Azerbaijani Speaker Ogtai Asadov put forward a proposal to address
U.S. President Barack Obama at the December 15 Parliament sitting.

"Despite Congress decision to allocate assistance to Armenian community
in Karabakh, document is not yet approved by the U.S.

President. Thus, we should set up a commission and address Barack
Obama as well as the U.S. Congress," Asadov stated.

According to Asadov, if the appeal is endorsed, U.S. President might
not approve the decision on rendering assistance to Karabakh. For this
purpose, a commission of seven MPs was set up by Azerbaijani Speaker.

Russia and CIS Countries is a new NGO opened in Moscow this November.

In conjunction with Fresh Advice communication agency, it launches
Armenian tourism development campaign in Russia.

The organization has a many optimistic plans, and the zero-based
budget is no obstacle to the realization of its leading ideas, NTO
Armenia Director Maria Atayan told a news conference in Yerevan.

According to her, Armenia has many competitors among CIS countries
(Uzbekistan, Tajikistan, Kazakhstan etc.) but the right PR campaign
may enable the country to provide the clue to the country’s success in
the sphere. As competitive advantages, Atayan pointed out to Armenia’s
climate conditions and rich ancient culture. "We will declare ourselves
as a country with a middle-class oriented tourism," she said.

In the initial period of its activity, NTO Armenia will offer the
tariffs available at present. After attaining certain results,
it will start negotiations with Government for reducing prices,
particularly taxes on tickets.

"NTO Armenia is launched now that tourists have got tired of Europe and
feel like communicating with people they share common history with,"
the organization’s director said.

At that, she noted that the first stage of NTO Armenia’s PR campaign
(December 15-18) envisages Russian media representatives’ press-tour to
Armenia. The tour program includes visit to Tsakhadzor, Echmiadzin,
Yenukavan and other tourism zones situated not far from Yerevan,
as well as a horse race to the mountains.

Integration NGO.

"Time is ripe for Yerevan’s demarche in talks with Baku," he told
a news conference in Yerevan. "The more frequent are Baku’s warlike
statements, the farther we stray from Karabakh conflict settlement."

A noted French author said truly that, "We are all products of our
childhoods". In order to correctly understand any politician, or even
any man, it is necessary to understand where he or she comes from.

This is even more important after Erdogan stated, "My ancestors have
never committed genocide!".

Let us first turn to Erdogan’s forebears. Recep Tayyip Erdogan has
Kartvelian ancestry, more specifically, his ancestors were ethnic Laz.

He declared this himself on the 12th of August, 2004, during a visit
to Batumi. The grandfather of the current Prime Minister of Turkey was
likewise called Recep; he lived in Bagat, near Batumi, up to 1878,
and his father, in turn, was a local imam for many years. After
the war of 1877-78, when Batumi became part of the Russian Empire,
this Recep emigrated to the city of Rize,[1] where he was known as
"Bagatlı Recep". He died during the First World War, in 1916, while
fighting against Russian forces advancing towards Rize.

Although Recep Tayyip was born in Istanbul (on the 26th of February,
1954), he did, in fact, spend most of his childhood – up to the age
of thirteen – in Rize, the city of his ancestors. His father, Ahmed,
worked in the coast guard, while his mother, Tenzile, was a homemaker,
raising five children. In 1967, the Erdogan family moved to Istanbul
once again, where Recep graduated from a religious school – İmam
Hatip Lisesi – in 1973. Even while at school, at the age of sixteen,
he began to deliver sermons. Perhaps Recep Tayyip would have turned
out to be an imam like his great-grandfather, if religion did not
gradually take up a greater role in Turkish politics.

Recep Erdogan’s wife, Emine Erdogan, is from the city of Siirt
(Sgherd in Armenian), ethnically Arab. They have four children.

And now, let us turn to the ancestors’ participation in the Armenian
Genocide.

Nobody is personally accusing the forbears of Erdogan for carrying
out the Armenian Genocide. Moreover, nobody is accusing the present
generation of the Turkish people for the Armenian Genocide either.

Nevertheless, although current Turks are not guilty of their ancestors’
crimes, they are yet responsible for them, just as today’s Germans,
while free of blame with regards to the crimes of the Nazis, bear
their responsibility and continue up to the present to silently
and patiently carry that heavy burden. And that responsibility is
manifested not only by the outright condemnation of the criminal act
itself, but also by the hundreds of billions in aid that have been
granted and that continue to be granted to Israel.

The current Republic of Turkey is not only the direct legal continuity
of the Ottoman Empire, but it continues to also maintain an umbilical
cord of political and ideological connections with those in power in
the empire’s last days, the Young Turks. It is a plain fact that all
the founders of the Republic of Turkey – including Mustafa Kemal –
were members of the Ittihad ve Terraki party ("Union and Progress")
which had orchestrated the Armenian Genocide. For that reason, many
specialists include the Young Turks in their chronologies of the
early years of the republic, from 1908-1950 (as "The Young Turk era
in Turkish history").

Accordingly, even if Erdogan’s forebears were, say, not directly
involved in the Armenian Genocide, indubitably however, Erdogan’s
political forebears most certainly perpetrated the first genocide of
the twentieth century.

And so, as long as the Turkish people do not condemn the Armenian
Genocide and continue to enjoy the fruits of this crime, they are
at the very least accomplice to the first genocide of the twentieth
century. Ultimately, criminals are not merely the ones who carry out
the crime, but also those on the side of the crime, and those who
acquire its spoils.

The OSCE Minsk Group Co-Chairs issued the following statement today:

"The OSCE Minsk Group Co-Chairs (Ambassador Yuri Merzlyakov, the
Russian Federation; Ambassador Bernard Fassier, France; Ambassador
Robert Bradtke, United States) visited Azerbaijan December 11.

They met with President Ilham Aliyev to follow up on the discussions
between President Aliyev and President of Armenia Serzh Sargsyan in
Munich November 22. As a next step, they also intend to visit Yerevan
in early January.

These visits will prepare the way for further meetings between the two
presidents in 2010 to finalize the Basic Principles for the peaceful
settlement of the Nagorno-Karabakh conflict."

A BETTER WAY TO AID CITIZENS OF ARMENIA

Many Diaspora Armenians who care for the future of the Republic of
Armenia (ROA), Artsakh, and that of the Armenian nation, have been
heaving on the horns of a dilemma in recent years, particularly since
the Armenia-Turkey Protocol controversy.

"We care for the welfare of Armenia but…"

The "but" stands for the incompetent at best, corrupt at worst ROA
governments which have mismanaged Armenia’s affairs since independence
almost two decades ago.

Should Diaspora Armenians continue to provide assistance–financial,
technical, educational, promotional, etc. when the country is run by
an incestuous cabal of mafia leeches and Armani-clad gangsters? Should
Diaspora Armenians send funds to the motherland when the oligarchs
skim a significant portion of that money? Will this complacent "cost
of doing business" continue interminably?

Some Diaspora Armenians have "resolved" the above quandary by choosing
diametrically opposite options. One group has decided not to assist
ROA so long as the country is run by Grade A hooligans. Others have
decided to continue to assist Armenia no matter what. The latter group
has made the case that the curtailment of Diaspora support would hurt,
above all, the ordinary citizens of Armenia who are already hurting
economically, politically, culturally… The same group of people also
maintains that it would be the height of irresponsibility to abandon
ROA at a time when its very existence is being threatened by Turkey and
Turkey Jr.–Azerbaijan. People who share the same stand also believe
in the concept of "trickle down" economy–even if the lion’s share
of the assistance is lifted by a corrupt administration–eventually
some of the money will reach the hands of those who need it most,
this group likes to believe.

Other voices–luckily a minority–preach a violent overthrow of the
government, possibly with the help of the army. "A bullet in the head
of Serzh Sargsyan" would solve the problem, these extremists say.

They, of course, have no clue that the "disease" in Armenia is not
confined to one man.

Is there a more sensible option than the above?

Since widespread corruption, lack of transparency and accountability
in the ROA government are not mere allegations but indisputable facts,
Diaspora Armenians should devise new ways to help their brethren in
the motherland.

The Diaspora should work with existing non-governmental officers
(NGOs), establish new NGO institutions, train individuals or groups of
individuals for specialties much needed in Armenia and the neighbouring
countries . Through these NGOs, Diaspora organizations should establish
employment, social services, welfare and skills-teaching offices to
directly assist needy families and individuals.

The Hamahaygagan fundraising organizations have the right idea, but
more needs to be done. Let’s by-pass the smooth-talking gangsters,
and let’s form a direct pipeline from Diaspora to the ordinary citizens
of Armenia, without the benefit of interference from the vultures.

Turkish HurriyetDaily referred to Assistant Secretary of the Bureau
of European and Eurasian Affairs Philip Gordon’s statements made after
Obama-Erdogan meeting. Gordon emphasized three significant issues for
turkey. 1. The first is that Turkey wishes to take mediator’s role
between Iran and the west. We said we support that sort of mediation;
we want them to help as it’s necessary for Iran to understand the
messages released by the international community. 2. I’m not going
to refer to the White House talks over sending Turkish troops to
Afghanistan. In fact, Turkey has significant role in Afghan issue and
our relations with Turkey related to that very topic are perfect. 3.

We hail the normalization of Armenian-Turkish ties and the protocols
also. We also hail resolution of Nagorno-Karabakh conflict. But,
in fact, they are separate processes, and if there’s successful
development in both of them, then a historic development will
be recorded. The protocols should be ratified within reasonable
timeframe. We’d like both governments to ratify them as soon as
possible. The ratification should be without any preconditions and
it should not be linked with other issues. President Obama told that
to Erdogan. We are ready to support each side.
