YEKATERINBURG, MAY 21, NOYAN TAPAN. The 1st stage meetings of the
wolrd women’s team chess championship took place on May 20 in the
city of Yekaterinburg, RF. The team of Armenia was defeated by the
team of Ukraine with a score of 1:3. Elina Danielian and Siranush
Andriasian played drawn games, and Lilit Mkrtchian and Nelli Aghinian
were defeated.

The student-youth union "Sarkis Tkhruni" of the Social-democratic
party Hnchakyan carried out a poll among 100 residents of Yerevan just
after May 12 election. They were asked who was the greatest falsifier
and artist during summation of the voting results? As the youth
organization’s press-service told ArmInfo, 49 of 100 respondents
called Chairman of the Central Election Committee Garegin Azaryan the
main falsifier. Twenty-four respondents called the name of Serzh
Sargsyan, 6 respondents – that of Robert Kocharyan, 20 – Head of RA
President’s administration Armen Gevorkyan, 1 – leader of the
"Prosperous Armenia" party Gagik Tsarukyan. Tomorrow, the young
members of Hnchakyan party intend to present the "charter of the best
falsifier" to Garegin Azaryan.

the 193rd congressman to cosponsor H. Res.106, which recognizes the
Armenian Genocide of 1915 in the Ottoman Empire. The Armenian National
Committee of America (ANCA) reports that Tom Udall represents northern
New Mexico and is currently serving his fifth term in the U.S. House
where he is a member of the influential Appropriations Committee.

"We are pleased that Congressman Udall has joined the growing community
of leaders who realize that it is time for the United States to speak
with moral clarity about the Armenian Genocide. For too long the United
States has been held hostage by a Turkish government and its proxies
bent on covering up this dark chapter of its history. Congressman
Udall’s cosponsorship reaffirms that there is no profit margin that
justifies remaining silent in the face of genocide," ANCA stated.

YEREVAN, MAY 17, NOYAN TAPAN. The statement of Sen Arevshatian,
the Director of the Yerevan Mesrop Mashtots Scientific-Research
Institute-Matenadaran (repository of ancient manuscripts) of Old
Manuscripts that the agreement signed on April 13 with the Hill Museum
-Library of Manuscrips attached to the Saint John Monastery-University
of the U.S. State of Minnesota was recognized invalid, did not
correspond to reality. Pushkin Serobian, the Chairman of the Vernatun
public organization informed journalists about it during the May 16
discussion, quoting the statement made recently by the RA Minister
of Education and Science.

To recap, it is envisaged according to that agreement to start from
September, 2007, the program of digitalization of manuscripts kept
at the Matenadaran and creation of computer data bases.

P. Serobian mentioned that only the RA government, as the only
owner of the Matenadaran values, is competent to sign a similar
document. Besides, he considered illegal and inadmissible all
the principles of the agreement. In P. Serobian’s words, though
S. Arevshatian stated that it is an agreement not obliging anything to
the Armenian side, but it was found out in the consequence of study
of that document that the American side equally shares the rights on
management of the Matenadaran values.

By the way, P. Serobian also mentioned that still 10 years ago an
American Armenian benefactor bequeathed 100 thousand U.S. dollars to
the Matendaran.

But that money, in his words, "was debited not on the Matenadaran
bank account but on the Director’s personal account."

The discussion participants made a decision to address to the RA
Government with a proposal to state the mentioned agreement invalid as
well as to the Prosecutor’s Office with a demand to bring a criminal
action on the occasion of the fact.

Vazgen Manukyan Is Preparing For Presidential Elections

Vazgen Manukyan, the leader of the National Democratic Union (NDU),
will put forward his candidature for the 2008 presidential elections,
though he hasn’t run in the parliament elections.

The NDU leader states that there is no need to be disappointed with
people: people were active; simply about 25 percent of votes were
dissipated because the opposition did not come together. It is natural
that "the more people are fed up with the government, the more they
accuse the opposition. In fact, the opposition, which knew they would
not win the election, cheated people."

In this connection Vazgen Manukyan has questions.

"Year by year vote tampering becomes more and more invisible for an
observer. This is the culmination. A regular army is needed against a
regular army. They say election bribes were given out of a car. Where
is the opposition? Why didn’t they break the car and take the person
to the court of law. Why didn’t the citizens scare and beat the person
giving out bribes?

It is not clear to me. It is not possible in any country to present
intelligent programs and come to power."

The NDU leader suggests accepting that the Republican Party has 200
thousand voters, which is not salvation or comfort for the Republican
Party. "There are 2 million 200 thousand voters in Armenia and only 200
thousand voted for the Republican Party. The other 2 million do not
accept this political party, most of them even hate Republicans. It
appears that with only 200 thousand votes they can oppose to 2
million and monopolize power in the country. It is real disgrace and
cannot last long," stated Vazgen Manukyan in a news conference on
May 16. According to him, the 450 thousand votes that the Republican
Party got were the result of multiple voting and violence.

The parliamentary elections will lead to a positive thing; the
opposition will undergo changes, Vazgen Manukyan said. If you want to
change the government, you need an organized opposition, he stated. In
this case, everything will be easier because "the Republican Party went
too far, took everything in its hands and hopefully the parties which
are considered pro-government will act as opposition." The NDU offers
a proposal to the parties which were elected to the RoA Parliament:
Orinats Yerkir, Dashnaktsutyun, Prosperous Armenia and Heritage must
come together against the Republicans and go all the way to struggle.

today that Vartan Oskanian is most likely to hold the office of
the RA Foreign Minister. "I think Vartan Oskanian will retain the
office. Foreign policy, defense and security departments are under
the President’s authority," Serge Sargsyan said.

The incumbent government headed by Serge Sargsyan will function till
May 31, the day of the first sitting of the 4th convocation parliament.

YEREVAN, MAY 16, ARMENPRESS: The Business Software Alliance (BSA),
a global non-profit group aimed at protecting intellectual copyrights,
released on Tuesday a report on software piracy in 102 nations.

Globally, the piracy rate was the same as in 2005 at 35 percent but
the losses increased by more than 15 percent from $34.4 billion in
2005 to $39.5 billion in 2006 due to an increase in the number of
Internet users and market expansion.

According to the report, the top five nations with the highest piracy
rates are Armenia with 95 percent, Moldova with 94 percent, Azerbaijan
with 94 percent, Zimbabwe with 91 percent and Vietnam with 88 percent.

The countries with the lowest rates are the U.S. with 21 percent,
New Zealand with 22 percent, Japan with 25 percent and Denmark with
25 percent. Among the 102 surveyed nations, the piracy rate fell in
62 nations while it increased in 13 nations.

The study found that software piracy rates decreased in newly-emerging
economies and developing countries such as Brazil, China, Russia
and India.

However, damages increased along with the market size and the types
of software being pirated.

Yerevan, 14 May: The US embassy made a statement today, congratulating
Armenia on "a more successful poll than previous elections".

The statement of the embassy reads: "We share the satisfaction of
international observers that the election infrastructure, both legal
and technical, has been greatly improved.

"We are proud that our partnership with government and non-government
structures in Armenia has supported these improvements. We value
highly the work of the many election officials who were dedicated to
completing their work with integrity.

"We note ODIHR Ambassador [Boris] Frlec’s comment that this election
is not over.

"Our judgment so far is that this election was an improvement toward
international standards.

"Part of the election process is a careful consideration of all issues
raised in connection with the election, including several serious
allegations of fraud or intimidation which may have affected the
outcome of some of the races.

"We hope for aggressive investigation of allegations of electoral
wrongdoing and subsequent prosecutions, should they be warranted," the
statement of the US embassy reads.

atmosphere, RA National Assembly Speaker Tigran Torosian said. `This
election will be a test not only for democracy but also consolidation
of our dignity,’ he said.

`I want us to pass the exam well. Our people do not deserve bad
assessments. Independent Armenia is 16 years old and it’s time to say
that our republic is not inferior to any European state,’ Mr Torosian
underscored.

`The most important task to hold the election in accord with the
law. Law enforcers should quickly response to any illegal act. I am
hopeful that everyone realizes the significance of this day for

France to shut down armaments office

France has decided to close down its armaments office in Ankara by
the end of July due to the decline in arms trade between the two
countries.

France’s armaments attaché in Ankara, Col. Jean Claude Geay, who will
be completing his term of duty this summer told Today’s Zaman that
when he leaves in late July, the Armaments Attaché’s Office will also
be closed down as a result of the reduced mutual trade.

"The office may be reopened depending on future ties in the arms
trade" Col. Geay added.

The French decision to close down its office of the Délégation
Générale pour l’Armement (DGA), the French defense procurement
agency, in Ankara did not affect the French military attaché mission
in the city.

The DGA is a civilian arms procurement agency that operates in 15
countries overseeing the country’s arms trade with its staff having
special training on arms procurement.

The French decision comes after Turkey’s announcement of the
suspension of military ties with France — a reaction to the French
Parliament’s approval of a bill last October that made it a crime to
deny that Ottoman Turks committed `genocide’ against Armenians during
World War I.
