Scenes of chaos as the church brawl breaks out

Israeli police have had to restore order at one of Christianity’s
holiest sites after a brawl broke out between monks in Jerusalem’s Old
City.

Fighting erupted between Greek Orthodox and Armenian monks at the
Church of the Holy Sepulchre, the traditional site of Christ’s
crucifixion.

Two monks from each side were detained as dozens of worshippers traded
kicks and punches at the shrine, said police.

Trouble flared as Armenians prepared to mark the annual Feast of the
Cross.

Tapestries toppled

Shocked pilgrims looked on as decorations and tapestries were toppled
during Sunday’s clash.

Dressed in the vestments of the Greek Orthodox and Armenian
denominations, rival monks threw punches and anything they could lay
their hands on.

The Greeks blamed the Armenians for not recognising their rights inside
the holy site, while the Armenians said the Greeks had violated one of
their traditional ceremonies.

An Armenian clergyman said the Greek clergy had tried to place one of
their monks inside the Edicule, an ancient structure which encases the
tomb of Jesus.

"What is happening here is a violation of status quo. The Greeks have
tried so many times to put their monk inside the tomb but they don’t
have the right to when the Armenians are celebrating the feast," he
told Reuters TV.

The Armenians had been preparing to commemorate the 4th Century
discovery of the cross believed to have been used to crucify Jesus.

A Greek clergyman said: "We protested peacefully, we stood here in the
middle and we claimed that we shall not leave the procession finished
unless they leave our guardian be inside. This didn’t happen and in
that moment the police interfered."

Six Christian sects share control of the ancient church and the BBC’s
Wyre Davies in Jerusalem says confrontations between them are not
uncommon, but rarely descend into violence.

November 7-8 the Foreign Minister of Armenia Edaward Nalabndian visited
Sweden at the invitation of the Foreign Minister of Sweden Carl Bildt.

The agenda of the meeting between Edward Nalbandian and Carl Bildt
included issues related to Armenian-Swedish bilateral relations, the
Armenia-EU cooperation, as well as a broad framework of regional and
international questions.

Turning to Armenian-Swedish relations, Minister Nalbandian noted that
Armenia is interested in developing cooperation with Sweden and good
preconditions exist for it.

During the conversation Ministers Nalbandian and Bildt discussed issues
connected with Armenia-EU cooperation, expressing appreciation for the
process of accomplishment of the Action Plan of the European
Neighborhood Policy. Edward Nalbandian presented to his Swedish
counterpart the results of RA President Serzh Sargsyan’s visit to
Brussels and his meetings with leaders of EU structures.

The Ministers discussed the Polish-Swedish proposal of Eastern
Partnership. In this regard Minister Nalbandian noted that the Armenian
side positively assesses the initiative and anticipates to launch
discussions on the issue with partner countries and European
structures.

Minister Bildt noted, for his part, that the Polish-Swedish initiative
has been approved by the European Union and discussions on the issue
will be launched in the near future. He assured that during its
presidency of the European Union in the second half of 2009 Sweden will
pay serious attention to the relations with the countries of the South
Caucasus and accepted Minister Nalbandian’s invitation to visit Armenia
before assuming EDU presidency.

At the request of the Foreign Minister of Sweden, Edward Nalbandian
presented the process of settlement of the Artsakh issue, expressing
hope that the Declaration signed by the President of Armenia,
Azerbaijan and Russia will provide an opportunity to activate the talks
and register progress.

The Foreign Ministers exchanged views on the opportunities of
normalization of the Armenian-Turkish relations. Reference was made to
the events around South Ossetia.

The meeting of the Foreign Ministers was followed by a joint press
conference. An agreement on Readmission was signed between the Republic
of Armenia and the Kingdom of Sweden.

At midday the Foreign Minister of Sweden gave an official dinner in
honor of the Armenian counterpart.

Georgian Railways, which suffered a GEL 40 million loss during the Russian
aggression, has now reestablished its previous work pattern. It continues to
carry significant amounts of cargo, generally in the direction of Armenia
and Azerbaijan, and its future prospects are very much dependent on the
realization of some projects which are presently being actively discussed.

There are no precise figures on the loss Georgian Railways suffered during
the conflict, but according to preliminary data it is GEL 40,600,000.
Georgian Railways had been working without any problems until the bridge
near Kaspi, on the Metekhi-Grakali line, was blown up. Due to this explosion
it was impossible to transport goods between August 16 and 24. Armenia was
the country most greatly affected by this service seizure. On August 24 an
alternative line was opened, and on September 11 the Grakali Bridge was also
reconstructed. Since then the goods have flowed as before.

Georgian Railways continues to transfer all the goods it is asked to move to
and from Armenia and Azerbaijan. Azerbaijan sends part of its oil production
westward via Georgian Railways, and some dry goods are transported to
Azerbaijan through Georgia. Railway cargo is transported to Armenia only via
Georgian territory. Breaking of diplomatic relations with Russia has not had
any negative influence on Georgian Railways, because the share of goods it
transported through Russian territory was no more than 2-3 %. The total
amount of goods transported by Georgian Railways is 22-23 million tonnes
annually.

Increasingly the quantity of goods that can be transported by Georgian
Railways depends on the modernization of Azeri Railways and on the
construction of the Kars-Akhalkalaki railway line. However the current
status of these projects is unclear. If the Turkish-Armenian border is
opened, nobody will construct the new line and some of the goods transported
via Georgia will pass through Turkey. Furthermore, if the railway line is
built between Armenia and Iran, this will make it possible to transport
goods from Iran to Georgian Black Sea ports via Armenia, providing Russia,
which is the owner of Armenian Railways, does not block the project.

YEREVAN, 05.11.08. DE FACTO. "Change" – it has been the driving theme
of the 2008 Presidential election with both candidates promising
to change how things are done in Washington. Across the board on
issues important to Armenian-Americans and their friends, Senators
Barack Obama (D-IL) and Joseph Biden Jr. (D-DE) in their rhetoric and
records represented positive change, bringing the United States back
in line with the historic principles that made America great and the
Armenian Assembly of America (Assembly) congratulates them on a hard
fought election victory. This release will be updated as developments
continue to unfold, including with respect to the Congressional Caucus
on Armenian Issues.

Several key issues to the Armenian-American community include reversing
the Anti-Evans Doctrine, ending attempts to isolate Armenia, ending
genocide denial, ensuring the promotion and protection of human rights
consistently around the world, and a peaceful and just resolution
of the Nagorno Karabakh conflict. While Senator John McCain was an
early supporter of self-determination and fundamental freedoms for
the people of Nagorno Karabakh, in recent years he sided with Turkey
and Azerbaijan to oppose reaffirmation of the Armenian Genocide and
turned a blind eye to Azerbaijan’s human rights record.

"By all accounts this was a historic election which provides
a tremendous opportunity for all Americans," stated Assembly
Executive Director Bryan Ardouny. "The new Administration will have
a far-reaching impact over the next four years. The Assembly looks
forward to the immediate revocation of the Anti-Evans Doctrine, and in
its place ensure that all U.S. diplomatic and foreign policy personnel
are made fully aware of the historical reality of the Armenian Genocide
and are allowed to speak the truth freely," continued Bryan Ardouny.

To note, the Anti-Evans Doctrine was formulated by the Bush
Administration to remove Ambassador John M. Evans after he had
acknowledged the Armenian Genocide in 2005. Ambassador Evans’
statement, however, was consistent with former President Ronald
Reagan’s 1981 affirmation of the Armenian Genocide, as well as George
W. Bush’s acknowledgement by reference to the International Center
for Transitional Justice analysis on the Armenian Genocide. In 2007,
the Armenian Assembly bestowed upon Ambassador Evans the distinguished
Henry Morgenthau Award for Meritorious Public Service. The award,
established in 1996, recognizes those individuals who exemplify the
courage embodied by Ambassador Henry Morgenthau, who served as the U.S.

Ambassador to the Ottoman Empire during the time of the
Genocide. Morgenthau was the first American to alert the world of the
Armenian Genocide and later established the Near East Relief Society
to help provide relief assistance for the survivors.

The Obama-Biden ticket has consistently demonstrated a rejection
of the Bush Administration’s fundamentally flawed policy on this
critical human rights issue. Specifically, during their tenure in the
U.S. Senate and with respect to the removal of U.S. Ambassador John
M. Evans, and the subsequent nominations that ensued, both Senator
Obama and Senator Biden have pressed for affirmation of the Genocide.

Last week Senator Obama stated "Joe Biden and I believe that the
Armenian Genocide is not an allegation, a personal opinion, or a
point of view, but rather a widely documented fact supported by an
overwhelming body of historical evidence." Senator Biden as Chairman
of the Senate Foreign Relations Committee not only cosponsored
S. Res. 106, the Armenian Genocide resolution, but also spearheaded
legislation, S. Res. 65, honoring the legacy of Hrant Dink and
calling for the repeal of Article 301 of the Turkish Penal Code,
which punishes discussion of the Armenian Genocide.

Senator Biden has a career long commitment of integrity on Armenian
issues.

Over the course of the U.S. Presidential race, Turks and Azeris
panicked over the prospect of the election. A senior foreign
official issued a warning to both campaigns that the U.S.-Turkey
partnership would end if they supported affirmation of the Armenian
Genocide. Turkey has bluffed before and other countries have called
Turkey’s bluff. Given Senator Obama’s and Senator Biden’s strong
record with respect to affirmation of the Armenian Genocide Given,
Turkey should heed calls to come to terms with its genocidal legacy.

The Assembly also expressed the expectation that the Bush "Anti-Evans
Doctrine," which penalized the mere acknowledgment of the Armenian
Genocide by U.S. diplomats would be summarily revoked. In a separate
letter to the Bush Administration, the Assembly specifically requested
that the Bush Administration revoke this fundamentally flawed policy
prior to the inauguration of the next President, and called on the
Administration to instead embrace former President Ronald Reagan’s
policy of Genocide affirmation. This Administration, as Reagan’s did,
can avoid the annual exercise of congressional consideration of a
genocide resolution by simply using their constitutional powers to
reaffirm U.S. recognition of the Armenian Genocide.

Interview with VAHAN HOVHANNISYAN, member of the ARFD Bureau and Head
of the ARFD parliamentary faction

"Mr. Hovhannisyan, how will you characterize the Declaration signed
on November 2 by the Armenian, Russian and Azeri Presidents?"

"All in all, I estimate the Declaration as positive. Particularly,
I attach importance to the fact that this document was signed
not only by the conflicting parties but also by the President of
Russia. By this signature, the Russian Federation assumes the role
of the guarantor for the implementation of all the five clauses of
the Declaration. As a co-chairing country of the OSCE Minsk Group,
Russia possesses that right. But the essential thing is that the
right was exercised, and the Moscow Declaration was brought to life.

All the five clauses of the Declaration contain positive reiterations,
but each of them has its peculiarities. Under the first clause of the
document, the political settlement of the Nagorno Karabakh conflict
should be based upon the norms and principles of international law and
the decisions and documents adopted within those frameworks. It’s no
secret that the conversation here is about both territorial integrity
and the principle of the nations’ right to self-determination. And
it’s wrong to make any attempts to determine which of these two
equipotent principles is prevalent.

Whereas the thing is that these two principles apply to different
domains.

Therefore, the activities towards the political settlement should
also be carried out in different domains. The principle of immunity
of borders applies to the Republic of Armenia-Azerbaijan relations,
and the principle of the nations’ right to self-determination should
apply to the Nagorno Karabakh Republic-Azerbaijan relations. This is
the disadvantage of the first clause of the document because the role
and participation of the Nagorno Karabakh Republic is missing. This
certainly arouses concerns although the Declaration does not rule
out the possibility of such participation in future.

The fact that the decisions and documents adopted within the frameworks
of the norms and principles of international law are viewed as a basis
of political settlement arouses concern too. It is well-known that
as a result of the pressures and lobbying of Azerbaijan and Turkey,
different Assemblies, as well as the United Nations Organization have
recently adopted resolutions which are not quite favorable for the
settlement of the conflict.

Another matter of concern is that the conflict settlement is stipulated
by the economic development and multi-lateral cooperation in the
region.

Doesn’t this mean that there will be no economic developments
and cooperation between the parties unless the conflict is
settled? Azerbaijan has always said that lifting the blockade
and establishing cooperation is impossible unless the conflict is
settled. Whereas, we have always insisted that cooperation itself is
an essential factor in the conflict settlement process."

"Mr. Hovhannisyan, under the second clause of the Declaration, the
OSCE Minsk Group will continue its intermediary efforts, taking into
consideration the meeting held in Madrid, and the main principles of
conflict settlement should be elaborated in this context."

"The second clause can almost entirely be estimated as positive,
because it also confirms that the Minsk Group is the main tribunal
whose intermediary efforts should lead to the settlement of the
conflict. This confirms the Armenian party’s allegation that the
Minsk Group cannot be replaced by other tribunals. As to all the other
tribunals in which the Azerbaijan has managed and still manages to have
anti-Armenian decisions passed, they acquire a secondary importance.

The Madrid Principles should be discussed in isolation and not in the
frameworks of this Declaration. The Madrid Principles contain some
elements arousing concern, and in one of its statements, the Bureau
of Dashnaktsutyun has expressed its attitudes and assessments in this
connection. It is unacceptable for us to speak about concessions when
there are no guarantees.

By the way, such guarantees are touched upon in the second clause
of the Declaration. It is stated that the peaceful settlement should
be accompanied by legally binding international guarantees, and that
should be done in all the aspects and at all the stages.

This is positive. It is stated there will be guarantees not only for
the agreement putting an end to the conflict but also for all the
stages of the political settlement. If, for instance, the NKR has to
be granted an intermediate status before the referendum, such status
should be guaranteed, and being one of the parties to the agreement,
Azerbaijan cannot declare all of a sudden that it doesn’t recognize
the intermediate status of the Nagorno Karabakh Republic. Furthermore,
it cannot take any steps backwards.

During my pre-election campaign, I announced many times that we
should build our relationship by signing a non-aggression pact. When
the conflicting parties assure each other that they refuse military
solutions the negotiations will take a much more effective and peaceful
course. The Declaration contains some formulations asserting the
inevitability of the peaceful settlement.

As to the third clause, there’s no need to look for a scenario for
the phase-by-phase settlement of the conflict there. The package
agreement will be signed between the conflicting parties at the very
beginning. Definitely, those elements cannot be applied at the same
time, and naturally, they will be implemented one by one.

Under the fourth clause of the Declaration, the political
settlement between the parties should be coordinated on the top
level, i.e. through a dialogue between the Presidents. Besides, the
Foreign Ministers of the conflicting countries should establish a
more active the mutual cooperation with the three Co-Chairs of the
OSCE Minsk Group.

The fifth clause which obliges the parties to undertake certain
measures and ensure relevant conditions for the strengthening of the
mutual cooperation is very important. This first of all rules out
the possibilities that the Azerbaijani media may start a campaign of
hatred against us, Armenians.

Besides, the state officials of the conflicting parties should refrain
from addressing insults to one another, making threats and resorting
to militaristic and aggressive propaganda.

This appeal is obviously addressed to Azerbaijan, because Armenia has
never had such manifestations. As to Azerbaijan, it has attempted to
root out the traces of the Armenians and eliminated our historical
monuments."

Within the framework of his visit to Brussels the President of
Armenia, Serzh Sargsyan had a meeting with NATO Secretary General
Jaap de Hoop Scheffer.

During the meeting Serzh Sargsyan and Jaap de Hoop Scheffer
discussed the Armenia-NATO cooperation, as well as issues related
to the negotiation process on the Karabakh conflict settlement, the
Armenian-Turkish political dialogue, regional security and cooperation
in the field of peacekeeping.

The parties highly appreciated the current level of Armenia-NATO
cooperation and approved the process of implementation of the
Individual Partnership Action Plan. The recent military exercises
held in Armenia were also positively assessed. President Sargsyan
attached importance to the cooperation with NATO as a component of
Armenia’s security.

The parties stressed the importance of establishment of guaranteed
peace and stability in the region, considering the solution of issues
via political negotiations as the only acceptable way.

NATO Secretary General appreciated the Armenian-Turkish dialogue and
the breakthrough in the peaceful settlement of the Karabakh issue,
and expressed his support to the processes.

"The Karabakh declaration is a memo of intentions, rather than a
binding document", said deputy of Armenian parliamentary faction
Dashnaktsutun Artsvik Minasyan, commenting on the declaration on
the Nagorno Karabakh conflict resolution signed in Moscow by the
Presidents of Armenia, Azerbaijan and Russia.

"The readiness for the peaceful resolution of the conflict, reflected
in the Armenian-Azerbaijani-Russian declaration is a positive fact,
but the sides, especially Azerbaijan are too far from demonstrating
precise political will to reject the forced resolution of the
conflict", said Minasyan.

"It is necessary to make Azerbaijan sign a document in which it
rejects possible forced resolution of the conflict or attempts to
put a pressure on the opposite side by such a threat", said Minasyan.

The deputy noted that he did not expected the signing of any document
"that could become a reason of serious concerns in public" in Moscow.

"I do not consider the declaration to be a document, which may contain
binding norms for the parties. It is possible to say that this is a
memo of intentions, which the sides wanted to present. In the future,
when definite actions are taken, Nagorno Karabakh must take part
in the process. Establishment of peace in the region is impossible
without Karabakh’s participation", noted he.

AZERI LAWMAKERS URGE ARMY SCRUTINY AFTER INCIDENT

Azerbaijani lawmakers have offered to scrutinize the situation in the
countrys army. MP Gular Ahmadova of the ruling New Azerbaijan Party
told a sitting of the Milli Majlis (parliament) on Tuesday that
psychological tension has been lately observed in the countrys
military. A video-clip showing alleged mass beatings of soldiers was
posted on the Internet in early October. The clip showed two mature
servicemen taking turns beating over 10 young soldiers. Afterwards,
footage of officers of higher ranks beating soldiers who were being
treated at a medical facility of a military unit appeared online,
prompting an investigation by the Military Prosecutors Office.

Criminal cases have been launched over both incidents. The culprits
have been arrested and the supervisors of the military units where the
footage was recorded dismissed. Ahmadova suggested that the scrutiny
in the army cover not only private soldiers but also high-ranking
officers. Steps should be taken to improve the current psychological
condition of soldiers. A format should be found on scrutinizing the
plight of the army. I believe there should be a relevant decision of
the Cabinet of Ministers, as well, Ahmadova said. Independent MP Aynur
Jamalgyzy accused the Defense Ministrys press-service of an
indifferent approach to issues regarding the military. The fact that
the ministrys press-service received information about the recent
capture of an Azerbaijani soldier by Armenians from the media is
unacceptable, she claimed.

On October 27 the Supreme Patriarch of All Armenians Garegin II and
the Ambassador of Armenia in Moldova Armen Khachatryan had a meeting
with the President of Moldova Vladimir Voronin. During the meeting the
President of Moldova said that the Patriarch’s visit will contribute
to develop Armenian-Moldavian relationship. He has signified the
role of Armenian community in country’s economy, trade, science,
culture and other spheres.

The Supreme Patriarch has also mentioned that common meetings
have essential role in strengthening relationship between
countries. Armenian delegates expressed their gratitude to Moldavian
authorities for their positive and relative attitude towards Armenian
community.
