and
worthy life and self-expression for each citizen. Armenia should
become a strong democratic state with an efficient ruling system",

"The upcoming presidential elections have great importance for
the further development of our country, and in this context one
should note that the positive assessment of the past parliamentary
elections was taken as a surprise by many political forces. During
the upcoming presidential elections we should fundamentally change

The Prosperous Armenia Party (BHK), a junior partner in the governing
coalition, on Thursday officially endorsed Prime Minister Serzh
Sarkisian’s bid to become Armenia’s next president.

The decision was announced at a special meeting of the BHK’s governing
board chaired by the party leader, businessman Gagik Tsarukian, and
attended by Sarkisian. With the BHK widely seen as President Robert
Kocharian’s power base, it came as a further indication that the
outgoing head of state approves of Sarkisian’s presidential ambitions.

Tsarukian already indicated earlier this year that his party, which
has the second largest faction in parliament, will endorse Sarkisian
in accordance with a power-sharing agreement signed with the latter’s
Republican Party (HHK) following the May parliamentary elections. One
of the influential tycoon’s close associates, Minister for Urban
Development Vartan Vartanian, was designated as Sarkisian’s deputy
campaign manager last month.

Unlike the BHK, the Armenian Revolutionary Federation (Dashnaktsutyun),
the other pro-Kocharian party represented in the government, has
declined to throw its weight behind the prime minister and nominated
its own presidential candidate instead.

"The Prosperous Armenia Party will support Serzh Sarkisian’s
candidature and entirely work for his victory," Tsarukian declared
on Thursday. "Not only because we signed the [power-sharing] document
but because recent political analyses and the spirit of our political
cooperation allow us to say that out joint candidate can solve all
problems facing Armenia."

"We must jointly strive for [Sarkisian’s] victory," he told loyalists.

Other BHK figures also heaped praise on Sarkisian in their speeches
at the gathering. "He is the most experienced and worthy of the
candidates who also enjoys broad international recognition," one of
them, Artsrun Grigorian, said.

"Obtaining the backing of such a force in the presidential elections
is an honor for any politician," Sarkisian said in his acceptance
speech. He referred to himself as the most popular of the presidential
candidates and said the Armenian authorities will ensure that the
February 19 meets democratic standards.

Speaking to journalists afterwards, Sarkisian denied opposition
allegations that he fears being rejected by voters. "Neither the
authorities nor myself are afraid of the people," he said. "If I was
afraid, I would not meet the people every Saturday and Sunday."

"What I am afraid of is that I might not live up to the people’s
trust. Others are not afraid of that because the people do not trust
them," he added.

Upon returning from the latest Washington Institute Study Tour to the
Middle East, senior fellow Soner Cagaptay discussed his findings and
impressions at a special Institute Policy Forum. The following is his
own summary of his remarks at the forum. Senior fellow David Makovsky
addressed the forum as well, discussing his impressions from Amman,
Jerusalem, Ramallah, and Tel Aviv; a summary of his remarks will be
published separately.

A group of Institute trustees and fellows recently visited Turkey,
meeting with policymakers, scholars, journalists, and community
leaders. A key finding of the delegation was that Turkish foreign
policy seems to be settling into a new pattern — one friendly to
the United States, Syria, and Iran.

Booming Economy and the PKK

The two main topics in Turkey today are the booming economy and
worries about the Kurdistan Workers Party (PKK). The political
stability provided by the ruling Justice and Development Party
(AKP), which came to power in 2002, has resulted in a notably
strong economic growth. As a result, Turkey now benefits from an
improved European-style infrastructure, a dynamic private sector,
and a vibrant middle class. The country’s major businesses, most of
which are secular, have benefited significantly from the economic
growth and are generally supportive of the AKP, although some seem
to disagree with the party’s social and cultural agenda.

The PKK, on the other hand, trumps all other issues in Turkey.

Although Turkey witnessed significant political tensions earlier
this year over the issue of secularism and religion in politics,
such tensions seem suppressed now in light of the recent PKK
attacks. In fact, it can be said that the terror issue and the debate
over secularism are on opposite cycles: when the PKK issue peaks,
the debate over secularism dips, and vice versa. It should be noted,
however, that while the debate over secularism is on the back burner
now, it is very much alive.

Three-Dimensional Foreign Policy: The United States, Iran, and Syria

A two dimensional picture of Turkish foreign policy shows either
strong ties between Turkey and the United States and Israel, or
strong ties between Turkey and Syria and Iran. A three dimensional
perspective, however, shows the many layers of Turkish foreign policy
simultaneously; the ongoing transformation of Turkish foreign policy
towards the Middle East since 2002 seems to have now settled on a
new plateau.

There is a gap between reality and perception in Turkey. Turkey and
the United States have an ongoing, strong cooperation on a wide array
of issues such as Afghanistan and Iraq. However, the public is not
aware of such cooperation or why it is in Turkey’s interests. This
is where the AKP government could help by using the right rhetoric to
bridge the gap between reality and perception, explaining to the Turks
why it is in Turkey’s interests to collaborate with the United States.

It should be noted that during its meetings, the delegation saw
challenges to the close cooperation between the United States and
Turkey. House Resolution 106, also known as the Armenian Genocide
Resolution (AGR), seems to have added to the resentment against the
United States. In fact, the issue was raised in every delagation
meeting with Turkish counterparts. More generally, popular approval
of the United States is at its all-time low and anti-Americanism is
laying deep roots throughout Turkey.

The Turkish-Israeli strategic partnership remains strong. However,
despite its history as a country with no potent traditions of
anti-Semitism, Turkey is now witnessing emerging tensions.

While Turkey has good cooperation with the United States and good ties
with Israel, it also has good ties to Iran and a powerful cooperation
with Syria. Since 2002, Iran and Syria have been actively cooperating
with Turkey against the PKK, which is the main reason why the Turkish
public has warmed up to these two countries. Iran has taken advantage
of U.S. inactivity in northern Iraq to such a degree that when an
American official shows support for Turkey’s concerns and promises
future action against the PKK, Iran actually bombs PKK camps in
northern Iraq, boosting the popularity of Iranian President Mahmoud
Ahmadinezhad.

Attitudes toward Syria in Ankara are also quite positive. There is a
wide consensus among Turkish policymakers that Syria is a reasonable
country that should be brought into the international sphere with
Turkey’s help. Regrading Iran, there seems to be an emerging consensus
in Ankara that while some aspects of Iran’s policy — specifically its
nucleaer policy — are problematic, Turkish-Iranian relations have to
be nurtured and maintained. Two issues that cause the most divergence
among policymakers in Ankara are Hamas and Hizballah. Opposition
parties and secular Turks criticize the AKP’s continuing contacts with
Hamas, and call both Hamas and Hizballah "terrorist groups period."

PKK: Challege and Opportunity for Washington

The main challenge to the U.S.-Turkish relationship is the PKK issue;
however, the PKK also provides the U.S. government with a great
opportunity. U.S. assistance to Turkey to combat the PKK in northern
Iraq will move public opinion favorably toward the United States,
while preventing Turkey’s slide towards Iran and Syria. The current
military and intelligence cooperation between the two countries helps,
but it has come in the winter months when the PKK goes into hibernation
in the high mountains of northern Iraq. Unless the cooperation
continues into the spring when the PKK typically resumes a higher
level of activity, the cooperation will not have its full potential
impact in reversing anti-Americanism in Turkey. Only persistent and
consistent U.S. assistance to Turkey against the PKK, into the next
year and beyond, will help reverse the tide of anti-Americanism in
the country. In this regard, recent U.S.-Turkish cooperation against
the PKK, with the U.S. providing real-time satelite intelligence
to Turkey on the PKK presence in northern Iraq, has been a welcome
development and was noted in all meetings of the delegation.

Meanwhile, however, the United States government should exercise
caution in defining its policies towards the current measures
implemented by the AKP government. The AKP seems to be on the brink of
opening up political avenues to deal with the PKK, including a possible
amnesty for PKK members. However, there is a high chance that through
the course of the political process, the PKK may resort to violence,
as terrorist groups often do when they feel their demands are not being
met through negotiations. If the U.S. government were to be seen as
supportive of the political process, it would suffer significantly from
the failure of such process or from intermittent PKK violence. That
is why Washington should exercise caution and allow the Turks to deal
with the PKK inside Turkey, while continuing to provide military and
intelligence assistance for its struggle against the PKK in Iraq.

be used after Azerbaijan and Armenia come to some agreement, Elmar
Mammadyarov, the Azerbaijani Foreign Minister said to journalists
on 18 December. "I do not see any problem in the meetings of
NGO representatives of both the countries’," he said. According
to Mammadyarov, in case any agreement is achieved, people will be
informed about it.

The Minister also touched upon the document which was submitted to
the conflicting sides by the OSCE Minsk Group’s co-chairs in Madrid.

He said the work over the document is in progress. "I positively
treat the document. But it has several points, which require
revision. Azerbaijan does not agree on the several points. But we
are working on the document," the Minister said.

The conflict between the two countries of the South Caucasus began in
1988 due to the Armenian territorial claims against Azerbaijan. Since
1992, the Armenian Armed Forces have occupied 20% of Azerbaijan
including the Nagorno-Karabakh region and its seven neighbouring
districts. In 1994, Azerbaijan and Armenia signed a ceasefire
agreement which ended the active hostilities. The Co-Chairs of the
OSCE Minsk Group ( Russia, France, and the US) are currently holding
the peaceful negotiations.

Although the Minks Group had made different suggestion, Armenia did
not turn down its non-constructive position. The last time when
the co-chairs made written suggestions to the conflicting sides,
was in November. At present, the two countries are considering the
suggestions.

Why Do They Conduct A Black PR Against A. Geghamyan

WHY DO THEY CONDUCT A BLACK PR AGAINST A. GEGHAMYAN

After Artashes Geghamyan, leader of "National Unity", announced in
the last press conference that the former authorities "have never
managed to find documented compromising evidence against me since
1990," the members of the Armenian pan-National Movement immediately
"found" it. And that "compromising" piece of information was recently
published in their newspapers.

Of course, the "compromising" information bore no direct relationship
to Mr. Geghamyan. It was addressed his wife, Anoush Plouzyan. However,
could it have had any significance for L. Ter-Petrosyan’s team
members, who had set a task to discredit the NU leader at all
costs? Reminding of the event which had allegedly occurred in 1993,
one of the newspapers supporting the Armenian pan-National Movement
wrote, "Although his wife was caught by the customs officers while
trying to commit smuggling, she was never punished."

At the request of "Hayots Ashkharh", ALEXAN KARAPETYAN, Vice Chair
of "National Unity", yesterday made his comments not only on the
above-mentioned "compromising evidence", but also the black PR
conducted against A. Geghamyan in general.

During the press conferences convened on November 27 and December
13, the chairmanship of "National Unity" party made substantiated
and fundamental assessments on the numerous bloody crimes committed
during the years when Levon Ter-Petrosyan and Vano Siradegyan were in
power. Besides, the dangerousness of the ruling authorities’ failure
to make any legal assessment on them was mentioned. While disclosing
the essence of the chieftainship established by Levon and Vano,
"National Unity" feels obliged to remind our people of the disastrous
developments to which these people’s political revival may lead.

Unable to bring any counterargument to our arguments, the
press supporting the Armenian pan-National Movement adopted its
characteristic policy of black PR. Let me remind you that this press
is still supervised by Vano Siradeghyan who is being investigated by
Interpol on suspicion of organizing and ordering assassinations. The
essence of the black PR policy consisted in libeling the NU leader
Artashes Geghamyan and his relatives.

A most outstanding figure in this case was Nikol Pashinyan, Editor-in
Chief of "Haykakan Zhamanak" newspaper, who was convicted in 1999-2000
on charges of defamation and libel against different people, including
A. Geghamyan’s wife. To support my argument, let me bring some extracts
of the verdict returned by the appeal court on criminal and military
cases, on January 27, 2000.

Let me remind you that Nikol Pashinyan was charged by 4 Articles
of the RA Criminal Code. The evidence obtained during the trial
and the actual proofs of the case helped the court find out that
by publishing the article entitled "A. Geghamyan’s Jar of Gold",
he accused A. Plouzyan, Mr. Geghamyan’s wife of committing a grave
crime, i.e. an attempt of smuggling, and actually, disseminated an
obviously acute libel discrediting her. N. Pashinyan’s fault was
proven by his testimonies, in which he partially admitted his guilt,
and the reasoning was rejected as a result of the evidence obtained.

Another fact substantiating N. Pashinyan’s guilt was the notice
received by the RA Customs Administration. According to the document,
no protocols or accountancy papers about A. Plouzyan were found in
the Administration’s archives. A. Plouzyan’s international passport
(page 8) contains a note that she was entitled to leave Armenia till
December 31, 1993. However, there is no evidence as to her crossing
the RA customs border during of the specified year.

Thus, the Appeal Court found N. Pashinyan guilty and imposed a final
penalty of one year in prison. However, applying the relevant article
of the RA Criminal Code, the Court decided to suspend the court
judgment for a year.

"It would be ridiculous to think that both the former defendant and
his colleagues were unaware of the verdict. In that case, what goal
do they pursue by refreshing this story?"

"Yes, there arises a logical question as to what goals are being
pursued by Levon and Vano’s obedient servants, i.e. ‘Tchorrord
Ishkhanoutyun’, ‘Hayq’, ‘Haykakan Zhamanak’, that they have again
started libeling A. Geghamyan’s family. Being well-aware that as far
back as in 2000 N. Pashinyan was conditionally sentenced to one-year
imprisonment, under the same charges of defamation and libel.

I don’t think they pursued a goal to show that the Police Department
of the district where N. Pashinyan lived did not carry out the
court decision failing to establish a relevant control over his
behavior. No. The press supporting the Armenian pan-National Movement
has different calculations. Disseminating libelous information about
A. Geghamyan, they have a goal to distract the public attention from
the heinous crimes and plunders committed during the years when their
patrons, i.e. L. Ter-Petrosyan and Vano Siradeghyan, were in power.

Secondly, throwing mud at such a competent politician and statesman
as A. Geghamyan, they are trying to weaken his chances of becoming a
President. In this way, they consciously and deliberately render an
incalculable service to the authorities in power.

Thirdly, they are nursing hopes that A. Geghamyan will apply
to the court, with the purpose of subjecting the editors of the
above-mentioned newspapers to criminal liability. It’s clear that the
latter will immediately change their image, and Levon Ter-Petrosyan
will again apply to the ECHR and OSCE and a thousands of other foreign
institutions, making a din that freedom of speech is suppressed
in Armenia.

After the December 8 rally, it became obvious that the guys belonging
to the Armenian pan-National Movement are gradually fainting away. This
is why it became strictly necessary to resort to the experimented
methods. In particular, the explosion organized by some unknown
individuals at the entrance of the editorial office of "Tchorrort
Ishkhanoutyun" newspaper. I am sure that such provocative actions
will take place in the near future as well.

U.S. affirmed size of assistance to Armenia and Karabakh

On December 17 the U.S. House and Senate affirmed the size of
assistance to Armenia and Nagorno-Karabakh in the fiscal year of
2008. Armenia will get 58.5 million, Karabakh will get 3 million
U.S. dollars. According to the same bill, Azerbaijan will get 19
million, and Georgia will get 50.5 million dollars.
