Strasburg Mayor Responds to Questions Regarding Armenian Exhibition

France, Strasburg / corr. Trend E.Mejidly / The Head of the Strasburg
Municipality of France, Fabienne Keller, said on 8 June that the
Strasburg Municipality is always ready to support the promotion of
various cultures.

Keller was speaking in response to the question regarding the
exhibition organized by the Armenian diasporas in the Strasburg
Municipality. The Nakchivan Autonomous Republic of Azerbaijan was
represented as the historical territory of Armenia. The Mayor said
that her municipality does not interfere in the conflicts between
other countries. `Each event held in the municipality takes a
cultural form. The representatives of each nation residing in
Strasburg may hold cultural events by passing several procedures,’
Keller said.

Keller spelled out that the rights of foreigners residing in
Strasburg are followed. `Our goal is to attract huge foreign
capital,’ she said.

Speaking of the wide opportunities presented to foreign students,
Keller said that foreigners who receive their education in Strasburg
receive scholarships from various organizations.

visited the Russian Embassy in Armenia on the occasion of the national
holiday of the Russian Federation: the adoption day of the declaration
on State Sovereignty.

According to the information received from RA President’s Press Office,
Robert Kocharian attached importance to the further development and
strengthening of the Armenian-Russian stratagic cooperation.

RA NATIONAL ACADEMY OF SCIENCES AND TRIER UNIVERSITY OF GERMANY SIGN A COOPERATION AGREEMENT

YEREVAN, JUNE 8, NOYAN TAPAN. A cooperation agreement was signed
between RA National Academy of Sciences and the Trier University
of Germany. It was signed at the June 8 special sitting of NAS by
Radik Martirosian and Peter Schwenkmezger, Doctor-Professor of the
Trier University.

The journalists were informed by Norayr Arakelian,
academician-secretary of the Department of Mathematics, Mechanics and
Informatics of the National Academy of Sciences, that the National
Academy of Sciences has over 10 years of cooperation experience with
the Trier University. Numerous scientific researches were jointly made,
the research officers of the Institute of Mathematics of the National
Academy of Sciences were sent to the Trier University on the mission
of studying the scientific potential.

In the words of academician Arakelian, the agreement will give an
opportunity to essentially enlarge the scientific cooperation,
including other spheres, besides mathematics. In his words, the
scientific potential in Armenia is based on serious grounds: a number
of mathematics directions were developed in Armenia still in the years
of the Soviet Union. "The comparision of different methods, applied
in any sphere, is rather productive, our experience has proved that,"
mentioned N. Arakelian.

Professor Wolfgang Louis, Doctor of the Trier University, was awarded
Honorary Doctor degree of RA National Academy of Sciences for the
important contribution to establishing and developing a productive
cooperation between the Armenian and German mathematicians. At the
sitting academician Radik Martirosian, President of National Academy
of Sciences, handed the Honorary Doctor diploma to W. Louis.

House Appropriations Subcommittee Approves Military Parity For Armen

The Armenian Assembly of America commended the House Appropriations
Subcommittee on State, Foreign Operations, and Related Programs for
maintaining military aid parity between Armenia and Azerbaijan, as well as
other key provisions.

The Subcommittee approved the Fiscal Year (FY) 2008 State, Foreign
Operations Appropriations Bill, signaling to Administration officials the
necessity to maintain the careful balance between the neighboring countries.

The Administration, in its budget request to Congress, called for $5.3
million in military aid for Azerbaijan versus only $3.3 million for Armenia.

The Subcommittee action would allocate $3.3 million in military assistance
to both countries, specifically $3 million in Foreign Military Financing
(FMF) and $300,000 in International Military Education and Training (IMET).

"We commend Subcommittee Chairwoman Nita M. Lowey (D-NY) and Ranking Member
Frank R. Wolf (R-VA) and the members of the Subcommittee for maintaining
military parity, which was envisioned as part of the conditional waiver of
Section 907 of the Freedom Support Act," said Assembly Executive Director
Bryan Ardouny. "Azerbaijan’s unabated war rhetoric, despite U.S. demands to
cease such provocative actions remains troubling," Ardouny continued. "We
also strongly encourage Congress to continue to vigorously monitor this
critical issue to ensure that the principle of military and security parity
is maintained throughout all funding areas. Azerbaijan has rejected numerous
proposals by Armenia for confidence-building measures, and instead has
dramatically increased its military spending. Further, should Azerbaijan not
cease its anti-Armenian rhetoric, we urge Congress to suspend the waiver
authority it granted and reinstate Section 907."

The panel also approved $68 million in assistance to Armenia, which is
almost twice the Administration’s proposed level of $35 million, but less
than the nearly $75 million Congress approved in FY 2007. The Subcommittee
also approved $6 million in humanitarian assistance for Nagorno Karabakh. In
March of this year, Armenian Caucus Co-Chair Frank Pallone, Jr. (D-NJ) along
with 30 of his colleagues [letter attached], sent a letter to Chairwoman
Lowey and Ranking Member Wolf urging $10 million for assistance to Nagorno
Karabakh, including development assistance, and not less than $75 million to
Armenia in the FY 2008 Bill. The Armenian Assembly reinforced this request
in its testimony before the Subcommittee [see attached Assembly testimony],
and was one of 16 organizations invited to testify before the panel.

The bill also provides continued funding for the Millennium Challenge
Account program (MCA), which is aimed to bolster democracy, human rights and
market economies of developing countries. The panel provided $1.8 billion,
while the Administration sought $3 billion. Armenia, based on its record of
performance in key indicators, is a recipient of MCA with a five-year
$235.65 million compact to reduce rural poverty and increase agricultural
productivity.

"We applaud the efforts of the Armenian Caucus, led by Congressmen Frank
Pallone, Jr. and Joe Knollenberg (R-MI) to ensure appropriate funding levels
for Armenia as well as Karabakh, including a shift to development
assistance," said Ardouny. "As the Bill works its way through the
legislative process, we will continue to work to bring Armenia’s funding up
to last year’s level." Noting the international praise Armenia received for
the conduct of its recent parliamentary elections, Ardouny also urged the
Millennium Challenge Corporation (MCC) to expeditiously implement the
compact, which will impact the lives of thousands of Armenians.

The full Committee is expected to consider the bill next week, with action
by the entire House of Representatives expected before the July
congressional recess.

TURKEY’S LESSONS FOR ISRAEL

Recently my e-mail has been deluged with articles about Turkey
and the intense confrontation going on there between Islamists and
secularists, as well as between the elected government of an Islamic
party and the secular army generals. I love the country I lived in
for two years. You can’t easily figure it out because it is a living,
breathing organism with a vigour that amazes me.

Briefly, the argument put forward against Prime Minister Recep
Erdogan’s government is that he will lead Turkey into an age of
religious fundamentalism by manipulating the existing political
system and shutting it down. He, so the argument goes, has an agenda
similar to that of Saudi Arabia, and Hamas: the implementation of a
state based not on western secular principles created by the Ataturk
revolution, but on sharia law, which would mean, among other things,
the re-enslavement of women behind the veil, the rise of a mullah-led
coterie within the government, and a slide backward to an intolerance
of non-Muslim minorities.

More dangerously, he is accused of imperilling the entente between
Turkey and Israel, and cozying up to people from Hamas and to
the anti-Semite and Holocaust denier, Iranian President Mahmoud
Ahmadinejad. Turkey and Israel have a strong economic and military
partnership, and this relationship has shown that a Jewish state can
live and do business with a Muslim country.

On the other hand, say Erdogan’s supporters, any attempt to undo the
election of the current parliament and prime minister is the real step
backward. (Note: his Islamist party got 35 per cent of the popular
vote, but has 65 per cent of the seats in parliament.)

Army coups in Turkey are always a possibility and have in the past
occurred when the generals felt the country had strayed too far
from Ataturk’s secularist vision. The generals once had one prime
minister hanged, his party disbanded and its leaders imprisoned. That,
supporters say, was a step away from democracy, and a similar move
by the army today would be truly destabilizing.

They also point out that the secular left is very anti-American and
often anti-Israel, and many leftists are against joining the European
Union, a membership that the Islamist governing party has supported.

Each side is partly right. The EU membership would, it seems, be a
boon to Turkey, and an army coup is hardly a democratic move.

And while the wearing of head scarves has increased (not to mention
the wearing of full regalia, including veils, at least in villages),
many observers note that recent million-person marches clamouring
for the country to remain true to its secular ideals have included
scarf-wearing women.

So what’s the truth about Turkey? It’s still a work in progress.

Its women, secular and religious, have come a long way. Its middle
class is strong, which is vital for any country that wants a
sustainable democracy. It’s also rich in natural and human resources.

It has some history to sort out, most glaringly the need to come to
terms with the Armenian genocide and with its Kurdish population.

Yet, what other Muslim country can we think of that has come so far
into the western world?

But why am I even writing about a situation that is seemingly so far
away from us?

Because it is precisely such a nuanced approach that we must apply
to Israel.

It too has its religious right, its fundamentalists, its resolute
secularists, its traditionalists and its own anti-Zionists (religious
and secular). It is also no stranger to radicals, such as those
behind the hateful assassination of prime minister Yitzchak Rabin. It
has its seemingly endless struggle with the Palestinians. It has its
tension between civil and military authority, although no general has
needed to stage a coup – they just run for office. It has byzantine
corruption, nasty inequality for women (not to mention tolerance for
sexual harassment), and yet it boasts a vibrant civil society.

Israel is not a dream palace, but a real place, where all these
currents jostle for influence. People get up in the morning, brush
their teeth and go to work. Like Turkey, Israel deserves our considered
appraisal, not doomsday scenarios or unqualified praise.

She – and we – will survive.

Armenian American Community Is Focused On Genocide Resolution Accord

The Armenian National Committee of America – Western Region (ANCA-WR)
is reporting that an internet poll conducted over a two week period
has shown that over 85% of the Armenian American community is closely
following the Armenian Genocide resolution (H. Res. 106) currently
pending in the U.S. Congress. The poll was conducted in late May and
early June and included the participation of 848 respondents.

Individuals who participated in the internet poll were asked if they
were following the progress of H. Res. 106 which is pending before
the House Committee on Foreign Affairs.

The bill, which was introduced on January 30, 2007 by Congressman
Adam Schiff enjoys support from over 195 Members of the US House
of Representatives.

Over 85% (731 individuals) of respondents conveyed that they are
closely monitoring the status of the bill. In addition, a resounding
97% of respondents shared that they would not vote for a Member of
Congress who did not support the Armenian Genocide resolution.

"We are pleased that so many Armenian American voters are educated
and focused on the Armenian Genocide resolution," commented ANCA-WR
Executive Director Andrew Kzirian. "An educated and united community
is a strong community. Clearly, ANC chapters in California, Arizona,
Nevada and elsewhere across the western United States have done a
successful job in educating, voter by voter, our community on the
status of the Armenian Genocide resolution," Kzirian added.

Modern Press Center Opened At Armenian Government

RAFFI HOVANNISIAN MEETS EUROPEAN OFFICIALS

Yerevan–Heritage Party chairman Raffi K. Hovannisian met today with Miguel
Angel Moratinos, Foreign Minister of the Kingdom of Spain and
Chairman-in-Office of the Organization for Security and Cooperation in
Europe, together with President Goran Lennmarker of the OSCE Parliamentary
Assembly. They discussed Armenia’s post-election situation, the challenge
of liberty and conflict resolution for Artsakh (Mountainous Karabagh), and
other regional developments.

The meeting came on the heels of Hovannisian’s reception last week of a
visiting delegation from the Party of European Socialists led by Peter
Scheider, former President of the Council of Europe, Miguel Angel Martinez,
Vice President of the European Parliament, and members of Parliament from
the Netherlands, Poland, Romania, Bulgaria, and elsewhere.

In his capacity as the first Minister of Foreign Affairs for the Republic of
Armenia, Raffi Hovannisian had been the state official originally to apply
for Council of Europe membership in November 1991 at Strasbourg, to bring
Armenia into the Conference on Security and Cooperation in Europe (CSCE, the
predecessor of OSCE) in January 1992 at Prague, and to launch the peace

Delegation Of European Socialists Meets ARF Representatives

The joint delegation of the Party of European Socialists and the
European Forum of Democracy and Conciliation will visit Armenia on
a fact-finding mission on May 30-31.

The delegation headed by the ex-chairman of the Council of Europe
Parliamentary Assembly Peter Scheider includes vice-chairman of
the European Parliament Miguel Angel Moratinos (Spain), member of
the European Parliament Dan Sorin Mihalac (Romania), member of the
Dutch Parliament Martin Van Damme, as well as representatives of
the socialist parties from the Netherlands, Sweden, Great Britain
and Slovenia.

The ARF’s Press Service informs that the European delegation visited
Christapor Mikayelian Center of the ARF’s Bureau and met members
of the ARF Bureau Vahan Hovhannissian, representative of the ARF’s
Supreme Board Armen Rustamian, officer in charge of the ARF’s Hay
Dat and Political Affairs Office Kiro Manoyan.

During the meeting that lasted two hours the ARF representatives
presented the ARF’s position on the internal political developments
in Armenia, regional issues and the relations between the two parties.

The European delegation will meet several political parties and NGOs
in Armenia. The delegation will also be received by the Armenian
Foreign Minister.

The Party of European Socialists includes the socialist parties of the
EU members states. The European Forum for Democracy and Conciliation
was founded in 1993 by the social-democratic and political foundations
of the EU members states with the aim of supporting the democratization
and reform processes in the Central, Eastern and South-Eastern Europe.
