YEREVAN, February 19. /ARKA/. The USA does not view Georgia as a
favorite in the South Caucasus, US Acting Vice-Ambassador to Armenia,
Head of the Policy and Economy Department, US Embassy in Armenia,
told ARKA.

He considers it unfair to call Georgia a favorite. Banker pointed
out that the USA had deep relations Georgia, assisted the country
with democratization and doing away with vestiges of the Soviet past.

He also said that Georgia overcame numerous difficulties, and at one
time the USA had strong ties with that country.

However, the USA established close ties with Armenia – an Armenian
community of hundreds of thousands is residing in the USA – and with
Azerbaijan, so any comparisons of this kind are not quite correct,
Banker said.

In any case, he said, the USA will continue its policy in the South
Caucasus.

Banker does not expect any radical changes in approaches of the newly
elected US President Barack Obama and newly appointed US Secretary
of State Hilary Clinton.

A leading Israeli newspaper criticized both the country’s ground
forces commander for accusing Turkey of past atrocities and the
Foreign Ministry for signaling that Israel could recognize claims
of an Armenian "genocide" in the Ottoman Empire to punish Ankara,
which has grown increasingly vocal in its criticism against Israel’s
treatment of Palestinians.

Israeli Ground Forces Commander Gen. Avi Mizrahi was quoted as saying
last week that Turkish Prime Minister Recep Tayyip Erdogan should
"first look into the mirror" before attacking Israel for its 22-day
offensive in Gaza, which left more than 1,300 Palestinians dead in
January. Erdogan walked out of a panel discussion at Davos following
an angry exchange with Israeli President Shimon Peres in late January,
promising never to return to Davos. His earlier criticism included
a suggestion that Israel be barred from the United Nations.

In an editorial published yesterday, the liberal Haaretz daily said
Gen. Mizrahi was an "army man" and thus "not tasked with formulating
Israel’s foreign policy, nor does he appraise other countries." It
said: "But even more grievous is the liberty he took to denounce
and preach morality to a strategic ally, causing a stir in relations
between Israel and Turkey."

"Perhaps the chief of staff should let his subordinates know when
they are overstepping the bounds of their authority," Haaretz said,
and went further to state that one would even have expected the
general to be relieved of his duties "in a different era."

Israel’s ambassador in Ankara was called into the Foreign Ministry on
Saturday and given an official memorandum of protest over Mizrahi’s
remarks. More importantly, the Turkish General Staff also resorted to
a rare measure against Israel, which traditionally has had good ties
with the Israeli Defense Forces (IDF), and suggested in a statement
that military cooperation with the Jewish state could be at stake
due to Mizrahi’s comments.

Haaretz also called into question the Israeli Foreign Ministry
resorting to the so-called Armenian genocide card amid disputes
with Turkey. "It is hard to believe that the Foreign Ministry had
a sudden attack of morality regarding the Armenians," it said. The
debate is not whether to define the killing of Armenians as genocide
or a holocaust. … The criticism is aimed at Israel’s trying to make
political use of the Armenian issue to ‘punish’ Turkey for daring to
be so insolent as to condemn the military operation, whose results
are a matter of controversy even in Israel."

[Interview with Turkish Prime Minister Recep Tayyip Erdogan by "three
journalists" in column by Erdal Safak: "Davos Is History Rather Than
Election Material"; date and place not specified]

We had an opportunity to interview Prime Minister Recep Tayyip Erdogan
on current issues upon his return from his tour of Sivas. Three
journalists, we asked everything we thought was important and Erdogan
answered them elaborately.

"Everywhere you go, you are greeted as ‘the conqueror of Davos,’
but you try not to broach this issue in your speeches. Why?"

Answer: "That would be exploitation."

"Have Turkish-Israeli relations been ruined after your outburst in
Davos, as some have claimed?"

Answer: "Those who leave the table in fury return with losses. Our
relations continue based on mutual interests."

"Might Davos endanger cooperation with Israel in defence industry?"

Answer: "The General Staff has issued the necessary statements."

"Are the two new conditions the IMF introduced just when negotiations
were about to be concluded related to Davos?"

Answer: "Certainly not. Those conditions were conveyed to us before
Davos."

Below are Erdogan’s comments on all hot topics, from Davos to Israel
and from Ergenekon to the effects of the economic crisis.

Davos, Turkey’s Power

[Question] In your election tours, you are greeted with placards
saying "Welcome, conqueror of Davos," but you have not broached this
subject in your speeches. Is this because you want to prevent the
opposition from levelling criticisms that you "are using Davos as
election material," or is it driven by your sense of ethics?

[Erdogan] In Davos, I did what I had to do as the prime minister
of the Turkish Republic. Mr Peres’s posture was unbecoming for a
president. I maintained my calm even as he raised his voice at me and
I described the truth in a normal tone. I did what I had to do when
the moderator overstepped the bounds of proper conduct and started
using his arms and hands. This was a stand for which my nation had
been waiting and yearning for years. I was delighted with the welcome
I received from tens of thousands of people at Ataturk Airport on my
return home because it expressed the sensitivity of the people and
boosted my hopes for the future. However, going beyond that would be
exploitation. I would not sell that. History will write the rest.

[Question] Has your outburst in Davos diminished Turkey’s diplomatic
power? Has it made your mediation initiatives more difficult?

[Erdogan] On the contrary. Turkey’s power must be perceived
correctly. Until now there was a lack of awareness of our power that
comes from the past. We have made everyone sense that. We made the EU
sense it by starting full accession talks. Turkey’s election to the
UN Security Council as a nonpermanent member with the votes of 151
countries in the first round of voting in the UN General Assembly is
another sign of this. We brokered talks between Pakistan and Israel
during the tenure of Gen Pervez Musharraf. We helped the completion
of the first four rounds peace talks between Syria and Israel. We
worked for peace between Palestinian factions. These, together with
our initiatives during the South Ossetia crisis, the Caucasus Stability
and Cooperation Platform, the talks we initiated to improve relations
with Armenia, our support for work to find a solution to the Nagorno
Karabakh problem between Azerbaijan and Armenia, our contributions to
the establishment of peace and stability in Iraq, Turkey’s assumption
of the Secretariat General of the Organization of Islamic Conference,
its re-election to this office for a second four-year term after
completing its first term successfully, and the steps we have taken
with respect to the KKTC [Turkish Republic of Northern Cyprus]
are all the results of "our power being felt." [KKTC President]
Mehmet Ali Talat gained official acceptance in the international
community during our tenure. He was received with the protocol of a
head of state in Pakistan, Europe, and Gulf countries because of our
policies. The KKTC opened diplomatic missions in numerous countries
during our tenure. (Note: The current number is 19 and this will rise
to 28 by the end of the year.)

State of Relations With Israel

[Question] Has you outburst in Davos had a negative effect on Turkey’s
relations with Israel? Could it have such an effect in the future?

[Erdogan] Our relations with Israel continue based on mutual
interests. Those who leave the table in fury return to it with
losses. Some have suggested that we end Israeli training flights
in Konya. The truth is that not just Israel but ten countries
pay to receive flight training in Konya. Indeed, our General
Staff also announced that relations with Israel will continue in
accordance with Turkey’s interests. Military contracts and orders
also remain in force. There are many agreements with Israel, old
and new. These all remain in force. We have to be very careful in
interstate relations. The Israeli state and the Israeli people are
separate issues. I always say that anti-Semitism is a crime against
humanity. The Jews must similarly say that Islamophobia is a crime
against humanity. I also think that the Israeli government must
review its position with respect to Palestine. Embargoes must be
lifted with the ceasefire. The Palestinians must no longer be allowed
to live in open-air prisons. [Israel] must comply with UN Security
Council resolutions, the Geneva Conventions, the Convention on Human
Rights, and other international agreements on this issue. Statements
made before the election in Israel have unfortunately created
disappointment. Such statements overshadow the concept of peace. On
this point, important duties are incumbent upon the United States. I
will make an appeal for peace in the Middle East at my first meeting
with President Obama. Obama must give priority to this issue; he
must become the voice of the silent masses and the guardian of the
unprotected.

Mediation in Middle East

[Question] The Israeli press has charged that you appear to be siding
with Hamas and that, consequently, Turkey cannot act as a mediator.

[Erdogan] Let me make a correction. We did not ask to be mediators. We
took on this responsibility because both sides, that is both
Syria and Israel, wanted this. We received the same request for
the Pakistani-Israeli talks. We are not too eager to do this; nor
are we trying to derive duties from the situation. We see that the
current course in the Middle East is upsetting for all the peoples
of the region. We stand on the side of the righteous. We are not
prejudiced but we will of course stand with those who are showered with
bombs. This is what happened in Gaza. Politics cannot be conducted
on the basis of actions that are not rooted in righteousness. I am
prepared to produce evidence for all these wrong and unjust actions.

[Question] Are positive developments possible in the new period that
has opened after the elections?

[Erdogan] The election in Israel has unfortunately created a very
negative picture. I think that a government crisis is at issue. As you
know, Tzipi Livni could not form a government before the election,
after Ehud Olmert resigned. She is not in a better position to do
so after the election. I cannot see how she can form a coalition
with anyone. This is of course their problem, but politics is not
just numbers.

Preparations for G-20 Summit

[Question] Members of the G-20, from the United States to France,
are drafting serious proposals for the summit of that organization in
London on 2 April. The proposals are aimed at reforming the world’s
economic and financial system. Is Turkey making any preparations
on this issue? Will it disclose its proposals to the public before
the summit?

[Erdogan] Our colleagues are making the necessary preparations with
the leadership of Minister of State Mehmet Simsek. They are hearing
the views and proposals of all relevant parties. We will evaluate all
these. If it is necessary to disclose our proposals to the public,
we will disclose them when the time comes.

[Question] What is your assessment of developments related to the
Ergenekon investigation?

[Erdogan] We are not the judiciary. We are part of the legislative
branch and we are performing executive functions assigned to us by
the legislative branch. I cannot comment on issues that are within
the purview of the judiciary branch. Our responsibility is only to
assist the judiciary. If they have any requests, we will comply with
them. The judiciary has to answer questions on whether the case is
moving too slowly or too fast.

Economic Crisis, IMF

[Question] Do you favour signing a possible agreement with the IMF
before the [local] elections, or do you prefer to postpone it until
after the elections?

[Erdogan] We prefer to conclude it before the elections. In my meeting
with IMF First Deputy Managing Director John Lipsky, I asked for a
quick decision. He said that he will work on it. It would be better
for us if this is concluded before the elections, but it would be no
disaster if it happens after the elections.

[Question] What is your forecast for [Turkey’s] growth rate this year?

[Erdogan] Our target is 4 per cent. It may fall below that, we may be
able to hit 4 per cent, or it may go above it. Growth forecasts are
never certain, they are just targets. The Central Bank may forecast
zero growth. In the past, [the Central Bank] forecast 5 per cent,
we forecast 9 per cent, and the actual growth rate came in at 7.9
per cent. We have grown continuously in the last 27 quarters at an
average rate of 6.9 per cent.

[Question] Do you have any forecasts about when the economy may begin
to recover?

[Erdogan] Production may continue to decline for some time. I expect
growth to resume after the sixth month, but one year is also possible.

[Question] The IMF introduced two additional conditions just when we
thought that negotiations were concluded. Some circles attributed this
to your outburst at Davos and the ethnic roots of the IMF president
[as published]. What do you think about this?

[Erdogan] It is absolutely wrong. The IMF told us about its two new
conditions before we went to Davos. As you might recall, I made an
announcement to the effect that "new items are introduced by the
IMF every day" as I was about to depart for Davos. I conveyed our
reaction regarding these items to Lipsky in Davos, and he replied
that they will reconsider them. This issue has nothing to do with
the leadership of IMF.

Or What Platform is the Platform of Stability Preparing? Half a year
has already passed since August 12, 2008, when Prime Minister of Turkey
Ragep Tayip Erdogan proposed in Moscow creating an alliance called
"A Platform of Stability and Collaboration in the Caucasus". Besides
Turkey, their readiness to enter the alliance expressed Russia,
Armenia, Azerbaijan, and Georgia. To sum up the intermediate results
of this regional project of Ankara, the following questions should
be asked: What has changed in the South Caucasus for this period,
thanks to the Turkish initiative, and how has it impacted the current
processes here? It should be frankly admitted that the Caucasian
Platform has changed nothing and has become, to a certain sense, a
platform (sorry for tautology) for further aggravation of relations
between some of its participants. Immediately after Turkey’s
declaration of its idea, Nagorno Karabakh and Armenia expressed
their mistrust towards the possibility of its realization. And not
only because no corresponding mechanisms of realization of Ankara’s
initiatives were defined that time. By the way, they have not got
their practical drawing up yet, but this is not the reason. The reasons
are quite deeper, and they are in the serious contradictions between
the majority of the member-states of this Platform of Stability,
which doesn’t allow them to come to an agreement and enable their
peacemaking potential. First, in the existing conditions that no
diplomatic relations are available between Armenia and Azerbaijan (with
Turkey), or between Russia and Georgia, one can hardly speak of full
collaboration for discussing and realizing any ideas, though generous.
Second, the process of division of the sphere of influence in the
South Caucasus between the major geopolitical actors, which was
intensified after the August events in Georgia and the recognition
of Abkhazia and South Ossetia by Russia, has not been completed yet,
which makes the dividing lines in the region still more intensified.

So, not long before the completion of the term of office of the
Administration of President George Bush, the USA singed a Security
Charter with Georgia, in response to which Russia is going to deploy
a naval base in Abkhazia, as well as air- and military bases in South
Ossetia. Russia stated that the possibility of deploying the bases
was provided by a special intergovernmental agreement between Russia
and Abkhazia. Surely, Moscow has long-term deployment plans for this
region, which is testified by the advice of Speaker of the Russian
State Duma Boris Grizlov for the European Parliamentary Assemblies’
Deputies to proceed from the fact that "it is useless to speak of a
ny way back; Russia has recognized South Ossetia and Abkhazia, and
this is forever and ever", while discussing the Georgia-Ossetia and
Georgia-Abkhazia relations. In response, Georgia is going to deploy
USA military bases in Potty and Marneuly. Third, the quite cruel
struggle over the realization of energy projects, which comprises
both regional and off-regional forces, aggravates still more the tense
relations between the countries of the region. The recent gas crisis
between Russia and the Ukraine has disclosed serious geopolitical
problems, including the notorious project of NABUCCO gas pipeline,
which is flatly opposed by Russia taking it as a threat to its
strategic interests. To prevent the realization of the project,
the Russian "Gasprom" has already suggested Azerbaijan to buy its
total natural gas at a maximum price. Baku has not responded to this
suggestion yet, but President Aliyev’s statement in this regard was
quite notable. Noting the readiness of Azerbaijan for participating
in the project, however, he specified this by the necessity of taking
corresponding political decisions by Europe. Azerbaijan has rather
started both economic and political bargains. At last, another factor
impeding the realization of the Turkish idea is ethnic conflicts,
in particular, the Nagorno Karabakh one. The irony is that Ankara
suggested the Caucasian Platform of Stability and Cooperation also
f or promoting conflicts settlement. However, in fact, Azerbaijan
and Georgia make their participation in this initiative dependent on
these conflicts’ settlement, and they have actually refused the Turkish
mediation. "Official Baku considers the realization of the platform,
which opens ways to the cooperation with Armenia, impossible without
the Nagorno Karabakh conflict settlement", Azerbaijani Deputy Foreign
Minister Araz Asimov stated in Istanbul at the January 28 meeting of
representatives of the member-states of the Platform of Stability.

Taking into account the above mentioned factors, different and often
quite opposite stances on the way to solving the existing problems,
the failure of discussing the Caucasian Platform in Istanbul was
not a sensation. The five of the member-states could not come to an
agreement. But, will Ankara manage to revive the process and remove
the disagreements between its participants, or is the alliance doomed
to becoming an ordinary club of five gentlemen whiling away the time
at non-binding conversations?

a news conference today.

"The lottery was organized to support to Public Revenue
Committee. According to article 16 of RA Consumer Protection
Law effective from 2001, if sold defective products, consumers
are entitled to claim either of the following: product repair
or pecuniary compensation; product price reduction; product
replacement; alternative product replacement with price recalculation;
termination of purchase and sale agreement entitling the consumer
to compensation for injuries caused by defective product. Thus, for
example, even low-cost foodstuffs can harm the consumer’s health or
cause poisoning. So, to be able defend their rights, it’s absolutely
necessary for consumers to claim their CMT checks," he said.

Abgar Yegoyan also mentioned that defective products can be replaced
during 14 days within the purchase if the product in question wasn’t
used, the original packaging was retained and if the customer can
produce a CMT ticket.

Products not subject to replacement are: personal care products,
knitted wear, plastic food containers, perfumery, medicines, home
appliances, cars, precious and semi-precious metals, stones and stones
and stone products, animals and plants.

Abgar Yegoyan is confident that Armenian consumers are ready to defend
their rights. Thus, last year 880 consumer claims were registered,
and 80 percent of claims were satisfied. On the opposite side, he
added, the vendors are addressing us demanding to resolve differences.

State Committee for Consumer Protection is also ready to consult
businessman on Consumer Protection legislation.

The state lottery aims at reduction of shady turnover and rising
of consumer rights awareness among Armenian population. SMT lottery
fund totaled AMD 15 million ($ 376 700) to be distributed among 10
000 winners. At present 45 000 SMT are installed at sale points in
Armenia. The first drawing was held on Feb 6.

cooperation agreement signed in 2006 will be discussed.

YEREVAN, FEBRUARY 11, ARMENPRESS: The "International Policy" journal
which is being published in Paris and is one of the most authoritative
European publications among international political and diplomatic
circles, in its last issue devoted a special section of more than
100 pages to Armenia.

Press service of the Armenian Foreign Ministry told Armenpress that
the section starts with an extended article of Armenian President
Serzh Sargsian where the path of Armenian independence, issues of
the country and its prospects are presented.

In the article entitled "The Future Belongs to Us" the Armenian
president, under the sub-context of ensuring security of South
Caucasian region and full usage of opportunities of economic
development, in details referred to the Nagorno Karabakh issue and
the opportunity of regulation of Armenian-Turkish relations presenting
today’s realities and Armenian viewpoints on their regulation. Place
of Armenia in the world and main directions of Armenian Foreign Policy
in the conditions of new geopolitical situation are presented in the
interview of Armenian Foreign Minister Edward Nalbandian given to
the journal.

In the journal a member of French parliament, head of the
France-Armenia inter parliamentary friendship group Fransua Roshbluan
tells about rich and full Armenian-French relations.

Historian Marsel Leare’s "Diaspora trump card", well known specialist
in the sphere of study of the genocide Iv Teron’s "Turkey: deadlock of
denial" and Italian Armenian scientist professor Valentina Kaltsolari’s

Economist Vahagn Grikorian’s article tells about the transition period
of Armenian economy, programs of economic stability and prospects
of development.

In the special section dedicated to Armenia the journal has also

the great arts figure on the example of history of his family presents
the difficult path of migrant Armenians who appeared in foreign
country and the expectations of these family for the best future.

Founder, director and the chief editor of the journal is a well known
political scientist, a professor of Paris political science institute
Patrik Vazhman.

"How can we forget that our relations with the Armenian people dates
back to crusades, – writes P. Vazhman in the prologue of the journal,
– that Armenian last monarch Levon VI Lusinian was of French origin
and is buried in the mausoleum of French monarchs in Sen Deni,
that the 1915 genocide gave reason to the most exciting speeches of
Klemanso and that at the end of the World War I France was for short
period supervising Cilicia where the Armenian Christian kingdom had
been spread".

Leading people of the world policy are presented in the "International
policy". Interviews of head of the European Commission Jose Manuel

closely Armenian-Turkish relations and expects serious results, the
Head of the European Commission Delegation in Turkey Marc Pierini said,
according to Turkish mass media.

Welcoming the diplomatic contacts of Armenia and Turkey, M. Pierini
said: "Rapid progress has been made in the relations with Armenia. We
expect to hear important statements in this connection in the near

MICHEL Legrand has had bad night. Nocturnal noises at his London hotel
have kept the veteran composer awake through most of the small hours
but he’s far too polite to cancel our morning chat.

He shrugs off the lack of sleep in typically Gallic fashion and begins
to reminisce about a musical career spanning more than half a century.

Born in Paris in 1932, of Armenian descent, Michel has composed more
than 200 film and television scores, several musicals and recorded
more than 100 albums.

He studied music at the Paris Conservatoire from 1943-50, beginning
at the age of 11 in Nazi-occupied territory.

"I was very young. We had nothing to eat, no heat when we were cold
in winter but we had our music and we carried on working," he says
nonchalantly.

"When I finished my classical studies I was 20 and needed to make
my living so I became an accompanist for singers in Paris. I was
accompanying lousy singers, singing out of tune but slowly it was
better singers, my own orchestrations and then a chance to make
records."

Those jazz-influenced records became some of the biggest instrumental
hits of the post-war years and gave Michel a chance to write film
scores.

"In 1959 in Paris the New Wave of cinema started," he says. "New
directors with new ideas who wanted new technicians, new cameramen, new
composers. I had done a lot of instrumental albums these film-makers
liked and they asked me to do their film music – which I did for the
next 10 years."

But it was the 1965 international hit The Umbrellas of Cherbourg
that Michel conceived with director Jacques Demy that opened doors
in Hollywood.

A sung-through musical with no dialogue starring Catherine Deneuve,
it was as revolutionary in the 60s as Moulin Rouge was this decade.

"Jacques and I loved musical films," says Michel. "But we didn’t want
to copy Americans and wanted something different and French.

"It was hard to find a producer and we did it with almost no money
but it was a big success. They said it wouldn’t work but we were
stubborn and did it in spite of everything else.

"After that I told the French directors ‘don’t call me anymore,
I’m going to Hollywood’. I scored a little comedy first and then The
Thomas Crown Affair- an extraordinary opportunity and the film was
a big success and won me my first Oscar."

The Steve McQueen film also contained the song Windmills of Your Mind
which remains one of the most popular in the Legrand repertoire. It
started a run of 13 Oscar, five Grammy and one Emmy nominations.

"It’s all a nice bit of sugar but it doesn’t make me write better or
worse," says Michel.

Now, at the age of 76, he’s bringing British audiences a taste of
his music with the help of one-time Alison Moyet.

"I knew Alison’s work very well so it was a pleasure to do a tour
with her and I came to London to organise it and orchestrate it and
now we are going to do these concerts together. It’s only my music
that she will sing on this tour but it suits her really well."

The concert is one of the highlights of the Four-Four Time Festival
in Buxton (see panel). "It’s a new adventure for me and I love an
adventure," says Michel.

But before he embarks on the tour, he will need a few better nights’
sleep.

"When someone tries to smoke in a hotel these days it starts off all
the sirens and there was a chain smoker who set off alarms all night
long," he says. "Tonight has to be better – I will arrange it."

The First Secretary of the Communist Party of Armenia, Ruben Tovmasyan,
today spoke about the domestic political situation in Armenia and
Europe’s steps.

"Europe has historically demonstrated its attitude towards Armenia,
and it has never been comforting," Ruben Tovmasyan told a press
conference in Yerevan. He said to be seriously concerned about the
security of the Armenian citizen. Mr. Tovmasyan considers that the
domestic political situation in the country remains strained.

"The economic and political crisis in the country is deepening. The
education and science are destroyed. Europe, the West, cannot affect
the situation, only Armenian authorities can," he said.
