Thirteen years ago, on 21st November, 1995, there was signed the
General Framework Agreement for Peace in Bosnia and Herzegovina (B&H),
also known as the Dayton Accords. Since then the world witnessed many
conflicts, and the mechanisms first applied at Wright-Patterson Air
Force Base near Dayton, Ohio, were used more than once to settle some
of them.

In the 1980s the notorious peace-building became an integral part of
the international peace-keeping operations. First this strategy was
used in Angola in late 1980s. According to the former UN Secretary
General Boutros Ghali, "peace-building was aimed at establishing new
formal institutions to peacefully settle political, social, national
and religious conflicts". Then Ghali did not mention the most crucial
thing: those "new formal institutions" were established and controlled
not by the peoples. The United States, the major player of the world’s
capitalist system, did this under cover of UN, EU and NATO.

*** B&H within its present-day borders appeared on the world map
in 1946. Then it became one of the six constituent republics of the
Federal People’s Republic of Yugoslavia, which in 1963 changed its
name for the Socialist Federal Republic of Yugoslavia (SFRY). B&H was
the central republic of SFRY with mixed Slavic population. According
to the last census in Yugoslavia in 1991, the Muslims made up
43,7% of the population, while the Serbs and the Croats – 31,4%
and 17,3% respectively. The whole population of the republic was
4 360,000 people, 240,000 (or 5,5%) of whom identified themselves
before the civil war as Yugoslavians. According to the reports
from the Parliamentary Group for Population and Development of B&H,
from 1996 to 2006 more than 120,000 people, mainly youth, left the
country. There are no official statistics on the number and structure
of the population of B&H.

But in accordance with unofficial data, 3,6 million people are
currently living in the republic, which is 82,6% from the prewar
population (2,2 million in the Federation of B&H and 1,4 million in
the Republika Srpska).

The war of 1992-1995 took lives of 160,000 Muslims, leaving more than
a million without shelter. The Croats lost 30,000 in dead (400,000
became refugees), and 25,000 were dead in Serbia with 300,000 people
becoming refugees there.

I did no mistake when I said that Slavic people lived in B&H. According
to the census, the term "Muslim" first appeared there in 1961 to
describe not religious but ethnic origin. Some people wrote in the
forms they were atheists but of Muslim origin. In the 1971 census
people used the word "Muslim" to mean their belonging to an exact
ethnic group. That mutation of a national identity began during
Ottoman ru le, when ethnic Serbs of B&H lived through mild economic
Islamization. Under Socialism, the leadership of Yugoslavia placed its
stake on internationalism and announced that each nation had the right
for self-determination. They deliberately encouraged people from other
ethnic groups to live on the originally Serbian territories. After
the WW II Serbian refugees were banned from returning to Kosovo and
northern Macedonia. In B&H there appeared a new ethnic group which
members identified themselves as a separate nation in early 1990s. The
situation with Bosnian Muslims shows us how within 30-40 years the
foundations of historical unity and responsibility for the security
of future generation may be eliminated.

A cruel civil war between three nationalities- Serbs, Croats
and Muslims- was caused mainly by the Communist regime in
Belgrade. Firstly, the borders were artificial (B&H not as a state
but as a geographic name). Secondly, under Socialism the whole system
of education and religious upbringing was aimed at making the Serbs,
who then felt strong Turkish influence, identify themselves as Muslims
and non-Serbs.

Thanks to the decentralization of the federal power in 1970s, when many
issues were under jurisdiction of republican institutions, Yugoslavia
saw the revival of Islam. Belgrade actively developed cooperation with
the Arab world and its close ties with some radical Arab movements
affected the situation in the Muslim enclaves- in Bosnia and Kosovo. In
1980s B&H saw a real mosque building boom. Each year 250 young Bosnian
men received higher Islamic education in the Middle East and then most
of them came back home inspired by the laws of radical Islam. Iran
also actively implemented its policies in Yugoslavia (Tehran provided
financial support to the first president of B&H, Alija Izetbegovic).

Interests of the West and the Muslim world collided in B&H, when
Yugoslavia faced the crisis of federalism. Bosnia turned into a ‘firing
ground’ where the protectorate model could be tested. The alternate
coexistence of peoples, who were taught to hate former neighbors,
resulted in a civil war.

Both the West and the Islamic states actively supported the
Croatian-Muslim federation in their fight against Bosnian Serbs, and
when the victory of the Republika Srpska (RS) was obvious, the peace
builders openly interfered in the process. After bombing the Serbian
territories and forcing Belgrade not to accept help from the RS, the
US suggested a plan to "freeze" the conflict and leave the borders of
B&H intact. The Dayton constitution, adopted without participation
of the Bosnian Serbs actually turned B&H into a protectorate. Later
on the same thing happened in Kosovo: stirring up national hatred,
escalation of conflict, military operation, deployment of NATO bases
and peacekeeping forces, the adoption of a ‘peace’ plan as the basis
of future20Constitution. As a result- the total control over economic,
political and military strategic spheres of the region.

*** The modern B&H consists of two entities- Federation of
Bosnia and Herzegovina and Republika Srpska, with its own
governing institutions. There is also the Bosnian Presidium and
Parliament. However, the Dayton Agreement suggests that the UN Security
Council appointed a High Representative for Bosnia. An Office of
the High Representative (HR) deals with the major legislative and
executive procedures and takes measures if the implementation of the
Dayton Accord is not satisfactory (Appendix 10).

The Bonn ministerial conference, which had been convened in 2003 to
review specifically the implementation of the Dayton peace accord in
Bosnia, extended the authorities of the HR. Now the HR envoy (on 30
June, 2007, Miroslav Lajcak took office as the envoy) is authorized to
dismiss officials, whose view on this or that issue differs from that
of the international mediator, and replace those holding elected posts
with his own candidates. If the sides fail to achieve a compromise, the
HR envoy can introduce temporary legal measures. Apart from this, there
is also a rule how to arrange political, economical and other kind of
decisions, which is obligatory even for the ambassadors working in B&H.

The "peace builders" expect Miroslav Lajcak, who replaced a German
diplomat Christian Schwartz-Schilling, to make all the20preparations
to start the revision of the Dayton constitution: "Now Bosnia should
seek EU membership, but with the present-day constitution it appears
to be quite difficult. For me it is important that the Constitution
was unanimously adopted by all political groups".

The main idea here is to establish a new unitary state that would
be however ruled from abroad instead of the federation with strong
Serbian influence.

The revision of the Bosnian constitutions is closely linked to the
Kosovo issue. Unlike Kosovo’s Albanians, Bosnian Serbs, of course,
have more reasons for proclaiming independence. The question is how to
persuade Bosnian Serbs to renounce this little independence they have.

First of all, it is necessary to dissolve (the peace builders say
"reform") the police, the army and the security agencies. Secondly,
to influence the population psychologically and form a steady sense
of guilt (remember Karadzic arrest and his handover to the war crimes
tribunal in The Hague, the search for Mladic, Muslim genocide charges,
etc). Thirdly, to break all ties between the Serbs in Bosnia and
Belgrade, so that the former thought they were fighting for freedom
and treated the latter as traitors, who agreed to cooperate with
the West for "hoping to benefit from it", as the famous Serbian
novelist Milorad Pavic put it. Fourthly, to form a "fifth column"
among the Bosnian Ser bs. As Joseph Brodsky said, "to buy is easier
than kill". And, finally, to make Republika Srpska economically weak.

Guided by the research published in the "Modern Political Atlas"1,
we now may define the so-called "national identity index", which
depends on the following factors:

– foreign share in national GDP

– the way inner conflicts influence the country’s political regime

– external debt; sovereign nationhood and its time frameworks

– scale of inner conflicts and number of victims

– the way the conflicts affect territorial division

– presence of foreign military contingents on the territory

– national currency anchor regime

– the role of dominating ethnos in the country

So, taking into consideration these factors, the authors of the Atlas
placed B&H at the 174th position, close to the Solomon and Marshall
Islands, Armenia and the Republic of Equatorial Guinea (the whole
list features 192 countries).

When I watch the way the international relations are developing and
analyze the evolution of the political system in the Balkans, when
I see how people of the former Yugoslavia change their social and
political priorities, I have no illusions about the future of B&H. The
"peace builders", who yet have no opponents, insist that B&H must be
a unitary territory, with no attributes of autonomy. Time will show
what will come of it.

The experts are alarmed – ecological environment in Qajaran and
Kapan faces serious problems. Armen Saghatelyan the director of
an ecological research center said that hyper-toxic elements are
found in the dust. The source is found in the tailing dams, say the
experts. Note that before they were located in the city, after they
were recovered and became populated.

The experts have found mercury and cadmium, which are the most
dangerous ones in hard metals. "It was found out that those tailing
dams are being used to cultivate potato, beans, vegetables," said
A. Saghatelyan.

The experts have checked the milk of cows and found elements of
mercury, cadmium, arsenic in the milk. The Municipality of Qajaran
sent children to medical examination and it was found out that some
suffer from surpass of certain chemical hard metals.

ArmInfo. Foreign Ministry of Armenia has not confirmed the information
on the trilateral meeting of Foreign Ministers of Armenia, Turkey and
Azerbaijan in the capital city of Finland on 4-5 December within the
frames of the OSCE Ministerial Meeting, Tigran Balayan , the head of
the Department for Media Affairs of the Foreign Ministry press-service,
told ArmInfo. The Hurriyet disseminated the information on the alleged
meetings of the ministers. The newspaper reported that Armenian and
Turkish Foreign Ministers Edward Nalbandian and Ali Babacan preliminary
agreed on the meeting on 24 November in Istanbul.

Party within the Frameworks of the "Telethon -2008" /November 23,
2008, Los-Angeles/

Respected compatriots, Dear friends, Ladies and gentlemen,

I am very much happy to have an opportunity to welcome once
again at this overcrowded hall. This is the best evidence of the
fact that Artsakh and Diaspora are united and consolidated, that
Artsakh-Armenia-Diaspora trinity has been strengthening and becoming
more practical day by day. First of I congratulate you as citizens
of the United States of America on electing new president. Indeed, the
victory of Barack Obama is an important event in the history of America
and world democracy. I hope that his readiness to address issues the
Armenian people face will contribute to further strengthening and
diversifying relations between our countries.

I would like also to thank all of you that even today when the USA
faces financial crisis you are ready to contribution to the development
and prosperity of your Motherland. At t at the bottom of our hearts
we are grateful to you for such a great devotion and kind-heartedness.

Friends, a full year has passed since our previous meeting. I would
like to introduce20you changes, which also owning to you have taken
place in Artsakh within this time period. In virtue of your immediate
assistance in different settlements of the republic new schools,
kindergartens, medical institutions and water pipes have been built
and rebuilt; a number of programs are in progress. Practical and
realistic programs have been carried out to solve social problems,
to increase living conditions of people and improve demographical
situation, a strategically important sphere for our state.

Recently we solemnly celebrated an unprecedented event – the Grand
Karabagh Wedding. As a result nearly 700 new families were formed
in Karabagh. This undertaking was carried out under the patronage of
our compatriots from Russian and its goal is to stimulate birthrate
and having many children in our country. This is very important
for the future of our people and republic. In this respect I want
to introduce an important figure: the programs being carried out
resulted in nearly 3000 marriages registered within the 10 month
period of the current year. This is against the background of 750 to
800 marriages, which were registered annually in the last five years.
Considerable changes have taken place also in the size and structure
of the state budget. The 2008 state budget exceeds that of the
previous year more than 1,3 times. The volume of monies allocated
to agriculture, forestry and wat er industry by current year state
budget exceeds that of the 2007 more than 3,8 times, in the sphere of
social security 1,5 times. In the spheres of education and science the
difference is 27%, in capital investments it is 22%, and in the sphere
of culture it is around 29 percent. Reforms have been implemented
in the spheres related to investments and entrepreneurship too. As a
result of these reforms the country’s economy has received more than
10 million dollar foreign investments in the current year. In spite
of positive changes it must be noted that the current year is a quite
difficult one for our republic. Almost all settlements of the republic
have suffered from unprecedented frost and strong winds. It caused
several million dollar damage to our economy. However, the people
of Artsakh were able to cope with those difficulties also and came
off with flying colors. It became possible by dint of exerting every
effort, systemized and consolidated work of population, personnel
of the armed forces and authorities of the republic. Artsakh people
are well aware that only through laborious work they can build and
enrich their country, make the land of their ancestors flourishing
and prospering, leave free and independent, strong and invincible
Motherland to the generations to come.

You, our world-spread compatriots, our sisters and brothers who are
always ready to be useful to their Mo therland and nation on the other
side of the ocean, have important role to play too. The best proof
of this can be considered the annual telethons organized by "Hayastan"
All-Armenian fund. The entire Armenian people have been united around
this idea. I want to assure you that every cent you contribute to the
Motherland will give its worthy result, will be multiplied and serve
its very purpose. Your kind deeds will be memorized and passed from
generation to generation. Compatriots, the "Telethon-2008" is again
devoted to the development of Armenian and Artsakh economy especially
to revival of the countryside, securing development of villages and
rural settlements and improving living standards of the population. The
sums collected during the already traditional telethons will be spent
on building and reviving state infrastructures, as well as on securing
normal living conditions for people. The top priorities of our
economic development are the spheres of education, science, culture,
health protection, capital construction. The solution of problems
related to the security of our republic is of great importance too.

Strong and efficient army is the most important guarantee of security
of our people. The authorities of the state are have been doing
everything possible to keep the army always ready to fulfill the
tasks put before it.

Friends, I am very much confident that we will continue to build our
country together, do our best so secure quiet, peaceful and worthy life
for the people of Artsakh on the land of their ancestors land and make
their homes and the Motherland prosper. This year we have celebrated
the 20th anniversary of Artsakh Heroic Movement with in a great way
and reiterated publicly that we are resolute in our choice. The
land of Artsakh has been and will always be an Armenian. We have
paid too high price to live a free, independent and secure life in
our own land and not even for a moment we have right to forget about
blood that has been shed by the best sons of the Armenian people. The
best perpetuation of the memory of our martyrs will be the strong and
prosperous Nagorno Karabagh Republic. We said many times before and
will always say that the independence and security of Artsakh are of
exclusive values cannot be subject to any speculation. Compatriots,
the future of Artsakh is a task for the entire Armenian people and only
being united and consolidated we can realize our national goals, only
together we can secure bright and radiant future for dear to all of
us Artsakh and the worldwide Armenians. Thank you and all the best!

In Tirana, the capital of Albania, a seminar will be held in December
dedicated to the protection of children’s rights and health.

Attaching importance to the seminar the UN Children’s Fund
representative Leili Moshori Jilani met with the Armenian NA Speaker
Hovik Abrahamian and offered to help the Armenian parliamentarians
to participate in the seminar.

According to Mrs. Jilani, the perfection of the legislation on
protection of children’s rights and health is very important. By the
way, the issue will be heard in the Armenian NA in December.

Mrs. Jilani mentioned that legislative solutions are needed also in
the sphere of prohibiting the artificial food of the newborn infants,
as they have undesirable after-effects on health.

The NA Speaker expressed readiness to provide assistance in the spheres
of health care, education and science. At the same time, he assured
the UN Children’s Fund representative of the Armenian NA participation
in Tirana seminar. He also attached importance to the future hearings
of the NA Commissions on Health Care, Human Rights and Public Issues.

Prosecutor General of the Republic of Armenia Aghvan Hovsepyan today
received the Commissioner for Human Rights of the Council of Europe

At the meeting the parties discussed issues related to the
preliminary investigation results of the criminal case on the fact
of mass disorders in Yerevan on March 1-2, cooperation between the
Prosecutor’s office, National Assembly’s interim commission and ad-hoc
fact-finding group.

A. Hovsepyan informed that as to November 21,under preliminary
detention are 7 persons, the parts of the criminal case on them
were completed on September and was decided time frame for them to
get familiar with materials of the criminal case. On the grounds
of petition of the defence, by the prosecutor, who implements
the procedural supervision over the legality of the preliminary
investigation, two times the decided time was prolonged. Now, the
accused and their advocates are given time to get familiar with real
evidences and the issue of passing the criminal case to the court
will be decided after the accused and their advocates get familiar
with materials of the criminal case and consideration of possible
petition. The Prosecutor General assured that when the criminal case
is sent to the court, the publicity will be provided.

By the request of Commisioner of the human rights, the Prosecutor
General touched upon the issue of assessment the lawfulness and
ratability of police actions during the mentioned events. He
informed that in March he instructed the body, which carried out
the preliminary investigation of the criminal case, to investigate
the lawfulness of actions not only of police but of concrete police
officers. Were interrogated police officers and servicemen of police
forces, totally 500 people, were confiscated a number of documents,
including police journals, firearms and special devices, attached to
policemen and servicemen of police forces.

The preliminary investigation found out that among the servicemen of
police forces was one sharpshooter, who was interrogated in June. But
the examination of pistols, by which people were wounded and killed,
showed that none of them was shot by the gun of the sharpshooter.

Speaking about the used special devices, the Prosecutor General
mentioned that by the words of examination institutions in Armenia, the
current methods of examinations do not let to conduct identification
and the help of international experts is still needed. T. Hammarberg
informed that this issue was discussed with some foreign experts
and will give contacts of one of well-experienced expert from Great
Britain, who may help Armenian experts and preliminary investigation
body.

The Prosecutor General charged to organise the invitation of the
expert.

Touching upon the cooperation with the ad-hoc fact-finding group,
the Prosecutor General assured that the Prosecutor’s office is ready
to necessary amount of information to the group, as he did in a case
of the National Assembly’s interim commission. At the same time,
he expressed a hope that the fact-finding group will be able really
to find facts, which will help the preliminary investigation to find
out some issues and circumstances. "Different persons, powers make
statements that they have a number of facts, but do not give them to
the body of the preliminary investigation, because they do not trust
it. Is established an independent fact-finding group, consisted of
experts, and, I think, there are no grounds not to trust this group,
and I hope that all these materials will be given to this group",-
said the Prosecutor General, mentioning that the Prosecutor’s office
will be grateful, as it will help to provide full and multilateral
investigation.

After the recent regional visit of the OSCE Minsk Group Co-Chairs,
the prospects of conflict settlement have somehow become dependent
upon the discussions to be held Armenia and Azerbaijan.

The fact that such discussions in our reality are initiated by
the authorities themselves can be considered quite normal and
conceivable. After all, it is known to everybody that the Karabakh
conflict and the subsequent confrontation with Azerbaijan was the
expression of the collective will of the whole nation vs. a separate
political party or individual. Therefore, regardless the current of the
negotiation process, their approval or rejection cannot be the monopoly
of the state authorities which are in power at the given moment.

Moreover, the present-day authorities’ initiative of organizing
discussions with the political forces or the task of uniting the
pan-national efforts for moving forward with any option of settlement
is just what all the Armenian pro-opposition forces have been speaking
about for around 1.5 decade. And all that continued till the moment
when the President of the Republic invited them to discussions over
the Karabakh issue.

And surprising though it is, it was at this moment that the attitudes
of the radical opposition took a turning to the opposite direction.

Now, the leaders of the Armenian Nat ional Congress are developing
the opposite viewpoint, inventing different excuses and refusing
to accept the President’s invitation. As to why their excuses are
invented is because neither the Karabakh issue nor the permanent
interests of our state and people can be considered exhausted just
because the pro-opposition figures refuse to admit the results of the
recent presidential elections or find that releasing the individuals
arrested as a result of the March 1-2 incidents is necessary for
initiating a dialogue.

In this respect, A. Z. Sargsyan’s refusal to participate in the
discussions over the Karabakh issue cannot but be considered a
primitive argument in the neo-Bolshevik style. "If I am an individual
staging a coup d’état, there’s no need to know my opinion." A question
arises as to whether A. Z. Sargsyan has been invited to discuss an
internal political agenda or to express his views on the Karabakh
issue, a problem that unites all of us."

Let me note that discussions over the Karabakh issue were held in our
reality even at the times when there was no electoral system in the
country and Karen Demirtchyan, the First Secretary of the Armenian
Communist Party, invited a number of renowned intellectuals and
listened to their views with attention. And none of these people would
persistently refuse to meet with the First Secretary just because he
had been elected to h is post by the decision of the Political Bureau
of the Communist Party of the Soviet Union.

Or let’s take, for instance, the year 1997, when the outcomes of
the 1996 elections were known to all of us, and the international
community wouldn’t accept L. Ter-Petrosyan’s legitimacy. However,
that didn’t put an end to the discussions over the Karabakh issue
among the political forces and political figures. And such discussions
should continue especially now that the international community no
longer questions the legitimacy of the new Armenian President.

One of the excuses of the opposition is that President S. Sargsyan will
use such discussions as a tool "for showing our national unanimity
to the states interested in the NKR issue, but as a matter of fact,
he will thus avoid responsibility in the negotiations process."

Of course, with the help of the political parties representing them,
the Armenian people are obliged to demonstrate their inflexible will
of achieving the fair solution of the Karabakh issue. After all, if S.

Sargsyan’s positions are strengthened in the negotiations, that will
be the victory of the country rather than the authorities.

Whereas it turns out that some people intend to lay the responsibility
on the top representative of the authorities, weaken the positions of
the incumbent President and hence – the Armenian party so as Armenia
will suffer defeat in the diplomatic contest but they will benefit
as a result.

And before that, it is necessary for them to satisfy themselves with L.

Zourabyan’s slogan saying "we will support the NKR people".

However, the statement does not provide an answer to the question as
which party such "support" will be directed against: Azerbaijan or
the authorities of his own country.

This is the accurate reproduction of V. I. Lenin’s well-known slogan
of achieving the defeat of his own country. These people are making
attempts of attaining a similar result by way of separating the NKR
people from the "blood-sucking leeches", i.e. the representatives of
the authorities of Armenia. That’s why "Lenin" has halted the wave
of his demonstrations and gone "underground".

The only difference is that Ilyich had hidden in a modest Finnish
hut where he was dreaming about the defeat of the authorities of
his own country whereas his Armenian adherent lives in a luxurious
palace. But in such circumstances, this is an ordinary detail because
the prospect of the diplomatic defeat of the ruling authorities of
Armenia is, in this case, the same as the defeat of Armenia and the
Armenian people for Karabakh.

Whereas the situation in Azerbaijan, our neighboring country, is just
the contrary. That is, the opposition has set aside the disagreements
with the authorities and in case of the slightest doubts that the
latter are making concessions to the Armenian party, it accuses them
of all the deadly sins. That’s the reason the recent statements of the
Azerbaijani statesmen are targeted at the mutual concession clauses
proposed by the OSCE Minsk Group, the idea of the NKR people’s right
to self-determination being the central issue.

The picture is exactly the same as the situation with the Armenian
Bolshevik-internationalists and the Azeri "Bolshevik moussavatists"
in the 2nd decade of the past century. Finally, the discussions over
the Karabakh issue in both countries are turning into game in the
direction of one gate, with the defeat of the Armenian diplomacy being
in the interests of not only the political circles of Azerbaijan,
but also a significant part of the Armenian opposition, i.e. the

Russia, Azerbaijan and Armenia is a roadmap envisaging possible ways
to resolve the Nagorno Karabakh conflict, Russia’s Ambassador to
Azerbaijan said.

"Although Nagorno Karabakh is not a signatory of the declaration,
it does not mean that NK can’t take part in the negotiation process,"
Vasily Istratov said.

"There are plenty of opinions on the issue but we should proceed from
provisions of the declaration," he said, Novosti Azerbaijan reports.

New York, November 18, 2008–An Azerbaijani court convicted
Ali Hasanov, editor-in-chief of the pro-government daily Ideal,
on defamation charges and sentenced him to six months in jail,
according to the head of the Baku-based Institute for Reporters’
Freedom and Safety (IRFS), Emin Huseynov.

The journalist was taken immediately into custody in court on
Friday. His lawyer plans to appeal the ruling, according to Huseynov.

Hasanov’s trial was based on a lawsuit filed in September by a woman
named Sabira Makhmudova, who claimed that Hasanov and his deputy
editor, Nazim Guliyev insulted her honor and dignity in two articles
published in August. Makhmudova demanded that the two journalists be
imprisoned, Huseynov told CPJ. On October 30, Nasimi District Court
convicted Guliyev in absentia of insulting Makhmudova and ordered
his arrest, the Baku-based news agency Trend reported. He has been
in hiding since mid-October.

"It is alarming that one journalist is in jail and another in hiding
because of a defamation suit that should never have been heard by a
criminal court," CPJ Program Coordinator Nina Ognianova said. "Any
complaint against Ideal or its editor-in-chief, Ali Hasanov, should
have been brought in civil proceedings. We call on the court of
appeal to overturn Hasanov’s conviction. Meanwhile authorities should
release him from jail and drop the threat of criminal charges against
Nazim Guliyev."

Huseynov told CPJ that the two articles–which had no bylines–alleged
that Makhmudova, a Nagorno-Karabakh war veteran, was connected to a
prostitution ring. Huseynov, whose colleagues at IRFS monitored the
editor’s trial, said that Hasanov admitted in court that the newspaper
had published the two articles, but denied any involvement in their
publication. Hasanov said that he only became editor of the paper
after the two articles were published.

With five behind bars, Azerbaijan is the second-leading jailer of
journalists in Europe and Central Asia after Uzbekistan.

Baku. Nijat Mustafayev – APA-ECONOMICS. The President of the Asian
Development Bank, Mr. Haruhiko Kuroda, has arrived in Azerbaijan.

The ADB Office in Baku said Mr. Kuroda will be attending the seventh
Ministerial Conference on Central Asia Regional Economic Cooperation
(CAREC) in Baku.

He is due to meet with Azerbaijani President Ilham Aliyev, Minister of
Economic Development Shahin Mustafayev and other government officials.

CAREC is an allegiance of eight countries – Afghanistan, Azerbaijan,
People’s Republic of China, Kazakhstan, Kyrgyz Republic, Mongolia,
Tajikistan and Uzbekistan – with the common goal of promoting economic
cooperation and development in Central Asia.

Several important regional strategies involving trade, energy and
transportation will be discussed at the CAREC Ministerial Conference.

Two loans agreements – one for the Power Transmission Enhancement
Project and another on additional loan for the Ganja Bypass Route are
due to be signed between ADB and the Government of Azerbaijan during
Mr. Kuroda’s visit.

The ADB Board of Directors approved a $160 million loan for the Power
Transmission Enhancement Project that will help build a double-circuit
220 kilovolt transmission line and associated substation facilities,
replacing two existing lines which have been in use for about 60 years.

The upgrade will remove transmission choke points, lower system losses,
and provide a more stable power supply, especially in the key Azeri
industrial hub, near the capital city of Baku.

The Board of Directors approved a $55.4 million additional loan for
Ganja Bypass Route, which is generally used by large trucks for long
distance travel, which are not permitted to travel through Ganja,
one of the most industrialized cities in Azerbaijan.

The total cost of the project is $73.9 million, of which $18.5 million
will be provided by the Government of Azerbaijan.

Before Azerbaijan, Mr. Kuroda visited Armenia on November 18 and
Georgia on November 19.

In Armenia, he met with Armenian President Serzh Sargsyan and Prime
Minister Tigran Sargsyan. He also inaugurated ADB’s new office
in Yerevan.

In Georgia, he met with Georgian Prime Minister Grigol Mgaloblishvil
and other officials.

At the meeting, they discussed ADB’s recent approval of a $70 million
loan for emergency assistance for post-conflict recovery in Georgia.
