NICE, MARCH 24, NOYAN TAPAN. In the 6th tour of the Amber International
Chess Tournament being held in the city of Nice, France, Levon Aronian
competed with Shahriyar Mamediarov (Azerbaijan) and drew the games in
blind and speed chess. In the 7th tour L. Aronian in blind chess drew
the game with Veselin Topalov (Bulgaria) and won in speed chess. In
the 8th tour the grand master from Yerevan competed with Viswanathan
Anand (India). In blind chess he beat his competitor, and a draw was
recorded in speed chess.

L. Aronian has gained 10.5 points and remains at the top of the
tournament table. The leader is followed by Magnus Carlsen (Norway)
with 9.5 points, Peter Leko (Hungary) with 9 points, Alexander
Morozevich (Russia), Veselin Topalov (Bulgaria), Viswanathan Anand
(India), and Vladimir Kramnik (Russia) with 8.5 points each.

March 24 is announced a rest day in the tournament.

Russian and Armenian customs officials signed an agreement simplifying
customs procedures for alcohol exports on March 20.

Deputy chief of the Armenian State Customs Committee Gagik Khachatryan
said other issues relating to the Armenian alcohol exports to Russia
were discussed, including setting up a second ferry route to Russia’s
Kavkaz port for Armenian goods.

Due to closed borders between Armenia and Azerbaijan, and Russia and
Georgia, Armenia exports cargo to Russia via Georgia’s Poti port.

A veteran Turkish journalist, rounded up as part of a probe into a
shadowy anti-government network, was released Sunday after a storm
of criticism over his detention, the Anatolia news agency said.

Ilhan Selcuk, 83, chief columnist of the secularist Cumhuriyet
daily and a fierce critic of Prime Minister Recep Tayyip Erdogan’s
Islamist-rooted government, was however banned from leaving Turkey
until the probe is over, Anatolia quoted his lawyer Akin Atalay
as saying.

Selcuk was arrested in a pre-dawn operation Friday along with 11
other people. Four others were also released Sunday, Anatolia said.

They were questioned as part of an investigation into a group
of suspected ultra-nationalists who reportedly plotted unrest and
political assassinations in Turkey in a bid to discredit and eventually
topple the government.

Selcuk’s arrest unleashed accusations from civic groups and opposition
parties that the government is using the probe to intimidate critics
at a time of simmering political tensions.

Some accused the government of seeking vengeance against secularist
forces after a prosecutor asked the Constitutional Court last week
to outlaw the ruling Justice and Development Party for undermining
Turkey’s secular system.

The probe was launched in June after the discovery of explosives in
an Istanbul house.

Retired soldiers, journalists, lawyers and underworld figures are
among 39 people who have so far been jailed, awaiting trial.

Officials have made no statement on the investigation and prosecutors
are yet to draw up an indictment to detail the charges and start
a trial.

The Turkish media, citing unnamed sources, say police are investigating
whether the suspects were involved in acts of political violence
aiming to discredit the government.

This would include the murders of ethnic Armenian journalist Hrant
Dink, Italian Catholic priest Andrea Santoro and a senior judge,
they say.

Reports claim some of the jailed suspects also planned to assassinate
2006 Nobel literature laureate Orhan Pamuk, a pro-government journalist
and several Kurdish politicians.

The media largely considers the probe as an onslaught against the "deep
state" — a term used to describe members of the security forces acting
outside the law to preserve what they consider Turkey’s best interests.

Political scientist Levon Melik-Shahnazaryan said during the ARF Youth
Forum that if the pressures from Azerbaijan continue, Armenia will
even have to recognize the independence of Karabakh, sign agreements
and launch activities to pursue the recognition of its independence
by countries of the world. However, according to him, the moment
has not matured yet. "If the development of events does not change,
it will become a necessity," Levon Melik-Shahnazaryan said.

As for the change of the format of negotiations, Levon
Melik-Shahnazaryan supports the 3+3+1 format, where the first three
are the Minsk Group Co-Chairs, the remaining three are Armenia,
Azerbaijan and Karabakh, the last one is the Islamic Republic of
Iran. "Several times Iran has expressed such will, and I think it will
not refute the proposal to get involved in the negotiation process,"
the political scientist said.

Russian Deputy Foreign Minister Grigory Karasin has conveyed greetings
to Armenian President-elect Serzh Sargsyan on behalf of the Russian
leadership, the Armenian government press service said.

Meeting with Sargsyan in Yerevan on Wednesday, Karasin said Moscow
was preparing for his upcoming visit to Moscow.

Karasin and Sargsyan talked about the internal political situation
in Armenia after the presidential elections, the press service said.

Sargsyan said the Armenian authorities attached primary importance
to stability of the state institutions and the people’s security. He
assured the Russian diplomat that all steps the authorities would
take in the future would also be based on the rule of law.

Consolidation in society and the presence of the atmosphere of
tolerance and dialogue are also important factors, Sargsyan said. The
president-elect said he was open to talks with anyone prepared for
such dialogue.

YEREVAN, MARCH 20, NOYAN TAPAN. Armenia’s GDP made 221 bln 403.1
mln drams (over 719.3 mln USD) in January-February 2008, exceeding
by 10.1% the respective index of 2007. According to the RA National
Statistical service, GDP index-deflator made 105.1%.

Industrial production amounted to 108 bln 29.7 mln drams in
January-February 2008, growing by 3% on the same period of last
year. Industrial production without diamond production made 106 bln
633.8 mln drams, growing by 4.3%.

Gross agricultural output made 25 bln 770.9 mln dram, growing by 0.4%,
construction amounted to 18 bln 312.4 mln drams, growing by 22.9%.

Retail trade made 120 bln 928.3 mln drams in January-February 2008,
increasing by 9.4% on the same months of 2007, while services amounted
to 80 bln 151.1 mln drams, growing by 11.8%.

The consumer price index made 107%, the index of prices of
manufacturers’ production – 105.4% in January-February 2008 as compared
with the same period of 2007.

The number of officially registered unemployed made 72.4 thousand in
late February, declining by 14.3% on the same months of 2007.

The average monthly nominal salary made 83.772 thousand drams in the
first two months of 2008, or by 22.5% more than in January-February
2007. The same indices with respect to employees of budgetary
institutions made 58.834 thousand drams and 14.4%, with respect
to employees of nonbudgetary institutions – 105.629 thousand drams
and 25.3%.

Foreign trade of Armenia amounted to 687 mln USD in January-February
2008, growing by 24.3% on the same period of last year. The
same indices without diamond trade made 645.8 mln USD and 28.9%
respectively. Exports made 143.6 mln USD, increasing by 6.2%, exports
without diamond exports – 123.5 mln USD, increasing by 9.3%. Imports
made 543.4 mln USD, growing by 30.2%, imports without diamond imports –
522.3 mln USD, growing by 134.6%.

The average exchange rate of the Armenian dram against the US dollar
made 307.78 drams in January-February 2008 – against the average
exchange rate of 342.08 drams in the year 2007.

Azerbaijani President Ilham Aliyev has described the latest UN General
Assembly on the situation in Azerbaijan’s occupied territories as
"a great diplomatic and political victory". He said that the adoption
of the resolution is "a manifestation of our political might".

In his speech at festivities to mark the Novruz holiday, which were
broadcast live by the state TV channel AzTV on 20 March, Aliyev praised
Azerbaijan’s achievements and said that the country is developing at
a high pace both economically and politically.

Azerbaijan is the leading state of the region, and from now on,
the country will only move forward on the path of progress, he said.

Commenting on Azerbaijan’s foreign policy priorities, Ilham Aliyev
highlighted the country’s contribution to the energy security of
Europe. "Our foreign policy is aimed at strengthening stability,
deepening cooperation in the region and restoring peace," he said.

Aliyev reiterated that Azerbaijan will only accept a settlement of the
Karabakh conflict on the basis of the its territorial integrity and
that "the independence of Nagornyy Karabakh will never be recognized".

The president also congratulated the nation on the Novruz holiday.

Recording the fact that, it is difficult to estimate the resolution
submitted by Azerbaijan to the UN General Assembly can’t be estimated
as a serious political victory over Armenia, we shouldn’t forget
anyhow that the before mentioned fact is a tangible achievement for
official Baku in the propaganda war between the two countries.

Even if the resolution " The Situation in the Occupied Territories
of Azerbaijan" is of consultative nature, the fact that the General
Assembly has passed a resolution that entirely expresses Azerbaijan’s
standpoints regarding Karabakh conflict and has considered us
"occupants", demonstrates the success of Azerbaijani side in the
propaganda war.

In our view the propaganda "pressing" that is used by Azerbaijan
for many years on OCSE Minsk group member countries playing the role
of a mediator in the negotiation process is much more dangerous. It
includes all the possible versions of influence and blackmail, which
are used every day and every moment in conditions of the passive and
even evidently infantile stance of Armenian diplomacy. During the
past years, when our diplomacy was trying to act in accordance with
the proposals made by OSCE Minsk group co-Chairs, it turned out that
they were demanding the same thing from Azerbaijan and this demand
has become ineffective because "The wolf can change his coat but not
his disposition".

While we speak about being constructive, Azerbaijan either
destructively criticizes the co-Chairs, or threatens Armenia with
a war, or blackmails the international community with oil-gas,
or puts into action the potential of GUAM, Islamic conference and
other organizations, or comes out with a joint announcement of its
political powers against the proposals made by the co-Chairs.

Eventually, slowly but consistently they create the wrong image among
the international community that Armenian side that has won the war
is interested in the peaceful and civilized settlement of Karabakh
conflict, because we are vigilant of the new military clash with
Azerbaijan, which is "becoming more and more powerful". From here
they draw a conclusion that some issues that have become a subject
of the negotiations must have a pro-Azerbaijani solution.

Azerbaijan is consistently applying the strategy of "small victories":
occupies a position and immediately tries to possess the next one. That
is why immediately after the adoption of March 14 resolution Baku
openly blackmails Minsk group co-Chairs, intimidating to refuse
their service. In return to his "generosity" Azerbaijan demands
that the point of the settlement principles submitted in Madrid,
which recognizes the sovereignty of NKR people is changed.

Each Ministry of Azerbaijan has already submitted an application to
different international organizations regarding this false issue,
and the "issues of fires" have been transferred to the tribune of the
General Assembly, in case when, from our side the barbarous destruction
of the cross-stones in Hin Jugha is marching on the same spot.

It turns out that Armenian side responds only in case Azerbaijan
brings surprises and while they manage to block the initiative of
the rival, Azerbaijan submits two instead of one. It is evident that
in such circumstances, we can’t expect that the fact recorded in the
General Assembly on March 14 won’t be repeated.

The passiveness of our diplomacy manifested during the previous years,
and because of the absence of Armenian state structures to conduct a
consistent propaganda overseas, Armenian people who have celebrated
the 20th anniversary of Karabakh movement and two Armenian states
are facing tough challenges, because the continuous failings in the
sphere of propaganda intimidate to turn into serious failures in the
foreign policy.

U.N. General Assembly focused Friday on the resolution on Azerbaijan’s
occupied territories that demands from Armenia to immediately pull out
the troops of Nagorny Karabakh. Russia, the United States and France
that co-chair the OSCE Minsk Group for Nagorny Karabakh voted against
the resolution. Baku rebuffed by threatening to break relations with
the opposing states and change the format of the Minsk Group.

Baku submitted the draft to the General Assembly in late February.

The document was put to vote past Friday and rejected by Russia, the
United States and France. Those states co-chair the OSCE Minsk Group
that has endeavored to find a peaceful solution for Nagorny Karabakh
conflict since 1992. The given reasons are that the draft elaborated
by Azerbaijan doesn’t reflect all approaches towards sorting out the
Karabakh problem.

Indeed, the document ignores even the previously reached agreements,
including holding a referendum to determine the status of that
region. "The draft has taken into consideration only some of the basic
settlement principles that correspond to the interests of Azerbaijan
exclusively without mentioning, for instance, the determination of
final legal status of Nagorny Karabakh by holding a plebiscite amid
the population for free and true declaration of will," the RF Foreign
Ministry said in the statement released after voting.

The resolution was voted by 146 of 192 U.N. member-states. Of them,
39 (including 33 Moslem states) upheld the document, seven (Russia,
the U.S., France, Armenia, India, Angola and Vanuatu) rejected it
and 100 preferred to abstain.

Baku rebuffed in no time, threatening to revise the relations with
Moscow, Washington and Paris along with the format of Minsk Group
that has been working in the current form since 1997.

Moscow views UN resolution on N. Karabakh as serving only
Azerbaijan’s interests

MOSCOW

Moscow views the resolution of the UN General Assembly on the
situation in the occupied territories of Azerbaijan passed on Friday
as a move that serves only the interests of Baku.

"The OSCE Minsk Group co-chairmen mediating in the settlement of the
Nagorno-Karabakh conflict voted against this document. In a joint
statement explaining the motives for this voting, they qualified this
step on the part of Azerbaijan as one-sided, untimely, and counter-
productive. It has been informed about this position repeatedly and
at different levels," the Russian Foreign Ministry said in a
statement on Saturday.

"In particular, the draft resolution includes only some of the basic
settlement principles meeting only Azerbaijan’s interests, without
mentioning, for example, the ultimate need to determine Nagorno-
Karabakh’s status through holding a plebiscite for its population so
that it could express its will truly freely," it said.

"This approach has made the draft resolution unacceptable to Armenia
and worsened prospects for the soonest possible resumption of
top-level Armenian-Azeri talks on the Nagorno-Karabakh settlement
following the inauguration of the new Armenian president," it said.

"Russia, together with the U.S. and France, are willing to continue
the Minsk Group co-chairmen’s active mediation to complete the
coordination of the basic settlement principles, which would make it
possible to return stability and calm to that region of the South
Caucasus," it said.

It was reported earlier that the delegates to the 62nd UN General
Assembly session passed a resolution proposed by Azerbaijan on the
situation in the occupied territories of Azerbaijan by 39 votes, with
seven votes against and 100 abstentions on Friday.
