Bekaryan and CIS Institute Yerevan Subsidiary Director, politologist
Alexander Markarov expressed their views on Armenian-Turkish relations
at today’s news conference.

"Armenian-Turkish relations are an important issue in RA foreign
policy. Recent developments testify to a thaw in Armenian-Turkish
relations; here belong football diplomacy and road map signing,"
Makarov stated.

According to Bekaryan, the issue could be viewed from 2 sides.

"Armenian people currently support 2 positions: for and against
normalization of ties with Turkey, " he said adding that after the
answer is found, further normalization of Armenian-Turkish ties
might be discussed. "Situation when neighboring countries have no
relations whatever can’t be considered natural. But on the opposite
side, the important issue is the way relations are formed."

"I’m certain that upon road map publication Turkey will abandon its
policy of preconditions," he said. Karen Bekaryan is confident that the
document includes nothing but the discussion of bilateral relations.

"This also testifies to the fact that Turkish factor in NKR issue is
already leveled," Bekaryan believes.

President Serzh Sargsyan today met with the Student Council Presidents
of the higher educational establishments of the republic.

Greeting the young guests, the President stressed that the
Armenian authorities are interested in the development of Student
Councils. According to Serzh Sargsyan, during the study students do
not only have to make steps in the field of education and science. They
must be brought up as citizens of the future.

Nothing that young people face many problems today, Serzh Sargsyan
dwelt on some of them. "First, the youth should be always engaged
in the reinforcement of our independent statehood. We cannot have
a strong state without active youth, while the development of our
country is impossible without a strong state.

Second, the young people have to be the creators of new knowledge. We
need young scholars in all spheres ranging from Armenology to exact
sciences.

Third, our young people should be free citizens of a free country. He
who does not feel free, he cannot perform great deeds."

The President’s speech was followed by a discussion and an exchange of
views on issues students are interested in. in particular, reference
was made to the process of educational reforms, social issues, the
military-patriotic education of the youth, etc. at the request of the
students, President Sargsyan spok e about the urgent political issues.

On May 4 Armenia’s Prime Minister Tigran Sargsyan signed a decree on
relieving Bagrat Yesayan of the post of Deputy Minister of Science
and Education. Under another decree Manuk Lazarian was appointed to
the position.

On the same day, David Yeritsyan was relieved of the position of
Deputy Minister of Transport and Communication and Hakob Matilyan-of
the position of Deputy Minister of Nature Protection.

Artak Chobanyan, Artashes Nikoyan and Zohrab Torosyan were respectively
released of the posts of Deputy Marzpets of Ararat, Gegharkunik and
Lori marzes, reports the press service of the RoA government.

Member of Parliament, Lieutenant-General Arthur Aghabekyan today
refused from the position of the Chairman of the NA Standing
Committee on Defense, National Security and Interior Affairs. He
submitted the second resignation today despite the decision of the
Armenian Revolutionary Federation to keep the chairmanship of the
two Standing Committees of the National Assembly as parliamentary
opposition. This does not mean that Arthur Aghabekyan did not obey
the political decision of the party. He decided so out of personal
reasons and the ARF Supreme Body accepted the decision.

Chairman of the Standing Committee on Foreign Relations Armen
Rustamyan said Arthur Aghabekyan had long wished to refuse from the
position. "It’s a personal affair and has nothing to do with the
decision of the Party.

Arthur Aghabekyan fully supports the political position of the Party."

It’s worth mentioning, that the April 28th meeting of the Deputies
with Foreign Minister Edward Nalbandian served as a driving force
for Arthur Aghabekyan’s decision. The latter was disappointed with
the discussions on the Armenian-Turkish relations.

Whatever, Dashnaktsutyun will keep the chairmanship of the Standing
Committee on Defense, National Security and Interior Affairs. Head of
the Dashnaktsutyun faction Vahan Hovhannisyan does not know, however,
who is going to head the committee.

Spokesman for the Republican Party of Armenia Edward Sharmazanov told
"Radiolur" the trilateral coalition has not yet decided how to fill
the vacancies created by the withdrawal of the Armenian Revolutionary
Federation from the political coalition.

YEREVAN, April 30. /ARKA/. The International Financial Corporation
(IFC) will hold a seminar on issues of economic crisis management
for workers of Armenian and Georgian banks.

IFC is a member of the World Bank’s group and assists banks of Armenia
and Georgia in decreasing risks in issuing loans to local entrepreneurs
and small businesses in strengthening their potential. As a global
response to crisis, IFC is going to hold a seminar "Overcoming the
Storm" for assisting banks of Armenian and Georgia in preparation
for the crisis and overcoming it, the Corporation’s press-service
told ARKA.

Executive directors and managers of large financial companies,
financial regulators will participate in the seminar to learn a
lesson from the previous economic crisis and discuss the strategy
for managing the current one.

Seminar will be aimed at issues of steps, implementation of which
will best regulate the situation when borrowers have difficulties
paying the credit.

IFC experts who have experience in solving similar problems in Asia,
East Europe and Latin America will introduce their knowledge in
these issues.

IFC Regional Director for Caucasus Thomas Lubeck stated they are ready
to share their global experience with heads of financial companies of
Armenia and Georgia. He said participants of the seminar will learn
how =0 Ato prepare and manage financial difficulties among borrowers.

IFC is a large financial company and carries out investments in
private sectors of newly established markets. It has large-scale
initiatives aimed at managing global financial and economic crisis
by private enterprises.

Sponsoring of these projects around the world is expected to total
31bln USD in three years. Funds of IFC will be joined with other
sources, namely investments of governments and other international
financial institutes.

IFC is also aimed at contributing to reduction of poverty and
increasing standard of life. The corporation spurs stable economic
growth in developing countries and assists to development of private
sector, consolidating private capital and rendering consulting services
to entrepreneurs and governments.

IFC investments amounted to 16.2bln AMD in 2008, an increase of 34%
against the year before.

Mehr News Agency cited Mr Arthur Baghdasaryan the secretary of the
National Security Council of Armenia as saying that Iranian investment
in Armenian projects is of strategic importance.

Mr Arthur Baghdasaryan said that Iran’s share of investment in Armenian
projects will reach USD 980 million.

The official pointed out the importance of the Iran & Armenia railway
and said that the project makes the connection of Armenia to other
central Asian countries via Iran possible, adding that it would create
great job opportunities.

The 470 kilometer long Iran & Armenia railway, connecting the border
regions and creating the first rail link between the two countries,
is expected to boost trade relations.

An Azerbaijani official has said the nature of his country`s relations
with Russia requires strong efforts from Moscow in settling the
Armenia-Azerbaijan Upper (Nagorno) Garabagh conflict.

Asked whether the expected sales of Azerbaijani gas to Russian
giant Gazprom could be used as a card in Garabagh settlement,
Novruz Mammadov, head of the international relations department at
the President`s Office, told a local TV channel that the issue is
instead of a geo-political magnitude.

"Supplying gas to this country is part of Azerbaijan-Russia
relations. The relations between the two countries are
comprehensive. We are maintaining political, economic, humanitarian,
scientific and cultural ties. All these relations demand the Russian
leadership to be sensitive in the resolution of the Garabagh conflict."

Baku-Moscow ties have gained momentum in the past few
weeks. Azerbaijani President Ilham Aliyev, who visited the Russian
capital earlier this month, described Russia as Azerbaijan`s strategic
ally.

Russia co-chairs the OSCE Minsk Group brokering the peace process,
along with the United States and France.

As for indignation of the United States over Russia`s increasing role
in the Garabagh settlement, Mammadov conveyed Baku`s message to other
superpowers as well.

"It would be better if, instead of indignation, they would put forth
a strong will for a fair solution to the conflict. We are expecting
resolute steps toward conflict settlement from the U.S., France and
other countries. If we take into account what US President Barack
Obama said regarding the conflict during his visit to Turkey in
early April, a conclusion can be made that Washington, on its end,
will work harder to resolve the problem."

Meanwhile, Vladimir Dorokhin, the Russian ambassador in Baku, said
Russia is the only country contributing to a negotiated Garabagh
settlement through the OSCE Minsk Group on the presidential level. He
added that Moscow is ready to act as a guarantor in the conflict
resolution at any time if it receives such a request from Baku.

Dorokhin emphasized that Russia has always supported Azerbaijan`s
territorial integrity, saying that Moscow`s stance within the Minsk
Group was simple and comprehensible.

"Talks on resolving the Garabagh conflict are underway between
Azerbaijan and Armenia. Russia is merely a mediator. We will support
any decision to be passed by the conflicting sides," the ambassador
said.

Russia is looking forward to Armenian-Turkish border opening, which
will give solution to Russia’s political-military issues that became
exacerbated following August events in Georgia, Richard Goragosyan,
Director of Armenian Centre for Strategic and National Studies, told
PanARMENIAN.Net. "Russia intends to strengthen its military presence
on Armenian-Turkish border, especially in Gyumri region. In case of
opening the border, Moscow will anticipate Ankara’s permission for
using Turkish airbases," the Armenian expert stressed.

According to Mr. Giragosyan, even if Armenian-Turkish border is opened,
Russian frontier guards will remain on Armenian territory as security
guarantors.

Russian OSCE MG Co-Chair Yuriy Merzlyakov announced in Yerevan
that rumors on withdrawal of Russian military bases in case of
Armenian-Turkish border opening are untrue.

Turkish "Hurriyet" published an article about the recent developments
of the Armenian-Turkish relations stressing that the statement signed
by both countries has been a result of pressure on Turkey by the
American Administration. Referring to their diplomatic sources, the
paper writes that an implicit threat by U.S. President Barack Obama
to use the word "genocide" in his April 24 address, made Turkey sign
the deal.

According to the paper it was first used by Obama implicitly in an
April 7 meeting with Prime Minister Recep Tayyip Erdogan and later
U.S. negotiators were increasingly straightforward as they pushed their
clout. The deal was concluded on April 22 after lengthy negotiations in
both Yerevan and Ankara, under the mediation of U.S. officials. Mattew
Bryza, U.S. assistant secretary of state, conducted 14 hours of
marathon talks with the Armenians in Yerevan, while talks in Ankara
were conducted between the U.S. Ambassador to Turkey James Jeffrey
and Foreign Ministry Undersecretary Ertugrul Apakan.

Charles Aznavour at Roy Thomson Hall in Toronto on Sunday

If Freedom 85 is the new catchphrase of the broke boomer generation,
the new poster boy for working forever should be Charles Aznavour.

Only a month away from 90 minus five, Aznavour seemed more Edouard
Saroyan (the character he famously played in Francois Truffaut’s
Shoot the Piano Player) than Tony Bennett in his latest outing
in Toronto. Spry, pirouetting, humorous and with his voice barely
diminished by the years, Aznavour ran through an interesting collection
of his better-known songs and his monster hits for an audience that
nodded and clapped in recognition, at the beginning of each, after
only a few notes.

Some of that adulation came not only from Aznavour’s largely
francophone boomerish fans but from a new under-35 contingent
that have perhaps recognized in Aznavour one of the original
songwriting storytellers. If in the eighties and nineties, he was
seen by the youngsters of the time as a relic of the French variete
spectacle, 20 years later, their children have skipped their parents’
self-consciousness. Yes, Aznavour might be kindred to long-departed
practitioners of the genre like Yves Montand, but he’s got Oregon
singer-songwriter M. Ward’s eye for the specific details that make
up human life.

Few lines capture as much about a time, a place and its particular
exclusions as the opening words of Comme ils disent – written in 1972
in the voice of a gay man. But when Aznavour sang "J’habite seul avec
maman/ Dans un tres vieil appartement," in that unique voice that
can simultaneously convey hope and sorrow, optimism and fatalism,
he could have been singing about exclusions any and everywhere.

Aznavour, himself the product of an immigrant childhood in Paris, where
his Armenian parents struggled to continue their artistic careers while
making a living, is of course a great chronicler of the outsider. (He
is also, incidentally, now Armenian ambassador to Switzerland.) The
song La boheme, frequently called out by the audience and eventually
sung during the last quarter of the show in a crescendo of hits,
is basically the lament of an outsider who’s made it for his former
life of deprivation. And Emmenez-moi, with its chorus of "Il m’est
semble que la misere serait moins penible en soleil," is a joyous ode
to the freedom of having nothing. Its advice to the recession-weary:
Ships always need hands on deck; hop on and head south, my friend.

The outsider is usually also the rebel, of course, and while it may
be difficult to project beyond the 100-million-albums-sold reality
of Aznavour, that success does not impair his ability to recreate
the dangerous charm of a Parisian gars. On J’ai bu, one of the first
hits he wrote, recorded by Georges Ulmer in 1947, he moved from an
alcoholic’s excuses to an embrace of the character’s addiction, each
verse hurtling both toward disaster and the ecstatic deliverance of
the bottle (Fine, whisky, gin/ Tous les alcools me son permis).

Among the band’s members was Katia Aznavour on backing vocals, one
of his six children, with whom he did a duet on Je voyage, a song
about a young man’s memories and a young woman’s thoughts of her
future. Paradoxically, it did not have quite the effect Aznavour might
have been anticipating. Of course, the man has a lifetime behind him,
but not only, as he told the audience, does he hope to make 120,
there is a happiness with life in his demeanour that he could not
excise from even the saddest melodies. After all, life has been lived,
and very well.

Time, one of the great chansonnier’s favoured themes, has not rendered
the one-time protege of Edith Piaf, more or less relevant. He is
neither a messenger from another era nor a prescient fortune teller
of our own dashed dreams. The years seem to have simply lifted him
up and carried him to the other shore of time where the singer and
his songs now exist eternally.
