Belarusian plane crashes in Yerevan

A Belarusian passenger plane crashed on takeoff in the Armenian
capital of Yerevan on Thursday.

The 18 passengers and three crew members survived the crash, but six
people were taken to hospital with burns, the local ArmInfo news
agency said.

The Canadian-built CRJ-100 owned by Belarusian national airline
Belavia and bound for Minsk flipped over on the runway at Zvartnots
Airport and burst into flames at 4:15 a.m, according to the report.

Flights to and from Yerevan’s airport were halted temporarily.

European envoy urges Azerbaijan to involve Armenia in economic
projects

The newly-appointed OSCE envoy on Nagornyy Karabakh, Heikki Talvitie,
has urged Azerbaijan to involve Armenia in economic projects.

"Both sides should believe that they will benefit more from resolving
the conflict rather than fighting a war, especially in the sphere of
economic development and trade. In particular, Azerbaijan should
involve Armenia in its economic projects," Talvitie said in an
interview with Ekspress newspaper published on 14 February.

Asked why he thinks the OSCE Minsk Group’s efforts to settle the
Nagornyy Karabakh conflict have yielded no results over the past 14
years, Talvitie said: "I would not like to speak about the political
component of the peace talks. This issue is of low importance… If
the South Caucasus region operates as a single economic zone, more
investors will show interest in working in this region."

The envoy said that his appointment showed that Finland, the current
OSCE chair, was set to pay more attention to the resolution of
conflicts. "In general, the OSCE’s chances to resolve conflicts in
the South Caucasus region are increasing. But this absolutely does
not mean that this or some other organization will adopt a decision
instead of the [conflicting] sides through making statements or
assisting to implement projects," Talvitie said.

PRESIDENTIAL ELECTION IN ARMENIA: HOW THE COUNTRY WILL DEVELOP

Last week the Russkiy Mir Foundation set up in Armenia the first
Russian resource center that makes the modern Russian literature,
Internet resources, audio and video resources and the Russian
language teaching methods and programs accessible to Armenia’s
inhabitants. The center was opened in Yerevan State University, many
people including members of the press attended the event. We will
continue to set up such centers in the CIS member-states and other
countries.

Last week the results of the poll conducted by the English service of
public opinion were made public. It became clear that the situation
in Armenia resembles at first sight the election situation in Russia.

There is a candidate whose status can be compared with that of First
Vice Premier Dmitry Medvedev. This is Prime Minister Serzh Sarkisyan.

There are two candidates who can be compared with the Communist Party
leader Gennady Zyuganov and leader of the Liberal Democratic Party
Vladimir Zhirinovsky. Those are former Speaker of Armenia’s
Parliament Artur Bagdasaryan and the first President of Armenia Levon
Ter-Petrossian. The others belong to the third category.

Sarkisyan’s rating was about 51 percent of the vote. If to take into
account those who have not decided yet who to vote for, he has gained
an advantage over his rivals and could win the election in the first
round. This success is based not only on the administrative resource
(built-in advantage) but also on the profound socioeconomic
groundwork. Armenia is one of the dynamic countries in both the
post-Soviet space and the world. Its GDP growth makes up 13 percent.
Only a couple of countries have such performance. If to take into
account that Armenia has neither oil nor gas resources, it is very
impressive.

Now the people’s mood is better than it was ten, five or two years
ago. In outward appearance the country also changes for the better.

The Russian factor plays a certain role. Sarkisyan is rightly
considered to be a man enjoying Moscow’s favor. In Armenia there are
no anti-Russian attitudes, on the contrary pro-Russian attitudes are
very strong. According to the same public opinion poll, over 80
percent of the Armenian population sympathize with Russia.

Sarkisyan is supported by the Russian authorities. He is on friendly
terms with President Vladimir Putin. They have known each other for
many years. They headed their countries’ military, security and law
enforcement agencies simultaneously before Putin became Prime
Minister in 1999. They cooperated within the CIS framework in
different coordinating military, security and law enforcement
agencies. Sarkisyan showed himself to good advantage last year when
he was the Chairman of the Intergovernmental Committee on Economic
Cooperation. Indeed, we made such a breakthrough in stepping up the
economic relations only with this country – 68 percent in 2007.

So, in terms of politics and electoral base, Sarkisyan has a good
chance of winning the elections. But it is not only electoral bases
that matter before the election in Armenia. In the country a fierce
struggle has been waged, which becomes apparent in the street
election campaigning and the press. In Armenia there are more than
300 foreign observers alone, with only about 1900 polling stations.

If to speak about Sarkisyan’s main rivals, the public opinion polls
show that they are much less popular than he is. Bagdasaryan’s rating
is 13 percent, that of Ter-Petrossian is 12 percent. The question was
raised about the uniting of the opposition and the creation of the
single opposition front against Sarkisyan. There is almost no chance
that the single front will be formed. Some political leaders
conducted their campaign against Ter-Petrossian rather than
Sarkisyan. Bagdasaryan and Ter-Petrossian alliance seemed to be less
fabulous and, at the same time, not very realistic. An official
alliance could be built before February 9, when it was possible to
withdraw one’s candidature.

But even then that alliance would not work in full measure. Firstly
they are very ambitious policy-makers. Apart from that, the public
opinion polls show that only a half of Bagdasaryan’s voters are ready
to back Ter-Petrossian. But if Ter-Petrossian withdrew his
candidature, his voters would back up Bagdasaryn. Ter-Petrossian
would gain little by Bagdasaryan’s withdrawing his candidature and,
on the contrary, Bagdasaryan would gain much by Ter-Petrossian’s
withdrawing his candidature. But the latter is impossible. I cannot
imagine Ter-Petrossian withdrawing his candidature.

The opposition often takes people to the street. The Saturday rally
was just another case in which, according to various estimates, about
30 thousand people took part. It is noteworthy that this was the most
organized and prepared opposition rally. At the rally Ter-Petrossian
said that if the authorities did not want to treat the opposition
kindly, the opposition members could use force. In my opinion the
election will not be calm. The opposition will not put up with the
election returns. But I am far from believing that a color revolution
may take place.

The opposition aggressively uses its sham connections with Russia.
The opposition members say that they are guided by Moscow but what
they do is juggle with facts. Information about an interview given by
Ter-Petrossian to the Russian daily `Izvestia’ caused a stir. As a
matter of fact, `Izvestia’ published no interview with him. The same
is true of the statement that supposedly Ter-Petrossian came to
Moscow and met Dmitry Medvedev. In Medvedev’s Secretariat I was told
that the meeting had not and would not take place.

Ter-Petrossian is not regarded as a pro-Russian politician. I should
note that under Ter-Petrossian the Russian schools were shut down.

The opposition uses the Nagorno-Karabakh factor in its
domestic-policy campaign. Sarkisyan is accused of his belonging to
the Nagorno-Karabakh clan. The opposition mass media speculate that
if Sarkisyan wins the election, the Nagorno-Karabakh inhabitants will
take up all state positions and that the prices will be brought down
for them.

The status of Nagorno-Karabakh is not touched upon during the
election campaign. Obviously, there is a consensus. The official mass
media suspect that Ter-Petrossian may continue to support the
compromise on the Nagorno-Karabakh issue. Ter-Petrossian denies that.

On the whole, the Nagorno-Karabakh factor is less important than the
issues pertaining to the authorities’ honesty, the economic situation
and the social problems.

I would like to explode some myths about the presidential election in
Armenia. Ter-Petrossian and Bagdasaryan have used the Russian factor
for a long time saying that Russia backs neither of the candidates
and keeps in touch with some Armenian policy-makers including the
opposition members and that under Ter-Petrossian the relations with
Russia developed aggressively.

The second myth is as follows: the opposition leaders cast doubt on
the entire economic policy that is pursued in the country. This way,
the electorate and the foreign (including Russian) big business are
warned that the results of the economic policy may be revised. This
threatens to seriously destabilize the situation in the country.

Another myth is that the government impedes the election process. But
we know that the number of the observers exceeds the number of
election observers in other post-Soviet countries. The opposition is
on the radar screen.

The last issue, which is actively tried to cash in on, is that the
Russian press undoubtedly supports the opposition candidates. Many
Armenian policy-makers give the Russian press interviews, therefore
the conclusions about unconditional support should not be drawn.

Paul Goble posted an article on "Window on Eurasia" website on Aaland
Islands Arrangement and its application to the resolution of Nagorno
Karabakh problem, APA reports.

Paul Goble mentions that almost since the Karabakh conflict began two
decades ago, outside observers have suggested that the arrangements
the League of Nations made for the Aaland Islands in the 1920s could
serve as a model for the peaceful resolution of the dispute between
Armenia and Azerbaijan.

"It maintained the territorial integrity of Finland while providing
almost unlimited autonomy to the Swedish-speaking population of this
archipelago," he writes.

Recalling the history of the Aaland Islands issue Paul Goble
underlines some positive sides of the process: "Each conflict is
unique and conflicts of Nagorno Karabakh and Aaland Islands have
differences. First, they are islands and so have a tradition of
being relatively isolated. Second, the population has long been
mono-cultural and mono-linguistic. If Karabakh is mono-ethnic now,
it is so only because of the flight of most Azerbaijanis because of
the fighting. And Aaland conflict did not lead to large number of
dead as in Nagorno Karabakh," the article says.

BRAD SHERMAN OPPOSES ADMINISTRATION FUNDING LEVEL TO ARMENIA

Armenian Assembly Seeks Increased Funding

Washington, DC – The Armenian Assembly of America praised Brad Sherman
(D-CA) for raising strong concerns regarding the Administration’s
proposed budget for Armenia during the House Foreign Affairs Committee
hearing with Secretary of State Condoleezza Rice today.

In response to Sherman’s statement, Secretary Rice replied that
Armenia also receives funding through the Millennium Challenge Act
(MCA). In March of 2006, the United States and Armenia concluded a
5-year, $235.65 million compact under the MCA to help reduce rural
poverty and increase agricultural productivity in Armenia. This
funding is separate and distinct from the funding provided under the
Freedom Support Act.

Sherman told the Armenian Assembly that "the Administration’s budget
request is wholly inadequate. Assistance provided under the MCA is
not a substitute for other important programs in Armenia provided
under the Freedom Support Act. I will work with my colleagues to
correct this gross disparity."

Condoleezza Rice was on Capitol Hill testifying regarding the
Administration’s Fiscal Year 2009 International Affairs Budget. The
Administration’s budget slashed funding to Armenia by nearly 60
percent from $58.5 million in FY 2008 to a proposed level of $24
million in FY 2009. The budget request also called for more military
funding for Azerbaijan; a clear breach of the agreement reached with
Congress in 2001 regarding military parity for both countries. Under
the Administration’s budget request, Azerbaijan is slated to receive
$900,000 in International Military Education Training compared to
$300,000 for Armenia. 

"We commend Congressman Sherman for raising this concern directly with
the Secretary. The Armenian Assembly strongly opposes the allocation
level as proposed by the Administration and will fight to ensure
robust assistance for Armenia," stated Executive Director Bryan
Ardouny.

On February 1, 2008, the Armenian National Committee of Illinois
(ANC of IL) sponsored a fundraiser for Congressman Daniel Lipinski
(D-3). The event was hosted by Mr. And Mrs. Sarkis and Betty
Arakelian and held at Saints Joachim and Anne Church in Palos Heights,
Illinois. Over 40 supporters were in attendance to thank and honor
a Representative who is a strong supporter of the Armenian American
community.

Following the event, ANC of IL Chairman Ari Killian commented:
"It is a pleasure honoring an elected official who is committed to
issues that are important to Armenian Americans." The ANC of Illinois
recently endorsed Congressman Lipinski for the February 5th primaries,
which Lipinski won with over 53% of the votes.

In November of 2007, Congressman Lipinski gave a powerful floor speech
addressing the Armenian genocide and presenting its history, denial,
and need for remembrance stating: "…today we have the opportunity
to speak of the annihilation of the Armenians . We can finally
characterize the systematic murder of 1.5 million Ottoman Armenians
as genocide, and rightfully condemn those atrocious killings that
occurred 90 years ago. The prevention of future genocides may depend

Congressman Lipinski’s assignments include Committee on Transportation
and Infrastructure, Committee on Science and Technology, and Committee
on Small Business. Lipinski is a co- sponsor of House Resolution
106 Affirmation of the United States Record on the Armenian Genocide
Resolution, and is a member of the Armenian Caucus.

Lipinski was elected in 2004. He is a Chicago native and currently
lives in Western Springs, Illinois with his wife Judy.

and the World Armenian Congress Ara Abrahamian urged the citizens of
Armenia to vote for the presidential candidate from the Republican
Party Serzh Sarkisian.

Mediamax reports that, speaking at a news conference in Yerevan,
Ara Abrahamian stated that Serzh Sarkisian is a candidate who is for
the deepening of cooperation with Russia.

According to him, for Armenians, residing in Russia, the stance of
the Armenian authorities concerning the prospects of Armenian-Russian
relations, in the given context the stance of Serzh Sarkisian, gives
all the grounds to assume that the relations of the two countries
will continue developing.

Ara Abrahamian expressed opinion that Serzh Sarkisian is a strong,
consistent and intelligent leader, capable of solving both economic
issues, and the problems, related to the security of Armenia.

URA Chairman expressed hope that the presidential elections in Armenia

YEREVAN, FEBRUARY 11, NOYAN TAPAN. Today the Armenian people is
afraid of the authorities. Stating this at the rally held on February
9 in Yerevan with the participation of many thousands of people,
RA presidential candidate Levon Ter-Petrosian assured: "I return
for the people not to be afraid of the authorities any longer, for
the people to feel free and independent and to be able [as before]
to criticize me again."

According to him, people is filled with fear in two cases: when the
authorities are alien and second, when the authorities are criminal
and hide something from the people.

Levon Ter-Petrosian stated that thanks to his meetings and rallies the
atmosphere in the country has changed considerably, people’s moods have
also changed. In particular, in Yerevan and in four regions around
Yerevan, in Aragatsotn, Armavir, Ararat, and Kotayk, the situation
has already changed and there is no atmosphere of fear. However,
in his words, there are still such moods in the country’s remote
regions. At the same time, he expressed the hope that the national
movement will have an impact on the remote regions as well.

The first President’s speech was accompanied by the words "Freedom"
and "Victory" voiced by the rally participants.

A procession with the participation of many thousands of people was
held after the rally. The procession’s participants led by Levon
Ter-Petrosian and his supporters went towards Mashtots Avenue, then
to Koryun, Abovian, and Tumanian streets. The procession, which was
held without any incidents, ended in Liberty Square, where the first
President again spoke. The latter thanked the people: "This rally
and procession proved how big the barrier between the people and the
authorities is, as well as proved that I indeed have no insuperable
obstacles," Levon Ter-Petrosian stated.

`Dialogue between Armenians and Turks is necessary,’ Director of the
Armenian Genocide Museum-Institute Hayk Demoyan said during the
international conference on `Countries of the Caucasus and the Middle
East: Possible partners in the process of formation of the regional
security system.’ He noted that Turks must realize that the genocide is
part of their history they have been carefully concealing for many
years. According to Hayk Demoyan, the dialogue will promote the
establishment of trust between the younger generations of Armenians and
Turks. According to him, it’s pleasant that positive progress has been
registered over the past years: the number of Turks interested in the
topic has increased. `Turkish citizens visit the Museum to familiarize
themselves with history, but a different history which is not spoken
about in Turkey, because there is Article 301 of the Penal Code and
there is a common atmosphere,’ Hayk Demoyan declared.

Turkey’s activity in the direction of denying the fact of the Genocide
results in deepening of crisis among the Turkish society. Thus, a
special organization on the level of National Security Agency has been
established in Turkey to act against the recognition of the Armenian
Genocide. However, the further denial of this fact is a threat to
Turkish identity. `The official interpretation of history is one thing,
what the world speaks and writes about is a different thing. It’s
already a serious challenge, since the most terrible may happen: own
citizens will stop trusting their authorities. A conflict will emerge
that can lead to the collapse of the state. Currently deep processes of
restoration of history are underway: the heritage of Ataturk is being
discussed, which was not the case before.

According to Hayk Demoyan, the discussion of the Genocide issue is
certainly a challenge to Turkey. Nevertheless, the task of Armenia is
not to aggravate the situation. `We must not present the Turks as
enemies or potential enemies, we must conceive them as partners for the
dialogue that will serve the interests of both countries,’ he noted.

Vice-President of the Istanbul Fund of Journalists and Writers Jemal
Ushak also addressed the conference. He also underlined the necessity
of launching dialogue between the societies of the two countries.
