The parliamentary election in Armenia met international standards,
says the Free Society Institute public organisation in its resolution.

No gross violations able to influence the election result have been
recorded, FSI Head Edgar Hakobyan said at a press conference, Sunday.

He said that 1300 of 1405 observers of FSI constantly observed the
election at polling-stations. The remaining observers united in 11
mobile groups and visited polling-stations in Yerevan and regions.

Thus, Edgar Hakobyan said the groups visited 300 polling- stations in
Yerevan. "We can state with confidence that the parliamentary election
in Armenia was in conformity with democratic principles," he said.

YEREVAN, May 13 (Reuters) – Pro-presidential parties won a large
majority in Armenia’s parliamentary election, its electoral commission
said on Sunday, a poll that monitors said was fair and which confirmed
support for the prime minister.

The winner of the election — viewed as a dress rehearsal for the
presidential vote next year — was Prime Minister Serzh Sarksyan who
heads the Republican party, which will control around 40 percent of
the 131 seats in parliament.

Sarksyan is a 52-year-old former welder and a trusted lieutenant of
Armenia’s President Robert Kocharyan.

This was the first election former Soviet Armenia has held that
Western observers said was fair and the statement from the
Organisation for Security and Cooperation in Europe (OSCE) and the
Council of Europe dampened potential street demonstrations.

On Wednesday police had fired tear gas to break up an opposition rally
in central Yerevan where demonstrators had protested against what they
said would be a rigged election.

The 2003 parliamentary election was described as below democratic
standards.

"The Armenian elections were an improvement from previous elections
and were largely conducted in accordance with international standards
for democratic elections," Tone Tingsgaard, one of the leaders of the
400 OSCE monitors, said.

"Some issues remain and more is needed to consolidate this democracy."

Observers highlighted the close relationship between businesses and
politicians as a concern and an inadequate electoral complaints
procedure. One of the pro-presidential parties is run by a millionaire
businessman.

But the message was enough to dampen support and enthusiasm for a
protest against rigged elections when a few thousand people gathered
to listen to the fringe opposition leaders.

"There was no election yesterday, there was just a coup d’etat," Nikol
Pashinyan, one of the leaders of the Impeachment party, told the
crowd. "The organisers of the election should be punished."

But unlike the violent clashes between demonstrators and police on
Wednesday the mood in Yerevan on Sunday was calm and quiet, a Reuters
correspondent said.

"BEST ELECTION EVER"

And the European Union was quick to endorse the election results which
it said represented significant democratic progress, although there
was some work to do.

"Looking ahead to the presidential elections due to be held at the
beginning of 2008, the presidency calls on Armenia to investigate and
resolve the procedural problems which still exist," it said in a
statement.

"The presidency of the European Union is very much in favour of
intensifying cooperation with Armenia."

Armenia is Russia’s main ally in the Caucasus. It nestles on the
southern edge of the region which has emerged as a major transit route
for oil from Central Asia to Europe, and also borders Turkey and Iran.

The politics of the country are largely about personalities rather
than policies. The mainstream opposition parties offer similar
policies to the ruling coalition.

The Republican party’s two allies will control around 35 percent of
the new parliament, the election commission said.

Sarksyan has held various ministerial positions since the 1991
collapse of the Soviet Union before being made prime minister in March
when his predecessor died of a heart attack.

"This election was the best election in the history of Armenia and has
created a good base for the presidential elections next year," Armen
Ashotyan, a Republican member of parliament, told Reuters.

"We will be favourites in the presidential race next year."

The main opposition leader is considered to be Artur Baghdasaryan, a
former ally of President Kocharyan, and head of the Orinats Yerkir
(Country of Laws) party.

Baghdasaryan’s party won around 7 percent of the parliamentary vote,
the election commission said, enough to clear the 5 percent barrier
and win seats in Parliament.

Evangelist launches initiatives and tools for Armenian church

Armenia (MNN) — Evangelist Sammy Tippit is in Armenia to launch a
training series among the Armenian believers.

Given the context, there are some security concerns, but he says the
materials will also be helpful for the church in the nearby Islamic
republics. "We’re going to release an initiative: ‘Praying For Your
Family,’ which we have done in Brazil, here in the United States,
Iran and other places. I’m going to be speaking to pastors and
leaders from around the country about ‘Praying For Your Family.’"

STM is in partnership with "The Brotherhood," a renewal movement
within the Apostolic (Orthodox) Church of Armenia. This group will be
running the grassroots part of the program. (They’ve previously
published two of Tippit’s books, The Prayer Factor and Fire in Your
Heart.)

The goal with this initiative is to try to help people learn how to
pray effectively and Biblically for their families.

Many are responding to the Gospel throughout the region, and that’s
why Christian leaders have asked STM to provide leadership training.
They desperately need people to lead small Bible study groups. This
training could play a role in one of the most strategic times of
training leaders in the Islamic world.

Tippit says, "I believe that this will result in many family members
coming to Christ and many families growing closer to one another.
That will be the first thing that we will do."

Then he’s speaking to a conference of church leaders about "8 truths
to live or die by," a topic that’s recently been close to his heart.
"I have just been diagnosed with prostate cancer. Of course, anytime
you get that kind of a diagnosis, it causes you to reflect deeply on
the things which are really important. So I just thought it would be
appropriate at this time to speak about the things that are the most
important in ministry."

The Armenia trip will be his last overseas before his prostate cancer
surgery. Tippit explains, in his blog, that his schedule remains
busy right up until his surgery is scheduled. "I will also speak at
the Global Day of Prayer in San Antonio, Texas, at the end of May. I
preach in June in Florida and also at the Sunday morning worship
service at the Southern Baptist Convention in San Antonio. Then we
launch Praying for Your Family in Canada right before I have my
surgery."

He plans on recuperating for two months before getting back into the
"swing of things." Pray that the surgery goes well and that Tippit
heals quickly. Pray, too, that Tex will continue to experience the
peace of God.

YEREVAN, May 12 (RIA Novosti) – Some 45.8% of more than 2 million
Armenian voters cast their votes in the country’s fourth
parliamentary elections by 5 p.m. local time (midday GMT), election
authorities said Saturday.

Twenty-two parties and one election bloc are running for the 131-seat
parliament in Armenia, which will face presidential elections next
spring. About 53 local organizations and six international missions
are monitoring the polls.

Alina Yengoyan, spokeswoman for the Court of Cassation, said the
court had granted 68 complaints from voters who did not find their
names on voter lists.

The Zharangutyun (Legacy) opposition party said it was collecting all
alleged violations associated with the parliamentary elections.

"In the past month, we registered thousands of various violations,
and we intend to name them using verified evidence, which we are
collecting at our information center," said Raffi Ovannisyan, a
former foreign minister and leader of the pro-Western party.

Another opposition party, New Times, accused the head of the National
Security Service, of violating the election law by a televised
statement, which said: "The authorities will not let the minority to
impose its choice on the majority."

"This statement … is direct pressure on the people of Armenia,
which also seriously violates the Election Code," the party said.

New Times cited other irregularities in the voting process, including
the lack of eligible voters in the lists, votes cast in favor of the
pro-government Republican Party in the absence of those Armenian
voters who are currently staying in Russia.

In the runup to the elections, thousands of opposition supporters
gathered in the streets of Yerevan, the capital, Thursday to protest
against the rule of President Robert Kocharyan and demand his
resignation. The opposition also vowed to resume protests Sunday if
the elections turned out to be fraudulent.

The favorite of the race is the Republican Party (HHK) of Prime
Minister Serzh Sarkisyan, which is running together with
pro-presidential Prosperous Armenia and Dashnatsutyun.

Apart from Zharangutyun and New Times, the major opposition parties
also include Impeachment and Republic.

took place. The chair of the CEC Sergey Nasibian said by May 4
two initiative groups and one party naming president had submitted
documents with the CEC. On May 4 another two initiative groups naming
the deputy foreign minister of NKR Masis Mayilyan and Member of
Parliament Armen Abgaryan submitted their documents with the CEC. The
NKR CEC registered the initiative groups after hearing the conclusions
of the working group which checked the legal validity of the lists
submitted by the initiative groups.

ANKARA – "Armenia refused to grant visas to Turkish observers who
were assigned by the Organization for Security and Cooperation in
Europe (OSCE) at the parliamentary election on May 12th in Armenia,"
Levent Bilman, Spokesman of Turkish Foreign Ministry, told reporters
on Monday.

Bilman said that the OSCE observers stated that Armenian authorities
would not grant visas to the the short term observer delegation
of 8 Turks (assigned by the OSCE under the Election Observation
Mission) on May 6th –hours before its departure for Yerevan– for
the Parliamentary elections on May 12th. Bilman indicated that OSCE,
upon this development, cancelled the trip.

Bilman emphasized that this attitude of Armenia –which is far from
constructive dialogue– can cause consequences that would not serve
Armenia`s expectations for enhancing its relations with neighbours
and integration with the international community.

Bilman called on all countries and international organizations –which
attach importance to democratic improvement of Armenia as well as
development of good relations with neighbours and regional peace–
to draw necessary conclusions from this decision of Armenia.

On the other hand, Christian Strohal, the Director of the OSCE Office
for Democratic Institutions and Human Rights (ODIHR), said he was
concerned about visa problems that some official election observers
face when entering Armenia ahead of the May 12th parliamentary
elections.

"An invitation to observe elections is an invitation to all OSCE
participating states, and is issued in order to ensure equal treatment
and strengthen the diversity of observation," said Strohal.

"Preventing some observers from participating contradicts the
principles of transparency and objectivity which are an indispensable
aspect of democratic elections," he noted.

According to a release at OSCE`s web-site, Armenian authorities
informed the ODIHR that they would not issue visas to eight observers,
all of them of Turkish nationality, who were expected to arrive in
the country today.

The ODIHR Director stressed that this refusal came unexpectedly and
no official reason was given as to why the observers could not enter
the country.

A military parade began in the capital of Nagornyy Karabakh at 1000
[0500 gmt] this morning. It was dedicated to our major victories at
the end of the 20th century and the anniversary of the NKR [Nagornyy
Karabakh republic] defence army.

The presidents of Armenia and of the NKR [Robert Kocharyan and Arkadi
Ghukasyan], the Armenian speaker [Tigran Torosyan] and NKR government
members were on the rostrum.

Representatives of all services of the NKR defence army paraded in
the square. Armoured vehicles and aircraft were also involved in the
parade. The parade was led by the chief of the general staff of the
NKR defence army, Maj-Gen Movses Hakobyan. The parade was observed
by commander of the NKR defence army Lt-Gen Seyran Ohanyan.

In his congratulatory speech, President Ghukasyan spoke about the
persistent will of the victorious people and its ability to unite. He
said that Armenians realized that they defended their homeland
when they heroically fought on distant battlefields. Years later,
during battles for the NKR’s liberation, volunteers from Artsakh
[another name for Nagornyy Karabakh], Armenia and different parts of
the diaspora won victories.

By April 1, 2007, the Armeconombank, the ACBA-Credit Agricole Bank and
the Ardshininvestbank made up the top three by the number of active
plastic cards in Armenia. Shahen Hovhannissyan, the Director of the
Armenian Card CJSC, told ArmInfo correspondent that each of these
banks have issued over 10 thsd cards, particularly, the Armeconombank –
44489, the ACBA- Credit Agricole Bank – 24308, the Ardshininvestbank
– 21292.

According to him, as of April 1, 2007, the fourth place by the
number of active plastic cards was held by the Unibank (17222), the
fifth place – by the Converse Bank (14706). The Inecobank issued
4469 cards, the Araratbank – 3186, the Prometey Bank – 1647, the
Armenian Development Bank (ADB) – 1368, the Cascade Bank – 1159,
the Artsakhbank – 1157.

As of April 1, 2007, a total 158654 active plastic cards were emitted
within the framework of the ArCa National Payment System (NPS) in
Armenia, 100516 of them being local ArCa cards, 13371 – MasterCard,
and 44767 – Visa. The Anelik Bank has the most diversified "card"
portfolio.

It issued 13161 cards, 8439 of them being ArCa, 3427 – MasterCard,
and 1295 – Visa. As of April 1, 2007, the number of commercial banks
that issued cards only under ArCa and MasterCard/Europe systems was
11. They are as follows: the HSBC Bank Armenia (4740 ArCa and 3253
MasterCard), the Armeconbank (41694 ArCa and 2795 MasterCard), the
Inecobank (3268 ArCa and 1201 MasterCard), the Ardshininvestbank
(20327 ArCa and 965 MasterCard), the Prometey Bank (878 ArCa and
769 MasterCard), the Cascade Bank (1087 ArCa and 72 MasterCard),
the Artsakhbank (1029 ArCa and 128 MasterCard), the Armimpexbank
(851 ArCa and 63 MasterCard), the ADB (826 ArCa and 542 MasterCard),
the ITB (638 ArCa and 156 MasterCard). 3 Armenian commercial banks
issued plastic cards only under the ArCa and Visa systems, namely,
the ACBA-Credit Agricole Bank (9430 ArCa and 14878 Visa), the Unibank
(2644 ArCa and 14578 Visa) and the Converse Bank (690 ArCa and 14016
Visa). Sh.Hovhannissyan also noted that as of April 1, 2007, most
part of the plastic cards issued in Armenia were Classic (97911),
Electron (30115), Gold (5829) and Standard (5048). The Business and
Platinum cards made up the minority: 473 and 2 respectively.

As of April 1, 2007, there were 1754 POS-terminals, 233 of them being
cash and 1521 – sale. The ACBA – Credit Agricole Bank launched 383
POS-terminals, the Converse Bank – 276, the Anelik Bank – 202. The
number of bancomats was 208, of them 38 belonged to the Converse Bank,
36 – to the Armeconombank, and 30 – to the Unibank.

As of April 1, 2007, 64158 card holders were women, 42774 of them
being ArCa card holders, 13371 – MasterCard, and 16377 – Visa. 94496
cards holders were men, 57742 of them being ArCa card holders, 8364 –
MasterCard, and 28390 – Visa.

To note, as of April 1, 2007, the members of the ArCa NPS were the
Central Bank of Armenia and 18 commercial banks.

La France compte une importante communaute armenienne, forte d’environ

Elle a reconnu comme genocide les massacres d’Armeniens sous
l’empire ottoman en 1915 et appelle la Turquie a faire de meme. Cette
reconnaissance avait provoque un froid dans les relations entre Paris
et Ankara.

Azerbaijan may liberate occupied territories militarily if Armenians
do not wish to quit them voluntarily. The president of Azerbaijan
said this speaking today to refugees in the Ramany settlement.

Aliev stated: "Lately, Azerbaijan bought a large quantity of heavy
armament and military hardware. The military balance is in our
favor now but the process of purchase continues. Our military budget
equals the state budget of Armenia and military expenditures will be
increased further."

Aliev threatened: "Our army can liberate the occupied lands by force
and if Armenians do not wish to see our army, let us vacate the
lands voluntarily."

Negotiations on a peaceful resolving of the conflict have been going on
for more than ten years. Aliev said that Azerbaijan would not conduct
them forever: "How long is it possible to wait and to tolerate the
occupation of our own territory? We can liberate these lands." He
adds that the international community recognizes the territorial
integrity of Azerbaijan and recognizes that it is right.

Aliev called a confirmation of the fact that Armenia occupied
Nagorno-Karabakh and seven districts around it a big "diplomatic
victory." According to Aliev, the entire international community
recognizes the right of Azerbaijan to these lands.
