The Jubilee Commission preparing the celebration of the 100th
birthday of the Vazgen A Catholicos of All Armenians convened its
first sitting today.

Upon the instruction of the Commission Chair, Prime Minister Serge
Sargsyan, the sitting was presided over by RA Deputy Prime Minister,
Minister of Territorial Administration Hovik Abrahamyan.

The Commission discussed the draft program of the arrangements
dedicated to the 100th birthday of His Holiness Vazgen A, which
envisages more than 15 events in scientific, cultural and other
spheres. In particular, it is envisaged to hold a scientific conference
in summer and autumn, organize a religious music festival, an exhibit
of photo materials, publish the full collection of Vazgen A’s works,
hold open lessons dedicated to the life and work of the Patriarch in
secondary schools.

The program of arrangements envisages naming one of the central
streets in Yerevan and Etchmiadzin after Catholicos Vazgen A and set
a scholarship after His Holiness at the Theological faculty of the
Yerevan State University.

The 100th jubilee evening dedicated to Catholicos Vazgen A’s 100th
birthday will be held at the National Theatre of Opera and Ballet
after Alexander Spendiaryan.

The draft program of arrangements will be presented to the ratification
of the Commission Chairman.

YEREVAN, APRIL 1, NOYAN TAPAN. For Chairman of the Democratic Party
of Armenia (DPA) Aram Sargsian, calling to criminal liability
people engaged in politics for purely their political views is
inadmissible. As he said at the April 1 press conference, stability
is one of the development preconditions of each country, but stability
achieved by repressive methods can result in nothing good.

According to A. Sargsian, after the March 1 tragic events the
people is expecting positive steps by the authorities to improve the
situation. Unless these positive steps are taken, as the DPA leader
predicted, a wave of protest will rise again and this time it will
be stronger. A. Sargsian stated that personally he is waiting for
April 10, that is, the day following the newly elected President’s
inauguration day, when, in his opinion, the President will do his first
actions on the new post. "After April 10 it will be possible to judge
whether the policy of the new President will be identified with the
policy carried on by Robert Kocharian or indeed system changes will
be made," A. Sargsian said.

Touching upon the March 1 events, he said that both the authorities and
the team of first RA President Levon Ter-Petrosian are responsible for
it. A. Sargsian considers that the authorities are to blame, as they
were bot able to prevent the tragic consequences and the oppositionists
are to blame as "they did not think of people’s security." According
to him, L. Ter-Petrosian "is not inclined to give a solution to the
issue" today, either. As A. Sargsian explained, a person, who strives
for keeping society away from shocks does not try to divide people
into his supporters and opponents.

ArmInfo. The Armenian Assembly of America (AAA) considers the
appointment of US ambassador to Armenia to be extremely important,
Director of the AAA Office in Yerevan Arpi Vardanyan told ArmInfo
correspondent, commenting upon the nomination of US ambassador by
George Bush and possible developments in further approvement of the
nominee by the Senate.

She noted that the close bilateral contacts between Armenia and the
Unites States depend on maintenance of the contacts and holding of
consultations at the highest diplomatic level. "Armenia and the USA
share important regional tasks in the sphere of security, economy and
politics. Promotion of these relations is impossible due to the lack
of US ambassador to Armenia", she stressed. She added that George
Bush presented a nominee for the position of the US ambassador to
Armenia. "We expect Marie Yovanovitch to exert every type of effort
to consolidate the important relations between Armenia and the USA
if her nominee is approved by the Senate", she said.

According to the procedure of appointment of the US ambassador, after
the official nomination by the White House, Marie Yovanovitch’s nominee
is to be approved at the hearings at the United States Senate Committee
on Foreign Relations. During the hearings senators will have a chance
to ask questions to Ambassador Yovanovitch. If the Committee approves
her nominee, the hearings will continue at the Senate. At the moment,
the exact date of the hearings at the Committee is not known.

To note, earlier President George Bush nominated Richard Hoagland’s
candidacy to the post of US ambassador to Armenia. But his candidacy
was twice declined by the Senate. In his speeches Hogland cast doubt
about expediency of the Armenian genocide recognition. For this reason
the influential Armenian lobby in the USA and the great majority
of the Armenian society considered Hoagland’s candidacy to the post
inadmissible. At present Ambassador Marie Yovanovitch occupies the
post of US ambassador to Kyrgyzstan.

The Congress of Azerbaijanis in Israel addressed Israeli President
Shimon Peres, Prime Minister Ehud Olmert and Knesset Speaker Dali
Itsik in connection with discussions of so-called "Armenian genocide"
in the Knesset commission.

Representation of the World Azerbaijanis’ Congress in Azerbaijan told
APA that the Congress of Azerbaijanis in Israel said the discussions
of so-called "Armenian genocide" at the Parliament would damage the
Israeli image in the international arena.

"Historical cases showed that these were Azerbaijanis and Turks,
not Armenians, who suffered from the genocide during the World War I.

Armenians pursued the aggressive policy against Azerbaijanis for many
times and killed tens of thousand of peaceful and innocent peoples".

It was also emphasized in the address that Jewish people who resided
in Guba Region of Azerbaijan were the victims of Armenians as well.

"Armenians occupying 20 per cent of Azerbaijan’s territories and
continuing the ethnic cleansing policy committed the genocide act
in Khojali on February 26, 1992. They brutally killed thousands of
women, children and old peoples, but Armenian lobby abroad conceal the
realities and deliver misleading information to the world community,
trying to introduce themselves as a victim of genocide".

Leader of Israel leftist party Merets Haim Oro was able to bring the
so-called "Armenian genocide" issue for discussions at the Knesset
commission on education and culture on March 26.

Jack Kevorkian has announced that he plans to run for
U.S. Congress as an independent in Michigan’s 9th
congressional district.

"We need some honesty and sincerity instead of corrupt
government in Washington," Kevorkian told the Oakland
Press, his local Michigan newspaper.

In order to be placed on the ballot, Kevorkian will
need to obtain 3,000 signatures.

Nicknamed Doctor Death for his boast of helping at
least 130 people – many of whom had no diagnosed
physical illness, – to kill themselves, Kevorkian was
released from jail last year after serving eight years
of his 10-25 year sentence for the murder of
52-year-old Thomas Youk.

Kevorkian is on record as being totally unrepentant
for assisting in the deaths of so many sick and
disabled persons. In an interview from his prison cell
in 2005 he said that although he would not commit
euthanasia again, he would continue his campaign to
legalize doctor assisted suicide.

"But as far as the activity goes, I have said publicly
and officially that I will not perform that act again
when I get out. What I’ll do is what I should have
done earlier, is pursue this from a legal standpoint
by campaigning to get the laws changed."

When asked in the same interview about his views on
the death of Terri Schiavo by starvation and
dehydration, he responded by saying that he would have
killed Terri had his husband asked him earlier. "After
all that long period of time in a coma, I think she
would qualify."

In a 2006 article in the Daily Standard newspaper,
attorney and bioethics critic Wesley J. Smith pointed
out that Kevorkian exhibited an avid interest in death
and dying and had long pursued the goal of performing
experiments on living people he was euthanizing.

"Toward this end, he had spent years attempting to
convince condemned prisoners and the authorities to
permit him to cut open those being executed," Smith
wrote. "Only after that effort failed did he turn his
focus to the sick, disabled, and depressed, in the
hope that through assisting their deaths he would
eventually be permitted to conduct this macabre and
useless research."

Smith also mentions an earlier article in the Journal
of Forensic Psychiatry, where Kevorkian proposed
establishing a series of euthanasia clinics, which he
called "obitoria." These clinics were to be staffed by
physician-killers who would be legally permitted to
terminate people who requested death. Kevorkian
foresaw that the first "patients" would be the
terminally and chronically ill. However, he looked
forward in the article to the clinics eventually being
of service to the existentially anguished, people he
labeled "patients tortured by other than organic
diseases."

During an interview Kevorkian invoked the
Constitution’s ninth amendment as justifying his
actions, and denounced an unnamed tyrannical `they,’
apparently identified with "the tyrant". "My anger is
aimed at my rights being blocked!" said Kevorkian.

As for Kevorkian’s run for Congress, Oakland County
prosecutor Dave Gorcyca, whose office prosecuted
Kevorkian, had this to say: "It’s probably more of a
publicity stunt," Gorcyca told the Press. "To call
attention to himself is standard protocol for Jack
when he doesn’t have the limelight focused on him," he

YEREVAN, MARCH 27, ARMENPRESS: The executive director of the London
Information Network on Conflicts, Denis Samouth, questioned the wisdom
of Azerbaijan’s efforts to seek dissolution of the OSCE Minsk Group
that has been trying for over a decade to help Armenia and Azerbaijan
hammer out a compromise peace deal over Nagorno-Karabakh.

Last week Armenian foreign minister Vartan Oskanian told parliament
members that Azerbaijan started, through the OSCE Secretariat,
a process of the Minsk Group’s dissolution.

Speaking to Armenpress Denis Samouth said there are many other ways to
reinvigorate the process of the conflict settlement. According to him,
Azerbaijan has always been critical of the OSCE Minsk Group activity.

He said if Azerbaijan and Armenia are truly committed to finding
a peaceful solution to the conflict they should agree on the best
format to achieve it.

"The change of the talks’ format will not result in a
breakthrough. What is important is that the sides negotiate by
demonstrating true faith and confidence," he said.

According to Denis Samouth, the South Caucasian region has a huge
potential that was strangled by the Nagorno-Karabakh conflict and
leaders of the region should bear this in mind.

"That will not be extravagancy, it is the duty of regional
leaders. Wars will not solve any of the region’s problems and a
military solution to Nagorno-Karabakh is unacceptable," he said.

"Security is very important for Armenia, but in the 21-st century
security is not only tanks and war planes, it is also good relations
with neighbors,’ he said, adding that the European Union could help
Armenia to revise its relationships with Turkey and Azerbaijan.

"Unlike many others I believe that there is a solution to the
Nagorno-Karabakh conflict. For two years the Minsk Group, co-chaired
by France, Russia and the United States, has been saying the solution
is very close, the EU should pay greater attention to this issue than
before and tell the sides to make the final steps," he said.

And speeds up the process of appointing an Ambassador

After the presidential elections and especially the tragic events
of March 1-2, the statements made by a number of senior American
officials with regard to freezing some of the American programs
implemented in our country have given rise to certain problems in
the Armenian-American relations.

The threats of applying sanctions met with the rough counteraction
of our country’s leadership, and the official Yerevan made it clear
to the American side that regardless the stance of the "Millennium
Challenges" corporation, the programs envisaged within the frameworks
of its assistance will be implemented, and, if necessary, other sources
of funding will be found. Certainly, the US assistance programs are
still important for Armenia, however, it is necessary to keep in mind
that after a sustainable economic growth our country will already be
able to implement some of them at the expense of its own savings.

It is also necessary to keep in mind that taking into consideration
the century-old saying, "the holy place never remains vacant", Armenia
may, upon necessity, find other sources of foreign funding by virtue
of being situated in one of the world’s most sensitive regions.

However, it recently became clear that the US Administration has
started realizing that the program aimed at making a unilateral and
straightforward pressure on Armenia has no prospects at all.

Ter-Petrosyan had already accomplished his task, and the American
administration seemed to be initiating attempts of taking advantage
of its results and pushing Armenia to certain concessions. This
scenario of developments might have come true hadn’t President-elect
Serge Sargsyan paid a working visit to Moscow on March 24. Along with
Russia’s political support to the Armenian authorities, the visit also
heralded the beginning of the implementation of new Armenian-Russian
economic programs.

And thus, on March 25, just a day after Serge Sargsyan’s visit to
Moscow, Matthew Bryza made simultaneously two statements, one of which
bore a reassuring and the other – admonishing character. M. Bryza
made a "new" interpretation on State Secretary Condoleezza Rice’s
statement regarding the termination of the assistance programs to
Armenia after the events of March 1-2. "State Secretary Condoleezza
Rice spoke about the termination of some programs, and not about all
the US assistance programs directed to Armenia. However the necessity
of freezing the US assistance to Armenia may be eliminated since the
authorities of the country have made positive steps towards lifting
the state of emergency."

It is noteworthy that M. Bryza’s reassuring words were accompanied
by his inadequate interpretation on the Armenian President’s recent
statement on the possibility of recognizing the independence of Nagorno
Karabakh. The thing is that Robert Kocharyan had warned Azerbaijan
that if it pursued its policy of questioning the Minsk Group format
and transferring the Karabakh issue to the UN tribunal, Armenia
would, in response, choose to recognize the independence of Nagorno
Karabakh and provide the country with security guarantees. Whereas,
M. Bryza believes that in case of taking such an "asymmetric" step,
Armenia will rule out the possibility of negotiations."

It turns out that Azerbaijan may undertake "asymmetric steps" in the
United Nations, without meeting with an equivalent counteraction,
whereas Armenia has to make exclusively "symmetric responses".

This shows that both the task of continuing the American assistance
programs and the necessity of resuming the previous balanced approaches
will continue to be viewed by the United States as levers of influence
on the authorities of our country. That is, the pressures will
continue, acquiring a conventional and much more flexible character.

In this context, it is necessary to consider the prompt solution of the
issue of the candidacy of the new US Ambassador after the recent events
of Armenia. By the nomination of Mary Jovanovich who has officiated
in different CIS countries for many years, the Bush Administration
undoubtedly desires to have a strong and energetic ambassador in
Yerevan who will be able to work with the required consistency.

However, considering that the appointment of Ambassador is quite
a complicated protocol in the United States, and the country is to
hold presidential elections in November, the United States Armenian
lobby may also say its decisive word with regard to the confirmation
of Mary Javanovich’s candidacy. The whole problem consists only in
the issue to what extent the repetition of Richard Hoagland’s story
is advantageous to the Armenian side, considering that the United
States has not had an Ambassador Extraordinary and Plenipotentiary
in Armenia for more than a year as a result of such story.

Thus, after lifting the regime of the state of emergency in Armenia,
the American administration expresses willingness to review the policy
it has been implementing in relation to our country following the
events of March 1-2. However, after the lame attempts of "lashing"
Armenia, as well as in the pretext of the obvious intention of
promising "pies" to Armenia, it becomes obvious that the Republican
Administration’s is seriously concerned over the prospects of the
further development of Armenian-Russian political and especially
economic cooperation rather than "satisfied" with lifting the state
of emergency in Armenia.

has been relieved of duty in the wake of allegations that he had prior
warning of a plot to assassinate ethnic Armenian journalist Hrant Dink.

Two gendarmes, Sgt. Maj. Okan S. and Spc. Sgt. Veysel S, appeared
in a Trabzon court last Thursday on charges of dereliction of duty
by failing to take the necessary measures to prevent the murder of
Agos weekly editor Hrant Dink, who was gunned down in January 2007.

They confirmed the earlier testimony of a witness, Coskun Igci – the
ex-husband of a relative of one of the prime suspects in the Dink
murder — that they had been clearly warned about a plan to murder
Dink. The two soldiers noted that they had informed their superior,
Oz, of the plot. They also testified that they had previously given
false statements during the course of the investigation after being
pressured to do so by Oz.

Following the testimonies by the two soldiers, a criminal complaint
was filed against Oz for abusing his authority and failing to take
the necessary actions to prevent the assassination of Dink. He was
removed from his position yesterday and sent to the Bursa Regional
Command, Zaman reports.

Affairs Committee of the European Parliament, will visit Belgrade
Thursday to meet with Serbian leadership and propose two scenarios
of regional development: either isolation in a region that will soon
be a part of European Union or quick integration.

In case of the second variant, Brussels and Belgrade would sign an
agreement on free movement throughout the EU and financial assistance
with following accession talks within 2 or 3 years," Mr Saryusz-Wolski
told Dziennik newspaper.

This will be the first visit of an EU representative to Serbia
after the unilateral proclamation of Kosovo’s independence and its
recognition by 34 countries.

Deputy director of the Mashtots Institute of Ancient Manuscripts
(the Matenadaran) Arshak Banuchyan has been detained in Armenia. As
REGNUM correspondent was informed at the first Armenian president
Levon Ter-Petrosyan’s headquarters, Banuchyan is suspected of actions
prosecuted by articles 225 (public disorder) and 225 (1) (violating
public event order) of Armenia’s Criminal Code.

A source at Ter-Petrosyan’s office also said that on March 25,
Lavrent Khachatryan was brought to a Malatia-Sebastia community police
station. According to his relatives’ account, Khachatryan witnessed
how a police car hit a crowd of protesters in the afternoon of March
1. The police at the station has not confirmed that Khachatryan is
at their station.

To remind, Special Investigation Service has initiated criminal action
with respect to disorders and clashes between opposition headed
by ex-president of Armenia Levon Ter-Petrosyan and law-enforcement
agencies on March 1, 2008.

As of March 19, 106 people have been arrested. Most of them are
Ter-Petrosyan’s associates and comrades, including chairman of
political council of the Armenian National Movement Party Ararat
Zurabyan, member of political council of the "Republic" Party Suren
Surenyants, former deputy Prosecutor General Gagik Jangiryan who had
joined Ter-Petrosyan, parliament deputies Sasun Mikaelyan, Myasnik
Malkhasyan, Hakob Hakobyan, and others.
