May 31 RA Foreign Minister Vardan Oskanyan will pay a two-day official
visit to the Republic of Kazakhstan.

In Astana Minister Oskanyan is scheduled to meet the President of
Kazakhstan Nursultan Nazarbaev and Foreign Minister Kasimzhomart
Tokaev.

On June the 1st the Foreign Minister will deliver a speech at the
Diplomatic Academy of Kazakhstan. The same day Vardan Oskanyan will
leave for Almati, where he meet representatives of the Armenian
community on June 2.

RA Foreign Minister Vardan Oskanyan will return to Armenia on June 2.

Weather forecasts are very important not only for our daily lives but
also in politics. This summer will be very hot in domestic and
foreign affairs, and this fall I’m expecting a hurricane that will
hit international affairs hardest. Turkey will be particularly
vulnerable to enormous international waves. Let’s take a quick look
at our foreign relations situation.

Cyprus and the EU

The parliamentary elections in southern Cyprus ended with a victory
for the Working People’s Progressive Party (AKEL) and the centrist
Democratic Rally Party (DISY). In another words, Greek Cypriots
supported the current leftist coalition. Tassos Papadopoulos said
that there will not be any change in their policy towards the Cyprus
problem. The leftist mentality in Hellenic states like Greece and
Cyprus is completely different than what the terminology of socialism
dictates. Greek socialists are more nationalist than others. Andreas
Papandreou’s Panhellenic Socialist Movement Party (PASOK) in Greece
was the perfect example of my view. Tassos Papadopoulos’ government
was, is and will be the same type. Even though European Union
countries are irritated by the results of the elections, they will
not alter their support for the Greek Cypriots.

The Cyprus issue is currently dominating membership negotiations
between the EU and Turkey. The EU Commission, which will gather in
October, may suspend membership negotiations between the EU and
Turkey. There are two reasons for this:

1. The Turkish government has not ratified an additional protocol in
its Parliament. This pertains to the recognition of southern Cyprus’
Greek administration as the “Cypriot Republic.”

2. The Turkish government has so far not permitted Greek Cypriot
vessels and planes to use Turkish ports and airports. That’s why
Michael Leigh, director general for enlargement with the European
Commission, openly said that Turkey must fulfill its responsibilities
as noted in the additional protocol. Leigh added that most of the
arrangements that the EU has requested regarding Northern Cyprus have
been realized. Ankara says that after the embargo of Turkish Republic
of Northern Cyprus (TRNC) is lifted and the isolation policy is
stopped, Turkey can recognize the Greek administration. The EU, on
the other, claims that this should have been declared before the
decision to start negotiations between Turkey and the EU.

Representatives of the EU will go to the island and meet with Talat
and Papadopoulos. Talat’s attitude towards the Greek Cypriots and the
EU has drastically changed. Now he is getting closer to Denktas.

Negotiations between the Greek and Turkish sides of the island on
“daily issues” have also reached a dead end. On the other hand United
Nations Secretary-General Kofi Annan’s term is going to end in the
near future. In short, the Cyprus issue is at a stalemate. There will
not be any solution if it goes on like this. Since it dominates
Turkish-EU relations, negotiations for membership are at a dead end
as well. In October this issue will explode.

Iraq

There has been an undeclared civil war between Islamic sects (Sunnis
and Shiites) in Iraq. But it may turn out to be a clash between
ethnic groups. The process of establishing an independent Kurdish
state is at a final stage. Technical details have been completed for
this. If they put Kirkuk into their domination area they will declare
the city their capital. The Turkmens are completely out of the
picture. They will be mentioned as a minority like the 200,000
Armenians. The future of Iraq will be clearer in the fall.

Iran

President Mahmoud Ahmadinejad’s Iran seems to have passed the stage
of enrichment of uranium, and they are in a position to implement a
missile system to deliver a nuclear bomb. It is at least an irritable
situation for Turkey to have such an erratic neighbor with a nuclear
capability. Israel, as the probable first target of this nuclear
threat, is furious. The U.S. seems to be moving towards using force
to stop the process. But due to Russian and Chinese objections, there
is no chance of Washington getting a go-ahead to intervene in Iran
from the UN Security Council. The council may adopt a decision
backing a nuclear nonproliferation treaty in general, and Uncle Sam
may interpret the council’s general decision as a greenlight for
armed intervention on Tehran’s soil. It is probably easy to bomb
Iran’s nuclear facilities, but to stop their retaliation in terrorist
activities is almost impossible and unpredictable.

The question is when will it happen and what will Turkey do.
We will see by the end of this summer.

These are some of the sources for possible hurricanes that will
affect Turkey.

Ravil Gaynutdin: “Armenia has to free the occupied territories”
Ravil Gaynutdin, Chairman of the Council of Muftis of Russia,
considers that Russian inertia in settlement of Nagorno-Garabagh
conflict makes Azerbaijan search the support of such organizations as
GUAM.
R. Gaynutdin expressed the position of the leadership of Russian
Muslims and stated that “Armenia has to free the occupied
territories”. According to him, Presidents I.Aliyev and V.Putin are
able to agree and the end of negotiations will be settlement of
Nagorno-Garabagh conflict and rehabilitation of Azerbaijan’s
territorial integrity.
At the same time, R. Ganutdin was concerned with forceful regulation
of the problem relating Iran. He stated that war between Iran and the
United States cannot pass by Azerbaijan, as “million Azerbaijanis who
can suffer” are living in Iran. He does not rule out the possibility
that Azerbaijan can turn to “a part of battle field” if war starts.
As proof of his words R. Gaynudin cited Uzbekistan and Kyrgyzstan in
which territories the armed hostilities started when the US troops
entered Afghanistan.
Chairman expressed a hope for the possibility of regulation of the
problem between Tehran and Washington by peaceful meanings. According
to him, the address of Iranian President to the US Presidents gives
the ground for that.
Reminded Russian-Chechnya war the Mufti stated that Yeltsin’s mistake
was that on time he did not meet with Dudaev who was against the
armed hostilities. If on time Russia reckoned with Chechnya and
conducted negotiations concerning the separation of the authorities,
no war would be.
According to Chief Mufti, it is impossible to punish Iran for
scientific breakthroughs in nuclear field. At the same time, Iran
should respect Non-Proliferation Treaty.

Mediators urge swift settlement of Karabakh conflict

YEREVAN May 26

Co-chairmen of the OSCE’s Minsk Group on the Nagorno-Karabakh
settlement from Russia, France and the United States have called on
Baku and Yerevan to come to an agreement on the main principles of
the Karabakh settlement.

“We arrived in Yerevan as members of joint diplomatic mission in
order to assist the peaceful settlement of the Nagorno-Karabakh
settlement, because it is high time the parties to the conflict come
to an agreement on the main principles of the settlement,” says a
statement by the co-chairmen published on Thursday in Yerevan.

Meetings with Armenian President Robert Kocharian and Armenian
Foreign Minister Vardan Oskanian in Yerevan saw “the discussion of
important elements of a further settlement and opportunities for
presidents of the two countries [Armenia and Azerbaijan] to meet in
the near future,” the statement reads.

“We highlighted the assurance of the international community in
general and our countries in particular that the conflict could be
settled only by peaceful means. Moreover, the two countries [Armenia
and Azerbaijan] should be preparing their society for peace rather
than war,” the statement reads.

Consultation in Yerevan and Baku were constructive and international
mediators from Russian, France and the U.S. will return to “their
capitals to report to the authorities,” the international mediators
said.

Terrorism is simply the name of a technique:

Intentional attacks on civilians.

I understand that a ‘Symposium on Roots of Terrorism’ was held in
Washington DC on 28-29 April. It was sponsored and organized by
America Truth Forum. A large number of prominent and highly-placed
intellectuals and experts on Islamic studies attended the symposium.

Many of them were celebrities and known personalities on national
TV and radio stations. A forceful Indian and Hindu view point was
presented by Dr Babu Suseelan, a psychologist and Director of Addiction
Research Institute, Pennsylvania and board member of Indian American
Intellectuals Forum (IAIF) on that occasion.

What is very gratifying to note is that more than 375 intellectuals
and US opinion makers, many of them Jewish and Christian Americans,
took an active part in the Symposium. To quote the words of Narain
Kataria in this context: ‘This was a rare occasion for IAIF members
to interact with American mainstream personalities and exchange
the Indian viewpoint openly on the menace of terrorism. It was,
probably, for the first time that the presence and scholarship of
Hindu Americans was recognized and appreciated by renowned global
experts on counter-terrorism’.

Dr Babu Suseelan insisted that it was absolutely essential for the
world to understand the deadly ideology that successfully transforms
the simple human beings into deadly suicide bombers and terrorists. He
said that we cannot deal with the problem of terrorism until and
unless we completely comprehend the ideology which extols the virtues
of killing and preaches hate, incites violence and enjoins on its
followers to instill terror in the hearts of those who do not believe
in Allah (8:12); insists on its followers to make a war on unbelievers
who dwell around them (9:123); compels its followers to be harsh
to unbelievers; tells them that ultimate abode of infidels is Hell,
directs them to lay hold on infidels; bind them; burn them in the fire
of Hell, then, fasten them with a chain seventy cubits long. The only
fault of infidel was that he did not believe in Allah, the Most High.

Jihad, fundamentally, is a do or die doctrine of permanent
warfare. Jihad, Holy War and Terrorism are all interchangeable words
in all contexts and all situations relating to so called infidels
or non-believers or what Islam calls Kafirs. He pointed out that
Muslims have been in a state of perpetual war wherever they live,
be it Afghanistan or Iraq, Chechnya or Sudan, Kashmir or Thailand,
Indonesia or Bangladesh, Philippine or Spain, USA, UK, or India. Dr
Prithipal, Professor of Comparative Religion, University of Alberta,
Canada has categorically observed: ‘Muslims will only live as an
oppressive majority and in turbulent minority’. This is because of
the supremacy and paramountcy of the Islamic Jihad.

Surveying the History of India, Dr Suseelan pointed out that the
Afghanistan was once Hindu and a part of the original India of that
time. In 1947, Pakistan too was forcibly carved out of the Indian
Territory by Islamists. Now, feverish efforts are on by all Islamic
nations to wrest the Indian Kashmir from the Hindu India.

Threats of violence, loot, murder and rape of Hindu people all familiar
tools of terrorism have become a routine thing in the Indian Kashmir
today.

Many people are under the mistaken impression that terrorism in
the world began on 11 September, 2001. This assumption is based on
total ignorance of the known facts of history. Dr Suseelan added:
‘India has been experiencing terrorism for hundreds of years. Even
the so-called Moghul King Akbar-the-Great had killed 30,000 to 40,000
innocent Hindus in one day’. He then referred to 14,000 young Hindu
girls who had to immolate themselves in fire in a city named Chittor
in Rajasthan in India when Hindu soldiers were not able to defend
the honour of their womenfolk against the barbarian Islamic forces.

1,00,000 Hindu prisoners in one day were put to death by
Timur-the-Terrible.

The sword of Islam was washed in the blood of the infidels of India
ever since the Arab conquest of Sind in 712 AD.

To quote Dr Suseelan in this context: ‘The whole world knows that
six million Jewish people were murdered by Nazis. It is also known
that 1.2 million Armenians were butchered by Turkish Muslims.

But nobody knows about the Hindu Holocaust. There are various estimates
on how many million Hindus have been slaughtered by Islamic invaders
inspired by holy Quran. Prof Bill French of the Centre for the Study of
Political Islam, Tennessee, who has conducted an in-depth research on
the subject, told me that Muslims have killed 120 million human beings
around the globe (including 40 million Hindus in India alone). Hugh
Fitzgerald of Jihad Watch says that in sheer numbers, no group of
people has suffered from Islam like the Hindus. He further said that
it is amazing how few Americans and British of Indian origin seem to
know the history of their own ancestors. Prof K S Lal writes that 60
to 70 million Hindus were murdered by Muslim rulers’.

In conclusion, Dr Suseelan said that Hindus and Hinduism are
under siege in India. At present the Muslim population in India is
rising by leaps and bounds. There are 162 million Muslims living in
Pakistan. There are approximately 150 to 160 million Muslims in India;
Bangladesh has another 147 million Muslims. Roughly one-third of the
world Muslim population lives in the Indian sub-continent.

This is a very frightening scenario for India. Enlightened members of
the audience in the high-profile Symposium were horrified and shocked
by the detailed and documented information provided by Dr Suseelan.

Returning to the Indian context, since 1989, more than 13500 civilians
and 5300 security personnel have been killed by terrorists in Jammu
and Kashmir. By contrast, over the same period, till December 2004,
just 62 persons have been indicted for terrorism in the State. Our
Courts of Law don’t and won’t deliver. When someone at the greatest
risk to his life acts to save the country, a shriek is sent up,
Human Rights Violation.

During the last 20 years about 64,000 have been killed in terrorist
related violence within the territory of India. By the end of 2004, 220
districts, covering 40 to 45 per cent of the country’s territory had
come to be affected by insurgencies of one kind or another. K.P.S. Gill
has given three reasons for these killings: i) Islamic fundamentalism;
ii) Left wing extremism; and iii) Ethnic Fundamentalisms in the North
East. Arun Shourie has rightly observed that it is more or less taboo
to talk about the first. The second is explained away in fashionable
circles as the counter to State-terrorism as a direct consequence
of Land Reforms not having been implemented. The third is lauded as
‘The rise of consciousness among indigenous people’.

India is a State in denial, a State which has withered away for good
or for evil.

Against this crumbling edifice of national security situation, it is
shocking to see our pusillanimous Prime Minister offering on bended
knees with supplication an offer of a new deal to the terrorists and
quislings of Kashmir today. The same Prime Minister treats the striking
students of IITs and Medical Colleges as quislings, ably assisted by
the Human Resources Destruction (HRD) Minister and a known page boy of
the Nehru family. The Hindu victims of Islamic terrorism in Kashmir
are being treated like disposable consumables in the crucible of an
artificially sponsored peace process founded on a superstructure of
sanctimonious humbug. We have a weak government; we have a weaker
economy; we have puny men at the highest levels of governance with
contempt for our own nation and her people. Is this a sign of our
tolerant culture? Is it a sign of our being a democracy? Is it a sign
of confidence and strength? Or is it a sign of our being confused,
of our having been fed guilt, and of our having internalised it?

It is in this context I am reminded of the strong stand taken by Deng
Xiaoping, President of China when the Western nations spoke about
violation of human rights in China, after the suppression of the riots
in Tiananmen. Deng Xiaoping said that the troubles had been executed
by ‘so called democrats’ who were in fact the scum of the Chinese
nation. Deng Xiaoping gave a warning as follows: This turmoil has
been a lesson for us. We are more keenly aware that first priority
should always be given to national sovereignty and security.

Some Western countries, on the pretext that China has an unsatisfactory
human rights record and an irrational and illegitimate socialist
system, attempt to jeopardize our national sovereignty.

Countries that play power politics are not qualified to talk about
human rights. How many people’s human rights have they violated
throughout the world!… They are not the United Nations. What grounds
have they for interfering in the internal affairs of China?

Who gave them power to do that? The Chinese people will never accept
any action that violates norms of international relations, and they
will never yield to outside pressure.

One million of our so-called Nethas cannot equal one Deng
Xiaoping. When are we going to get tall leaders with judgement,
courage, vision and above all political integrity?

Abrahamyan considers that measures for struggle against xenophobia
and crime through national hatred should be worked out in Russia. “The
society jointly with politicians should develop a line and mechanisms,”
he said at a press conference in Moscow.

In his opinion, special attention should be paid to the bringing up
of schoolchildren.

At the same time he remarked that certain forces in Russia and
interested in availability of such problems in Russia. “The existence
of nationalist organizations means that somebody wishing instability
supports them,” Abrahamyan stated. He proposed to proceed to resolving
the problem via organization of round-table discussions with the
participation of public figures, law enforcers and media. “Armenians
have lived in Russia since the 9th century. This is our home,” he
said adding that there are no anti-Russian moods in Armenia.

The oppositionists described in this way the circumstance that the

“I declare that I refuse of the post of the NA chairman”,- Tigran
Torosian read Arthur Baghdasarian’s resignation in the parliament
sitting. Then Mr.

Baghdasarian made a speech and thanked to his partners for three-year
joint work. He also mentioned during this speech that the OEP in the
NA hall during last three years has tried to represent its approaches
and positions “in case of every project which opposes the interests
of the people. He also promised for the future; “We’ll criticize each
omission and wrong step from the most radical angle, whoever does it,
the Ra President, Government, each political power and structure. At
the same time, we’ll be for the authority or opposition if they are
good to the people.”

The chairman of the commission of Defense NS and IA Mher Shahgeldian
and the chairman of the commission of Social, Health, Nature protection
Gagik Mkheyan sent in their resignation. They also thanked to the
Parliament for joint work. The NA deputy chairman Tigran Torosian also
thanked. And though it wasn’t greeted with cheers, everything would be
over in this civil and “warm” atmosphere if the oppositionists didn’t
discuss round the NA chairman’s resignation using the opportunity
of making a speech round the agenda. The NA chairman ‘s resignation
isn’t foreseen by the NA code. And NDP leader Shavarsh Kocharian
mentioned that the code didn’t correspond to the situations, which
could be formed in Armenia. “If the third figure of the country sends
in his resignation, producing very serious accusations to the NA that
antidemocratic laws have been adopted then in this case not having the
opportunity of discussing means that the code does only a function;
not allow the political powers to make a normal discussion.” The
secretary of “Justice” group Victor Dallakian mentioned that the fact
of exploding the OEP inside it was very dangerous; so the legislative
authority must remark it. And Hmayak Hovhannisian complained; “Arthur
Baghdasarian says that there is atmosphere of fear in the country, you
thank each other. I don’t understand what a pharisaical atmosphere”.

Later he also added ”the parliament isn’t a collection of noble
girls”.

Tigran Torosian tried to oppose to the attempts of breaking the NA
code in vain; ”I’m sure the OEP has taken a deserving step. And now
each of us must have a deserving position proper to our political
system. He considered discussions unnecessary mentioning that they
won’t have any influence. ”I’m sure that the OEP doesn’t need in
anyone’s defense. And trying to say something and defend is just
a pharisaism”. ”OEP has said whatever it has wanted”. ”People
irrespective of different standpoints must thank to each other for
the joint work”. He also noticed that a lot of people didn’t bear
that trial. ”You must bear, it isn’t our business”, – ADP leader
Aram Sargsian cried.

Baku for the next time will present to the OSCE Minsk Group co-chairs
its unchanged position on the resolution of the Armenian-Azerbaijani
conflict over Nagorno-Karabakh conflict, Azerbaijani Foreign
Minister Elmar Mammadyarov stated on 22 May. He was commenting on
the forthcoming visit of the OSCE Minks Group co-chairs to Baku on
24-25 May 2006, Trend reports.

According to Mammadyarov, Azerbaijan is keen on achievement of the
peace in the region and regards by-stage resolution of the conflict
the most optimal way. “If by-stage process becomes effective, in
the first stage the occupied Azerbaijani district attached to the
Nagorno-Karabakh will liberated, the internally displaced people
will be returned to their lands. The next stage, of course, will be
the repatriation of Azerbaijanis replaced from Nagorno-Karabakh and
Shusha. Following the establishment of the normal living condition,
the economy should function,” the minister underlined.

Mammadyarov noted that after it is possible to discuss the status
of Nagorno-Karabakh.
