Two experts of the Armenian Police participate in the meeting of the
Interior Ministry Experts in Baku, the Armenian Police press-service
told ArmInfo.

Azeri sources say the offices of CIS Bureau for Coordinating
Anti-organized Crime also participate in the meeting. Azerbaijani
Deputy Minister for Internal Affairs Asker Alekperov opened the
meeting. He said the experts will prepare documents to the meeting
of CIS Council of Interior Ministers to be held on September 6-7 in
Baku. The agenda of the meeting consists of 12 issues: fight against
transnational crime, trafficking, terrorism, drug business etc..

First Deputy Defense Minister, Colonel General Seyran Ohanyan awarded
certificates, medals and valuable presents to the fifth shift of the
Armenian peacekeepers, who have accomplished their mission in Iraq.

"The worthy service of the Armenian peacekeepers enhances the prestige
of our state," Col. Gen. Ohanyan said. "We attach great importance
to today’s event, which once again proved that Armenian peacekeepers
managed their task in a fitting manner," he said.

Officer Gevorg Nalbandyan, who was gravely injured in Iraq, was also
present at the ceremony, IA Regnum reports.

The fifth shift included 46 peacekeepers (staff officers, drivers,
field engineers and medical officers). The Armenian contingent is
performing its mission within a Polish battalion on the grounds of
the memorandum ratified by the RA parliament December 24, 2004.

Azerbaijani Military Expert Comments On The Situation On The Front
And Losses Sustained By The Warring Sides

Azerbaijani military experts call the cease-fire regime a pure
formality neither side attaches any importance to.

Practically all news bulletins these days include numerous reports on
violations of the cease-fire regime on the front line. The Armenian
army broke the truce more than once and on several parts of the front
on July 31 and August 1 – and particularly often on the territories
of the Agdam and Terter districts.

Why the Armenians become active in scorching summer heat is anybody’s
guess but lives are lost as a result. Aslan Aliyev of the National
Army of Azerbaijan was killed in the Agdam district on August 1.

The APA news agency in the meantime published its own lists of
cease-fire regime violations and Azerbaijani casualties this year.

How precise and unbiased the estimates are is not known. Moreover,
Armenian media outlets report practically no casualties near the
front line, and that leaves the impression that it is only personnel
of the Azerbaijan army that are taken out by sharpshooters.

The Press Center of the Azerbaijani Defense Ministry declines comment.

Uzeir Jafarov, military expert and member of the Officer Union,
agreed to meet with this correspondent and share his views on the
matter. "The Officer Union is keeping tabs on the Azerbaijani losses.

So is the Defense Ministry, for that matter, because every casualty
report from COs and their chiefs-of-staff is forwarded to the
Personnel Directorate where the estimates are made. I would not call
APA estimates particularly correct. Estimates of casualties are more or
less correct but not the estimates of gunshot wounds that are grossly
underestimated. As for casualties, the difference in estimates comes
down to several deaths only. That’s because the Defense Ministry
only confirms the casualties that become known to general public
courtesy of journalists. And yet, not every death becomes known
to media outlets. According to what information we have compiled,
several more died of Armenian bullets than was reported.

These include both officers and warrant officers. Getting exact
information on them from the Defense Ministry is impossible–I don’t
know why. Even COs try to keep deaths secret because every episode
may cost them their careers and even freedom," Jafarov said.

"Neither am I particularly happy with the reports made by the Military
Prosecutor General’s Office," the expert continued. "Toting up the
first half of the year not long ago, military prosecutor general
said the figures were down compared to what had been reported in the
first half of 2006. They are not down, it’s just that the Military
Prosecutor General’s Office is not advised of every episode."

According to Jafarov, "The cease-fire regime is unfortunately a
formality because servicemen open up on each other at the first
opportunity. Skirmishes take place literally every day but the Defense
Ministry does not always report or confirm them. It only reports them
to promote some political or other interests – or on the orders from
the political masters when representatives of international structures
visit Azerbaijan or Armenia."

"It will be wrong to assume that the Azerbaijanis alone sustain
losses," Jafarov said. "Seiran Shahsuvanjan, Press Secretary of the
Armenian Defense Ministry, confirmed the death of a major of the
Armenian army. It was a month and half ago, or so. There were other
episodes too. It would therefore be wrong and unfair to assume that
the Armenians sustain no losses at all. Unlike our leaders, however,
the Armenian leadership must have made a deal with the local media
and tries to keep casualties a secret. If I’m not mistaken, Armenian
media outlets did publish the statistics for 2006 and even gave
names. They lost over 30 men in all. It was data from their Defense
Ministry I think."

Yesterday’s Metn by-elections produced a narrow win for Maronite
opposition leader ‘Aoun, but he is now under pressure to reassert
his leadership of the Christians, says Charles Ayyoub in today’s
Lebanese ad-Diyar

A fierce electoral battle over the political leadership of Lebanon’s
Christian community ended last night with the results of the
by-elections to replace assassinated Lebanese MP and cabinet minister
Pierre Gemayel. The battle ended with the victory of opposition
leader General Michel ‘Aoun’s candidate, but with a much reduced
majority compared to the results achieved by ‘Aoun in the 2005 general
elections. This was a defeat for ‘Aoun, argues the editor-in-chief
of a pro-opposition daily. But it was the result of a campaign of
forgeries and falsifications by the pro-government forces. ‘Aoun is
now likely to move onto the offensive in an attempt to regain his
popularity among the Christians.

[AP reports Lebanon’s government suffered a blow today (Monday)
when a little-known opposition candidate defeated a former president
in a tense parliament by-election that showed the divisions among
Lebanon’s once-dominant Christians. The vote Sunday to replace two
assassinated anti-Syrian legislators turned into a showdown between
the pro-U.S. government and opponents supported by Syria and Iran.

One seat, in Beirut, was won by a pro-government candidate who ran
virtually unopposed. The second took place in the Christian stronghold
of Metn, north of Beirut, in which a political newcomer allied
to Christian opposition leader Michel Aoun defeated Amin Gemayel,
who was Lebanon’s president from 1982-1988. Christians have been
nearly evenly split between the two camps. The fierce division was
clear in Metn’s vote. Before dawn Monday, Interior Minister Hassan
Sabei announced the results, declaring Aoun’s ally, Kamil Khoury,
the victor by a margin of only 418 votes, with 39,534 votes against
Gemayel’s 39,116. Turnout was 46 percent. The loss could severely
hurt the elder Gemayel’s hopes of running for president again. Aoun,
a former army commander who is the most prominent Christian leader
in the opposition, already has said he intends to run to replace
pro-Syrian President Emile Lahoud, who term ends later this year.]

PRO GOVERNMENT OUTCOME: "Until late last night, the results of the Metn
by-elections had not been officially declared," writes Editor-in-chief
Charles Ayyoub in Monday’s pro-opposition Lebanese daily ad-Diyar.

Around 2:30 am, the first information from the officials in charge of
counting the votes was that [opposition candidate] Dr. Kamil Khouri
had won 39,534 votes against [pro-government] candidate and former
president Amin Gemayel’s 39,116 votes. It thus seems that Khouri has
won with a difference of 418 votes.

The Northern Metn electoral battle has now ended, and the outcome
is in favor of the Christians of the pro-government [parliamentary]
majority. The reasons for this are the following:

— First, [anti-government and main opposition leader in the Christian
camp General Michel] ‘Aoun chose the wrong timing for the battle. He
gave in to personal provocations and joined the battle under a
wrong banner. ‘Aoun was fighting over a parliamentary seat that had
become vacant because of the martyrdom of an MP who was cut down
by assassination [Amin Gemayel’s son late MP and Lebanese cabinet
minister Pierre Gemayel].

— Second, the parliamentary majority engaged in a huge political
exploitation of the Christians. It falsified the facts and engaged
in forgeries intended to confuse when it presented the battle as
one between Amin Gemayel on one side, and the ‘Damascus countryside’
[in reference to Syrian intelligence] and the Syrian-Iranian axis on
the other side. In other words, the battle was not fought within the
domestic Lebanese framework.

After all, General ‘Aoun did not use the term ‘petro-dollar’ for
example; nor did he refer to Saudi Arabia or Wahhabism or other such
terms [in reference to the supposed supporters of the pro-government
forces, especially the late Lebanese PM Rafiq Hariri’s Sunni Future
Current.]

By contrast, the Christians of the pro-government parliamentary
majority resorted to scare tactics so as to lead the general Christian
public to fear the ‘Damascus countryside,’ the return of Syria, and
the Syrian-Iranian axis. They invented reports regarding meetings held
by General ‘Aoun with Syrian officials. But these were mere forgeries
and fabrications, although they had the final effect of bolstering
president Amin Gemayel’s camp. Such practices are immoral and they
affected the outcome of the elections.

— Third, the question now is this: Can the parliamentary majority’s
Christians withstand ‘Aoun’s reaction after their campaign of
forgeries? The election result has shown that president Gemayel has
regained leadership of the Metn and that ‘Aoun has lost among the
Christian public in this area. He is therefore now in a defensive
position and is likely to go on the offensive in his next plan.

— Fourth, the Change and Reform Current [General ‘Aoun’s parliamentary
bloc] has lost the battle and party-political and sectarian feudalism
have won instead. The Maronite spirit seems to have shifted towards
a more hard-line position. The elections outcome were a sort
of referendum on General ‘Aoun’s policies, but from a sectarian
perspective influenced by political forgeries and falsifications.

Therefore, the coming political battle is likely to be fierce. The
Christians in the parliamentary majority will tell ‘Aoun that he
no longer represents Lebanon’s Christians and that had it not been
for the Armenians’ eight thousand votes [most Armenians voted for
‘Aoun’s candidate] he would have been fully defeated.

"General ‘Aoun will now move to a political offensive against
feudalism and corruption; he will now have to draft a new strategy,"
concludes Ayyoub.

of the RA Ministry of Foreign Affairs provided Noyan Tapan with the
whole text of the interview of Vardan Oskanian, the RA Prime Minister,
with "Interfax", which is presented bellow:

Question – What is the position of Yerevan and Baku with regard to
the Karabakh conflict settlement? What hinders the development of the
negotiation process and is there light at the end of the tunnel? What
influence can the non-recognized NKR presidential elections by the
world community have on the conflict settlement process?

Answer – We are ready to continue negotiations on the basis of the
principles put on the table. In spite of the signs of hesitation and
withdrawal from the made agreements displayed by the Azeri side, we
are sure that a serious progress can be recorded in case of displaying
political will.

As for the presidential elections held in the Republic of Nagorno
Karabakh, we can surely say that these elections became one of the
pledges of democracy of the Artsakh population and provision of law
supremacy, which in its turn can have only a positive influence on
the further negotiation process. The disregard of these elections
is incorrect and directily contradicts modern political values and
this in case, when the existence of elective authorities in Artsakh
is envisaged by a number of international documents.

Question – Is it possible that the recognition of the independence
of Kosovo will have an influence on the further settlement process
of the Karabakh conflict?

Answer – We believe that every conflict is peculiar in its nature, and
in these terms the Nagorno Karabakh conflict is not an exception. In
our opinion, every conflict should be considered taking into
consideration the peculiarities of the problem. Karabakh has its own
peculiarities, and Kosovo has its own distinctive features. Currently,
Karabakh moves forward in the direction of self-determination,
irrespective of the fact what final solutions will be reached with
regard to other conflicts. We should not forget that in difference
to the conflict of Kosovo, during which international forces and
the NATO put an end to the war in Serbia, and when the UN and the
European Union founded state institutions during seven years there,
it has already been about twenty years since Karabakh has been trying
to overcome the aggresion, which has been imposed on it, on its own
and successfully move forward along the way of building a statehood.

Irrespective of the fate of Kosovo, Nagorno Karabakh will move
forward in the direction of international recognition of the acquired
self-determination.

Question – At present, the Armenian peacekeeping forces are carrying
out a humanitarian mission in Iraq. Is it possible that Yerevan makes
a decision to call them back, taking into consideration the recent
complication of the situation in that country?

Answer – Armenia is exceptionally implementing a humanitarian mission
at the request of the Iraqi government elected through a democratic
way. We are, certainly, troubled about the complication of the
situation in Iraq, however, we believe that we should continue to
provide assistance to the Iraqi people.

Question – What is the position of Armenia with regard to the Russian
proposal concerning the joint use of the Gabala radiolocation station
by the United States of America and possibly by other countries
as well?

Answer – In our opinion, the issue of the use of the Gabala
radiolocation station is part of a great policy. As long as the issue
of the station operation and not the location of rockets is spoken
about, it cannot have any serious influence on the balance of forces
in the region. I think, it is Azerbaijan that has more reasons to be
troubled, as it can involuntarily become a victim of a great policy.

Question – Recently, the Russian-Armenian relations in the sphere of
economy have evidently become more active, and some specialists are
troubled about the fact that the considerable part of the Armenian
assets goes to the Russian business. Do you share this anxiety?

Answer – The commercial-economical cooperation with Russia is one of
the primary directions of the foreign economical policy for Armenia. We
should not forget that the Russian market has by tradition been more
available for us. Besides the already established bilateral relations
in such spheres as energy, transport, metallurgy, chemistry, and
trade, new directions for development of relations have appeared:
bank system, information technologies, tourism, as well as small and
large scale business.

About 700 organizations with the participation of the Russian capital
are currently registered in Armenia. The increase in the Russian
capital once again speaks about the fact that the Armenian market is
becoming more attractive not only for the Russian capital, but also
for that of other countries, and even remote investors. Armenia is
open for cooperation with all the countries.

Moscow churches will this week recall the 70th anniversary of Stalin’s
Great Terror with the Orthodox Church to hold a ceremony at a shooting
range where mostly Orthodox but also Catholics and people of other
faiths were slaughtered.

AsiaNews reports that Orthodox Churches and monasteries across Moscow
will join in prayer on 8 August to remember the victims of the Great
Terror the 70th anniversary of the beginning of the mass executions
of 1937-38 in the Butovo shooting range, close to the Russian capital.

Here under the Stalinist regime, the NKVD secret police shot and buried
"enemies of the state", in this case above all priests, religious
and lay of all: above all the Orthodox, but also Catholics, Jews,
Muslims and Armenians.

The public foundation St Andrew’s Flag, has initiated an international
religious education project called ‘Under the Star of the Mother of
God’. Under this project, a river cross-procession from Solovki to
Butovo started with a blessing of Patriarch Alexy II of Moscow and
All Russia. It is devoted to the victims of the political repression
of the 1930s.

The Solovki archipelago was the deportation centre for all opposes of
the communist ideologies, and where in 1923 the first nucleus of what
was to become infamous as the Gulag, the Stalinist concentration camps.

Interfax reports that a funeral rite or panikhida will be held in
Moscow churches commemorating the victims of the mass killings of
1937-1938.

According to data which has emerged from the Lubjanka archives, in
Butovo, in the space of 14 months over 20,675 people were killed. In
all, according to official estimates, the Great Terror provoked over
700 thousand deaths.

in Baku with visiting military ombudsman of Canada Ives Cote.
Ms. Suleymanova informed her Canadian counterpart about what is being
done in Azerbaijan to ensure human rights and freedoms, the country’s
participation in international conventions, and measures to build a
well-organized army. They also discussed the prospects of bilateral
cooperation and other issues of mutual concern.

3 August headlined "Explain why you refused" and subheaded "Media
representatives suggest that Hovhannes Hunanyan explain why Arman
Babajanyan was denied release"

The Free Platform for Citizen Initiatives NGO holds a series of
meetings dedicated to the situation of human rights and liberties in
Armenia. The first in this series was the discussion at the Press Club
yesterday, dedicated to freedom of speech. Representatives of media and
news organizations, as well as lawyers participated in the discussion.

Although the latest developments concerning Radio Liberty and Tsayg TV
were spoken about, the discussion focused mainly on the editor-in-chief
of the Yerevan newspaper Zhamanak, Arman Babajanyan. The editor of
the newspaper, Armine Ohanyan, presented in detail facts which prove
that Babajanyan is subject to political persecution. For instance,
she said that a high-ranking official of the law-enforcement system
has suggested to Babajanyan – "if you close down your newspaper,
we will release you."

The participants in the discussion signed a statement which said that
judging by "the criminal persecution of Arman Babajanyan, as well as
by the developments ahead of the investigation and the trial, it can
be concluded that this persecution is political and is dictated by
intentions to limit Babajanyan’s professional activity. The mere fact
that he was not given an opportunity to pay the appropriate fine as
did other people who avoided military service, and to be exempted
from criminal persecution, proves that Babajanyan was subjected
to discrimination. This conclusion was confirmed recently when the
independent committee for releasing convicts on parole rejected his
appeal for parole after he serves one third of his prison term.

Meanwhile, the administration of the prison had given Babajanyan a
positive testimonial, saying that this was his first conviction and
that he had health problems, and it was clear that the legal right
for parole should have been applied to him. Noting once again the
fact about the illegal persecution of a journalist and an editor,
we call on journalistic organizations and the international community
to join our struggle to protect free speech."

The commentator of ArmeniaNow [online publication], Vahan Ishkhanyan,
noted that such statements are only a means of calming down. "Maybe
a more organized struggle should be developed." One of the lawyers
present suggested holding protests in front of the houses of members
of the independent committee for releasing convicts on parole, and
informing neighbours of the members that the person living next to them
is keeping a journalist in prison. It was also suggested that the head
of this committee, deputy police chief Hovhannes Hunanyan, should be
invited to a discussion and explain why the appeal was rejected. And
finally, a suggestion was made to ask the ombudsman to appeal to the
Constitutional Court in connection with constitutional grounds for
the establishment of the independent committee for releasing convicts
on parole.

Arman Babajanyan will appeal for release again in October. However, as
Armine Ohanyan said, eyewitnesses say that during the last discussion,
the name of Arman Babajanyan was already ticked on a list in front
of Hovhannes Hunanyan in order to highlight the person who was to be
denied release.

Train With Russia Military Base Equipment To Depart From Georgia

Another train with military equipment of the 12th Russian base in
Batumi will depart from Georgia for Russia on Thursday, acting head
of the information and public relations service of the Russian Ground
Troops Colonel German Zhitenev told Itar-Tass.

"The military train will transport to Russia two tanks, two armoured
vehicles and armoured vehicle support material of the 12th Russian
base. The total weight of the cargo will be over 500 tonnes,"
Zhitenev said.

According to the official, the dispatch of the next 15th military
train with property of the 12th base is planned for the first half of
August. "It is planned to dispatch another five trains and one convoy
with the Batumi base property from Georgia to Russia and to the 102nd
Russian base in Gyumri (Armenia) before the end of the current year,"
he said.

"Russia is totally and even ahead of schedule fulfilling assumed
obligations on the withdrawal of its military bases from Georgia,"
the official stressed. "In late June, the 62nd base in Akhalkalaki
was handed over to the Georgian Defence Ministry, although under
an agreement between Moscow and Tbilisi it had been planned that it
would be handed over before October 1," he noted.

Under this agreement, the Batumi base should be closed during 2008.
