February 22-23 sub-regional seminar organized by the United Nations
Economic and Social Commission for Asia and the Pacific (UNESCAP)
and RA Ministries of Foreign Affairs and Labor and Social Affairs
will be held in Yerevan. It is dedicated to the creation of incomes,
working out of employment programs, monitoring and evaluation in the
countries of Central Asia and Caucasus.

The seminar will feature RA Minister of Labor and Social Affairs
Aghvan Vardanyan, Deputy Foreign Minister Arman Kirakosyan, Deputy
Minister of Trade and Economic Development Tigran Davtyan, as well as
official delegations of Georgia, Kazakhstan, Kyrgyzstan, Tajikistan,
Turkmenistan and Uzbekistan.

The participants will present the systems of creation of incomes,
elaboration of employment programs, monitoring and evaluation in
their countries.

During the discussions reference will be made to the issue of poverty
reduction through creation of incomes and employment programs.

YEREVAN, FEBRUARY 20, NOYAN TAPAN. Details of Artash Otar
Hambardzumian’s and Mher Seryozha Poghosian’s murder taken place at
the Relax disco-club on February 15 were found out. The Press Service
of the RA Prosecutor’s General Office states about it. According
to the evidences got by the preliminary investigation, RA citizen
V.Gevorgian argued at about 03:45 of February 15 with M.Poghosian and
A.Hambardzumian in the Relax disco-club placed on the first floor of
the Citadel Business Center in the address of Terian str.105/1, the
city of Yerevan, the fuss arisen in the consequence of what was moved
to the part before the official entrance near the club Director’s
Office. During the dispute V.Gevorgian shot fires from the Viking
pistol of 9 mm calibre, with intent of murder, in ways dangerous for
many people’s life, in the direction of the head and chest, organs
of vital importance for M.Poghosian’s and A.Hambardzumian’s life
and illegal deprived them from life. After the case, V.Gevorgian
took to flight. Based on the got evidences, a decision was made on
February 17 to involve V.Gevorgian as a defendant and present him
accusation according to Article 104 Part 2 Points 1 and 6 of the RA
Criminal Code. Search was announced towards him on the same day. The
preliminary investigation is in process. To recap, it was mentioned in
the first official message spread on the occasion of the murder that
"as a result of measures taken operatively, they managed to find out
identity of the two people participated in the shooting."

According to the "Aravot" (morning) daily, which quoted its sources
at the Police, "identity of the two people participated in the murder
was quickly found out owing to video cameras placed in the disco-club,
which fixed the murder from the first moment up to the last one."

Justice by Instruction: Raffi Hovannisian’s Legal Request Refused Again

Yerevan–On February 13, Judge Vazgen Lalayan of the Central and Nork-Marash
Court of First Instance heard, humored, and, needless to say, denied
Heritage Party founder Raffi K. Hovannisian’s formal complaint. The
complaint was submitted by attorney Zaruhi Postanjian against prosecutor
Karapet Karapetyan of the Department for the Protection of State Interests
of the Armenian Prosecutor General’s office for his refusal, dated November
15, 2006, to institute a criminal case as law and evidence required.

In response to a judicial injunction, dated April 14, 2006, against the
Paronian State Theater–the property owner–for restricting access to Raffi
Hovannisian’s legally leased premises, marshals from the Service for
Mandatory Execution of Judicial Acts (SMEJA) of the Ministry of Justice had
reopened on May 29 the Heritage Party headquarters which, on March 4, 2006,
the theatre unlawfully had locked down.

During the subsequent inspection of the main office, which took place in the
company of SMEJA officials, Heritage staff had noticed that, among other
anomalies, one television set and two computers were turned on and working.
The official laboratory examination that was later ordered by the police
department had concluded that in the late hours of March 8, exactly four
days after party headquarters had been forcibly shut down without a legal
warrant, unidentified individuals had entered in clandestine fashion the
already-locked and sealed premises and, after circumventing the main
computer’s password, gained illegal entry into the party’s database which
contains constitutionally-protected information regarding the party, its
membership rolls, and its activities. Having examined the computer, experts
from the National Bureau of Investigation confirmed in their report to the
police department that the computer had been put in operational mode for
22-24 minutes, hooked up to an external monitor, and connected to a USB-type
memory-bearing flashcard of an unknown brand. In clearer terms, Heritage’s
party information had been stolen.

Though this evidence sufficed for–even mandated–the launch of criminal
proceedings, according to Postanjian, both the Yerevan police department and
the prosecutor’s office of the Central and Nork-Marash communities denied
her legal request for a full investigation into the case of the computer
bandits.

In turn, on October 9, 2006, Raffi Hovannisian and the Heritage Party sent a
complaint to the Republic’s prosecutor general Aghvan Hovsepyan, appealing
the decision of the Yerevan prosecutor’s office not to file criminal charges
in the case of the illegal forcible closure of and break-in to their offices
and computer system in March. Ten days later, on October 19, a formal letter
from Hovsepyan’s deputy confirmed that all decisions of the Central and
Nork-Marash prosecutor’s office had now been revoked, and that an additional
inquiry had been launched by his office. It seemed justice would finally be
served. But that was not to be: on November 15, prosecutor Karapet
Karapetyan of the Department for the Protection of State Interests refused
to institute a criminal case.

It was this refusal which Raffi Hovannisian appealed yesterday at the
Central and Nork-Marash Court of First Instance. But it was apparent from
the beginning that Judge Lalayan, who did not hide his aggressive demeanor,
would be neither sympathetic nor fair. Forbidding any formal objections, he
first endeavored to prove that the letter of authorization introduced to the
Court did not give Zaruhi Postanjian the right to represent Hovannisian.
After the latter’s personal intervention and verbal assurances, however, the
situation was resolved. Yet the judge, who seemed to favor unproductive
arguments, now targeted media representatives and specifically the cameraman
of Photolur News Agency. Though neither petitioner nor respondent raised
objections, the judge demanded that video recording and photography come to
an end. The judge’s constant interruptions and interjections appeared to
bespeak his inner uneasiness and inhibition. All indicators made it clear
that the verdict was predetermined, and the hope for fair trial
irredeemable.

Even so, Raffi Hovannisian opened with a brief summary of the circumstances
surrounding the case and, subsequently, his attorney Zaruhi Postanjian
introduced the complementary facts and legal standards. She insisted on the
manifest presence of corpus delicti and once again pointed to the
evidentiary material supporting the legal claim. Postanjian contended that a
series of crimes had been committed which, pursuant to several articles in
the Armenian Criminal Code, are subject to criminal prosecution. Prosecutor
Karapetyan objected to the complaint, asserting that the prosecutor general’s
office had now prepared new documents and additional examinations and
investigations had been conducted. In line with these findings, he
maintained, when Heritage’s computer system was breached–a fact he did not
refute–its protection system was not tampered with and no information was
actually copied. Specifically since the computer was not physically damaged,
Karapetyan asserted, there are no grounds to institute a criminal case.

It is noteworthy that the additional laboratory examination, far from
yielding information that complemented the findings of the first (as the
respondent maintained), in fact contradicted them. The second examination,
which was performed by one of the same investigators, Tigran Brigalyan, who
took charge of the first, alleged that it was impossible to insist
categorically that the entry into the computer had taken place specifically
on March 9, 2006, at 1:01am. "The time and other data can be altered by the
user," Karapetyan "informed" those present, repeating time and again that
the computer had not contained any special programs, nor was there proof of
damage. He maintained that corpus delicti was absent.

Zaruhi Postanjian then took the floor and asked for a 15-minute recess in
order to get acquainted with the conclusions of the second laboratory
examination that had been ordered by the prosecutor general’s office, but
never forwarded to Raffi Hovannisian. The Court granted the motion and
ordered a brief recess.

Upon resumption of the hearing, Zaruhi Postanjian underscored that there
were substantial discrepancies between the conclusions of the two laboratory
examinations. According to Postanjian, this proved that the second
examination had been conducted for the purpose of disproving the conclusions
of the first, which had inconveniently confirmed the accuracy of the time
and date displayed on the computer. "Considering the marked inconsistencies
between the conclusions of the two examinations, I move that the Court
invite those who have conducted these examinations in order to clarify the
matters dealing with those substantive inconsistencies and other matters
which are of interest to us," Postanjian said. But the Court denied her
request, arguing that the law does not sanction their summons, even if the
intention was to examine additional evidence. The Court likewise denied
Postanjian’s petition to postpone the hearing until the next day.

Prior to the final ruling by the Court, Raffi Hovannisian delivered closing
remarks and once again invited the Court’s attention to the fact that
Central and Nork-Marash Court Judge Edward Avetisyan’s judgment of June 26,
2006 had found that the closure of his offices on March 4, 2006 had been
illegal; almost one year has passed since Heritage was first denied access
to its legally rented office space. What is more, it continues to be denied
its property rights and the chance to liberate its belongings from unlawful
confinement. In Hovannisian’s words, such injustices, which have paralyzed
the party’s normal operations, have taken on a new meaning in the lead-up to
the upcoming parliamentary elections. "I am hopeful that one day soon the
Armenian institutions charged with the carriage of justice will be guided by
the letter and spirit of the law and not by political directives or other
illicit considerations," Hovannisian declared, demanding the restoration of
his constitutional rights as an Armenian citizen.

The Court proceeded summarily to deny Raffi Hovannisian’s claim. "The thing
stands for itself," commented Zaruhi Postanjian.

Over 2 million people will see the exposition, Vigen Sargsyan, Advisor
of President of Armenia, said at the press conference today. "Holy
Armenia" exhibition will be opened on 19 Feb. V. Sargsyan said that
it would be a unique exhibition. "It is the first time that Armenia’s
Government decided to take cross-stones and original Armenian
manuscripts outside the country," he pointed out. Rosgosstrakh Company
– an official partner of the "Year of Armenia to France", insured all
pieces of art.

V. Sargsyan said that that there are no reasons for excitement of
Armenian prominent cultural workers who are against transportation of
the works of art to France. "Every manuscript was placed in a special
safe providing security of the manuscripts even in case of air crash,"
he assured.

7 flight were made by Armavia Air Company to transport the
exposition. It includes over 200 unique pieces of Christian art, dated
4-5 c. AD, – provided by treasures of the Holy Echmiadzin, the Museum
of Armenia and Matenadaran (manuscript museum).

Büyükanýt vows to counter attempts to divide Turkey

Turkey’s top military commander has vowed to forcefully counter any
attempts at the division of Turkey. "As long as the dynamic forces
exist, those who dream of dividing Turkey will wake up to a
nightmare," Büyükanýt told a meeting of Turks living in the United
States during a visit.

"They will get their lesson. We must have faith in this. No one can
dare to divide Turkey." Büyükanýt did not name any specific sources
threatening the division of Turkey but his comments were interpreted
as targeting the outlawed Kurdistan Workers’ Party (PKK) and Iraqi
Kurds. The PKK has bases in the mountains of northern Iraq and Turkey
is pressing the United States and Iraq to take measures to deal with
the problem.

The government has recently intensified it rhetoric, saying Turkey
might consider a cross-border operation into Iraq if its demands for
action against the PKK go unheeded.
Ankara is also worried about the fate of Kirkuk, the disputed
oil-rich city in northern Iraq which is home to an ethnically-mixed
population of Turkmens, Kurds and Arabs. Turkish officials say a
referendum on status of the city, slated for the end of this year,
should be postponed because Kurds have migrated to the city over the
past few years in what Ankara sees as a systematic effort to change
the demographic structure of Kirkuk ahead of the vote.
Büyükanýt said the problems of the PKK presence in Iraq and the issue
of protecting Iraq’s territorial integrity were interrelated. He
added Turkey should go ahead with a `consistent and future-looking’
policy while it deals with those problems.
The top military commander was expected to raise Turkey’s concerns
with the situation in Iraq in talks with US Vice President Dick
Cheney and Stephen Hadley, the national security advisor for
President George W. Bush.
Büyükanýt’s visit to the United States comes just days after Foreign
Minister Abdullah Gül voiced Turkish concerns during a week-long
visit. The United States has appointed a special envoy in charge of
coordinating US efforts to counter the PKK threat, but Prime Minister
Recep Tayyip Erdoðan expressed unease about the measure, saying it
has not produced visible outcomes.

Serious threats
In a speech frequently interrupted by cheers, Büyükanýt also
reiterated that Turkey was faced with serious problems and threats
stemming from instability in its region, citing the volatile
situation in Iraq, the Caucasus and Cyprus.
`As I said before, the Republic of Turkey has never faced threats,
risks and difficulties of this magnitude since 1923,’ the date of the
republic’s founding, said Büyükanýt. `Turkey has never had that many
problems at the same time since its founding.’
He urged the nation not to lose faith. `We have fears that we need to
overcome. Who can divide Turkey?’ he said.
He also said Turkish democracy and secularism would remain intact.
`Turkey is a democratic, secular and unified state. There is and will
be no power that can change this.’
Büyükanýt is also expected to raise the issue of an Armenian
resolution in the US Congress in his talks with US officials. The
House of Representatives is expected to vote on the resolution soon
which urges the US administration to recognize Armenian genocide
claims.
He said the resolution saddened Turkey but added that he would not
start a `polemic’ by pledging retaliation. `We as the Turkish Armed
Forces do not talk like that. We work together with the United
States,’ he said. `But I believe the citizens of the United States
would avoid moves that would hurt Turkey.’

WASHINGTON, D.C. (A.A) -14.02.2007 -"As long as there are dynamic
forces protecting Turkey, those with the dream to divide Turkey will
wake up with a nightmare and get their lessons from us. No one can
dare to divide Turkey. We will do what it takes to give a lesson
to those trying to divide Turkey," said General Yasar Buyukanit,
Turkish Chief of General Staff, in Washington, D.C. on Tuesday.

Buyukanit was the guest of honour at a reception hosted by the Turkish
ambassador in Washington, D.C. Nabi Sensoy last night.

Speaking to guests at the reception, General Buyukanit indicated
that no one or institution can carry Turkey to a point other than
the regime determined by the constitution.

General Buyukanit stressed that Turkey is facing some tough problems
currently. "The Turkish Republic has not faced so many risks, threats
and problems since its establishment in 1923 as it does today. We
have the Iraqi problem at our border. North of Iraq is a problem.

There is the Cyprus problem.

The Caucasus region poses a potential risk. Turkey’s border with Iran
is a potential problem. Turkey has never had so many problems since
its establishment in 1923," underlined General Buyukanit.

Referring to a resolution submitted to the US Congress on the so-called
Armenian genocide, General Buyukanit underscored that if the resolution
gets adopted by the US Congress, this would insult us Turks. "We
will be seriously disturbed by the adoption of such a resolution,"
told Buyukanit.

Buyukanit concluded his remarks at the reception by making a call to
all Turkish citizens living in different countries to unite and make
the Turkish Republic stronger.

General Buyukanit is scheduled to meet the US Vice-President Dick
Cheney and US President George W. Bush’s National Security Adviser
Stephen Hadley on Wednesday.

Kamo Areyan, deputy mayor of Yerevan and Samvel Danielyan, chief
architect, assured today that the construction works of Nushikyan
Association are halted. Only a few days ago, the water pipelines was
damaged because of the construction and residents did not have water
for one day.

Areyan declared that the municipality did not approve any construction
in green zones. It must be reminded that only one month ago 20
big trees were cut in a close-by park to Terian street. Areyan said
Albert Bazeyan, who was managing the city in 2000, is guilty saying he
granted the permission but the construction started only now. Areyan
and Danielyan assured Nushikyan Association complies to norms. Why
did they halt the construction then?

positively treats the prospect of double citizenship of the Armenians
being the citizens of RF, deputy Head of the Federal Migration Service
of Russia, Vyacheslav Postavnin, told ArmInfo in Moscow.

He said if this issue is resolved at a political level, the FMS
will develop an implement the relevant standards. "It will not be
difficult to assure it technically", V. Postavnin said. To remind,
a possibility of giving a double citizenship to all the Armenians is
presently discussed in the RA Parliament, though, the persons with
double citizenship have no right to be elected as Presidents and RA
Parliament deputies. About 2 mln Armenians presently live in Russia.

the "ArmenTel" Company reached 450 thousand.

Mediamax reports referring Prime-Tass that "VimpelCom" Vice-President
for Business Development in the CIS states Sergey Avdeev said this.

In November 2006, when "VimpelCom" purchased 90% share of "ArmenTel"
from the Greek OTE, the number of the mobile subscribers of the
Company was 400 thousand.

Mediamax recalls that in late December 2006, Sergey Avdeev stated that
"ArmenTel" had lost the position of a leader on the market of mobile
communication of Armenia.

"We should understand the account policy and the way they count
the subscribers in Armenia. However, judging from the accounting,
during 2006 VivaCell managed to leave behind the mobile division
of "ArmenTel". Today, the ration is about 600 thousand to 450
thousand. But the given fact does not at all confuse us. This is
where we know how to work", the Vice-President of "VimpelCom" was
saying in an interview to the RBC Daily newspaper.

January 26, 2007 — IT’S hard to watch an old pal hit the skids, making one
disastrous decision after another, throwing away a brilliant future. That’s
the position we’re in with Turkey – a former ally bent on self-destruction.
A NATO member ideally positioned to serve as a bridge between the West and
the Middle East, Turkey’s secular constitution and economic progress should h
ave made it an example for other regional states to emulate. Instead, Turkey
has been aping the blighted regimes of the Arab world:
* Exploiting the population’s disgust with government corruption, Islamists
gained power through the ballot box – and immediately started dismantling the
secular legacy of Kemal Ataturk.
* On the eve of Operation Iraqi Freedom, Turkey stabbed the United States –
its only dependable ally – in the back, denying passage to our troops in the
fateful illusion that Ankara could save Saddam.
* Turkey strangled its (always faint) chance of membership in the European
Union with internal repression, ludicrous prosecutions, farcical legislative
efforts to Talibanize society and its stubborn denial of the Armenian genocide.

* Instead of winning Europe’s approval, the government-sponsored
anti-American hate speech poisoning Turkey’s media only strengthens European
convictions that Turks "aren’t our kind."
* Impatient to send Turkish troops into Iraq to attack the PKK (a radical
Kurdish group with a terrorist past), Ankara might face a startling military
embarrassment, further alienate Washington – and finish off its last prayer of
EU membership. (The Europeans just want excuses to keep Turkey out – and
Turkey has a genius for providing them.)
* Despite the potential for a mutually beneficial relationship with Iraqi
Kurdistan – where Turkish businessmen make substantial profits – the Ankara
government obsesses about preventing the emergence of a Kurdish state. Betting
on Iraq’s Sunni Arabs (who despise the Turks but use them), Turkey has set
itself up to lose big if Iraq dissolves.
* With its mischief-making in Iraq, cloak-and-dagger monkey business with
Syria and failure to appreciate Iranian deviousness, Turkish foreign policy is
in a self-destructive shambles unrivaled since the foundation of the modern
Turkish state.
All of this leaves me in sorrow, since I spent decades arguing that Turkey’s
strategic importance required us to be patient as this land of enormous
potential found its way to the future.
For an enthusiastic visitor to Turkey for three decades, it’s been
heartbreaking to watch its society and economy come to life – only to fall prey
to Islamist vampires.
With Salafism – the Saudi brand of radical Islam – biting into the Turkish
political jugular, the joke is that the despised Bedouins of Arabia have
finally conquered the "Ottoman Empire." The most primitive and backward form
of Islam is increasingly at home in the heartlands that had formed the core
of the most powerful Muslim state for five centuries.
Now the question isn’t whether our old ally can overcome its internal
difficulties, but which of its troubles will overwhelm it first. Will the
Islamist destruction of Turkish culture continue, or will a rumored military
coup plunge the country back into another period of internal violence and
political stasis?
For Washington, it’s all bad news. The march of punitive Islam (punitive,
above all, to Muslims) continues to feed on wild-eyed anti-Americanism – but
a military coup could lead to a misadventure in northern Iraq similar to
Argentina’s Falklands debacle.
Last week’s murder of the Turkish-Armenian journalist Hrant Dink (in which
Islamo-nationalists cynically employed a 17-year-old assassin who could only be
charged as a juvenile) laid bare the divide in Turkish society: 100,000
Turks turned out to protest the barbarous killing, but the government barely
shrugged, since the demagogues now command far greater numbers.
Turkey’s educated elite is in much the same position as Germany’s elite
during Hitler’s rise to power. Imagining that the Islamists would sputter out,
progressive Turks failed to act. Now Turkish civilization – so great for so
many centuries – is unraveling the way Germany’s did in the 1930s. Turkish
intellectuals made the classic error of underestimating the common man’s
capacity for hatred and lust for blind revenge.
As for the spectacularly virulent and dishonest anti-Americanism in the
Turkish media – we need never have a "Who lost Turkey?" debate: The Turks lost
it for themselves. Instead of maturing into the Western culture of
responsibility, Turks succumbed to the Arab world’s culture of blame.
Having looked down on Arabs for centuries, Turks are now becoming functional
Arabs, reclining into fantasies of greatness as surreal as a Sufi mystic’s
hashish dreams. Ataturk’s revolutionary vision for a modern Turkish state –
betrayed by his own corrupt successors – is fading into the reality of yet
another retarded Muslim satrapy.
An even more accurate parallel case than 1930s Germany is today’s Pakistan.
Turkey is on the way to becoming another extremist-poisoned garrison state
held together solely by its military.
On my last visit, I got a madman’s lecture from a Turkish customs officer on
the resurrection of the Ottoman Empire. But instead of returning to that
empire’s undeniable glories, 21st- century Turkey appears determined to replay
the miserable Ottoman twilight.
I wish we could save Turkey. But we can’t. That’s up to the Turks.
