formal visit to Rome, where he is scheduled to meet with his Italian
counterpart Franco Frattini and chairman of the Foreign Relations
Committee of the Italian Senate Lamberto Dini.

Minister Nalbandian will also attend the Italian Senate to give a
lecture on Armenia’s foreign policy.

The Presidents of Armenia and Azerbaijan Serzh Sargsyan and Ilham
Aliyev will meet in Munich on November 22 within the framework of the
OSCE Minsk Group process on the settlement of the Karabakh issue,
President’s Press Office reported.

The meeting in Munich will be the 6th this year between the Presidents
of Armenia and Azerbaijan.

Hovik Abrahamian received members of the Council of Europe Monitoring
Ago Group headed by Resident Representative of Romania to Council of
Europe Stelian Stoyan.

The RA NA Speaker presented the developments following the 2008
presidential elections and actions undertaken to liquidate the
consequences of the March 1-2 tragic events. Discussing in detail
the developments of the past one year and a half the sides agreed
that a serious progress was recorded in that sphere. It was mentioned
that to secure that progress the work should be continued and public
confidence in state institutions and formation of public consent
should be encouraged.

According to the RA NA Press Service, the issue of normalizing the
Armenian-Turkish relations without preconditions was also touched
upon at the meeting.

Baku, Fineko/abc.az. Azerbaijan expects progress in the peaceful
settlement of Armenian- Azerbaijani Nagorno-Karabakh conflict.

Azerbaijani Deputy Foreign Minister Araz Azimov said in Baku that
change of Armenian position is expected in the meeting of Azerbaijan
and Armenian Presidents, which will take place in the coming days.

" First of all, we wait profound and detailed discussions, secondly,
wait the change of positions from the opposite side, which is engaged
in it in former meetings. If these changes do not happen, it seems
to me, that it will be impossible to talk about some development. We
wait solving of problem within our territorial integrity. We presented
this position initially and grounded, and it is possible to say that
it is supported by international association in full," A. Azimov said.

A. Azimov said that for the time being, Azerbaijan sees no compliance
with norms and principles of international law in position of the
Armenian party, declaring on willingness to solve the conflict
by peaceful way. Moreover, "development in opposite direction" is
observed in Armenian position.

"Changes should happen in Armenian position. Azerbaijan leaves room
for compromises in its position, stands in the middle of bridge
and expects Armenia will have also traveled part of the way. If
the Armenian side is prepared for discussing compromises within the
framework of territorial integrity of Azerbaijan, we are ready to
continue such discussions," A. Azimov said.

Liberation of all seven districts around Nagorno Karabakh by Armenia
is the absolute subject of negotiation process.

"Armenia has two options: either the conflict will not be resolved or
the status of Nagorno-Karabakh will be determined after Azerbaijani
refugees return to the occupied territories.

There is not another option. Negotiations continue , it means,
these issues (liberation of all occupied districts of Azerbaijan)
are on the negotiating table," A. Azimov said.

"I do not know who the President of Azerbaijan discussed with the
issues of refugees or seven regions around Nagorno-Karabakh, since
only the status of Nagorno Karabakh is being negotiated," November
18 during the governmental hour in the National Assembly of Armenia
the Foreign Minister of Armenia Edward Nalbandian said, responding
to a question by the Secretary of the parliamentary faction of the
Republican Party of Armenia Eduard Sharmazanov.

The Armenian Foreign minister recalled that the Azerbaijani side has
refused to negotiate around the Madrid principles and even denied their
existence within more than a year. "Now, in recent months, negotiations
have been conducted around the Madrid document, and only the status of
Nagorno Karabakh Republic is discussed", Edward Nalbandian explained.

YEREVAN (News.am)-Half of Armenia’s population lives in abject poverty,
despite a recent report from the World Bank detailing a much lower
figure, according to Artsvik Minasyan, a member of the Armenian
Revolutionary Federation’s faction in parliament.

Earlier this week the World Bank released a report partly based on
government statistics that estimated the proportion of Armenians
living below the official poverty line had increased for the first
time in over a decade as a result of the ongoing economic recession.

The report, which detailed a nearly 7 percent increase from last year,
put the figure at 28.4 percent in the second quarter of this year.

In an interview with News.am published Wednesday, Minasyan disputed the
figure, saying "the number of poor people is much higher" in Armenia.

The parliament deputy explained that if the minimum social security
allowance provided by the government were not considered, the poverty
level in the country would be 50 percent.

Minasyan pointed to the possibility of worsening social tensions and
a spike in homelessness as reasons for the government to revamp its
anti-crisis program and increase social spending to help the poor.

"Social tension will grow, and more homeless people and beggars will
appear in the streets," Minasyan said, warning of the consequences
if nothing is done by the government to address the crisis.

According to Minasyan, the segment of society living below the poverty
line includes migrants who failed to find jobs, as well as small
businessmen, who came under administrative pressure and went bankrupt,
as well as employees, whose wages are insufficient for their families.

"I think that most of the 100,000 citizens below the poverty line
are women, as their employment problem has not been resolved,"
Minasyan said.

The Armenian Government earlier this year announced what Minasyan
described as a "defective" anti-crisis program to address the
consequences of the financial meltdown in Armenia.

The government, however, failed to properly implement the program,
he noted, explaining that the government’s supported of entrenched
oligarchic interests over consumers contributed to its inability to
ensure micro and macro economic stability.

VivaCell-MTS To Have Its Own Fiber-Optical Network In Armenia Soon

YEREVAN, NOVEMBER 18, NOYAN TAPAN. VivaCell-MTS and GNC-Alfa CJSC
on November 17 signed an agreement that will allow VivaCell-MTS to
build its own high-speed, fiber-optic backbone network.

According to the press service of VivaCell-MTS, under this contract,
VivaCell-MTS will acquire the optical dark fibers in GNC-Alfa’s Fiber
Optic Cable system laid between Yerevan and Armenian-Iranian border.

The GNC-Alfa’s Fiber Optic Network Cable is interconnected to Iran’s
long-distance fiber-optic network and is providing further access to
the worldwide telecommunications networks. Thanks to the agreement,
VivaCell-MTS will have an independent and reliable nationwide network
having international access for voice and high speed data and Internet
services.

Under the contract, GNC-Alfa will provide operation and maintenance
of the acquired fibers. The high-speed, fiber-optic network will
provide Armenia with high digital communications online speeds. Higher
education and R&D institutions may use the system for educational and
research purposes. It has a big potential for increasing international
collaboration and sharing resources.

"In Europe and the Western hepisphere optical fiber channels have
become widespread in the telecom networks and transform companies
to cutting-edge technology players. VivaCell-MTS’ own fiber optical
network will provide high-bandwidth access for Armenia. Yerevan and
major cities will be put directly on line with Middle East, Far East,
Europe and the rest of the world. The fiber optic network will offer
new services," said VivaCell-MTS General Manager Ralph Yirikian.

does not correspond to reality." A report by RA NSC Secretary’s
Spokesperson Gayane Gasparian mentioned this.

According to G. Gasparian, A. Baghdasarian takes one of Armenia’s four
highest posts and certainly, does not pretend on lowering of his post.
