ARMROSGAZPROM LAUNCHES SYSTEM OF INCENTIVES FOR WORKERS

"ArmRosgazprom" has begun a program to encourage employees, press
office of the company reports. The program consists of two parts. Key
performance indicators (KPIs) to be developed in the first part of
the program for each unit. The company recently held a series of
seminars with participation of the chairman of the Board, director
general, deputy director general, managers and employees to identify
these indicators. Seminars were conducted by the specialists of
"MAG CONSULTING" under the auspices of the Alemar corporation.

The second part of the program is aimed to encourage employees of the
company. These indicators will be introduced in a special computer
program that automatically evaluate the effectiveness of units. The
principle of justice is in the basis of remuneration.

MOSCOW

MOSCOW, SEPTEMBER 16, NOYAN TAPAN – ARMENIANS TODAY. A regular sitting
of the Commission on Monumental Art took place at the Moscow city
duma (council) on September 8. The commission examined the proposal
on creating a sculptural composition dedicated to the victims of the
Armenian Genocide.

The proposal was submitted by the Union of Armenians in Russia,
Yerkramas newspaper of Armenians in Russia reported.

The commission members expressed an opinion that given the readiness
of the initiators to assume the financial obligations for construction
of the monument, it is expedient to instruct the Moscow city duma
to include the above mentioned proposal in the list of proposals
for construction of works of monumental-decorative art of city
importance. The sculptural composition dedicated to the victims of
the Genocide committed in Turkey will be set up next to the Mother
Cathedral (currently under construction) of the Armenian Apostolic
Church’s Diocese of Russia and Nor Nakhijevan (at the crossroads of
Trifonovskaya Street and Olimpiyski Avenue in Moscow).

launched in St. Petersburg’s Music Hall Theater today.

The festival was organized by Kastalian Spring charity foundation
(Russia), with the assistance of St. Petersburg authorities. This year,
the festival will host over 250 orphans from Uzbekistan, Turkmenistan,
Armenia, Belarus, Moldova, Kyrgyzstan and Russia, performing in the
following genres: "vocal performance", "instrumental performance",
"original genre".

Kastalian Spring festival closing ceremony is due on September 17.

The opening of a new school building the Spitakashen pupils waited more
than the onset of the new school year. Unfavorable weather conditions
put aside the so-long waited event not only for the children but
also for the people of Spitakashen: but the builders certify that
this will be not so long.

The construction of a new building for a secondary school of
Spitakashen was started in autumn 2008. It is funded by the
All-Armenian Fund "Hayastan". The limited company "Never" carries
on this work. For the construction of the school for 120 pupils
about 180 million drams are required. The works are in the stage of
completion. Because of the unfavorable weather conditions, they could
not manage at the target date. The foreman Aram Grigorian asserts
that the school will be ready to putting into operation at the end
of September.

The representatives of the Fund and the Ministry of Town-planning
follow for the quality control of construction works. Two-story
building with a basement and upper floors has been built. Now
decoration works are being conducted. The school will have a sport
field and even a walkway for walking. However, there are still
some unresolved problems. The first of them – is the absence of
gymnasium. The school head teacher Elmira Ohanjanyan explained
that both in the old and in the new school building the gym was
not provided. It turns out that the full organization of physical
education lessons will depend on the vagaries of the weather.

The school provides centerwater and local heating. "However, the water
will be made in accordance with the timetable of the total water
supply of the village, – explained the head teacher of the school
– which, of course, can not satisfy us." But the foreman insists
that the decision of a number of technical problems the school will
receive round-the-clock water supply, and these questions will soon
be resolved. We can only wait and hope.

Foreign Minister of Armenia Edward Nalbandian started his official
visit to China

Foreign Minister of Armenia discussed the perspectives of development
of bilateral relations with Chinese highest leadership.

On September 10, by the invitation of Foreign Minister of China Yang
Jiechi, Foreign Minister of Armenia Edward Nalbandian arrived in
Beijing with an official visit.

On September 11, meeting between Foreign Ministers of Armenia and
China Edward Nalbandian and Yang Jiechi took place.

Edward Nalbandian thanked his Chinese counterpart for warm reception
and mentioned that Armenia attaches great importance to the
development and enhancement of friendly relations with China. Minister
Nalbandian expressed satisfaction with dynamic development of
bilateral relationship in different areas and said, that there isn’t
any problem between Armenia and China that could divide the sides,
instead there are many factors that unite our countries.

Ministers Nalbandian and Yang Jiechi noted that effective cooperation
in political, economic, cultural and education areas enhanced mutual
trust between the sides and now there is a willingness of the two
countries to undertake dynamic steps for the deepening of mutually
beneficial partnership by involving new areas of cooperation.

Armenian and Chinese Foreign Ministers had a detailed discussion on
issues concerning the intensification of consultations between Foreign
Ministries, the exnahncement of cooperation between the two countries
within the international organisations, and exchanged views on number
of international and regional issues.

Armenian Foreign Minister reaffirmed the Armenian position on
One-China and thanked his Chinese counterpart for the balanced
position of China on the issues related to the Caucasus.

Edward Nalbandian presented to his Chinese counterpart the process of
normalization of Armenian-Turkish relations, as well as the efforts
aimed at the settlement of Artsakh (Nagorno Karabakh) issue.

Foreign Minister of China expressed his country’s support for the
steps undertaken in the directions of peace settlement of Artsakh
(Nagorno Karabakh) issue and normalization of Armenian-Turkish
relations.

Ministers had an intense discussion on the issues of international
relations, particularly – UN Security Council reform, Middle East
settlement process, the elimination of consequences of financial
crisis and global climate change.

During the negotiations Foreign Ministers of Armenia and China had a
detailed discussion on the promotion of economic partnership and the
implementation of agreements reached in that area. It was decided to
hold the next session of Armenian-Chinese intergovernmental commission
in December in Beijing.

At the meeting of Foreign Ministers which lasted approximately 3
hours, the two also touched upon the cooperation in the areas of
education, science and culture. They both attached importance to the
necessity to increase the number of Armenian and Chinese students in
the Universities of Armenia and China, as well as the signing of an
agreement on mutual recognition of certificates of
education. Ministers mentioned with satisfaction that on November 2009
Chinese Cultural days will be held in Armenia and discussed the
possibility of organization of Armenian Cultural Days in China.

On the same day Edward Nalbandian was received by Vice President of
China Xi Jinping.

Armenian Foreign Minister conveyed to the Vice President of China the
congratulatory message of the President of Armenia Serzh Sargsyan on
the 60-th anniversary of the People’s Republic of China addressed to
the President of China Hu Jintao.

During the meeting, which lasted nearly an hour, they discussed the
perspectives of development of bilateral relations. Vice President
Jinping welcomed the upcoming visit of the President of Armenia to
China.

Xi Jinping and Edward Nalbandian had a detailed discussion on a wide
range of issues concerning bilateral political, economic and cultural
relations. The two expressed satisfaction with the established
friendly partnership between the two countries and emphasized that the
positions of Armenia and China on international issues coincide or are
close to each other. Chinese vice-president expressed his gratitude
for Armenia’s stand in issues of great importance for China.

Touching upon the joint projects Vice President of China and Armenian
Foreign Minister stressed the joint construction of Synthetic Rubber
Shanxi- Nairit factory in China which is nearly to be completed, as
well as the participation of Chinese companies in the reconstruction
and modernization of power plants in Armenia, the mining, particularly
in the chloroprene molybdenum industry. Minister Nalbandian stressed
Armenia’s interest in attracting more investments from China in
different economic projects. Vice President of China mentioned that
the Chinese Government would encourage the business sector to make
investments in Armenia.

On September 11, at the Ministry of Trade of China an Agreement on
providing technical-economic support to Armenia by the Chinese
Government was signed.

On September 10, Edward Nalbandian delivered a comprehensive speech on
Armenia’s foreign policy at the Institute of International Studies of
the Ministry of Foreign Affairs of China. Ambassadors and diplomats
accredited in Beijing, expert community, representatives of business
frameworks and journalists attended the meeting. Armenian Foreign
Minister also visited the Armenian Embassy in Beijing, where he had
consultation with the staff of the Embassy, then met with the Armenian
students studying in Beijing. During the friendly conversation, Edward
Nalbandian presented the Armenian-Chinese relations and perspectives
of their development, answered the questions of the students.

Foreign Minister of Armenia gave broad interviews to Xinhua news
agency and CCTV central state TV.

On September 12, Edward Nalbandian will leave for Shanghai where he
will have meetings with the organization committee of Shanghai World
Expo 2010.

"Armenian National Congress is preparing for a rally on September,
18, not being distracted by discussions on negligible issues,"
Levon Zurabyan, ANC’s representative told journalists at today’s
press-conference.

Armenia faces serious challenges; the gravest processes are on,
regarding this background one should not be distracted by discussions
on negligible issues,’ he said.

Asked if the split in opposition is a "negligible issue" or not Levon
Zurabyan answered in comparison with challenges which Armenia faced,
it is.

Recall that by decision of "Heritage’s" board MP Vardan Khachatryan
and members Zoya Tadevosyan and Movses Aristakesyan have been expelled.

By the way Zoya Tadevosyan said yesterday she had been expelled
because of her support to ANC.

Turkish Journalists Visited Stepanakert

Milliyet newspaper and private TV channel, arrived in Stepanakert
. Journalists traveled through Yerevan and received accreditation at
NKR MFA, signing necessary documents, obligating signers to observe
NKR laws and accept its sovereignty.

As diplomatic sources reported to PanARMENIAN/Net, Turkish
journalists voluntarily signed the papers and noted that "Stepanakert
has is better organized than Yerevan". According to the source,
whatever the journalists write in their return to Turkey is of minor
importance. "The first reaction, what they saw, is what matters. Eyes
are the mirror of the soul, and can’t deceive you whatever nationality
you are," the source noted.

Journalists had interviews with NKR Foreign Minister Georgiy Petrosyan
and Artsakh people.

The Press Service of the Ministry of defense reminds today that on
September 10 Azeri media disseminated information that the divisions
of the Armenian Armed Forces had launched an unsuccessful attack in
the direction of Aghdam, leaving five killed and 3 had wounded. Press
Secretary of the NKR Ministry of Defense, Lieutenant Colonel Senor
Hasratyan came forth with an official statement, refuting the reports
of the Azeri media.

The same day Azerbaijani vesti.az webpage published an interview with
military expert Useir Jafarov. Unable to respond to the question
how one could speak about the concrete number of victims if there
were no bodies, Jafariov said "any attack is accompanied by losses,
irrespective of the fact whether the Armenian side reveals the number
of victims or not."

"This cheap move of the Azeri media shows that the Azerbaijani side
is once again trying to raise the "fighting spirit" of its army,
simultaneously destabilizing the situation," the Armenian Ministry
of Defense said in a statement.

of the Armenian – Turkish relations mentioned Paruyr Hayrikyan the
leader of the Union for National Self-Determination.

Speaking about the Armenian – Turkish pre-signed records the speakers
said there is nothing obliging there, and according to him "if you
are in a dead point any move can be called a progress".

by Armenia as, according to the speaker "we like to speak about what

"Those who do not have past like to say "let’s not to speak about
the past", while all the nations of the world always speak about the
past. Especially when looking at the last events we feel the necessity
of looking at the past", – mentioned the speaker.

And in the past, as p. Hayrikyan says, in the center of the attention
of Armenia should be the illegal treaties of Kars, and Moscow, as those
treaties have been signed to the detriment of Armenia. According to
the speaker those treaties were to be invalidated and this was to be
done long before.

The speaker coming up to the international treaties that are in the
Armenian – Turkish records, mentioned that "there is no international
treaty there."
