in the Armenian economy, the bank’s President and CEO Andrei Kostin
told Armenian journalists at the opening ceremony of the first ‘brand
name’ branch of VTB Bank (Armenia). He pointed out that investment
projects were in the works – in particular, in the area of natural
gas supply systems, gas storage facilities, and modernization of the
republic’s electricity grid. According to him, VTB also plans to
assist in the development of the mining industry and organization
of supplies of Russian aircraft to Armenia by means of bank loans,
the Armenian news agency ARMINFO reported.

Kostin also said that the capital of VTB Group in Armenia would be
boosted to $40m, which would help its local branch to take a leading
position in the republic according to this indicator. As of the end
of the first quarter of 2007, VTB Bank (Armenia)’s share capital
stood at $20.7m, total capital amounted to $26.3m, assets added up
to $120.4m, total credit investment was $55.3m, of which $4.2m went
towards mortgage loans.

ORDINATION OF CELIBATE PRIESTS IN ANTELIAS

The Brotherhood of the Catholicosate of Cilicia grew once again with the
ordination of Deacon Varoujan Pentezian from the graduating class of the
Seminary made his pledge as a celibate priest in front of God and the
faithful public. Several other Seminary Deacons graduated and will in the
following months be ordained in various dioceses by the local Primates.

Primate of the Diocese of Aleppo, Bishop Shahan Sarkissian performed the
Holy Mass and the ordination in the Saint Gregory the Illuminator Cathedral
in Antelias on June10. Rev. Tatoul Anoushian, a member of the Brotherhood of
the Patriarchate of Constantinople, participated in the service. Rev.
Anoushian attended the Seminary courses in the last three years.

The calling service and confession were held in the Cathedral on January
9. Pledging loyalty to the rituals, rights, traditions and canons of the
Armenian Church, the candidate publicly denounced all old and new heretics
and preachers who seek to misguide the faithful. He then publicly read his
pledge for enlisting himself in the service of the Cilician Holy See while
kneeling down.

His Holiness Aram I presided over the Holy Mass performed in the Cathedral
on Sunday.

When ordaining him with the Holy Chrism, Bishop Sarkissian blessed his
forehead, left and right hands and granted him a new name as a renewed man,
called for the service of God. Deacon Varoujan was thus renamed Father
Ghevont and gave his very first blessing to the faithful public gathered in
the Cathedral.

In his Sermon, Bishop Sarkissian highlighted the important mission of the
Catholicosate of Cilicia, stressing loyalty towards our Church and its
teachings. Addressing the newly ordained celibate priest he talked about the
attributes of the Cilician Brotherhood, chosen to serve the Armenian Church
through the Catholicosate of Cilicia. Stressing the uniqueness of the
Brotherhood, the Bishop advised the new celibate priest to remain loyal to
his pledge to God and the principals of the Catholicosate of Cilicia.

During the Greeting period the members of the Brotherhood congratulated
the new celibate priest’s entry into the service of God and the Brotherhood.

On this occasion the Pontiff called on the attendants and particularly
Father Ghevont to uphold their calling as members of the Cilician
Brotherhood and value the new path ahead through service.

In the next 40 days, Father Ghevont will dedicate himself to prayers and
contemplation in the Saint Marry’s Monastery of Bikfaya to prepare himself
for the service of God following the footsteps of Jesus Christ.

Today is a tragic day for the whole population of Getashen. Fifteen
years ago 21 thousand people were forcefully displaced from their
historic lands.

The refugees from Shahumyan region and Getashen have a number
of unsolved problems in their current places of residence: many
have no homes or live in poor social conditions, education is a
problem for the youth, not even speaking about the war captives and
missing persons. Presenting all these problems, President of the
Shahumyan-Getashen Patriotic Union Edik Balasanyan, however, laid
the emphasis on other issues.

"Azerbaijan must understand that resolution of the Karabakh issue
through mutual concessions means that it must return the occupied NKR
territories to Armenia. The solution of this problem will make easier
for part of Armenian refugees to return to their native lands," said
the President of the Union, adding: "Lands should be allocated in the
liberated territories for repatriation of our forcefully displaced
compatriots and provide them the opportunity to return for permanent
residence. It must certainly be included in the NKR, thus ensuring
the return of refugees to their motherland and safe residence"

"For 15 years June 13 I have been opening the newspapers, trying to
find a small message, saying that this is a tragic day equivalent to
April 24, but my attempts are vain. There has never been any mention
of it," Vahagn Martirosyan said.

Are "spy terrorists" in Iran and "Islamist terrorists" in Georgia
links in the same chain?

To slow down the process of splitting society into supporters of
secular and Islamic paths of development, the Turkish elite decided to
start a new stage of active foreign policy based on forceful methods
of influencing practically all its geographic neighbors except for
Azerbaijan and Armenia.

Syria, Iraq, Iran and Georgia remain (we do not mention Greece and
Cyprus because they have been "prohibited" as targets for provocations
a priori because inside of NATO, Ankara is "held in its leash").

At this point, it is necessary to recall that Turks blew up the
train moving from Iran to Syria and laid all the blame on "Kurd
terrorists." It remained simply unclear why Ankara thought that
this official Turkish version would be believed because the Kurds
never declared a jihad on Syria or Iran. Evidently for additional
explanation of the interest of the Kurds in this terrorist act, the
Turkish party reported that an attempt was made to transport various
kinds of armament from Iran to Syria in the train under the disguise of
industrial and agricultural cargoes. This meant that simultaneously,
Ankara tried to play up to the accusations of Damascus and Tehran on
the part of the US, for example, the accusations that Syria and Iran
were allegedly accomplices of terrorists in the Middle East.

Everything is simpler with regard to Iraq. Having once again accused
authorities of the Kurd Autonomy (North Iraq) of hiding of militants
of the Kurd Workers’ Party, Turkish generals moved reinforced
units of their troops, including heavy armored vehicles, to the
Turkish-Iraqi border. Active re-deployment and the concentration of
Turkish troops, including special forces, have been going on there
and on the Iranian-Turkish border adjacent to Iraq in the last few
weeks. Recently, Ankara announced the complete closing of its borders
with Iraq. Very few people doubt now that military invasion of Turks
into North Iraq is inevitable. Warnings and persuasions on the part
of the US and NATO do not seem to help.

According to the Iranian news agency IRNA, practically for the whole
day of May 28, bitter fighting was going on in West Azerbaijan,
30 kilometers from the Iranian-Turkish border, between Iranian
border guards, security forces and units of the corps of guards
of the Islamic revolution on the one side and an unknown group of
saboteurs-terrorists being a part of, as Iranian sources put it,
a "spy network" that a certain party tried to insert deep into the
territory of Iran. In the course of the fighting, Iranians killed
15 terrorists (as of the morning of May 29), whereas they themselves
lost seven people (members of the corps of the guards of the Islamic
revolution). Incidentally, Iran did not report whose spy networks
were defeated by its security agencies 30 kilometers from the border
with Turkey. Nor was anything said about the national composition
of the group of saboteurs who tried to penetrate deep into Iranian
territory. In any case, the group was watched (there are grounds to
believe that Iran has been warned about the invasion from Turkey)
and was encircled. After a proposal to surrender was declined by the
terrorists, Iranian forces started their physical elimination.

So, we should not be surprised if some time later, Tehran will openly
accuse Ankara of an attempt to interfere into the internal affairs
of Iran and wage a policy of terror on the state level. The reason
was that at the end of May, some ex-region forces (in which both the
US and Turkey could be singled out) once again tried to destabilize
the situation in North Iran. That is why opinions of people in Iran
and outside it differed. Observers think that it is possible that
Ankara has really prepared and is preparing for an invasion (although
a short-term and local one) not into North Iraq but into North Iran
"to help the insurgents" from the part of the Iranian Azerbaijanis
who decided to struggle actively against the "Farsi chauvinism"
under the influence of American propaganda.

Ankara announced the closing of its border with Iraq. Its borders
with Iran remained the same, that is, actually transparent. This
means that they are prepared for another attempt of infiltration by
a subversion group into Iranian territory. It is not incidental that
after May 31, mass media in Turkey and, according to its initiative,
some mass media of Azerbaijan, started saying that Kurd armed
forces allegedly got engaged into a battle against Iranians in West
Azerbaijan! There is no logic in this. Why do the Kurds need to start
a war on three fronts at once when they are virtually engaged into
a civil war in Iraq and in a permanent war against Turkey? The Kurds
also know better than others that Iran is very attentively watching
what is happening on the territories of Iraq and Turkey adjacent to
it. That is why the version was more credible that, on May 28, the
Turkish military simply tried to test the vigilance and readiness of
Iran to various kinds of combat operations. Nobody can guess if it
was a plan of Turkish politicians or military or if they actively
fulfilled the order of Americans who announced the beginning of a
"non-lethal action" against Iran in the region. Only time will tell.

Finally, it is necessary to speak about Georgia. In the report from
Tbilisi on May 30, there is seemingly no hint about the "Turkish
trace." Along with this, some members of the Georgian parliament and
representatives of some non-parliamentary parties and human rights
activists received letters in their email boxes in which the terrorist
group Islamic Army threatened to attack the Georgian military in Iraq
should Tbilisi refuse to give up its plans to increase its military
contingent in this Arab country. The anonymous terrorists also promised
"to blow up the entire South Caucasus."

Incidentally, versions appeared speaking about the appearance of
threats on behalf of the Islamic Army in Russia too. For example,
it is rumored that no matter who works this plot out, it may serve
as a pretext for a proposal of deployment of American AMD elements
on the territory of Georgia. It is possible that Washington counts
on this very turn of events. In case of their deployment in Georgia,
American radars will be able to watch not only Iran and will also
ensure the observation of tests of the Russian intercontinental
missiles at the Kapustin Yar testing range.

Along with this, there is also a more obvious version in the context
of the actions of Turkey in conditions of internal confrontation. Who
composes the Muslim population of Georgia? Azerbaijanis, Turks of
Meskhetia, Kistin Chechens and Adjar people…all these groups of the
population are one way or another connected with Turkey. This does not
mean that some of the representatives of these ethnic groups inside
Georgia decide to blow up the already fragile internal political and
ethnic peace. This means that for some reason, it is simply beneficial
for Ankara to have instability established in all or in the majority
of the countries bordering with Turkey onshore. In this case, it is
impossible to rule out that the goal of such virtual blackmailing
is the creation of an atmosphere of mistrust between the Christian
and Muslim population of Georgia. In this case, the Turkish military
would receive a chance that something happens almost in all neighboring
countries and in Turkey the situation does not go out of control due
to the military alone.

In our opinion, a preliminary conclusion may be the following: as
long as Turkey does not give up the temptation to play the dominating
role of the "regional dictator," including such play in Transcaucasia,
not a single nation living nearby will have any guarantees that Ankara
does not wish to use its entire rich arsenal of political and military
provocations against it.

He said it is enough to question 10 most known political figures in
order to find out who they consider the eminent politician in the
country after them.

"After himself, everyone will call the name of Levon Ter-Petrosyan. I
can say about it with confidence based on the common political
analysis and impressions from negotiations with the oppositional
party leaders. Talking of the strong features of Ter-Petrosyan as
a presidential contender, I mean his entire multilateral potential
that may lead to the victory", A. Zurabyan said.

Asked if it won’t be difficult to return the former president to the
active political life, A. Zurabyan replied that there were many cases
of return of ex-leaders to the higher posts in the state. "It is enough
to give an example of Charles de Goll, who went off the policy and
then returned to the president’s post with triumph. Another example
with Eduard Shevarnadze in Georgia and Heidar Aliyev in Azerbaijan",

Renovation underway at Parakar Art School

The 180 students of Paraqar art school after Hovik Edgaryan will start the
academic year in improved conditions.
The one-storey building of the school which is now being reconstructed was
damaged as a result of 1988 earthquake and lost seismic stability.
Through funds allocated by the Hayastan All-Armenian Fund French affiliate
reconstruction at the art school started in February 2007. As part of the
project the roof of the building was reconstructed, its walls reinforced,
the floor and the inner water pipe-lines were renovated, new doors and
windows were installed. At present interior refurbishment works are being
carried out at the art school.
Almast Svajian, principal of the school, mentioned that thanks to the
Hayastan All-Armenian Fund the art school will also have a concert-hall. `At
last the children will have the opportunity to appear on stage and give
concerts in a comfortable concert-hall’ says the principal.
Specialized painting, ceramics, brass band and other art classes will have
their separate classrooms. Additionally national applied art circles like
carpet-making, tapestry and etc will also be established. Ms. Almast Svajian
is sure that the safety and the enhanced conditions of the school will
generate additional interest towards the art school and will inspire its
teachers and students.

Prime Minister Serzh Sarkisian introduced six new Cabinet members to
their staffs on Monday visiting the ministries where new heads were
placed in charge under the president’s decree late last week.

Thanking the former ministers for their work, Sarkisian welcomed the
newly appointed members of his Republican Party-dominated Cabinet,
including the ministers of health, urban development, youth affairs
and sport, trade and economic development, justice, and environment.

He introduced all the six new ministers as "experienced in work and
promising for the future."

Sarkisian advised Gevork Danielian, who succeeds veteran Justice
Minister David Harutiunian in office, to "change his glasses".

"I wish you a success. I wish you to be able to replace your
prosecutor’s glasses with ministerial glasses within a short period
of time," Sarkisian said, addressing the new minister, who had served
in the prosecutorial system for many years.

Harutiunian, who had served as justice minister for a decade,
admitted it was hard for him to depart from a place to which he had
dedicated a big chunk of his life. "It is difficult to say good-bye to
a staff among whom I’ve spent almost a fourth of my life," he said,
expressing a hope that the justice ministry will continue its work
with excellence under the new head.

At the Ministry of Trade and Economic Development Premier Sarkisian
introduced former Central Bank Board member Nerses Yeritsian, who
comes to replace veteran minister Karen Chshmaritian.

"Since he was 25, the man [Nerses Yeritsian] had occupied the Bank’s
Board member’s position. This is telling in itself," Sarkisian said,
praising the newly appointed young minister’s track record.

At the Environment Ministry, Vartan Ayvazian, who had led the
sphere for six years, vacated his ministerial chair to former urban
development minister Aram Harutiunian.

The former minister of health Norair Davidian, of the Armenian
Revolutionary Federation Dashnaktsutiun, who has been succeeded by
Prosperous Armenia’s Harutiun Kushkian, received a gift — a gold
scalpel — from his former staff.

"And what if Norik [Norair Davidian] had been the urban development
minister? Would he have received a gold earth-moving machine then?"

The prime minister joked at this presentation.

The other Cabinet members introduced by Sarkisian were newly appointed
urban development minister Vartan Vartanian of the Prosperous Armenia
his fellow partisan Armen Grigorian, who will be in charge of sport
and youth affairs separated into a ministry due to the structural
readjustment in the government.

President Robert Kocharian signed the order on establishing Armenia’s
new government late on Friday. The new 17-member Cabinet reflects
the spirit of the partnership agreements sealed by Armenia’s three
leading parties earlier last week.

Serzh Sarkisian’s Republican Party of Armenia, which swept to a
landslide victory in last month’s parliamentary elections, has
its members leading 11 ministries, with three ministries given to
wealthy businessman Gagik Tsarukian’s Prosperous Armenia party and
the traditionalist Armenian Revolutionary Federation Dashnaktsutyun,
which came distant second and third in the polls.

Azeri and Armenian leaders failed to reach agreement on the disputed
Nagorno-Karabakh enclave at talks in Russia.

"The two sides have presented their positions. I can’t say progress
has been made on these positions," Azerbaijan’s Foreign Minister Elmar
Mamediarov said, Reuters reports. For his part, Armenian Foreign
Minister Vardan Oskanyan said: "A serious discussion has taken place
in St Petersburg but no agreement has been reached."

"The sides were offered new, alternative ways of resolving the
conflict, they will be discussed," Bernard Fassier, OSCE MG French
Co-chair said in his turn. "The negotiations will continue", he
resumed.

To recall, the meeting of Azeri President Ilham Aliyev and Armenian
President Robert Kocharyan was held on June 9 within the frames of the
International Economic summit in St Petersburg.

New Azerbaijan Party (YAP) has sent a protest letter to OSCE Minsk
Group co-chairs Yuri Merzlyakov (Russia) and Matthew Bryza (USA)
against their statement in Yerevan.
The letter reads that Merzlyakov’s statement in Yerven on June 7 is
far from objectivity and harm the conflict settlement process. About
Bryza’s statement saying `Azerbaijan occupies some territories of
Nagorno Karabakh’, YAP’s protest letter reads `There has never
existed an independent state of Nagorno Karabakh either in the past
or now, and that’s way it can’t have any internationally recognized
borders. Nagorno Karabakh is an inalienable part of Azerbaijan and it
is a farce to say Azerbaijan occupies its own territory’.
The letter concludes that the reckless and untrue statements by
co-chair countries’ diplomats harm the settlement process and cause
regret and concern.
`This proves that either they are unaware of the history of the
conflict or they are obviously biased,’ the letter says.

Moscow, 8 June: Washington’s reply to Moscow’s proposal on the joint
use of the Daryal radar station in Qabala in Azerbaijan will show what
aims the USA is pursuing deploying its missile defence facilities in
Eastern Europe, according to Russian State Duma MP Maj-Gen Nikolay
Bezborodov.

"If the USA’s statements to the effect that the deployment of the
elements of the missile defence system in Europe is indeed not directed
against Russia, then Washington should support Vladimir Putin’s
proposal," Bezborodov told Interfax-AVN on Friday [8 June].

The Qabala radar station covers exactly the direction which, judging by
statements by American politicians and the military, is of great
concern to them. The Qabala radar station is looking south covering all
missile directions, with its big perimeter starting in Turkey and
ending in Pakistan," he said.

"The proposal of the Russian head of state "clearly shows that it is
Russia that stands for constructive dialogue and cooperation," the MP
said.

According to him, the Qabala radar station "is exactly the station
which will make it possible, literally a few seconds after a missile is
launched, not just to detect the launch, that can be done by satellites
in geostationary orbit, but also to track down the missile’s trajectory
and pass advance information for the missile’s interception at a
required point".

Earlier, the former chief of the Main Staff of the Strategic Missile
Troops, Col-Gen Viktor Yesin, told Interfax-AVN that "in order to
control missile launches in Iran, the Americans’ cooperation with
Russia would suffice since our Qabala radar station in Azerbaijan is
quite capable of providing this control".

The Qabala radar station (range capability is about 6,000 km) was put
into operation in 1984 and went on combat duty in February 1985. It is
part of the Russian missile attack early warning system and is designed
to record intercontinental ballistic missile launches in the Southern
Hemisphere, including intercontinental ballistic missile launches from
US submarine missile carriers in the Indian Ocean basin, and to monitor
the air space and space in the southern direction.

The Daryal radar monitors the air space and space over the territory of
Iran, Turkey, India, Iraq, Pakistan, partially China, as well as other
Asian and African countries.

The station is designed to conduct continuous reconnaissance of space
to detect ballistic missiles in the trajectory of their flight and
space object in orbit, defining the parameters of their movement and
providing information on space and jamming analysis to the command
posts of the missile attack warning system.

The legal status of the radar station in Qabala is stipulated in the
Russian-Azerbaijani agreement of 25 January 2002.
