The final nail into the grave of the Georgian «Rose Revolution» was
driven by the statement of Assistant Secretary of State Daniel
Fried. `NATO member-states recognize that Georgia and Ukraine have a
lot of work to do to meet NATO’s standards and requirements, and they
acknowledge it themselves. They have different challenges. These are
different countries. But they have a lot of work. There was never ever
a discussion of actually extending to either Georgia or Ukraine an
invitation to join NATO. This is, by all accounts, some time away,
matter of years, and the Georgians and the Ukrainians acknowledge
this,’ Fried said.

handling the financial crisis, and will, evidently, not be in the
right mood for dealing either with Georgia or with the Ukraine. The
reason for this can hardly lie in the August war that broke out so
untimely and ended so sadly for Georgia. Actually, there was no other
way out. Russia can be enraged to a certain degree, but,
unfortunately, the President of Georgia neither realized it nor
listened to the warnings from Washington. However, we dare hope that
even without the ill-fated war the «rose» coalition would anyway cease
to exist. Direct accusations from ex-speaker Nino Burjanadze, and
earlier the trial against Minister of Defense Irakli Okruashvili
compelled Tbilisi to reconsider its strategy. And if we also take into
consideration the statement of ex-ambassador of Georgia to Moscow Eros
Kitsmarishvili, who noted that it was Georgia that launched the August
war, it immediately becomes clear that too little time is left till
the end of Saakashvili’s power. It may last for some more time, say
till April 2009, but then opposition will once again overturn
Georgia. It was not done with the hope that George Bush would not let
down the «obedient child» and the «leading light of democracy». Simply
once more Tbilisi forgot that the United States has always pursued and
will pursue its own interests. Roughly speaking, Georgia was
«surrendered» in order not to finally break off relations with
Russia. By the way, initiators of the «surrender» were rather
Europeans than the Americans. Just it so happened that the interests
of the EU and those of the USA matched.

French and German officials were especially uncertain if NATO would be
able to protect Georgia, and they worried much over the reckless
actions of President Saakashvili. But on the other hand neither the
USA nor Europe wants to give the impression that the outcome of the
quarrel over the Membership Action Plan (MAP) is highly influenced by
resistance from Moscow.

Things are neither enjoyable in the Ukraine, where the «Rose
Revolution» has simply stalled. Only 5.4% of the population backs up
Victor Yushchenko now. According to western press reports, `With
reforms not made and promises not kept, the vast majority of
Ukrainians say their country is headed in the wrong direction. An
economic emergency can focus thinking and perhaps turn squabbling
politicians into responsible adults who put Ukraine’s potential ahead
of their own’. Having 1/4 of the most fruitful lands in the world,
Ukraine could have become an agricultural giant, if it had developed
laws on land. Being a biggest market on a Black Sea coast and having a
population of 46 million people, she could have attracted more
international investments if law leadership had been established
here. However, Ukraine failed. Like every economy in the world Ukraine
had an access to low credits, thanks to which Kiev became an
outstanding gigantic city, where the cost of living is much higher
than in any other west-European capital. But now when credits have
exhausted the Government had to turn to the International Monetary
Fund (IMF) for a gigantic loan of $16.5 billion.

The collapse of «colour revolutions» on the post-Soviet territory is
quite natural and it was simply inevitable. The stake on democracy and
free market, of which George Bush spoke with great enthusiasm, proved
to be premature.

The next year will be exceptional and reasonable to achieve settlement
of the Nagorno-Karabakh conflict and it is necessary to use this
opportunity, French President Nicolas Sarkozy said, Stat Information
Agency Azertag reported.

`France as co-chairman of the Minsk Group will make every effort to
achieve peaceable and fair settlement of the Nagorno-Karabakh
conflict,’ French President Sarkozy’s letter, addressed to Azerbaijani
President Ilham Aliyev, said.

Armenia has occupied 20% of Azerbaijan’s lands including
Nagorno-Karabakh and surrounding seven regions. The occupation began
in 1988. Azerbaijan lost the Nagorno-Karabakh, except of Shusha and
Khojali, in December 1991. In 1992-93, Armenian Armed Forces occupied
Shusha, Khojali and Nagorno-Karabakh’s seven surrounding
regions. In 1994, Azerbaijan and Armenia signed a ceasefire agreement
at which time the active hostilities ended. The Co-Chairs of the OSCE
Minsk Group (Russia, France, and the US) are currently holding
peaceful, but fruitless negotiations

`As you know, I am interested in this issue very much and welcomed
encouraging results of the Moscow meeting between Presidents of
Azerbaijan and Armenia on 2 November with mediation of Russian
President Dmitriy Medvedev,’ Sarkozy said.

France is prepared to contribute to this positive dynamics and intends
to assist in turning Caucasus into peace and progress zone.

Armenia ups cut diamond exports 8% in 10 mths

Armenia increased cut diamond exports 8.1% year-on-year in
January-October to 10.8 billion dram ($35.4 million), Aik Mirzoian,
head of regional and industrial development at the Armenian Economics
Ministry, told a press conference.

Cut diamond production rose 12.2% to 29 billion dram and sales of
finished goods rose 8.5% to 28 billion dram.

Mirzoian said the industry had emerged from lengthy decline after its
cutting plants, notably Daimotek and Lori, received some major orders.

During today’s event three people who have themselves been "Karshed" will show their own Karsh portrait and recall their personal experience.

Yousuf Karsh (1908-2002) is widely recognized as Canada’s leading portrait photographer of the 20th century. Born in Mardin, Turkish Armenia on December 23, 1908, Karsh opened his first Ottawa studio in 1933. By the time he closed the studio doors at the Chateau Laurier six decades later, Yousuf Karsh had created photographic portraits of more than 11,000 leading local, national and international sitters. He welcomed sittings of ordinary residents of the National Capital Region-soldiers, children and debutantes-and worked as a wedding, passport and advertising photographer.

Festival Karsh is a collaboration between the Portrait Gallery of Canada, a program of Library and Archives Canada, and the Canada Science and Technology Museum.

A declaration on the Nagorno-Karabakh peace process issued at a
Russian-brokered Azeri-Armenian summit "has undoubtedly opened a new
page in the negotiation," said Fuad Akhundov, a senior member of the
Azeri president’s staff.

The declaration, signed at the meeting by the Azeri, Armenian and
Russian presidents, Ilham Aliyev, Serzh Sargsyan and Dmitry Medvedev,
"has not solved all the problems, nor could it have done, but it
has undoubtedly opened a new page in the negotiation process and has
laid an important basis for moving ahead in the settlement of this
conflict," Akhundov, head of the public and political section of the
president’s office, told Interfax.

One important point is that the declaration is the first document to
have been signed by the presidents of the three countries since the
1994 ceasefire, Akhundov said.

Another is that the signatories reaffirm they are loyal to fundamental
principles and standards of international law, he said.

A third important point stressed by Akhundov is that economic relations
between Azerbaijan and Armenia are impossible before the conflict
is settled.

"Before that, an opinion was expressed that the resumption by
Azerbaijan of trade and economic cooperation with Armenia would be able
to speed up the peace process. It is the position of Baku that takes
the upper hand in the declaration, the position that the settlement
of the conflict is an a priori objective and that only after that may
economic and transportation links and trade be established between
Azerbaijan and Armenia," Akhundov said.

Azerbaijan, Akhundov said, does not reject the self-determination
principle but follows the alleged international legal principle that
the right to self-determination may only be exercised if it does not
endanger the territorial integrity of a state.

conflict settlement, press-secretary of Armenian President Samvel
Farmanyan said when replying to ArmInfo correspondent’s request
to comment on Azerbaijani President Ilham Aliyev’s statement that
‘by their signature Armenian leadership proved once again that only
Armenia and Azerbaijan are the parties to the conflict’.

‘I am far from a thought it would be comment on the words of head of
other states. As for us, several days ago, on 16 November Armenian
President Serzh Sargsyan presented his positions regarding various
problems of the Karabakh conflict settlement process in an exclusive
interview with Armenian Public TV. There is no change in these
positions’, – Farmanyan said.

To recall, Serzh Sargsyan said that ‘the most effective way of the
conflict settlement is if Nagornyy Karabakh authorities become the
party to the talks and take part in all of them. There is no other

A soldier of Azerbaijani Army in N military unit of the Defense
Ministry in Beylagan Region shot dead his fellow soldier and wounded
another one with his duty gun on Thursday, APA Karabakh bureau reports.

Press officer of the Defense Ministry Eldar Sabiroglu confirmed
the fact to APA. Sabiroglu said Mammadov Hazan Murtazim oglu, 19
registered at the Yevlakh Region Military Commissariat in May, 2008
killed his fellow soldier Gasimov samir Akbar oglu and wounded his
twin brother Gasimov Zaur Akbar oglu. The wounded soldier was taken
to the hospital in hard condition. Hazan Mammadov was arrested. A
criminal case was launched on the fact and investigation is going on.

with over 50 young people representing "Miasin" movement. In line with
a previous arrangement, the head of the government was presented with
the movement’s program on fighting corruption in education, supposed
to assist the Cabinet with its anti-corruption endeavors. Appreciative
of the movement’s focus, the Prime Minister prioritized the youth’s
commitment to shaping an atmosphere of intolerance against such adverse
social phenomena as corruption, combating these evils consistently
to promote reform inside the country.

Tigran Sargsyan assured of his government all-out support to "Miasin"
movement’s initiatives in the hope that this will bring about a
positive shift in the public life of Armenia.

During the meeting, the Prime Minister answered numerous questions
relating to the fight against corruption. An arrangement was made
to hold a summary meeting after the start-up of the anti-corruption
program in higher educational institutions.

WATERTOWN – St. Stephen’s Armenian Elementary School students joined
the rest of the country in voting for Sen. Barack Obama for president.

St. Stephen’s students in kindergarten through grade five participated
in a mock election on Tuesday, Nov. 4, and voted by an overwhelming
majority to elect Obama.

This is the third time students have participated in a mock
presidential election at St. Stephen’s.

"This is a great opportunity for our students to understand the
election process," said Heather Krafian of the school’s education
committee.

Krafian, who coordinates the mock election, noted that "while students
may not be able to cast an actual ballot, they can participate in
our election."

Krafian also said that last month, students read books and talked
about the election and the candidates as well as some of the issues
facing the country.

Asked what he thought of the day’s elections, fifth-grade student
Varak Mouradian said, "it was really cool to get a second chance
to cast a ballot in the St. Stephen’s voting booth." Mouradian also
participated in the school’s 2004 mock presidential elections.
