Nor Hajin, Kotayk Province, Armenia – Father Arsen says that all
of Armenia’s villages and towns need to have a church. Nor Hajin
especially, because this young city of 10,000 residents currently
doesn’t have one. Father Arsen conducts the Divine Liturgy and
celebrates church holidays in one of the rooms in the Cultural Center
of the city. A plot of land has been set aside near the memorial in
honor of the Battle of Hajin to build a church for the city.

"Because Nor Hajin was created by people coming from different
regions, as a collective people, this city in particular needs a
church, so that the community can rally behind one principle, one
objective. Each of the residents of this city has brought with him
or her the customs from a previous place of resident. By coming here,
all of them need to congregate around the church," said Father Arsen.

Nor Hajin is 20 km north of Yerevan, near the Hrazdan River and the
Arzni-Shamiram canal. The city could be called quaint. The buildings
are orderly and constructed with the pink tufa stone indigenous to
Armenia. The streets are paved. Most importantly, Nor Hajin is a
green city. The air is clean. The water is cold and pure. The city
was established in the 1950s when the Arzni-Shamiram canal and the
Arzni hydroelectric power station were being built.

The Hrazdan River, which flows from Lake Sevan, has seven hydroelectric
power stations, including the Arzni hydroelectric station, located
near Nor Hajin and built in a gorge 100 meters below the city, on a
rock. The construction of this power station is what brought people
to the area of Nor Hajin. Mayor Gevorg Avetisian speaks proudly about
the construction and associates it with the name Ashot Harutyunyan.

"In 1958, a government decision foresaw creating this city based
on the establishment of a precious-gems manufacturing plant. The
director of that factory, which was later called Sapfir, was Ashot
Harutyunyan. He was young. He brought together a staff of engineers
and other workers and began the construction of the plant. The city
was built along with it," the mayor explains.

The factory later grew and employed about 5,000 people, which secured
employment not only for much of the labor force in Nor Hajin, but also
for workers from neighboring areas. About ten years ago, the factory
was privatized. It was bought by an Israeli businessperson, Lev Levaev,
who turned it into a diamond-cutting factory called Shoghakn. Up until
a year ago, Shoghakn was employing close to 1,800 people, which is a
substantial number for a city of 10,000 residents. It provided these
people not only with employment, but also with the ability to live
a normal existence.

Today, the international financial crisis is especially evident in
Nor Hajin. It has been close to a year now that Shoghakn has not
been operational. As a result, the city has found itself in a very
difficult position. It does not have arable land. People who have
lost their jobs thus have nothing better to do than congregate in
the city’s central gardens and pass their time by waiting around.

"Some people are waiting around, some have found local employment,
and some have left the republic. But the majority of those 1,800 do
not have employment," the mayor explained.

The residents of Nor Hajin have come from all regions of Armenia. At
one point, people of different nationalities also lived here –
Assyrians, Russians, Yezidis.

This city with a history of only 50 years was named in honor of Hajin
in Cilicia.

"Generations who have come from Old Hajin have lived in Nor Hajin. In
Argentina, there is a Hajin Patriotic Union; we have some contact with
them. Every year, on the second Sunday of October, at the memorial
of the Battle of Hajin, we commemorate Old Hajin and New Hajin,"
Mr. Avetisian said.

This year, it is the centenary of that battle. Thanks to its
impenetrable geographic position, Hajin was able to organize a heroic
self-defense and be spared from the Turkish massacres of 1909. A
different fate befell many other regions in Cilicia, particularly
the massacre of thousands of Armenians in the vilayet of Adana.

Armenia’s Parliamentary Delegation To Visit Poland

ARMENIA’S PARLIAMENTARY DELEGATION TO VISIT POLAND

On April 21 the parliamentary delegation headed by the President of
the National assembly of Armenia, Hovik Abrahamyan, will leave for
the Republic of Poland for an official visit.

The delegation comprises the head of staff of the National Assembly
Gegham Gharibjanyan, Head of the ARF Dashnaktsutyun faction Vahan
Hovhannisyan, Chairman of the NA Sanding Committee on Territorial
Administration and Local Self-Government Issues Hovhannes Margaryan,
Chairman of the NA Standing Committee on Human Rights Defense and
Public Issues Mkhitar Manatsakanyan, MPs Alexan Petrosyan, Vardan
Khachatryan, other officials.

In Warsaw the Armenian delegation is expected to meet with the
President of Senate, Bogdan Borusewicz, and the President of Sejm,
Bronislav Komorovski.

The delegation will lay a wreath at the Memorial to the Unknown
Soldier.

The delegation headed by NA Chairman Hiovik Abrahamyan will return
to Yerevan on April 23.

On 21 April 2009, the young members and supporters of the Heritage
Party will hold a public march in Yerevan. The event will start at
2pm from the park adjacent to the statue of the renowned painter
Martiros Sarian and its final destination will be the Embassy
of the United States, the press department of the Heriatge party
reports. The objective of the procession will be to deliver, by way
of the Embassy, a message to the newly elected US President, Barack
H. Obama. The aforesaid message urges the President to formally
recognize the 1915-1923 genocide of the Armenians and the great
Armenian dispossession of homeland.

More than 200 people gathered before the court hearing in
Besiktas. They once again demanded investigations into allegations
of involvement against state and security officials.

"Where are those who ordered this murder? Where are the police officers
who had been controlling the main suspects since the McDonald’s
combing in Trabzon? Where are the officials who raced to declare
their sympathies for the accused? Where are the gendarmerie officers
who knew the type of the murder gun, before the murder? None of them
are on trial."

Activists and right defenders gathered this morning in Beiktas once
again to declare their demand for justice for the killing of Turkish
Armenian journalist Hrant Dink on 19 January 2007.

Actress Derya Alabora and actor Mahir Gunsiray read the press
statement. They protested that investigations against state officials
allegedly involved in the killing or failed to prevent it are
systematically blocked.

There has not been any misunderstanding between Azerbaijani deputy FM
Mahmud Mamedquliyev and Turkish Foreign Minister Ali Babacan during
the BSEC events in Yerevan, said spokesman for the Foreign Ministry
of Azerbaijan Elkhan Polukhov.

He said this information is a next hoax of the Armenian mass medias.

"Before that the Armenian mass medias have spread information that the
Turkish journalists who arrived in Yerevan to cover this event intend
to visit Nagorno Karabakh and other occupied Azerbaijani regions,
yet this lie was refuted by the Armenian mass medias", said he.

According to Polukhov, such disinformation by the Armenia side is
aimed to create doubts in the relations between two fraternal and
friendly peoples.

"Yet such false information can not spoil the bilateral relations
between our countries, between the Azerbaijani and Turkish peoples",
said spokesman for the Foreign Ministry.

Minas Museum (Armenia) To Resume Normal Activities

The museum of the renowned Armenian painter and graphic artist Minas
Avetisyan in his native village, Jarjur, will resume normal activities
this month, Arman Avetisyan, the painter’s son and director of the
museum, told reporters at the Novosti press center.

The Minas Museum was opened in the village of Jarjur, Shirak region,
in 2005. On July 20, 20-08, a permanent exhibition of his works was
opened at the museum. Some of the works were granted by the National
Art Gallery of Armenia, others by his friends.

Avetisyan said that the museum has over 30 works by Minas. However,
they have not been accessible to visitors because the museum lacked
a security system and necessary personnel.

Avetisyan stressed that the problems have been resolved, and permanent
exposition of Minas’ works will be open at the museum from now on.

A. Avetisyan found it difficult to cite the exact number of Minas’
canvases preserved until now.

"No one can answer this question because it will take much longer
than one year to collect all of them," he said.

Avetisyan pointed out that the painter’s works constantly change their
owners. He expressed regret that most of the works ascribed to minas
are not the originals. "It is only by seeing the originals that one
can make sure of their being genuine," he said.

The painter’s son added that during the last years of his life Minas
would draw numerous drawings and presented them as souvenirs.

"So it is possible that new works by Minas will appear, and we will
only be glad," Avetisyan said.

Minas Avetisyan, Honored Artist of Armenia, was born on July 20,
1928, in the village of Jarjur, Shirka region.

He was educated at Yerevan Arts School after Terlemezyan, Yerevan
Institute of Theater and Arts, Leningrad Institute of Arts after Repin.

>From 1960 he lived in Yerevan. Minas had the first exhibition of
his works in 1960, but became widely known in 1962, after the Five
Artists exhibition in Yerevan.

>From 1960 to 1975 Minas created 500 canvases, as many drawings,
20 frescos and paintings for over ten dramas.

The painter died a tragic death in a car accident on February 24, 1975.

The Foreign Minister of Armenia, Edward Nalbandian and the Deputy
Foreign Minister of Azerbaijan, Mahmud Mammadguliyev, gave a joint
press conference after the sitting of the Council of Foreign Ministers
of the Black Sea Economic Cooperation Organization.

"The negotiations on Nagorno Karabakh are underway between Armenia,
Azerbaijan and Nagorno Karabakh within the framework of the OSCE Minsk
Group and with the support of the Co-Chairs. There is no other format
of negotiations. Turkey does not act as a mediator in the settlement
process," the Armenian Foreign Minister declared.

According to Azerbaijani Deputy Foreign Minister, Turkey is a member
of the OSCE and a serious player in the region.

"Azerbaijan’s position is as follows: we welcome the efforts of any
country towards the settlement of the Karabakh conflict. We will accept
any real and concrete proposal that would contribute to the solution
of the issue. As for Turkey’s suggestion, we will definitely accept it
if it turns out to be suitable to Azerbaijan." Mahmud Mammadguliyev
added also that the issue should be solved within the framework of
the norms of international law.

The electronic and print media have been writing over the past two
days that the Foreign Ministers of Armenia and Turkey are going to
sign an agreement on the normalization of Armenian-Turkish relations
in Yerevan. Edward Nalbandian informed that Armenia and Turkey have
no intention to sign any document today.

Draft Information Security Conception To Be Submitted To RA National

The draft Information Security Conception was approved at the
Information Security Conception elaboration interdepartmental working
group’s April 16 meeting. The draft will be submitted to the RA
National Security Council for approval. According to National Security
Council Secretary Artur Baghdasarian, the draft worked out in three
months includes all proposals of departments’ representatives. He said
that the Conception is of exclusive importance in ensuring country’s
information security.

According to the National Security Council Press Office report, the
draft Conception establishes Armenia’s national interests in the
sphere of information security, kinds and sources of information
security threats, main tasks and ways of ensuring information
security. The draft also includes the provisions of state policy on
ensuring information security in Armenia and the primary events of
their implementation.

International Experts To Check Road Construction Process In Armenia

International experts are to examine the road construction process in
Armenia, Chairman of Armenia’s Supervision Chamber Ishkhan Zakaryan
said at the government sitting Thursday.

The Chamber will maintain strict control over the construction
tendering process under international loan programs, especially in
road construction field, throughout the year 2009, he said.

He pointed out that strict control is to be maintained as some
companies showed not very positive results on construction tenders
during the inspections made in 2008.

In the third quarter, German experts are expected to arrive in Armenia
and bring in special equipment to check the road construction works
implemented, Zakaryan said.

He pointed out that numerous violations were established in
implementation of WB-financed road construction programs in 2008.

TEHRAN: Iran Says Caucasus Countries Can Provide Their Own Security

TEHRAN – Iranian Supreme National Security Council (SNSC) Secretary
Saeed Jalili told Armenian President Serzh Sargsyan here on Tuesday
that the Caucasus countries themselves are capable of providing
security in the region without the interference of outside powers.

Jalali also said close cooperation between Iran and Armenia, which have
ample potential for cooperation in different areas, will strengthen
"security in the sensitive Caucasus region".

The security official insisted that the "territorial integrity" of
all countries in the Caucasus region must be respected. "The borders
of the countries in the region must be safe and free of tension."

He also said "collective and multilateral security cooperation"
will lead to a sustainable economic development in the region.

The Armenian president also pointed to sources of tension in the
region and insisted on exploring ways for a diplomatic solution to
the conflicts by a reliance on the regional collaboration.

Sargsyan added that "regional security" is achievable through
"regional cooperation".

The Armenian leader also said the Islamic Republic plays an important
role in promoting regional stability and called Tehran-Yerevan
cooperation a good model for regional collaboration.

The volatile Caucasus region was thrown into even more turmoil in
August 2008 when Russia and Georgia fought a brief war over South
Ossetia.
