France will do everything in its power to achieve a fairly negotiated
settlement to the Armenia-Azerbaijan Upper (Nagorno) Garabagh conflict,
President Nicolas Sarkozy has said.

In a letter sent to Azerbaijani President Ilham Aliyev, Sarkozy wrote
that he was aware of new hope for a settlement following the November
2 meeting between Azerbaijani and Armenian presidents and hosted by
Russian leader Dmitry Medvedev.

"This being said, I sense that 2009 is a unique and suitable year,
and this chance should be capitalized upon to reach a solution to
the conflict," the French leader wrote.

Further, Sarkozy indicated that Paris was ready to make its
contribution to settling the long-standing Garabagh dispute. "In
a broader sense, we are keen to provide a variety of assistance in
turning the Caucasus into a region of peace and progress."

Sarkozy welcomed the meeting he held with President Aliyev in
November 2007 and invited the Azerbaijani leader to visit France
next year. "This visit will allow us to explore all aspects of the
relations connecting our countries and work toward deepening them."

Sarkozy stressed that the Eastern Partnership plan proposed by the
European Commission was a good opportunity to draw Azerbaijan closer
to Europe. "France will strive for this new document to be fully in
Azerbaijan`s favor."

France has been chairing the 27-member European Union since July 2008.

Sarkozy added that the meeting of the French-Azerbaijani economic
commission, scheduled to be held in Baku in early 2009, would allow
participants to map out broad prospects for economic and trade
cooperation between the two countries as well as their activities on
the world stage.

Turkish Pres. Plans To Visit Next Month

Turkish President Abdullah Gul is planning to visit Israel in early
January. This will be his first visit as president, though he came
here three times in his previous role as foreign minister.

A senior Turkish official told Haaretz that Gul will meet with
President Shimon Peres, and that they will discuss advancing the
indirect negotiations between Israel and Syria. They will also discuss
the Iranian nuclear threat, an issue on which they disagreed sharply
when Peres visited Ankara last year. Advertisement

At that time, Gul said that Turkey believes every country is entitled
to nuclear energy, and it therefore has no problem with Tehran’s
nuclear program.

Asked whether January, a month before Israel’s elections, is a good
time for the three-day visit, the official answered: "Relations between
Turkey and Israel are important at every level, so regardless of the
elections, we think this visit must take place."

Another issue on Gul’s agenda will be Ankara’s efforts to prevent
the Turkish slaughter of Armenians in 1915 from being recognized as
genocide. U.S. President-elect Barack Obama expressed willingness to
recognize the killings as genocide during his campaign, and Gul is
expected to ask Israel to use its influence in Washington to try to
prevent this.

ArmInfo. The Armenian government will support the construction of
Yerevan- Akhalkalaki-Batumi highway, Armenian Prime Minister Tigran
Sargsyan said in Tbilisi, Tuesday, upon completion of the 7th sitting
of the Georgian-Armenian intergovernmental commission for economic
cooperation.

As ArmInfo special correspondent reported, Tigran Sargsyan stressed the
issue of financing this project is currently being discussed with the
Asian Development Bank (ADB) which is interested in implementation of
infrastructure projects in Armenia, including the one on construction
of the given highway. He also added that in general, ADB is interested
in implementation of regional projects.

Sargsyan expressed confidence that the project on construction of
Yerevan-Akhalkalaki-Batumi highway will be put across.

To recall, Armenian and Georgian presidents initiated launching of
this project during Armenian President Serzh Sargsyan’s recent visit
to Tbilisi.

The highway will make it possible to reduce the traveling time from
Yerevan to Batumi by 4-5 hours. To note, ADB is ready to provide
Armenia with loans worth a total of $140 mln in 2009-2010.

More than 2,000 students of Armenian universities held a rally on
Wednesday protesting against a recent series of events involving
Armenian churches in Georgia, including the November 16 desecration
of two tombstones on the graves of known Armenians outside Tbilisi’s
St. Norashen church at the initiative of Georgian Priest Tariel
Sikinchelashvili.

The students gathered outside the headquarters of the UN office
in Yerevan. They then walked toward the building of the Georgian
embassy in Armenia and handed over a letter to Georgian Ambassador
Revaz Gachechiladze, demanding that "this illegal conduct of Georgian
clergymen be stopped and an appropriate assessment be given to what
has happened."

Several years ago, Priest Sikinchelashvili tried to install tombstones
with inscriptions in the Georgian language on the premises of the
St. Norashen Armenian church. In August 2008, he coordinated efforts
to build a fence around the church with symbols allegedly pointing
to its belonging to the Georgian Orthodox Church.

Armenian Minister for Diaspora Affairs Granush Akopian told a news
conference on Wednesday that "not a single priest has any right to
ruin the century-long friendship of the Armenian and Georgian peoples."

Akopian said that the fate of Armenian historical and cultural
monuments in Georgia is high on his ministry’s agenda.

Yerevan needs to upgrade its stand on the Karabakh problem, Prime
Minister Tigran Sargsyan told the national parliament.It is necessary
to upgrade the Armenian position on Karabakh. The Armenian Foreign
Ministry has received instructions to that effect.

There are certain problems, as comments of some officials are not
true occasionally. Thus, we need to update the Armenian official
policy on Karabakh, he said.

Fundamentals of the position will be presented to the Armenian
parliament next week, Sargsyan said.

Meanwhile, Armenian Foreign Minister Eduard Nalbandian and Azerbaijani
Foreign Minister Elmar Mamedyarov discussed Karabakh settlement
in Helsinki.

The sides stressed the importance of the positive atmosphere formed by
the Armenian and Azerbaijani presidents in St. Petersburg on June 6 and
in Moscow on November 2 and further negotiations based on the Madrid
proposals and assisted by the cochairmen of the OSCE Minsk Group.

The negotiations aim to find points of contact and to resolve the
conflict peacefully, says a report of the Armenian Foreign Ministry
received by Interfax on Thursday.

OSCE Minsk Group Cochairmen Yuri Merzlyakov (Russia), Matthew Bryza
(the U.S.) and Bernard Fassier (France) attended the Helsinki meeting
of the Armenian and Azerbaijani foreign ministers.

Distorted comments coming from Azerbaijan and disregard of principles
spelled out by the Moscow declaration on Karabakh are damaging for
the efficiency of the negotiations, Nalbandian told OSCE Parliamentary
Assembly rapporteur on Karabakh Goran Lenmarker.

The latter confirmed the Assembly support to peaceful settlement of
the Karabakh conflict, the Armenian Foreign Ministry said.

Organizational Background

Eurasia Partnership Foundation’s (EPF) mission is to empower people to
effect change for social justice and economic prosperity through hands-on
programs, helping them to improve their communities and their own lives.
With locally registered offices in Armenia, Azerbaijan and Georgia, EPF is
the legacy institution of Eurasia Foundation (EF), a privately managed
non-profit organization established in 1992 to deliver seed capital to
emerging civil society organizations in the former Soviet countries.
Supported by the United States Agency for International Development and
other public and private donors, EF has invested nearly $70 million in the
South Caucasus through more than 1,700 grants and programs since 1992.

Invitation to Grants Competition

EPF invites non-governmental organizations (NGOs) to submit grant proposals
focused on the sustainable use of natural resources by educating and
mobilizing communities and engaging in economic development that promotes
environmental preservation.

The deadline for the submission of proposals is January 19, 2009.

Problem Statement

Human activities put significant negative pressure on Georgia’s environment.
These activities can be attributed to economic hardship during the
post-communist transition and a lack of public awareness and state
regulation. These pressures have manifested themselves in various aspects of
environmental degradation, such as an increase in pollution, overgrazing,
deforestation, a decrease in biodiversity and the increased incurrence of
natural disasters, among others.

Program Goal and Objectives

The program aims at promoting the responsible use of natural resources
through projects that conserve the environment while sustaining the
well-being of local people. It will do this by:

* Promoting the use of clean, cost-effective technologies and
practices that have a reduced impact on the environment (the use of energy,
the use of environmentally friendly agricultural technologies, etc)

* Educating communities about the negative impact of certain
traditional activities;

* Mobilizing local communities to solve important environmental
problems;

* Providing economic development opportunities that promote
environmental preservation;

* Building awareness of specific environmental hazards and raising
capacity in managing these hazards (e.g. forest fires, land slides, etc)

The proposal may address any of the priority environmental areas, such as
water and soil pollution, preservation of biodiversity, responsible use of
forests, natural disaster prevention, etc. Projects can be geographically
focused and address the needs of specific ecosystems and communities.

Limitations and restrictions

The competition will not support pure research or the development of policy
documents.

Eligible Organizations

The competition will be open to both Tbilisi-based and regional NGOs. The
program’s focus on local communities naturally calls for partnerships
between Tbilisi-based and local NGOs or community based organizations (CBOs)
if a proposal is submitted by a Tbilisi-based NGO.

Project Duration and Eligible Funding

The project duration can range from 6 to 18 months. The lower limit of grant
funding is USD 20,000. The upper limit is USD 100,000. Fund leveraging from
other interested organizations is encouraged.

Selection Process

To ensure an objective and non-discriminatory selection process, proposals
will be reviewed by a board of independent experts. The final decision on
grant awards will be made by EPF.

During the review process, additional information may be requested. The
applicant will be asked to present any requested information within five
working days of the request.

Selection Criteria

EPF will employ its standard selection criteria for grant proposals,
including:

* Degree of compliance with the objectives and conditions of the
competition;

* Effectiveness of project design;

* Cost-effectiveness of the project;

* Organization’s capacity to implement the project, as demonstrated
by (1) successful implementation of previous projects and (2) professional
qualifications of the organization’s leaders and project participants.

* Organization’s capacity to manage donor-funded projects:
financial stability, effective system of internal controls, professionalism
and competence of accounting and financial staff of organization and
experience in managing grants received from other donors;

In addition, the following criteria will be applied:

* Potential for generating concrete, tangible short-term and
long-term results;

* Programmatic and financial feasibility;

* Use of internationally proven models and technologies;

* Existence of limited risks;

* Alliances among NGOs and CBOs and NGOs, businesses and
governmental agencies are encouraged;

* Programmatic and financial sustainability.

Use of funds

Project expenses may include the following types of expenses, based on the
specific needs of the particular project:

– Wages and fees;

– Publication, purchase, copying, and delivery of training
materials;

– Travel and related expenses;

– Communication and administrative expenses;

– Other direct costs associated with project implementation.

Evaluation of Project Results

During the review of competition proposals, special attention will be paid
to the proposed criteria and mechanisms for evaluation of project results.
The projects shall include both project evaluation criteria and
corresponding indicators. Applicants are requested to collect or provide
baseline data on the indicators included in the project.

Following the completion of projects implemented through the competition,
EPF will carry out an evaluation to determine the degree to which the
project accomplished its aims.

Application Submission Procedure

Applicant organizations shall present the following documents:

* Five copies of the proposal in Georgian, Russian or English;

* Other documents specified in the "Application Packet" and the
"Grants Management Questionnaire" to be found on the EPF web-site

* A detailed itemized budget, based on the "Grant Budget Worksheet"
found on the EPF web-site.

All materials and documents submitted for the competition shall be retained
by EPF for record and will not be returned to the applicant. Applicants may
request copies of their proposals. The Foundation guarantees the
confidentiality of applications. The Foundation does not use information
presented by the applicants for purposes other than review and does not
provide this information to any outside persons or institutions, except in
cases where it is required by Georgian law or by EPF’s funders.

The program’s open door session will be held at 3 p.m. on December 10, 2008
at the Auditorium of the Georgian National Museum at 3 Purtseladze Street.
In addition, EPF will provide consultations on how to prepare an application
to interested organizations (the time provided below).

NATO BACKS US MISSILE SHIELD OVER RUSSIAN PROTEST

BRUSSELS, Belgium (AP) — NATO foreign ministers on Wednesday affirmed
their support for U.S. plans to install anti-missile defenses in
Europe despite Russia’s strong opposition.

The ministers said the planned U.S. defenses in Poland and the Czech
Republic will make a "substantial contribution" to protecting allies
from the threat of long-range ballistic missiles.

Russia has vehemently opposed the deployment, threatening to respond by
placing short-range missiles in its westernmost region, Kaliningrad,
which borders Poland. The U.S. insists the defenses are aimed at
potential attack from Iran and pose no threat to Russia’s ballistic
arsenal.

All 26 NATO allies signed the statement backing the deployment of
interceptor missiles in Poland and an advanced radar station in the
Czech Republic.

Doubts about allied support for the plan were raised last month when
French President Nicolas Sarkozy said the missile defenses would
"bring nothing to security … it would complicate things, and would
make them move backward."

Sarkozy’s statement at a meeting in France with Russian President
Dmitry Medvedev appeared to contradict his early support for the
missile plans at a NATO summit in April. But in Washington a few
days later, the French leader changed tack again, saying that the
anti-missile shield could "complement" Western defenses against a=2
0 threat from Iran.

The NATO ministers agreed Tuesday to gradually resume contacts with
Moscow, which were frozen after Russian troops poured into Georgia
in August.

However, they were critical of Moscow’s actions and insisted the
resumption of low-level talks would not mean a return to business as
usual for the NATO-Russia Council.

Faced with opposition from Russia, the NATO ministers backed away
from establishing a plan for Ukraine and George to move toward entry
into the Western military alliance for the former-Soviet nations.

However, the ministers offered to step up military and
political cooperation to help them achieve their goal of eventual
membership. Russia’s ambassador to NATO, Dmitry Rogozin, welcomed
NATO’s offer to resume talks, but dismissed the alliance plan to
prepare Ukraine and Georgia for membership as an attempt to return
to Cold-War bloc-building that made "no political sense."

The European Union separately proposed building new economic and
political ties with the former Soviet states of Armenia, Azerbaijan,
Belarus, Georgia, Moldova and Ukraine.

Several EU nations have been lobbying for such a program to counter
Russia’s increasingly assertive policy toward its neighbors, and
to develop alternative routes for oil and gas pipelines to reduce
Europe’s energy dependence on Russia.

In a sign of Moscow’s more assertive foreign policy, the Russian Navy
said one of its warships would sail through the Panama Canal for the
first time since World War II.

The destroyer Admiral Chabanenko will arrive Friday in Panama for a
six-day visit following maneuvers with Venezuelan ships, said Navy
spokesman Capt.

Igor Dygalo in Moscow. The exercises with Venezuela were the first
such deployment to the Western Hemisphere since the Cold War.

Assembly on December 3 ratified two out of the documents signed on
October 6, 2007 in Dushanbe between the Collective Security Treaty
participant states, on the order of exercising control over target use
of production of military significance suppled within the framework of
the May 15, 1992 agreement on the main military-technical cooperation
principles between CSTO countries and the protocol on the mechanism
of providing military-technical assistance if a threat or action of
aggression emerges.

The same day the parliament also discussed another five agreements and
protocols signed between CSTO country-members in Dushanbe. According to
Armen Rustamian, the Chairman of the NA Standing Committee on Foreign
Relations, ARFD faction member, the goal of the signed documents
package is to deepen and regulate cooperation between organization’s
member-countries, which the committee considers as a component of
Armenia’s national security.

The information that a strong earthquake is expected in Armenia does
not correspond to reality. Director of the National Survey for Seismic
Protection of Armenia Alvaro Antonyan told a press conference today
that the NSSP has a national observation network, which keeps track
of 40 parameters with the help of 150 stations. Using the most modern
means of transferring information, i.e. satellite, radio and digital
communication, the data is transferred to the center, analyzed and
the existing seismic danger is assessed.

The reason of the panic, according to Alvaro Antonyaн, was the speech
of one of the NSSP experts, who noted that their radon-measuring
stations indicate that thevolume of radon gas in the Earth crust
is more than it should be, which is viewed as a sign of seismic
events. "Almost every year people spread such information in this
season, because the day of Spitak earthquake is nearing, people start
talking about it, recall the events on 1988 and start making comments.

"We have more than 20 radon measuring units, which indicate that
there are no anomalies, and we assess the situation deriving from
that data. No country in the world manages to predict the date,
location and time of earthquakes. At the best, we can assess the
current seismic danger," Alvaro Antonyan added.
