Bulgaria supports Turkey’s EU bid

Sergei Stanishev, Prime Minister of Bulgaria said at a
meting with his Turkish counterpart Recep Tayyip
Erdogan.

`Bulgaria is willing to share experience with Turkey.
Our counties are responsible for regional security.
With full engagement of regional organizations, we
will ensure progress of regional cooperation,’ Mr
Stanishev said.

For his part, Mr Ergodan said he hopes that the
European Union will meet its commitments to Turkey and
that Ankara’s accession will promote relations between
Turkey and the EU member states, reported the
Bulgarian Telegraph Agency.

KARABAKH UNIVERSITY RECEIVED SOCRATES REWARD

The university if `Mesrop Mashtots’ in Stepanakert
received international reward named after Socrates.
According to `Kavkaski uzel’ the chairwoman of the
university Donara Gabrielyan took part in the summit
on the Eurasian economic integration reforms in
Oxford.

According to Gabrielyan several important cooperation
relations were fixed during the summit and thank to
that the students of the university as well as the
professors of it could get the opportunity to study in
European universities particularly in Spain.

Some questions on founding educational centers in the
international specializations, exchange of scientific
projects, and trainings were discussed.

The announcements and actions of Azerbaijan’s senior officials have
nothing to do with their commitments to continue process of peaceful
resolution of Nagorno Karabakh conflict.

The due announcement is contained in a statement of the acting
spokesman for Armenian Foreign Ministry Tigran Balayan regarding the
recent declarations made by Deputy Foreign Minister of Azerbaijan
Araz Azimov.

The next day following the voting in the UN General Assembly on the
resolution regarding Nagorno Karabakh, on March 15, Azimov did not
exclude that if necessary the co-chairmanship institute of the OSCE
Minsk Group, formed in 1997, can be replaced.

The UN General Assembly adopted a resolution on Nagorno Karabakh
demanding the immediate withdrawal of Armenian armed forces from the
occupied lands of Azerbaijan, which requests to confirm its right
for Nagorno Karabakh and adjacent regions with 39 countries voting
for, 7 against and 100 abstained from voting on March 14. The United
States, France and Russia, which are co-chairs of the OSCE Minsk Group,
voted against the resolution.

"Despite the statement of Azimov, the letter, which Azerbaijan sent
to the OSCE, was connected with possible breaking up of the OSCE Minsk
Group, which was done before the voting in the UN General Assembly on
the Baku-initiated draft resolution on Nagorno Karabakh", Balayan said.

He noted that it proves the falseness and demonstrativeness of the
statements of some senior officials of Azerbaijan.

According to Balayan, this is also proven by the fact that Azerbaijan
ruined possibility of presidential meeting which was to be held in
April at the NATO summit in Bucharest.

"We agree with the OSCE Minsk Group co-chairs and we do hope that this
step and the opinion voiced by Azimov, does not reflect the position
of Azerbaijan leadership", Balayan said.

OSCE Minsk Group co-chair Matthew Bryza does not consider that
Azerbaijan’s request on breaking up the OSCE Minsk Group reflects
the country’s position on the highest level.

Commenting on the information that Azerbaijan has sent a request on
suspension of the mediatory mission of the OSCE Minsk Group on the
Karabakh conflict settlement, Bryza voiced doubt that the request
reflects the position of the Azerbaijani government on the highest
level.

"Arev" Software For Blind People To Be Installed At National Library

"AREV" SOFTWARE FOR BLIND PEOPLE TO BE INSTALLED AT NATIONAL LIBRARY SOON

YEREVAN, MARCH 27, NOYAN TAPAN. "Arev" software for blind persons and
those with impaired vision will be installed soon at the National
Library of Armenia. This software was developed two years ago and
first installed at the library of Syunik marz in 2006, with nearly
30 visitors of the library making use of it.

The use of the software will allow people of this group to receive
information about events in Armenia and in the world and to read
books and any other material they take interest in. The necessary
text is stored in a computer through a scanner, after which letters
are transformed into sounds, and the customer can listen to the text.

NT correspondent was informed by the department of museums and
libraries of the RA ministry of culture that "Arev" software will be
installed stage-by-stage at the Republican Children’s Library after
Khnko-Aper, then at regional libraries of Lori and Shirak marzes
in 2009. It is envisaged to install it at regional libraries of
Aragatsotn, Armavir and Ararat marzes in 2010 and at those of Kotayk,
Tavush, Gegharkunik and Vayots Dzor in 2011.

Any person of medium abilities can make use of this trilingual program.

Vladimir Putin, Armenia’s President-elect and Prime Minister Serzh
Sargsyan voiced hope that assuming the presidential office, Dmitry
Medvedev will work for development of the Armenian-Russian strategic
partnership established under the presidency of Vladimir Putin and
Robert Kocharian.

"Armenia and Russia enjoy high level relations and centuries-long
friendship. Our country will proceed with the policy of expansion
and deepening cooperation with Russia," Mr Sargsyan said.

The top officials referred to the post-election situation in
Armenia. "The Armenian authorities will undertake measures essential
for establishment of stability and tolerance," the RA PM said.

Mr Putin and Mr Sargsyan also referred to a wide scope of military,
economic and political issues, including the Nagorno Karabakh conflict
settlement. "Karabakh talks should continue in the OSCE Minsk Group
framework," the Russian President remarked.

He confirmed support of the Russian authorities and voiced assurance
that the President-elect will resolve the existing problems in the
shortest terms.

For his part, Mr Sargsyan thanked the Russian President for a
warm welcome and noted that the meeting will be an advance in the
Armenian-Russian cooperation, the RA government’s press office
reported.

Foreign Ministry press-service reports the parties discussed the
post-election domestic-political situation in the country as well
as possible steps to restore public solidarity. V. Oskanyan and
P. Semneby discussed also the voting on Azerbaijan’s resolution on
Nagorny Karabakh at the UN General Assembly and its consequences. The
parties stressed that stability in Armenia is a guarantor of the
country’s development and implementation of regional projects. They

YEREVAN, MARCH 18, NOYAN TAPAN. The average number of economically
active population in Armenia made 1m 149.9 thousand people this
January. 1m 76.2 thousand out of them were engaged in economy and 73.7
thousand or 6.4% were unemployed. (The unemployment level made 7.4%
in 2007 January in Armenia).

The latters were registered in the RA Employment Service agency of
the RA Ministry of Labor and Social Issues and received the status
of unemployed.

According to the data of the RA National Statistical Service,
as of late January, 935 vacancies were presented by employers and
510 unemployed people found a job. 14.8 thousand people received
unemployment benefits in January.

the inner political life in the country and the creation of intolerance
mood in people. The NA deputies and the members of the Republican Party
Armen Danielyan, Armen Ashotyan and Eduard Sharmazanov mentioned about
the intolerance in people. And Samvel Nikoyan mentioned in his speech
that "both government and the opposition are guilty for the created
situation". "There are no winners, there are all losers," he said.

Independent deputy Viktor Dallakyan made a speech and said that
he could offer eight points to regulate the situation in the
country. According to him, NA temporary committee should be created,
after the oath ceremony of the new president present those who were
not violent participants in the A1+ and "Noyan Tapan" TV-s and provide
their broadcast again, solve the problem of the opposition to have

Our society lived a social conflict and keeps feeling it and this
point is used to be called as "dead end".

Today psychologist Karine Nalchadjyan held a press conference and
mentioned that there are people ready to express their inner protest.

According to her the society should be conscious that it had carried
out a very important function. "The society showed to the government
that it is discontent. And as the authorities behave we can say that
they understood it. And it takes appropriate measures to regulate
things," she said.

The psychologist said she is sure that the state of emergency was
but must as otherwise the social conflict would be transferred into
social crisis.
