/PanARMENIAN.Net/ Tens of thousands of people gathered yesterday in
Kadikoy district on Istanbul’s Anatolian side demanding a peaceful
solution to the Kurdish problem.

Many demonstrators at the gathering highlighted their demands for
peace, while saying they do not believe that Prime Minister Recep
Tayyip Erdogan is sincere in his desire to solve the problem.

The demonstration was held by the Peace Assembly, a civil society
organization consisting of academics, journalists, trade union
representatives, intellectuals and political parties, the Turkish
Daily News reports.

Hayastan All-Armenian Fund announces that a new school has opened in
the Verin Horatagh village of Karabakh. The project has been sponsored
by the Toronto affiliate of Hayastan All-Armenian Fund.

The new school will bear the name of a great humanitarian, the
Deputy Speaker of the House of Lords of the United Kingdom Baroness
Caroline Cox.

Dubbed as the "Guardian Angel of Artsakh", Baroness Cox has been
an adamant supporter of Nagorno Karabakh both in the United Kingdom
and internationally, calling for the full and proper recognition of
Nagorno Karabakh, as well support for its redevelopment. Baroness Cox
has visited Nagorno Karabakh more than 60 times and has led numerous
humanitarian missions to the fledgling republic. In 2006 she was
awarded the Mkhitar Gosh Medal by the President of the Republic
of Armenia.

Baroness Caroline Cox, who arrived in Karabakh together with her son,
daughter-in-law and grandchildren, was the guest of honor at the event.

Among the official guests attending the ceremony were the Prime
Minister of Nagorno Karabakh Araik Harutyunyan, Minister of Education
and Science Vladimir Khachatryan, Minister of Civil Construction
Aleksandr Mamunts, Head of the Martakert Administration Sergei Ohanyan,
as well as the Hayastan All-Armenian Fund Executive Director Vahe
Aghabegians, Deputy Director Ara Vardanyan, Chairman of the Toronto
affiliate of Hayastan All-Armenian Fund Migirdic Migirdician, other
representatives of the affiliate, representative of the Fund in
Karabakh Michel Tancrez, other officials and guests from Armenia,
Canada, France, Nagorno Karabakh, and the U.S.

Verin Horatagh, now a community of 530, was devastated in the
Artsakh war.

"Most of the families had to abandon the village to escape the horrors
of war. When it was over, Verin Horatagh resembled a ghost town,"
recalls Naira Arustamyan, principal of the school. "We are grateful to
the Hayastan All-Armenian Fund, Baroness Cox and our Armenian friends
in Canada for this wonderful modern school. I am convinced that the
new school will bring a new sense of hope for a better future to the
residents of our village," she added.

Baroness Cox visited Verin Horatagh village for the first time in
1992 while carrying out one of her numerous humanitarian missions in
Karabakh. Two years ago she shared her memories in an emotional keynote
address at the annual fundraising banquet organized by the Toronto
affiliate of Hayastan Fund. By the end of the highly successful event
funds were fully raised for the construction of the new modern school.

"Baroness Caroline Cox’ involvement and support counted so much in
this project that it is altogether fitting and proper to have the
school named after her. We hope that the school will make a profound
difference in the lives of children and people in the region",
said Migirdician.

"It is a privilege and a great honor for me to be in this precious part
of the world today. Your people are wonderful; you kept the spiritual
and cultural values alive in the dark days of war. This new school will
help give the young people the future they deserve", said Baroness Cox.

The funding of the school was made possible thanks to a number of
individuals among them Massis Kesisyan, who initiated a bicycle
ride from Toronto to Montreal, and prominent pianist Serouj Gajian,
who donated the proceeds from a concert to the construction of the
school. Two classrooms in the school are now named after them. A tiny
replica of an Armenian Church on the roof of the school is a gift to
the community by the Verin Horatagh village tinsmith Varpet Seiran
who has been involved in the construction of the school.

"We are grateful to the Toronto affiliate of Hayastan All-Armenian
Fund and Baroness Caroline Cox for the beautiful gift to the people
of Artsakh.

This school will open a brighter chapter in the lives of residents
of Verin Horatagh", said Aghabegians, Executive Director of Hayastan
All-Armenian Fund.

Exchange Rate Of Armenian Dram Against Dollar Grows 1.1% In May 2008

YEREVAN, JUNE 2, NOYAN TAPAN. The growth of consumer prices and of the
settlement exchange rate of the Armenian dram against the U.S. dollar
made 7.4% and 1.1% in May 2008 on December 2007. In the same period of
last year, 4.2% growth of consumer prices and 3% fall in the settlement
exchnage rate of the dram against the dollar was registered in Armenia.

According to the RA National Statistical Service, 1.3% inflation in
Armenia’s consumer market in May on April 2008 was accompanied by a
0.5% fall in the exchange rate of the Armenian dram against the dollar
(the dram appreciated).

The average exchange rate of the Armenian dram against the dollar made
307.56 drams in May 2008, which was lower by 13.1% than the index of
May 2007 (353.77 drams).

Toronto – The Toronto District School Board has given the green light
to include a high school course on genocide, but the proposed class
has already caused controversy.

The course would focus specifically on the Holocaust, as well as the
Armenian and Rwandan genocides.

But at a meeting last night, some Turkish Canadians protested the
inclusion of the Armenian genocide in the curriculum, while some
Ukrainian Canadians pleaded with the board to include the 1932-33
Soviet-engineered famine that killed millions.

The recommended course would still need to go to a vote of the full
board of trustees before it gets final approval.

participation of 4 teams was held in Yerevan on May 18 – June 1. The
"pretender" team composed of Artyom Balayan, Norayr Kalantarian,
Armen Zelenko and Ashot Keshishian won the champion’s title.

The national bridge team of Armenia has received an invitation to
compete in the First Olympiad of Intellectual Sport Games (bridge,
chess, go, international draughts and Chinese chess) to be held in
Beijing on October 3-18.

Analysis: Armenian Authorities Continue To Send Mixed Signals

Three months after the disputed February 19 ballot in which former
Armenian Prime Minister Serzh Sarkisian was elected to succeed Robert
Kocharian as president, and despite repeated expressions of concern by
the U.S. government and the EU, courts continue to hand down, or to
uphold, prison terms on supporters of former President and defeated
presidential candidate Levon Ter-Petrossian.

On May 23, Armenia’s Court of Appeals upheld three-year prison
sentences handed down to Ter-Petrossian supporters Simon Amirkhanian
and Samvel Karapetian, who were sentenced last month for alleged
interference in the vote count at a polling station in Gavar, RFE/RL’s
Armenian Service reported.

The court similarly upheld verdicts against three Ter-Petrossian
election campaign activists sentenced to between 18 and 30 months in
prison on charges of assaulting a pro-government heckler during a
campaign rally in the town of Talin, and on May 26 against Hovannes
Harutiunian, a Ter-Petrossian proxy sentenced to 18 months in prison
on charges of illegal possession of ammunition.

The Abovian municipal court on May 23 sentenced Sos Gevorgian to one
year in jail on charges of illegal possession of weapons, RFE/RL’s
Armenian Service reported. Gevorgian’s uncle Sasun Mikaelian is one of
three opposition parliamentarians charged with plotting to overthrow
the Armenian leadership in the wake of the disputed February 19 vote.

Meanwhile, the Armenian authorities are planning to deport Zhirayr
Sefilian, a prominent Lebanese-Armenian oppositionist jailed in late
2006. Sefilian and a fellow Karabakh war veteran, Vartan Malkhasian,
were arrested in December 2006 just days after founding an unofficial
pressure group opposed to resolving the Karabakh conflict through
territorial concessions to Azerbaijan.

They too were charged with calling for the violent overthrow of the
Armenian government. A Yerevan court found Malkhasian guilty of that
charge and sentenced him in August 2007 to two years in prison;
Sefilian was acquitted on that charge but found guilty and sentenced
to 18 months in prison for illegal possession of arms. His sentence is
due to end on June 9.

Both Sefilian and Malkhasian claim they were jailed for their pledge
to fight to prevent fraud during the May 2007 parliamentary elections,
and both subsequently endorsed Ter-Petrossian’s presidential
bid. Sefilian’s defense lawyer Vahe Grigorian told RFE/RL’s Armenian
Service that deporting Sefilian would be illegal as he has two
underage children. Sefilian has appealed to Bako Sahakian, president
of the unrecognized Nagorno-Karabakh Republic, to grant him political
asylum there, according to Arminfo on May 22.

The Armenian Revolutionary Federation–Dashnaktsutiun (HHD), one of
the four parties represented in the coalition government, has informed
President Sarkisian of its objections to the decision, first to deny
Sefilian citizenship of the Republic of Armenia, which he has twice
applied for, and then to deport him, HHD bureau head Hrant Markarian
told journalists in Yerevan on May 27, Noyan Tapan reported. On May
28, Armenia’s Administrative Court rejected the police request to
endorse Sefilian’s deportation on the grounds that it was incorrectly
phrased, according to Noyan Tapan.

Meeting on May 24 with President Sarkisian in Yerevan, three visiting
members of the U.S. House of Representatives — Adam Schiff (Democrat,
California), Wayne Gilchrest (Republican, Maryland), and Allyson
Schwartz (Democrat, Pennsylvania), all of them members of the House
Democracy Assistance Commission — expressed their shared concern
about the ongoing postelection crackdown, RFE/RL’s Armenian Service
reported on May 26.

"We are concerned with the problems that occurred during the election,
the violence that occurred after the election," Schiff told RFE/RL
after the talks. "We consider ourselves very strong friends of
Armenia. We want a good and successful future for Armenia, a
democratic Armenia…. So we are here to try to assess the situation
and talk with the Armenian government about how we can help move the
government further in the direction of democracy," he said.

Specifically, Schiff stressed U.S. concerns that at least some of
those detained and sentenced in the wake of the postelection protests
and the violent clashes on March 1-2 in Yerevan between police and
security forces and Ter-Petrossian supporters were targeted purely
because of their political affiliation. "We’ve raised concern about
the detention of anyone who was detained for political reasons, and we
certainly hope that the government addresses these issues," he
said. "No one is advocating that people that committed violent crimes
be released or not be subject to trial. But people should not be
detained or put to trial for merely expressing their views."

The pro-Ter-Petrossian daily "Haykakan zhamanak" noted on May 24 that
U.S. President George W. Bush has still not congratulated Sarkisian on
his election as president.

The overall pattern of repression has, however, been tempered by two
positive moves on the part of the authorities. On May 23, Sarkisian’s
national-security adviser, Garnik Isagulian, told RFE/RL’s Armenian
Service that Ter-Petrossian will be invited to nominate a
representative to Sarkisian’s planned public chamber, which will
comprise both pro-government and opposition politicians and will focus
on key domestic and foreign-policy issues. Isagulian said he would
call Ter-Petrossian’s office personally "and try to agree terms with
them," and then, assuming the invitation was not rejected out of hand,
meet personally with Ter-Petrossian’s staff to repeat the offer.

But Levon Zurabian, Ter-Petrossian’s former presidential spokesman,
told RFE/RL the same day that Ter-Petrossian will not embark on any
talks with the authorities as long as his supporters remain in jail,
as doing so would mean that "the authorities have drawn us into the
hostage trade…they would seek to extract a concession from us in
exchange for the release of every hostage."

On May 26, state prosecutors agreed in what was termed a goodwill
gesture to release opposition Nor Zhamanakner (New Times) party leader
Aram Karapetian from pretrial detention, RFE/RL’s Armenian Service
reported. Karapetian was arrested on February 24 for having circulated
DVDs on which he posed incriminating questions to both Kocharian and
Sarkisian, and hospitalized with heart problems on May 15.

France To Provide 24.9 Mil Euro to Improve Yerevan Water Supply

FRENCH GOVERNMENT TO PROVIDE 24.9 MILLION EURO CREDIT FOR IMPROVEMENT
OF WATER SUPPLY IN YEREVAN

YEREVAN, MAY 27, NOYAN TAPAN. The French government will provide a
credit of 24.9 mln euros for improvement of water supply in Yerevan.
The protocol on provision of this credit was signed by the Armenian
minister of finance Tigran Davtian and the French ambassador to Armenia
Serge Smessov on May 27.

The indicated sum will be spent on implementation of the program on
drinking water system’s improvement and cleaning program in Yerevan.
The program includes work on restoration of Aeratsia water treatment
station, partial restoration of the drinking water ntework and
improvement of water supply through the use of electromechanical and
hydraulic equipment. This part of the program envisages laying of new
tubes, extending the network and connection of new water pipes. 500
thousand euros of the envisaged sum is allocated as a grant for
technical assistance to be provided the French company – the manager of
Yerevan Water company. The credit is given at 1.75% annual interest
rate and to be repaid in 20 years, with a 5-year grace period.

According to T. Davtian, the program will be implemented with fixed
financing. In addition to the indicated sum, 2.4 mln euros will be
allocated by the Armenian government.

Ambassador Smessov said that they will appoint a French advisor to
follow the program’s implementation. "We are glad to take an efficient
part in the process of improving the drinking water supply in Armenia,"
S. Smessov stated.

RA President Serzh Sargsyan attaches great importance to the formation
of the Public Council and its future role. In the formation of
the Public Council the President sees the launching of dialogue
between different layers of society for coordination of views and
approaches. RA President’s Spokesman Samvel Farmanyan said during
today’s briefing that the President’s Staff has been instructed to
organize discussions with all interested parties – political and
public organizations, specialized companies and intellectuals to form
a working group.

Samvel Farmanyan clarified that the in the current stage the matter
refers to listening to the opinions of different parties on forming
the working group. The process will be completed within the coming
4-5 days and proposals on the formation of the working group will be
presented to the President. According to him, one factor is important
here: "the Public Council is the property of the society" and the
more level of society are represented in it, the better.

Samvel Farmanyan noted also that the expectations from the Public
Council are great, and it is pleasant that the President’s initiative
received a broad public response: hundreds of letters, proposals are
arriving every day. The President’s Staff will try to sum up these
and present the suggestions to the President in 4-5 days.

The President’s Spokesman called on citizens, the interested
organizations, the parliamentary and non-parliamentary forces,
specialized companies, individuals, intellectuals who want to get
involved in the formation of the working group to present opinions on
the formation of the Council. According to him, these can be useful
and contribute to the establishment of a correct structure that will
become a mechanism of coordinating all opinions and approaches and
finding the shortest and most effective solutions to the problems
the country faces.

The name of the structure still needs to be clarified. The names
"Public Chamber" and "Public Council" are being discussed.
