The Selection Committee of the Peter and Alice Koomruian Armenian Education
Fund announces the award of scholarships in the amount of $1,000.00 each to

THE PETER AND ALICE KOOMRUIAN ARMENIAN EDUCATION FUND was established in
1986 with a generous testamentary donation in the sum of $425,000.00 from
Mrs. Alice Torigian Koomruian. In the last thirteen years alone and up to
the date of this announcement, the fund has distributed $253,000.00 to 167
scholarship recipients of Armenian descent in numerous fields of study,
ranging from arts and sciences to veterinary medicine.

Applications for the academic year 2010-2011 may be obtained from the
Koomruian Armenian Education Fund, c/o 15915 Ventura Blvd., Penthouse 1,
Encino, California 91436 or Koomruian Armenian Education Fund, c/o Bank of
America Trust Services Center, PO Box 830259, Dallas, TX 75283-0259. The
deadline for filing the application is April 30, 2010.

Requests for applications must include a self addressed and stamped
envelope. Applicants must be of Armenian ancestry and enrolled as full
time students at a university or college in the USA. The award is
based on a student’s academic performance and financial need.

ArmInfo. Repair and relaying work on Goris-Stepanakert gas main has
been completed to assure reliable gas supply to Nagorno Karabakh,
press service of ArmRusgazprom CJSC reported. Two gas pipelines with
diameter of 500 mm, running in parallel, were completely distorted
as a result of landslides. At present, relaying of gas pipelines
sections with length of 1075 l m and 1105 l m has been carried out,
so, the pipelines have been withdrawn from the area of landslides. The
relaying work on the river crossing was especially difficult, as the
river deepened its bed as in the course of time and uncovered the gas
pipeline section with length of about 200 l m. It has become necessary
to build an additional road with 3 km of length for the relaying work,
after which supports will be built along the width of the river and
gas pipelines sections with length of 205 l m and 229 l m will be
mounted. About 450 mln drams were allocated for the scheduled work.

ArmInfo. All the main aspects which together make the Karabakh conflict
exist in many other conflicts as well. But one of the specific features
of the Nagornyy Karabakh conflict is that Armenians and Azerbaijanis
have much in common and many things connect them, manager of the
EurAsian programme International Alert Dessislava Roussanova told
ArmInfo correspondent.

She thinks, this is first of all the cultural traditions of the
Caucasus which strictly differ from the cultural specifications of
other regions of the world. When representatives of Armenia and
Azerbaijan are not in the Caucasus but, for instance, in abroad,
they feel themselves closer than representatives of other nations,
she thinks.

‘As for the specification, specification of every conflict is displayed
in the formula of its resolving. This is why this conflict differs
from that one so much. The uniqueness of the Karabakh conflict is
displayed in the formula of its resolving and in the details which
this formula consists of’, – Dessislava Roussanova said.

Iranian filmmaker Abbas Kiarostami has made a compelling study of
the female face with Shirin

In Kiarostami’s Shirin, 113 actresses’ faces are filmed as they watch
a sentimental drama

There’s a horrific irony that Neda Agha Soltan should become an icon
of Iran’s struggle in the same week a sensitive study of the Iranian
female face opens in cinemas. Abbas Kiarostami’s Shirin is an ingenious
film that deserves the widest possible audience. It cannot, of course,
match the horror and power of those images of the 26-year-old student
as she lay dying on Karegar Avenue after being shot in the chest last
Saturday evening.

also suggests, it’s the impact of the image on the screen – not the
truths behind it – that dictates the spectator’s emotional response.

Rarely has the status of women in the Muslim world been explored
with such devastating simplicity as in Shirin. By exclusively
employing close-ups of=2 0the shifting expressions of 113 actresses
as they appear to watch a sentimental romantic melodrama, Kiarostami
demonstrates the cultural, political and emotional intelligence that
is often downgraded in patriarchal societies. Expanding upon ‘Where
Is My Romeo?’ – Kiarostami’s contribution to the 2007 portmanteau,
Chacun son cinéma – and his 2008 multimedia installation, Looking at
Tazieh, this is a masterly variation on the 1920s Kuleshov experiment
that demonstrated filmic meaning’s heavy dependence upon context.

Moreover, it continues his audacious attempt to put the abstract into
arthouse and even seems to reinforce the contention that Iran has
developed a cinema of moral anxiety similar to the one that emerged
in Poland in the late 1970s, when Andrzej Wajda, Krzysztof Zanussi,
Agnieszka Holland and Krzysztof Kieslowski anticipated the rebellious
spirit of an oppressed society prior to the formation of the Solidarity
trade union.

It’s tempting to suggest that Iranian film-makers like Kiarostami, the
Makhmalbaf family, Jafar Panahi, Abolfazl Jalili, Rakhshan Bani-Etemad
and Bahman Ghobadi have been reflecting a similar undercurrent of
popular discontent, as so many recent releases have explored topics
that would previously have been considered taboo. And what is so
intriguing is that the majority of these insights into women’s
rights, urban poverty, prostitution, drug addiction, bureaucratic
incompetence, legal intransigence and the growin g student fascination
and familiarity with outside ideas and new technologies have been
granted export licences by a regime that is supposedly stricter than
Poland’s pre-glasnost communists.

Shirin consists of a group of women watching a movie adaptation
of Nezami Ganjavi’s 12th-century fable about the rivalry for an
Armenian princess between Farhad the sculptor and the Persian
prince, Khosrow. The storyline is an irrelevance, however, despite
the impassioned performances of an ulterior vocal cast and an emotive
score. What does matter is the art of screen acting, the perceptiveness
of the camera and the persuasive power of cinema.

Kiarostami reportedly mocked up an auditorium in his living room and
coaxed his cast into exhibiting a range of emotions while following
three dots on a blank sheet of paper. With Hedieh Tehrani, Niki Karimi,
Leila Hatami and Juliette Binoche among those enduring the relentless
gaze of Gelareh Kiazand’s camera, this is a compelling catalogue of
such basic audience responses as rapture, distraction, longing, fear,
laughter and tears.

However, it’s also a subversion of narrative norms that lauds cinema’s
ability to offer consolation, as it compels the viewer to speculate
upon the personality and domestic situation that prompts each woman’s
reaction to the unseen scenario. Moreover, Kiarostami courageously
confounds fundamentalist attitudes by challenging the wearing of
burkas, as he showcases the expressive bea uty of the hijab-framed
face in close-ups as affecting as those of Renée Falconetti in Carl
Theodor Dreyer’s silent masterpice, The Passion of Joan of Arc (1928).

Kiarostami’s use of subtle shifts in expression to celebrate life is
mesmerising. But Neda Agha Soltan’s lifeless face will rightly and
undoubtedly leave the deeper impression.

-Some media outlets report quoting the Armenian sources that the House
Committee of Appropriations passed a decision to restore Section 907
to the "Freedom Support Act". What can you say about it?

-I will give a concrete answer: the information is not true.

-But Armenians claim that this "decision" has been passed, because
Azerbaijan violated ceasefire on the line of contact…

-Let me cite the text of the draft budget of the Committee on
Appropriations. It says: "The Committee on Appropriations supports the
"Minsk process" serving the peaceful solution to the conflict and the
efforts of the Department of State towards the acceleration of the
process of negotiations. The committee considers that both parties
should refrain from threats, incitement to the use of force, or other
inflammatory rhetoric. So, the committee does not make any remarks
or express wish to Azerbaijan in its document, but recommends both
parties of the conflict to be patient. It shows that these reports
are not true.

– What does the budget project approved by the Committee on
Appropriations say about the section?

– There should be an exact report based on the facts. Section 907
was adopted in 1992. There were some extenuating amendments to the
section until 2001. The Congress authorized the US President in 2001,
after the September 11 events, to suspend the validity of the section,
which considers not suspension of Section 907 for altogether, but
freezing it annually. It means that Section 907 was not lifted and
it exists as a law. The US President has suspended it every year
since 2002. According to the US procedures, the Congress makes
the final decision about the budget expenditures and every year
Section 907 comes to the agenda during the budget discussions. I
would like to bring a quotation from the Committee on Appropriations
about the "Minsk process" to your attention. The draft document says:
"Considering the authorities the Congress gives to the President within
the Appropriation Act 2002 and its implementation since that year, the
Committee recommends to the State Department to hold consultations with
the Committee on Appropriations to implement all terms of suspension
completely before its implementation in 2010". It shows clearly how
the real situation is.

-Does it mean the end of misunderstandings?

– I have to notice that the discussion and approval of the US
law on appropriations is a long and multiphase process. The House
of Representatives should discuss the draft law and it has to be
discussed at the Senate subcommittees as well. The final document
must be adopted by the end of year. We are always keeping this issue
in the focus of attention.

timed to Georgian President Mikheil Saakashvili’s visit to Yerevan. The
action will take place in front of the Armenian president’s residence
at 11 am, Wednesday.

According to "Mitk", the representatives and team-mates of the
analytical center are going to raise issues related to religious,
cultural, economic, language discrimination held by Georgia. The action
organizers demand that the Georgian president should provide a status
of a state language to Armenian, make investments without violating
the security of Javakhq, stop the humiliating inspections on Javakhq-
Armenia border.

To recall, Mikheil Saakashvili will pay a two-day visit to Yerevan
on June 24.

Armenian Parliament Speaker Hovik Abrahamyan has postponed his visit to
Iran scheduled for 20-21 June, 168 Zham pro-opposition daily reported
on 23 June. The spokesman of the Armenian parliament speaker, Nairi
Petrosyan, said the visit was postponed at the request of the Iranian
side, but did not make it clear whether this is connected with the
political situation in Iran, 168 Zham reported. It was planned that
Abrahamyan would meet the Iranian president, the Majlis speaker and
other top officials during his visit.

The pro-opposition Haykakan Zhamanak daily said on 23 June that the
speaker "had been prohibited" to go to Iran by the Armenian Foreign
Ministry. However, Abrahamyan decided that no-one can "prohibit him
anything", went to the airport and received "a phone call from Iran"
just 10 minutes ahead of the flight, saying he will not be received
there if he arrives, Haykakan Zhamanak quoted its "government sources"
as saying.

ArmInfo. Implementation of energy programmes is a major priority
for Armenia, deputy Foreign Minister of Armenia Shavarsh Kocharyan
said at the international conference "Armenia on the Intersection of
Communications" in Tsakhkadzor.

‘Communications play an important part in our difficult region. At
the same time, it remains attractive for investments and
cooperation. Attempts are currently made to isolate Armenia from
such regional projects, however, even in case of isolation, Armenia
is able to export electric power to the neighbouring countries. This
is possible due to the cooperation with Russia and implementation of
programmes with Iran’, Kocharyan emphasized.

At the same time, he said, the role and mission of Armenia is possibly
in contribution to the dialogue of civilizations, as the future is
not a collision of civilizations but a dialogue.

‘We consider Russia as a civilized and self-sufficient country,
and the point for us is to respect the choice of each country. This
concerns not only Russia but all our partners as well. Naturally,

ArmInfo. The Rating agency AmRating / GlobalRating assigned ‘BB+’
credit rating with prediction ‘stable’ to CJSC ‘Converse Bank’. As the
banking analyst of AmRating/GlobalRating Karina Melikyan thinks, the
rating was assigned for the first time as the bank is a financially
strong owner, has good quality of assets, has a strong position in
the market and is highly tolerant. The factors that clampdown the
rating are: big share in the credit portfolio of retail credits,
characterized with big risks; increased concentration of the credit
portfolio and deposit base of clients. It is possible that a part
of the resource base may much depend on the on-call funds and the
funds of private depositors. The bank may also become more vulnerable
to the foreign currency and credit risks. As executive director of
AmRating/GlobalRating Emmanuil Mkrtchayn said, the crisis phenomena
noticed in the banking system of Armenia because of the world
economical crisis, have slowed down indices of the growing rates of
the bank a little, but positive dynamics is still preserved.

To note, ‘Converse Bank’ is a private, universal bank of Armenia with
the developed clients’ base and moderately developed regional net. The
main directio ns of activity are – serving of small and medium-sized
business, financing of agrobusiness, giving wide specter of the retail
products – consumer crediting, bank cards and private transfers. The
bank has been actively cooperating with big enterprises. It finances
trade, building industry, companies of the processing branch. It
has contacts with foreign financial institutes. The bank has stable
market positions and is an active player at foreign currency and state
securities market. The Argentinean businessman Eduardo Eurnekian that
indirectly owns 95% of the bank shares, chiefly affects strategical
decisions of the bank.

According to ArmInfo, assets of the bank at the beginning of 2009
amounted to 70,9 bln drams (the 5th position in the banking system
of Armenia), credit portfolio 42,5 bln drams (the 6th position),
the funds attracted from clients amounted to 40,8 bln drams (the 4th
position). The total capital of the bank amounted to 13,0 bln drams
(the 6th position). The bank finished the year of 2008 with a net
profit 1,9 bln drams (the 5th position).

The Global Rating Group – a family of rating agencies. The rating
agencies RusRating (Russia), KzRating (Kazakhstan) and AmRating
(Armenia) were created by Richard Hainsworth and have been brought
together in the Global Rating Group. In the near future the group plans
to add national rating agencies in Azerbaijan (AzeriRating), Ukraine
(Ua-Rating) and other CIS regions. The primary20goal of the Global
Rating Group is to establish a network of national rating agencies
across the CIS, promoting national brands and strengthening the market
position of each agency in its own country and the international
community.

proof. Although we can’t generalize, since every building has its
own project," adviser to the head of the Rescue Service of Armenia
colonel Nikolay Grigoryan said.

According to him, new buildings are absolutely safe, since new
technology was applied during construction, quake proof cushions were
laid in the foundations of buildings, which weaken the seismic shakes.

According to Hrachya Petrosyan, deputy head of the Armenian National
Service for Seismic Protection (NSSP) the same cannot be stated about
buildings constructed in 1960-ies, since their earthquake stability
was not studied in those times, quake proof buildings were first
constructed in 1970-80-ies. According to him, old buildings are quite
firm, although new superstructures can cause unsteadiness.

Mr. Hrachya Petrosyan also said, that cannot garantee earthquake
stability of all new buildings, since researches have been implemented
only by orders and not all of them have been studied in regard to
quakeproofness.
