The occupiers of Kurdistan namely Turkey, Iran, Iraq, Syria and the
former Soviet Union and their rulers are unaware of what century and
what kind of world they live in as once again the latest developments
have showed. As if they are behind times for a hundred years or even
more. As if they are unaware of international law and the development
of goodwill between different languages, cultures that became common
value of humanity within the past century. Germany apologized to the
Jews and the world public opinion about the genocide of the Jews. To
make sure that it is not forgotten, genocide monuments erected in
Germany and the concrete evidence of this tragedy, ensures that
concentration camps are protected and open to the public. Putting
it another way, Germany has confronted its history. Australia has
apologized for what was done to its indigenous population, Aborigines,
they too confronted their history.

It may not be on the same scale but in our world, no civilized
country’s intellectuals, rulers are trying to cover-up, deny or
defend the genocides against other people which are shameful events
in their history. But in Turkey, Iran, Iraq, Syria and the former
Soviet Union everything is the opposite of this. For example, Turkey
has not confronted its history and is adamant and stubborn in its
behavior. It is less than a century since the Armenian Genocide
happened in front of the eyes of the world. This shameful act for
humanity was condemned by the parliaments of many countries. Each
time the Turkish government and its parliament has responded to these
condemnations with anger. Excluding few conscientious intellectuals,
the so called intellectuals and artists of Turkey have followed the
footsteps of their politicians and tried to hide, deny, even falsify
history and are using every trick in the book to blame the Armenians.

Of course, in Turkey, the example of a shameful act is not just the
Armenian Genocide, but what was done to the Assyrians, Greeks and
Kurds are crimes against humanity too. During the genocide of the
Armenians, the Assyrians got their share in this slaughter. In the
following years, that means before the Greek and Turkish governments
exchanged populations, the Greeks who were oppressed and threatened
were deported from Anatolia in their hundreds of thousands … One
of the leading figures carrying out such activities was CELAL BAYAR
who was nicknamed ‘GALIP HOCA’ and was from the CUP

(Committee for Union and Progress Party).1 after the war and the
exchange of the populations, some Greeks were allowed to stay in
Istanbul because some Turks stayed in Western Thrace. [But] most of
these Greeks left Istanbul as a result of oppression and the events
of 6/7 September which were organized by the state.

The genocide against the Kurds has been ongoing since the time
of the Ottoman Empire. Marshal Moltke’s memoirs are full of such
stories. During the First World War, alongside the genocide of the
Armenians, 700,000 Kurds from Kurdistan were exiled, and deported to
central and western Anatolia. This was an ethnic cleansing and many
of these people died as a result of hunger and cold.

After the war, in order to Turkify Anatolia and to establish a
unitary state, the second biggest population group, the Kurds, were
declared as non-existent. The state was established according to only
Turkish elements. Kurdish history, language and culture as banned. The
Kurdish peoples just reaction to all this was brutally and bloodily
suppressed. After each uprising was put down, the civilian population
of the region, without any discrimination – [including] women,
children, young and old – were subjected to genocide. For example,
after the Sheikh Said revolution, they killed 20,000 civilians. After
the Agri uprising, in Zilan Stream region, a population of more than
30 villages was exterminated. After the 1938 Dersim uprising, 60,000
people, disregarding [the fact that many were] women and children,
were bayoneted, shot, herded en masse into the mills and burnt or
were killed in caves.

The journalist AYSE HUR recently reported on an interview that had
taken place in 1986 with the ex-Foreign Minister of Turkey, IHSAN SABRI
CAGLAYANGIL. [He said]: "The Dersimis [i.e. Kurds in the region] had
taken refuge in the caves. The (Turkish) army used poison gas. Through
the caves entrance … they were poisoned like rats. Aged from 7
to 70 … the Kurds in Dersim were slaughtered … The [military]
operation was bloody. The Dersim case was finished. The government’s
authority was established in the villages and in Dersim … Today,
anyone can go to Dersim. Gendarma can go, so can you. But lately,
especially in the borders region, the Kurds influenced by the external
powers started an independence movement. Some Kurds live in Turkey,
some in Iran…." (AYSE HUR, 16/11/2008 TARAF GAZETESI).

After these uprisings and many smaller ones, the masses were exiled. By
doing so, they wanted to clear out the Kurds from the region. The
appearance of the PKK and its armed struggle was used as a pretext to
evacuate and demolish more than 4,000 villages and towns. 3-4 million
[Kurdish] people were exiled from their homeland as thousands of
‘unsolved murders’ of Kurdish intellectuals and patriots occurred that
took the form of full massacre. These are the end result of policies
that have been implemented over the past 30 years.

The oppression and bans continued along with forced assimilation
and Turkification policies. They wanted to wipe out the language,
culture – in short, the very existence of the people who lived on
their land for thousands of years, who had deep roots and contributed
to the civilization of Anatolia, Iran and Mesopotamia, who had their
own distinct and rich history and language.

In conclusion, we can say that, all the things done to the Kurds,
and at different times and places, were beyond ethnic cleansing and
they are physical and cultural genocide. The system that started this
policy towards the end of Ottoman Empire and that spread all through
[the Turkish] Republican period wanted to exterminate tens of millions
of Kurds through genocide, deportation and assimilation. Even if
this has not been fully achieved [to date], such policies had a huge
destructive impact on the lives of the Kurdish people.

Has the situation changed today? No. Today, Turkish statesmen are
neither brave enough to confront their history nor to make real
changes in their policies that are suitable for our times. They are
disregarding world public opinion and international law and carrying
on with their policies without fear. Today the system is using the
terror that it had created, carrying on with its militarist and racist
activities. It is resisting [initiatives aimed at] opening a peaceful
path for a solution.

They are not allowing [Kurdish] exiles to return to their land. The ban
on language and culture is ongoing. Even today, there is no freedom
of expression and organization for the Kurds. The intellectuals who
support them are punished according to the laws such as Turkish Penal
Code article 301 and by similar articles.

The Turkish Prime Minister, Recep Tayyip Erdogan, recently visited
the Kurdish region and had this to say to the people who asked for
cultural and political rights: The ones who don’t accept the idea of
one state, one nation, one flag, should leave the country… In fact,
this is an infamous slogan of fascism: love it or leave it…

On 10/11/2008 (The anniversary of Ataturk’s death on10/11/1938),
the Defense Minister, Mr.VECDI GONUL, who was in Brussels for a
meeting, openly claimed that without the genocide of the Armenians
and the deportation of the Greeks, there would have been no national
state. These are Vecdi Gonul’s exact words:

…The most important step during the establishment of the nation was
exchange of the populations. Just think, would it have been possible
for us to become a nation state, if the Greeks had continued to live
in Aegean region and the Armenians in many parts of Anatolia?

The Defense Minister, Mr. V.Gonul went on with an example from Ankara:
"… Just one district of Ankara was Muslims in those days …" and
added that another one [was] Greek and another one Armenian. He
also stated that, at the time, Izmir Trade Organization was made
up of non-Muslims. Mr. Gonul is admitting that with genocide and
deportations, Turkey was ethnically cleansed; the finances were gained
by Muslim Turks, and by doing so, the nation state was set up and
what is more, he defended such action.

Honestly, there are no Greek or Armenian districts, Greeks or Armenians
left in Ankara. Such Greek or Armenian districts don’t exist in
Istanbul either. Despite all that the ones who stayed behind and how
they feel is not a secret. The events that took place in Malatya and
the murder of HRANT DINK with the knowledge and support of the police
and gendarme authorities are still fresh in our minds.

Today, the extermination of the Kurds, and the physical and cultural
genocidal policies that are implemented against the Kurds, are a
continuation of that "NATION BUILDING" mentality. It is obvious
that the Turkish statesmen believe that they have not completed the
task yet.

CSTO not to engage in Nagorno-Karabakh conflict settlement

Collective Security Treaty Organization is ready to participate in
possible peacekeeping operations in Nagorno-Karabakh, CSTO Kyrgyz
expert said .

He said CSTO participation in the peacekeeping operations is more real
because deployment of Western contingent in the region will provoke
negative reaction from Iran.

`Karabakh conflict is a complicated conflict where interests of
difficult countries are crossing. It is an ethnic conflict which
embodies confrontation of religious views. CSTO is a multinational
institution which unites both Muslim and Christian countries," he said

CSTO is not involved in the military conflicts like NATO. I consider
that CSTO is only military and political organization able to provide
peace and stability around Nagorno-Karabakh. If Azerbaijan joins this
treaty, CSTO participation in the regional peacekeeping operations
will be more real, the expert said.

Volume of natural gas supply to Armenia was reduced by 14,8% in first
quarter of 2009, compared to 2008, to comprise 938.8 cubic meters of
gas, ArmRosGazprom reported. 867.7 million cubic meters of natural
gas was supplied in the first quarter of 2009, a decrease of 14%
registered compared to 2008 results. Compared to 2008 results, gas
consumption volume was reduced by 4,2 %, to comprise 344.6 million
cubic meters. 116.8 million cubic meters were consumed by industrial
companies, a decrease of 37,2% was registered compared with 2008
results. Gas consumption volume reduced by 26,7 % in the sphere
of energetic, comprising 157.4 million cubic meters of natural gas

Azerbaijan expressed today its satisfaction with NATO and its member
states for their clear and firm support to country’s territorial
integrity as it was indicated in the final document of the last NATO
Summit in Strasbourg (France) and Kehl (Germany), Azerbaijani Foreign
Minister Elmar Mammadyarov said.

I delivered to the ambassadors of NATO the position of Azerbaijan
on the Nagorno-Karabakh conflict before the Moscow talks between the
Presidents of Armenia and Azerbaijan, the minister said.

The annual meeting NATO-Azerbaijan in the framework of the
Individual Partnership Action Plan (IPAP), which took place this
morning in Brussels on the level of The Foreign Ministry and the Law
Enforcement Agencies of Azerbaijan and the North Atlantic Council on
the Ambassadors level, focused on the regional cooperation between
the two sides in the fields of energy security, Afghanistan and ISAF.

NATO is interested in exploring the ways to deepen the cooperation
with Azerbaijan within the IPAP, he added.

"We discussed also different ideas regarding the support to Afghani
Government on military and civilian basis. Azerbaijan offers training
courses for the young Afghani diplomats in the Diplomatic Academy in
Baku and studies for the Afghani doctors in the Medical Academy for
the Ministry of Defense and educational assistance for the border
guards," Mammadyarov said.

YEREVAN, July 13. /ARKA/. Mortgage demand in Armenia amounts to $150
million now, Armenian Central Bank Chairman Arthur Javadyan said at
a press conference on Monday.

"Earlier, demand was estimated to $300 million. Our studies show that
more than a half of this amount remains", he said.

He stressed the necessity to combat the skepticism seen recently
among businessmen and ordinary people.

"Many of those wanting to buy an apartment refrain from doing it now –
they fear prices will keep going down", he said.

Referring to the results of the studies, Javadyan said that housing
prices went 7 to 10% down in drams and 30% in foreign currencies.

"I don’t think prices will fall again on real estate market."

In his opinion, this is the very moment for real estate market to
make a rally.

The price for one square meter in apartment blocks in Yerevan fell
4.7% in May 2009, compared with April, to AMD 259,700. ($1 = AMD
365.3).

Azeri President Says No To Karabakh Independence

LONDON (Reuters) – Azerbaijan’s President Ilham Aliyev said on Monday
there was no prospect of the disputed Nagorno-Karabakh region being
granted independence.

The presidents of Armenia and Azerbaijan are due to meet in Russia
on Friday for talks that diplomats hope will open a new page in
negotiations on the frozen conflict over the province.

Aliyev said the negotiating process was "more promising" but called
for Armenian forces to withdraw from the region, where troops on both
sides of the front line frequently report fatal skirmishes after a
war in the 1990s killed 35,000.

"Nagorno-Karabakh will never be recognised as an independent
country. It is absolutely ridiculous to expect that," Aliyev said in
a speech to foreign policy experts at Chatham House in London.

"We are ready to grant the highest possible level of autonomy for
those who live in Nagorno-Karabakh within the framework of a sovereign
Azerbaijani state," he said.

Ethnic Armenian separatists, backed by Armenia, fought a war to throw
off Azerbaijan’s control over Nagorno-Karabakh in the early 1990s,
at the time of the Soviet Union’s collapse.

A mountainous region of breathtaking beauty, Nagorno-Karabakh is
steeped in significance for Christian Armenians and Muslim Azeris.

It also sits at a crossroads between East and West, where big-power
rivalry has played out for centuries and where Russia and the West
are vying for influence over oil and gas transit from Central Asia —
complicating peace efforts.

"All the occupied territories of Azerbaijan, 20 percent of territory,
must be freed from Armenian occupation," Aliyev said.

"A million refugees from Azerbaijan who were the subject of ethnic
cleansing policies of Armenia have a right to return to their land,"
he added.

A peace accord has never been signed and oil-producing Azerbaijan,
its military budget swollen by oil and gas sales to the West since
the war, refuses to rule out taking the territory back by force.

"We’ve been in a process of negotiations, which is the best indicator
of our policy," Aliyev said.

"But I can’t exclude a military option because Azerbaijan has a legal
right to protect itself and to restore its territorial integrity."

"As soon as we achieve a breakthrough in negotiations, no use of
force would apply, but if you do that now, what incentive would
Armenia have?"

More Than 1 000 Invitations For Participation In First Pan-Armenian

MORE THAN 1 000 INVITATIONS FOR PARTICIPATION IN FIRST PAN-ARMENIAN FORUM OF LAWYERS SENT OUT

YEREVAN, JULY 14, NOYAN TAPAN – ARMENIANS TODAY. The First Pan-Armenian
Forum of Lawyers will held on September 19-20, in Yerevan. The
RA Ministry of Diaspora which is the initiator of it, sent out to
communities of Diaspora more than 1 000 invitations for participation
in the conference.

700 of them were sent out to the Armenian lawyers of the United States
of America, 570 of which were addressed to members of the International
Bar Association. 130 invitations were sent out to lawyers of Canada,
30 to lawyers of European countries, 220 to those of Russia (45 to IBA
members), 5 to lawyers of Turkey, 22 to Armenian lawyers of Syria (5
to IBA members) and 43 invitations were sent out to Armenian lawyers
of Lebanon (4 to IBA members).

According to the Press and Public Relations Department of the RA
Ministry of Diaspora, hundreds of responses concerning holding of
the First Pan-Armenian Forum of Lawyers and numerous applications for
participation have already been received, particularly, as of July 13,
10 applications for participation were got from the United States,
10 from Russia, 7 applications were presented by Iranian Armenians,
6 applications by French Armenian lawyers and 24 applications for
participation were presented from Armenia.

The goal of the forum is registration and consolidation of potential
of the Armenian lawyers living in different countries of the world,
working out of stable and effective mechanisms of involving them in
the domestic life of Armenia, creation of the pan-Armenian association
of lawyers and creation of a pan-Armenian professional network on
that basis.

the progress of Karabakh conflict regulation, as well as the steps
towards the people’s diplomacy, the reports of Russian Foreign Affairs
Ministry on the results of the meetings of the Armenian and Azerbaijani
representatives of public and political circles in Yerevan, Baku,
and Stepanakert says.

"It is known that the first suchlike event was held in June 2007. The
current meetings are the continuation of that important initiative. The

Iranian ambassador to Armenia and Armenian Energy minister attended the
inauguration ceremony. Iran-Armenia Chamber of Commerce has organized
the event wherein Iranian companies have showcased their products in
various fields including auto-making, machineries, installations,
chemicals, home appliances, woodcrafts, foodstuffs and herbal
medicines. The exhibition will run to the end of July. Iran-Armenia
commercial ties follow a rising process reaching $250 million, last
year. The two sides tend to increase the figure to $500 million in
the current year.

Brazilian Ambassador Presents His Credentials To RA President

/PanARMENIAN.Net/ President Serzh Sargsyan has accepted the
credentials of newly appointed Brazilian Ambassador Marcela Maria
Nicodemus. Congratulating the diplomat, President expressed Armenia’s
interest in deepening relations with Brazil. Serzh Sargsyan enumerated
4 pre-requisites allowing Armenian to broaden bilateral cooperation. In
particular, he noted that there are no divergences between two
states. Beisdes, Brazil is a powerful country with powerful economy,
both countries produce goods that may have demand in each others’
market, and last but not the least, a major factor connecting two
countries is Armenian community in Brazil. Mr. Sargsyan expressed his
gratitude to Brazilian government for allowing its Armenian citizens
to develop, while maintaining their national identity. "We are always
grateful to those who lent a helping hand to us when we were facing
hardships," President stressed.

Ambassador Nikodemos noted with satisfaction that Brazil was the
first Latin American country to open embassy in the South Caucasus,
particularly, in Armenia, and is determined to take practical steps
towards developing bilateral cooperation. Ambassador called special
attention to Armenian community’s contribution to her country’s
development.

Parties agreed that good circulation between two countries has assume
significant volumes over the recent years and stressed the importance
of further work in that direction. President Sargsyan also stressed
two states’ effective cooperation within international structures
and Brazil’s balanced approach sensitive problems in our region.

President Sargsyan promised Brazilian Ambassador that she would get
all state agencies’ support in solving any problem, RA President’s
press service reports.
