Turquie : le procès des assassins de Dink

ISTANBUL (de notre correspondante).- « Nous ne voulons pas d’une
Turquie où les assassins peuvent circuler librement dans les rues ! »
Scandant ce slogan, près de 2500 personnes étaient rassemblées, lundi
matin, près du tribunal d’Istanbul où s’est ouvert le procès des
meurtriers présumés de Hrant Dink. Le rédacteur en chef d’Agos avait
été tué de trois balles tirées à bout portant, le 19 janvier dernier,
devant le siège de cet hebdomadaire bilingue arméno-turc.

Négligences des forces de l’ordre

En dehors d’Ogun Samast, un chômeur de 17 ans qui a reconnu être le
tireur, et des ultranationalistes Yasin Hayal et Erhan Tuncel,
organisateurs présumés de l’assassinat, 15 autres personnes se
trouvent sur le banc des accusés. Mais pour les avocats de la famille
Dink, le dossier a été bclé: il tait les graves négligences, frôlant
la complicité, des forces de l’ordre et ne désigne pas les vrais
commanditaires.

L’enquête a pourtant démontré que les indics de la police et de la
gendarmerie avaient alerté 17 fois sur les préparatifs de
l’assassinat, sans que les forces de l’ordre ne prennent une seule
précaution. De surcroît, les gendarmes qui ont arrêté Samast ont été
filmés le traitant en héros, posant avec lui devant le drapeau turc.
Déjà impliqués dans l’attentat contre un Mc Donalds, les deux
commanditaires du meurtre avaient été très vite relchés dans le
passé. « Un groupe au sein de la police, dont je ne sais s’il est
légal ou illégal, nous a contrôlés. Si nous avons été utilisés pour
le service de l’État, n’est-il pas du devoir de l’État de protéger
nos droits ? » a écrit Hayal, en mai, aux procureurs.

Mais aucun de ces points ne figure dans le dossier d’accusation. Veli
Kuçuk, général en retraite qui avait menacé Dink avant sa mort et qui
est soupçonné d’avoir des liens avec des attentats imputés aux
milieux nationalistes, a aussi été exclu de la procédure.

Hrant Dink avait tenté de briser les tabous en s’exprimant sur des
sujets brûlants, dont le génocide arménien qu’Ankara refuse de
reconnaître. Mais les tabous, surtout en ce qui concerne « l’État
profond » (terme pour désigner la nébuleuse criminelle et
nationaliste incrustée dans l’appareil étatique) ont la peau dure en
Turquie. « Ce procès porte aussi sur la question de savoir dans quel
type de pays nous voulons vivre », a déclaré Fethiye Cetin, avocate
de la famille.

On June 4 RA Defense Minister Michael Harutyunyan received the
Ambassador Extraordinary and Plenipotentiary of India to Armenia, Mrs.
Rina Pandey.

The Ambassador congratulated Michael Harutyunyan on assuming the
Defense Minister’s Office.

During the meeting the parties turned to the provisions of the
memorandum of understanding between the Defense Ministers of Armenia
and India signed in 2003.

Noting the considerable progress in the Armenian-Indian diplomatic,
trade-economic and cultural relations, the parties emphasized the
importance of cooperation in the military sphere.

Speaking about the settlement of the Nagorno Karabakh issue, the
Ambassador noted that despite the frequent cease-fire violations by the
Azeri side, the Armenian side is inclined to solve the issue in a
peaceful way.

A number of issue related to regional security and stability were also
discussed.

Last weekend the NKR presidential candidate Masis Mayilyan had meetings
in Stepanakert. Masis Mayilyan met with the residents of Saroyan,
Sargsyan and Vagharshyan streets.

The residents of Saroyan street asked the candidate’s opinion on the
fact that the officials support the common candidate and common people
support him. The candidate said he is grateful that common people
support him. "You are right. I rely on common people, including
those who now work for the government, party and non-governmental
organizations and cannot support me openly," Masis Mayilyan said.

One of the residents of Sargsyan Street asked with doubt if the
candidate will have enough courage and will to fight corruption
and illegality if he is elected. Masis Mayilyan confirmed that
he possesses these traits. He also added: "A group of people have
appeared out of law and do whatever they want." "The law must be
applied to everyone. Those who cheated and robbed people will be made
responsible," said Masis Mayilyan.

A woman said she supports Masis Mayilyan. "We want to elect a president
who will treat us like humans. This won’t do anymore," she said.

"We want to elect a person who thinks. Has anyone asked us over the
past 19 years how we live?" said a woman who lives on Vagharshyan
Street.

The voters again asked to hold debates between the two main candidates,
Masis Mayilyan and Bako Sahakyan for people to understand "who is
who." "Like in Armenia, the debate between Kocharyan and Demirchyan.

Whereas the government makes statements, supports one of the candidates
and does not let people orient," said a voter.

PYATIGORSK, JULY 2, NOYAN TAPAN – ARMENIANS TODAY. The honoring
ceremony of Armenian leavers who finished school with a medal took
place in the city of Pyatigorsk, Stavropol territory. According to the
editorial office of the Yerkramas newspaper of Armenians in Russia,
the event was organized by the Stavropol regional department of the
Union of Armenians in Russia, on the initiative of the Armenian youth
organizations of the territory and with their active participation
in the celebration, as well as with participation of the Armenian
communities.

The event started at the Surb Sargis (Saint Sargis) church of
Pyatigorsk with the liturgy served by Ter Aram Hunanian, the Deputy
Head of the Russian Southern Diocese of the Armenian Apostolic Church,
and other clergymen of the Armenian churches of Stavropol. Then,
already at the big hall of the Panorama cafe, situated on the Mashuk
mountain, in official conditions, representatives of the Armenian
intelligentsia, doctors of sciences, honored teachers of Russia,
honored doctors, artists, Europe boxing champion David Hayrapetian,
and heads of RA and NKR youth delegations gave diplomas and souvenirs
to the medallists (122 leavers). Disks of the film "Mother" were given
to all medallists by the Armyanskaya Panorama newspaper of Armenians
of Stavropol and Terek.

The handing of the diplomas was accompanied by performances of
song and dance ensembles of different cities of the territory. The
Stavropol department of the Union of Armenians in Russia has also
set special stipends in the sphere of Armenology, journalism, and
political science.

On July the 2nd RA Defense Minister Michael Harutyunyan received the
US Charge d’Affaires Anthony Godfrey on the occasion of completion
of the term in office of the US Military Attaché Russell Grimley.

At the start of the meeting Anthony Godfrey presented the newly
appointed Military Attaché, Lieutenant Colonel Robert Baxter.

Michael Harutyunyan thanked Mr. Russell Grimley for productive
cooperation and wished success in his further mission and decorated
with "Garegin Nzdeh" medal of the Armed Forces of the Republic
of Armenia.

During the meeting the parties discussed issues related to the current
state of bilateral relations in the military sphere and perspectives
of their development.

At the end of the meeting Mr. Harutyunyan congratulated the newly
appointed Military Attaché, Lieutenant Colonel Robert Baxter,
expressing hope that the bilateral military cooperation will further
expand during his tenure in office.

ARMENIAN PEOPLE’S DESTINY"

YEREVAN, JUNE 29, NOYAN TAPAN. "Terry Davis, the Secretary General of
the European Council, is abusing his position by using it in favour of
the anti-Armenian policy of the British Government," Haroutiun
Arakelian, the Chairman of the Armenian Liberal Democratic Party,
believes. As he mentioned at the June 28 press conference, Terry Davis
"has entitled himself to be the master of the Armenian people’s
destiny." According to H. Arakelian, nobody is entitled "to foresee
beforehand on behalf of the world that the presidential elections of
the Republic of Nagorno Karabakh will not be recognized by the world
and declare that the Republic of Nagorno Karabakh is considered a
captured territory."

In H. Arakelian’s opinion, Terry Davis is openly conducting a pro-Azeri
policy by using the Council of Europe in the interests of the "British
Petrolium" organization of the oil industry, which has made great
investments in Azerbaijan.

Taking into consideration the lately published "ideas and wishes" of
the Secretary General of the Council of Europe, the Chairman of the
Armenian Liberal Democratic Party suggested to the factions represented
in the National Assembly to organize open hearings concerning the
developments expected in the Republic of Nagorno Karabakh and the
suggested solutions, as well as "envolving all interested parties in
them."

H. Arakelian says: "The RA Minister of Foreign Affairs should be
engaged in issues of the foreign department at least from time to time
besides making intrigues in the Diaspora and expressing his
dissatisfaction with Terry Davis’ partiality and abuse of position."

On 29 June Azerbaijani President Ilham Aliyev received a group of
Azerbaijani and Armenian intellectuals who visited Nagorno-Karabakh
and Armenia on 28 June.

A group Azerbaijan and Armenian public figures led by the Armenian
and Azerbaijani Ambassadors to Russia, Armen Smbatyan and Polad
Bulbuloglu, toured Stepanakert and Shushi on 28 June under the aegis
of the OSCE. Later on they visited Yerevan to meet with Armenian
President Robert Kocharyan.

The group included Prof. Armen Smbatyan, the Armenian Ambassador
to Russia, Prof Sergey Sarachyan, the Rector of the Yerevan State
Conservatoire, Acad.

Radik Martirosyan, the President of the National Academy of Sciences
of Armenia, Prof. Alexander Grigoryan, People’s Artist of Armenia,
Head of the Russian Drama Theater, Lyudmila Grigoryan, Head of the
Therapeutic Department of the Republican Hospital of Armenia, Prof
Polad Bulbuloglu, the Azerbaijani Ambassador to Russia, People’s

Reaffirming his country’s position on the Karabakh conflict President
Aliyev emphasized that the dispute could only be solved on the
basis of the principles of territorial integrity of Azerbaijan and
inviolability of borders, with granting a high level of self-governance

YEREVAN, JUNE 28, NOYAN TAPAN. RA Prime Minister Serge Sargsian,
at his June 27 meeting with Greek President Karolos Papoulias and
the delegation led by him, that arrived in Armenia on a state visit,
stated that the RA government is ready within the limits of its powers
to exert all efforts for fulfilling the agreements reached between
the Armenian and Greek Presidents, for the sake of the two countries
and Armenian and Greek friendly peoples.

S. Sargsian expressed gratitude for the assistance provided to
Armenia by Greece in various spheres so far, especially emphasizing
cooperation and assistance in the military sphere. The Prime Minister
said that working in the security sphere for many years and officially
communicating with the leadership of the Greek Defence Ministry,
he has always felt their warm friendly attitude and readiness to
cooperate. The Prime Minister attached importance to expansion and
further development of that cooperation, especially in this period,
when Armenia implements the Individual Partnership Actions Plan with
NATO, and the experience and assistance of Greece can be of great use.

S. Sargsian agreed to the Greek President’s viewpoint, according to
which friendly neighboring countries pursuing common interests are
not so many in this complicated region, so, for the sake of ensuring
friendly peoples’ security and well-being, the efforts should be
combined as far as possible in the issue of solution of the current
problems and implementation of development programs.

K. Papoulias regretted to say that such a complicated neighbor as
Turkey, which constantly causes problems, if changed and guided
by values proper to the European family, then neither Greece nor
Armenia would have to allocate bigger resources from country’s GDP,
at the expense of social programs, for issues of ensuring defence
and security.

The Greek President expressed satisfaction with not only the high level
of bilateral political relations, but also Armenia-Greece interested
cooperation in the international sphere and their readiness to support
each other. He said that Greece already has some experience in the
respect of European integration and activity within the Euroatlantic
framework and is ready to be useful with that experience on the way
of fulfilment of goals considered as important in Armenia’s foreign
policy.

During the meeting, both sides attached importance to active work of
Armenian-Greek Intergovernmental Commission in the issue of development
of economic cooperation. Agricultural, trade and tourism, military,
educational spheres were numbered among those, in which cooperation
has prospects for the two countries. In RA Prime Minister’s words,
the RA government’s program for the coming five years also attaches
importance to these spheres.

At the end of the meeting the Greek President expressed confidence that
the Greek and Armenian peoples very alike in their human potential,
wisdom and capabilities and having a centuries-old history, which
have been able to overcome all difficulties during their history,
from now on will also be able to have progress and achievements by
supporting each other and deepening the relations for even more.

The Armenian youth team of Greek-Roman style wrestlers headed by
chief coach Armen Babalaryan left for Belgrade today. The Armenian
sportsmen will participate in the European Youth Championship to be
held June 29-July 1.

Six wrestlers are included in the Armenian team – Babken Karapetyan
(50kg), Norik Khachatryan (55kg), Vahram Khachatryan (60kg), Arman
Papyan (66kg) and Aram Stepanyan (74kg) and Arthur Shahinyan (84kg).

AMENDMENTS AND ADDENDA ENVISAGED IN LAW "ON RA INTERNATIONAL AGREEMENTS"

YEREVAN, JUNE 27, NOYAN TAPAN. The RA National Assembly at the June
27 special session in the first reading discussed the bill authored
by the government, according to which amendments and addenda are
envisaged in the law "On RA International Agreements."

According to the current bill, the interstate international agreements
signed are to be ratified. The government also proposes determining
a simplified procedure for the ratification of interstate agreements
about providing grants, humanitarian aid, donation to the RA or
envisaging technical-economic, financial or other cooperation provided
that use of the above mentioned agreements does not contradict the
RA legislation and does not envisage changing the law or adoption of
a new law, as well as that the above mentioned agreements do not lay
financial or any other property commitment on Armenia. In the above
mentioned cases the agreements are to be approved by the RA President
and will not be submitted for the NA’s ratification.

Representatives of the Zharangutiun (Heritage), the Orinats Yerkir
(Country of Law) factions and independent MP Viktor Dallakian spoke
against the bill.

In their opinion, the bill contradicts the RA Constitution, as
the balance of power wings is violated. They think that the bill
also contradicts the expansion of the NA’s powers envisaged by the
constitutional reform. The voting of the bill will take place later.
