Yerevan /Mediamax/. Armenian Foreign Minister Vartan Oskanian signed
a decree today on dismissing six employees of the Foreign Ministry,
who supported the day before the Ex-President Levon Ter-Petrosian.

Mediamax reports that the Minister reminded that the Armenian law
"On diplomatic service" forbids the employees of the Ministry getting
involved in political activity. "Six our employees decided to break
this law and they were dismissed as a result", Vartan Oskanian stated.

At that, the Minister noted that he took up this step with regret,
since the Foreign Ministry lost good diplomats. "We have limited
resource, and the loss of each employee is noticeable for us", Vartan
Oskanian stated, noting that it takes quite a long period of time,
human and material resources to prepare diplomats.

Among the employees of the Armenian Foreign Ministry, who supported
Ex-President Levon Ter-Petrosian, is the spokesman of the Foreign
Ministry Vladimir Karapetian and the head of the NATO Department
Marta Ayvazian.

What concerns the three Ambassadors and the Deputy Foreign Minister
of Armenia, relieved of the positions occupied by them and deprived
of the diplomatic rank by the decree of the President late last week,
Vartan Oskanian stated:

"I do not imagine how Ambassadors of Armenia, who are the
representatives of the President, could join a movement, the leader
of which describes our country as a "kleptocratic regime", and the
President – as the Head of the given regime".

YEREVAN, FEBRUARY 25, NOYAN TAPAN. Karo Karapetian and Tigran
Safarian, members of the parliamentary faction of the Bargavach
Hayastan (Prosperous Armenia) party, made a statement, in which
they expressed their indignation on the occasion of an "irrelevant
speculation" of their names.

It was declared at the mass meeting of the opposition on the eve
that the above-mentioned two MPs have joined the movement headed by
Levon Ter-Petrosian.

"We have, all in all, said that we are against the instigation
of instability in the country, which is full of unpredictable
consequences, which the forces standing on the platform have decided to
use as a support for them," is said in the statement of K. Karapetian
and T. Stepanian, which was spread by the press service of the
Republican party.

The Bargavatch Hayastan party together with the Republican Party of
Armenia has supported a common presidential candidate, and we will not
change our principles. As members of the Bargavach Hayastan party,
we officially declare that our position is distinct and no one has
a right to make a statement on our behalf," is said in the statement
of the MPs.

Tigran Stepanian affirmed in his interview with the Radio Liberty,
that he and Karo Karapetian have not left the Bargavach Hayastan
party and have supported and are supporting Serge Sargsian.

Azerbaijan is not ready to meet with the new President of Armenia to
hold negotiations on THE regulation of THE Nagorno-Karabakh conflict.

`Time is needed to prepare for the meeting. The initiative of OSCE
Minsk Group is necessary in order to hold negotiations on the
settlement of the Nagorno-Karabakh conflict,’ Araz Azimov, the Deputy
Foreign Minister of Azerbaijan, stated to journalists.

The presidential elections were held in Armenia on 19 February.
According to the latest information by Armenian Central Election
Commission, Serj Sarkisan, Prime Minister, collected about 52.86% of
votes and won the elections. Armenian opposition does not agree with
the results.

Azimov said that the new initiatives would define the next steps
which Azerbaijan will take. The date for the co-chairmen’ visit to
the region has not yet been announced.

The conflict between the two countries of the South Caucasus began in
1988, due to the Armenian territorial claims against Azerbaijan.
Since 1992, the Armenian Armed Forces have occupied 20% of
Azerbaijan, including the Nagorno-Karabakh region and its seven
neighbouring districts. In 1994, Azerbaijan and Armenia signed a
ceasefire agreement which ended the active hostilities. The Co-Chairs
of the OSCE Minsk Group ( Russia, France, and the US) are currently
holding the peaceful negotiations.

The participants of the demonstration at Hayk Square of Vanadzor
expressed their support for the newly elected President of the Republic
of Armenia Serge Sargsyan. Calls of unity and the willingness to
support Serge Sargsyan prevailed in the speeches of representatives of
schools, factories, higher educational establishments, young people,
heads of community and veterans.

Armed with flags and posters thousands of Vanadzor citizens expressed
their willingness to be united during a demonstration accompanied by
calls: "Onward Armenia." The speakers at the meeting mostly mentioned
that defeat must be accepted, instead of making attempts to seize
power by disparting the society. They once again reminded about the
heavy conditions of the population during Levon Ter-Petrosyan’s rule.

It says that they support the people’s movement and in fact support the
opposition. Deputy Foreign Minister Armen Bayburtyan, Armenia’s
Ambassador to Italy, Spain and Portugal Ruben Shugaryan, Armenia’s
ambassador to Kazakhstan and Kyrgyzstan Levon Khachatryan and

elected legitimate president of Armenia can answer to the foreign

with our figures and we have seen that as many as 10,000 additional
votes were given to Serzh Sargsyan in just 40 electoral districts. I
lost there as many as 7,000 votes, Artur Bagdassaryan lost 5,000 votes,
presidential candidate Levon Ter- Petrossyan said during the rally of
his supporters at Liberty Square today.

In case of thorough recount Serzh Sargsyan would fall back from the
first to fourth place. "I have won the elections by polling 65%-66% of
the votes. The leader of Orinats Yerkir party Artur Bagdassaryan is the
second, the member of ARFD Vahan Hovhannissyan – the third." As regards
the international observers, they have not given any assessment of the
election, they just described it but they clearly specified the
violations observed. Simply, they are polite people and express their
views according to accepted rules and notions. Ter-Petrossyan said that
it was a blasphemy to compare the election in Armenia with any election
in Europe. He said that the past presidential election in Armenia could
be compared with electoral processes in countries like Pakistan or
Afghanistan.

on the active and competitive presidential election of February 19 and
note the preliminary assessment of the OSCE ODIHR and Parliamentary
Assembly that the election was "mostly in line with OSCE and Council

ArmInfo. Police will take the necessary measures if the participants
in the opposition rally violate the law, Prime Minister of Armenia,
recognized the winner of February 19 presidential election in Armenia,
told Reuters.

Serzh Sargsyan does not think legal the opposition demand to cancel the
result of the voting and conduct new election. ‘We have received the
positive assessment of international observers and foreign embassies’,
he said. ‘We must convince them not to violate the law and public
order and not to infringe the rights of other citizens. However,

of the participants in the February 22 rally of the first Armenian
president Levon Ter-Petrosian and the political forces supporting him
was sent to the RA Central Electoral Commission (CEC). The application,
which was read by the chairman of "New Times" party Aram Karapetian,
contains demands that the CEC should take immediate steps for
disclosure of the election rigging.

According to the application, if the CEC does not take such steps, it
will finally become the main instrument and support for reproduction
of the robber state, sharing all the law-envisaged responsibility
for further developments.

A. Karapetian said that under various pretexts the district electoral
commissions have created obstacles to reception of empowered persons’
applications for recounting. Nevertheless, according to him, L.

Ter-Petrosian’s empowered persons have managed to hand in over 300
applications for recounting. "Until now only one application, the
one related to polling station 5/4, has been checked, as a result
it was revealed that over 100 voting papers with votes for the
presidential candidate L. Ter-Petrosian had been put among voting
papers recognized invalid," he said, adding that the further checking
was stopped without any reason after this fact was discovered.

It is indicated in the application that the electoral commissions are
obviously marking time in order to prevent the recounting applications
from being examined. "During this period, electoral commissions
with great pleasure have checked the polling stations indicated by
empowered persons of the candidates who received less than 1% of
votes. That is, the violations committed during the whole electoral
process are continuing now," is said in the application-letter that
was handed to the CEC in the presence of about 500 rally participants.

YEREVAN, Armenia (AP): Thousands of angry opposition supporters marched
through Yerevan to protest the outcome of Armenia’s presidential vote,
which officials said was won by Prime Minister Serge Sarkisian.

The demonstrations raised concerns of instability in the volatile,
strategic country at the juncture of the energy-rich Caspian Sea
region and southern Europe.

However, with the West and key ally Russia signaling approval of
election, it was unclear whether the opposition would muster enough
support to mount a serious challenge and force a new vote — or spark
a mass uprising like those that occurred in other ex-Soviet republics.

Election officials said a final count showed Sarkisian with nearly 53
percent of the vote in Tuesday’s election — enough to win outright
and avoid a runoff. His main opponent, Levon Ter-Petrosian, had
21.5 percent.

The observer mission from the Organization for Security and Cooperation
in Europe said there were concerns about the vote count, but issued
a generally positive assessment.

And Russian President Vladimir Putin, whose country has close ties
with Armenia, congratulated Sarkisian on his victory.

Ter-Petrosian’s backers have alleged widespread fraud, and 20,000
protesters gathered in central Yerevan on Wednesday, then marched
to the government headquarters, many shouting "Levon!" and raising
clenched fists — Ter-Petrosian’s campaign symbol.

Helmeted police blocked the building, and protesters moved on to
finish their rally at another square after darkness fell. Police
watched calmly from sidewalks and no incidents were reported.

"I would like to assure you that no one will be able to stop us from
making sure that the rule of law is observed," Ter-Petrosian told
cheering supporters.

His senior aide Nikol Pashinian, called another protest for Thursday
and warned supporters to dress warmly — a sign that the opposition
hoped for prolonged protests.

"They think we will shout a little and then go home, but this square
must get filled with twice as many people as the votes that Serge
stole," Pashinian said.

The claims of vote-rigging and beatings of activists enraged
many Armenians, but it was unclear how many people would turn
up for further demonstrations on a working day and in freezing
temperatures. Opposition efforts were also weakened by the lack of
outside support and the favorable coverage Sarkisian receives in
local media.

Yerevan was the scene of weeks long protests following outgoing
President Robert Kocharian’s re-election in 2003, which the opposition
also called fraudulent. The protests never gained momentum, however,
like in neighboring Georgia or Ukraine, where demonstrations brought
opposition leaders to power in what became known as the Rose and the
Orange revolutions.

Sarkisian was groomed by Kocharian and was widely expected to win,
in part because of favorable media coverage and support from the
state bureaucracy.

He has also benefited from economic improvements in recent years.

Sarkisian and Ter-Petrosian — Armenia’s first president after the
1991 Soviet collapse — were the two top contenders vying to lead the
South Caucasus nation, where more than a quarter of its 3.2 million
people live in poverty despite some economic progress in recent years.

The election campaign was dominated by the country’s economic revival
and efforts to resolve the status of Nagorno-Karabakh — a mountainous
region in neighboring Azerbaijan that has been under ethnic Armenian
control since a cease-fire ended six years of fighting in 1994.

Kosovo’s declaration of independence from Serbia on Sunday added an
element of uncertainty for Armenians, many of whom see clear analogies
between Kosovo and Nagorno-Karabakh.

The Armenian government says the region should be recognized as
a sovereign state, while Azerbaijan says it will never cede its
territory.
