After receiving the alarm the «Investigation Center for medicine and
medical technologies» revealed as a result of laboratory
investigations that the ampoules which were supposed to contain
«Zefuroxim» contained «Ampiciline» instead.

According to Satenik Beybutyan, the head of the health administration
of the Shirak region, the false medicine arrived at the Gyumri
hospital about six years ago and was used there until February 13 of
the current year. The medicine was used, although the doctors noted it
did not give any results.

They applied to representative of the «Glaxo-Smith Klein» company
Armen Khachatryan asking to examine the medicine. «It turned out that
the medicine did not correspond to standards», the head of the
hospital said. The medicine was bought buy the ex head of the hospital
Felix Grigoryan. At present they claim it is impossible to learn who
exactly sold them the medicine and how it arrived at the hospital.

Surb Liturgy celebrated at the Mother Cathedral of Antelias, the

took place. Bishop Gegham Khacherian, the primate of the Lebanese
Armenians, who celebrated the liturgy, read the Bible. Then under the
rain, His Holiness Aram I addressed to hundreds of present Armenians:
“Today is the day of martyrs, the day of national demand and account,
I characterize April 24 on the calendar of our people in this way. We
gather with the sole of account and demands.

Demandfulness means account. Today our martyrs demand account of us.”
“Our martyrs remind us that we must demand account of genocide Turkey
that conducted in 1915 the Genocide planned by the state towards our
people. If genocide Turkey continues to deny the Genocide committed by
its fathers, there are facts, closed in shelves of itself, the one
conducted the Genocide, which prove that crime committed against the
mankind. We ask: where is the justice? Where is the respect of the
human rights? Where is revealing of the truth?” the Catholicos of the
Great House of Cilicia stated. We must must continue our struggle of
our demandfulness, reporting to our martyrs and demanding account of
the genocide. April 24 is not a day on our calendar: everyday is April
24 for an Armenian considering himself an Armenian and living like an
Armenian. Today we start our oath from Armenia to Antelias, gathered
round ashes of our martyrs.

We re-start our oath in every corner of the world to step the way of
our martyrs, remaining faithful to their will. This way that will take
us towards the justice as this is the way leading towards the truth,”
Aram I Patriarch said. After his speech His Holiness laid a wreath to
the monument, then thousand of those present went by a procession
towards Burj Hamud’s sports ground to participate in the national
ceremony.

The Armenian parliament’s foreign relations commission has prepared a
document concerning settlement of the Armenia-Azerbaijan Upper
(Nagorno) Garabagh conflict entitled `The conceptual basis for the
conflict resolution’.
`It is high time this document was passed. It will ensure the
political forces in the Armenian parliament will adhere to a common
position in various international organizations,’ the commission
chairman Armen Rustamian stated.
He added that the opinions of 14 political forces were taken into
account when developing the document.*

Armenian Ecologists Intend to Apply to Const. Court for AARHUS Conv.

ARMENIAN ECOLOGISTS INTEND TO APPLY TO CONSTITUTIONAL COURT FOR
APPLICATION OF AARHUS CONVENTION IN ARMENIA

Yerevan, April 28. ArmInfo. The Government of Armenia does not fulfill
the provisions of the International Aarhus Convention, and Armenian
ecologists are ready to apply to the Constitutional Court to make the
authorities apply the convention, Armenian ecologists and lawyers said
at a press conference, Friday.

Thus, according to Vice President of Armenian Botanical Society Gohar
Oganezova, recently the Secretariat of the UN Economic Commission for
Europe Convention on access to information, public, participation in
decision-making and access to justice in environmental matters, known
as Aarhus Convention, has confirmed the given fact. The government
fully ignores the right of the public to participate in
decision-making on specific types of activity. This fact neutralizes
the public influence on adoption of ecologically important decisions
by government bodies. Meanwhile, de-jure recognition of Aarhus
Convention provides for recognition of the importance of open activity
of government bodies. While, in Armenia the public is often informed
last about regular claims for green areas, she said.

In her turn, Representative of Transparency International Regional
Development Center Sona Ayvazyan said a number of environmental
organizations of Armenia tried to protect the “Dalma Gardens” against
claims in the court, however, the legislation of Armenia has many
loop-holes and the government takes advantage of them. The last
instance they applied was the Court of Cassation. The latter rejected
their application stating that “the violations in the case of ‘Dalma
Gardens’ are not subject to consideration.” The given response
testified to the weak mechanisms of control over fulfillment of the
legislation and the insufficient preparedness and awareness of the
persons making decisions in the sphere of ecology, S. Ayvazyan
said. “Access to justice is secured just formally in Armenia, whereas
it is almost impossible to win any legal case on protection of the
citizens’ ecological rights,” she stressed.

To note, ratification of Aarhus Convention by Armenia in 2001 was to
regulate the procedural issues connected with public access to
information, public, participation in decision-making and access to
justice in environmental matters.

Ethnic Armenians, Tajiks urge Russia to stop racist violence

MOSCOW, April 27 2006

Ethnic Armenians and Tajiks living in Russia on Thursday called for
action against the rising number of racist murders in the country,
five days after a youth of Armenian origin was killed in the Moscow
subway.

“Today we need civil solidarity and we must develop a plan of action
to prevent xenophobia” from spreading in the country, said Ara
Abramian, president of the Armenian Union of Russia, which represents
some two million Russians of Armenian descent.

“We want our children not to be afraid to go out in the street after
six o’clock in the evening,” Abramian told a news conference in
Moscow.

Along with representatives of the ethnic Tajik community, they called
for a peace march against the racist violence which they claim
Russian society has been ignoring and that Russian authorities often
fail to identify as racially motivated.

Last Saturday’s murder in the subway in the center of Moscow was “the
sixth murder of an Armenian in Russia since January,” Abramian said.

Govkhar Djurayeva, the head of a human rights group called
Tajikistan, representing nearly one million people from the central
Asian country living in Russia, stressed the need for action against
skinheads, extreme right-wing youths “who spread fascist messages
over the Internet”.

The attacks by bands of skinheads, often labelled as “hooliganism” by
Russian authorities, generally target people from the Caucasus and
the former Soviet republics of central Asia, as well as from African
and Asian countries.

NGO “Apek” has realized programs of combating drug addiction in
different towns of the Syunik region, but only Qajaran got interested
in them and wanted to join the structure “European cities against
drugs”.

Coordinated combat against drug addiction in Armenia starts from
Qajaran. Several specialists will be trained there. According to
Swedish specialist Per Johanssen, the number of drug addicts is not
very high in Armenia and we must make use of the opportunity to make
it still lower.

During the first semester of the previous year three cases of drug
trafficking have been revealed, whereas this year the number has
increased five fold.

False medicine has been found in the Republic of Armenia. The
laboratory investigation of the Medicine and Medical Technologies
Experimental Center revealed that the ampoules which were supposed
to contain “Zefuroxin” contained “Ampiciline” instead.

By now the Gyumri hospital is the only place where the medicine
has been found. According to Satenik Beybutyan, head of the health
administration of the Shirak region, they are already aware of the
incident.

Medicine is allotted to the Shirak region by the Ministry of Health
but separate medical institutions have the right to buy medicine from
private organizations too.

Anniversaire d’une catastrophe humaine, culturelle et historique
sans precedent

Le 24 avril 1915 marque le premier genocide du XXe siècle : le massacre
de centaines de milliers d’Armeniens d’Anatolie par l’armee regulière
et les bandes commandees par le gouvernement ottoman, Ittihat ve
Terakki. C’est la date d’une catastrophe humaine, culturelle et
historique d’une envergure sans precedent pour des peuples qui ont
vecu ensemble durant des siècles : d’abord pour les Armeniens, mais
aussi pour les Kurdes et pour les Turcs.

Ce genocide n’est toujours pas reconnu par l’Etat turc, et toujours
nie par une ideologie nationaliste et xenophobe, responsable de bien
d’autres mefaits contre les progressistes, les democrates et les
humanistes de Turquie. Or des voix s’elèvent aujourd’hui en Turquie
pour refuser le negationnisme, pour dire ce qui s’est passe en 1915
et pour defendre la cause des peuples. Elles sont de plus en plus
nombreuses, de plus en plus ecoutees.

La grande catastrophe du 24 avril doit etre reconnue pour ce qu’elle
est par l’Etat de la Republique de Turquie. Cette reconnaissance,
cet acte politique et juridique sera, certes, un pas important pour
l’etablissement des responsabilites et pour avancer sur le chemin
difficile de l’accomplissement d’un authentique devoir de memoire.

Pour nous, communistes d’origines armenienne et turque, ce devoir de
memoire implique, bien sûr et en premier lieu, que les responsabilites
des autorites ottomanes dans ce genocide soient officiellement
et publiquement reconnues par l’Etat turc qui doit en tirer les
consequences en vue d’une reconciliation historique.

Il implique en second lieu que les complicites actives et permissives
des puissances imperialistes de l’epoque soient etablies, celles
notamment de l’Allemagne, de la Grande-Bretagne, des Etats-Unis,
de la France et de la Russie tsariste. Car le genocide de 1915 n’est
pas simplement le fait isole de quelques dirigeants voyous et d’un
appareil d’Etat devoye et criminel : nous ne devons pas oublier qu’il
s’est deroule dans le contexte d’une guerre mondiale, consequence
des menees predatrices des forces capitalistes contre les peuples.

Pour nous, communistes, ce devoir de memoire consiste a voir
l’histoire du point de vue de la fraternite des peuples, a la
juger avec les yeux des victimes ; c’est refuser la parole de haine
des nationalismes et des fanatismes religieux de tous bords. Ces
ideologies de mosquee, d’eglise et de caserne sont encore aujourd’hui
vivantes et agissantes, elles sont a l’origine de renfermements et de
comportements communautaristes violents : elles doivent etre encore
aujourd’hui combattues avec fermete.

Pour nous, communistes, ce devoir de memoire consiste a rappeler
les noms de ceux qui ont resiste, de ceux qui se sont sacrifies, de
ceux qui ont espere, de ceux qui ont desobei avec courage au moment
du choix, de ces Turcs et de ces Kurdes qui ont tendu la main aux
victimes et ont sauve des vies en risquant les leurs. Ces noms sont
les oublies, les effaces et les refoules de l’histoire car, par leur
existence meme, ils refutent les discours de desesperance.

Ce devoir de memoire, ce sont tout ensemble les oeuvres du poète turc
Nazim Hikmet et celles du compositeur armenien Komitas. Ce devoir de
memoire, c’est le lien qui unit les noms de Mustafa Suphi, fondateur
du Parti communiste de Turquie, tue au moment de debarquer sur les
rives de la mer Noire pour combattre les forces imperialistes qui
occupaient son pays en 1920, et de Missak Manouchian, communiste
armenien, survivant du genocide de 1915, et mort sous les balles
nazies avec ses 22 autres camarades des FTP-MOI.

Hier comme aujourd’hui, ce devoir de memoire est indissoluble de
l’esprit de la Resistance : resistance aux oppressions, aux injustices,
aux inegalites, resistance au capitalisme, aux guerres et aux violences
contre les peuples.

À l’heure où la memoire des peuples est de plus en plus accaparee
par des politiques d’Etat au nom d’interets bien compris et par des
reflexes communautaristes d’un autre âge, a l’heure où le liberalisme
tente d’etendre sa domination partout dans le monde, les communistes
ne doivent pas se lasser de rappeler ces verites elementaires. Nous
devons continuer a parler haut et fort le langage de la fraternite
humaine. C’est notre conviction : conviction de deux communistes qui
ont un meme combat, celui pour l’emancipation des peuples.

En ce jour de souffrance mais aussi d’espoir, nous voulons partager
cette conviction avec tous ceux, notamment les jeunes, pour qui ces
vers de Nazim Hikmet disent avec force l’horizon indepassable du monde
que nous voulons construire :” Vivre seuls et libres comme un arbre /
Fraternels comme une foret / Telle est notre nostalgie. ”

YEREVAN, April 24. /ARKA/. Armenians have always expressed willingness
to establish relations with Turkey, as the RA NA (National Assembly)
Vice-Speaker Tigran Torosyan stated after laying flowers on the
Genocide Memorial.

“Armenians has always sought common grounds for cooperation with
Turkey, so Turkey has to think of relations with Armenia itself”,
Torosyan stated.

At the same time he emphasized that development of relations will
not depend on Turkey’s entering or not entering the EU.

“We must think of our Eurointegration, regardless of the fact whether
Turkey is or is not member of the EU”, Torosyan stated.

Armenian Genocide in 1915 – 1923 is considered to be the first
genocide of the XX century, organized and systematically conducted
by the government of Young Turks. In 1915, in Western Armenia, which
was part of Ottoman Empire, more than 1,5 mln Armenians were massacred.

The fact of genocide has been already recognized by many countries,
namely Uruguay (first in 1965 officially recognized the Armenian
Genocide), Russia, France, Argentina, Greece, Low Chamber of the
Italian Parliament, majority of states of the USA, Parliaments
of Greece, Cyprus, Argentina, Belgium, Wales, National Council of
Switzerland, Chamber of Communities of the Canadian Parliament and
Seim of Poland.
