WASHINGTON — U.S. Senators failed to persuade Richard Hoagland,
the nominee for the post of U.S. ambassador to Armenia, to describe
the deaths of 1.5 million Armenians last century as "genocide."

"I have not received any kind of written instruction about this,"
Hoagland said Wednesday. "I simply have studied the president’s
policy. I’ve studied the background papers on the policy. And my
responsibility is to support the president." The administration of
U.S President George W. Bush does not question that Turkish troops
in the dying days of the Ottoman Empire killed or drove from their
homes 1.5 million Armenians starting in 1915.

Recently there has been a great deal of consideration that the 1998
coup inside the government may repeat in Armenia. Many people tended
to believe this, namely officials, who have been steadily gathering
around the Republican Party, which has already waited on the coup
inside the government once.

It appears that the stereotype of 1998 is deeply rooted in the
consciousness of Armenian officials. As soon as a complicated state
occurs in the settlement of the Karabakh conflict, everyone hurries
up to keep away from the president of Armenia and take up a runner’s
position. The same is now. As soon as the OSCE Minsk Group co-chairs
announced that they wash their hands and hand over the fate to the
presidents of the conflict sides, the officials of Armenia immediately
revived the image of 1998 and ex-president Levon Ter-Petrosyan in
their minds.

Now it is clear to even an outsider that these peddlars in politics
are going to run away from Robert Kocharyan’s sinking ship, who
has to tackle the current complicated situation. Serge Sargsyan,
imagining himself the analogue of the former defense minister and a
present superminister also broke away. Certainly, he is suspicious,
he is afraid of making mistakes. And he is right to be suspicious,
since unlike his brothers-in-arms runners he is well aware that he
will not be determining the fate of power in Armenia, moreover, the
fate of Karabakh. Simply, he might be hopeful that 1998 will reoccur.

At that time it will be important to assume a convenient position,
for he may manage to jump across the precipice once again.

It would be good, of course, if Serge Sargsyan thought over his
suspicions, which are quite justified. It appears, however, that the
stereotype of the blessed 1998 also prevail over his thoughts. What
should he do if in Armenia they have seen nothing except a coup?

There is no point in relying on elections because he will get the same
3.3 percent as in 2003. There is no place to go, President Kocharyan
has placed him outside the framework of his plans. Besides, he is
not going to quit power. Perhaps, Serge Sargsyan is hopeful that
forces from the outside will make Kocharyan quit. In the meantime,
the sanctuary cannot be left vacant, and he must be ready because
hunters for presidency are all around.

This is for our officials. For Armenia and its political future,
the situation is grave. Mathew Bryza, the new U.S. co-chair of the
OSCE Minsk Group, offered a serious problem to President Kocharyan:
untie the diplomatic knot of Karabakh, and at the same time tackle
the problem of democratization of the country’s political system.

There is no way back. The time is over. All the stipulations assumed
the form of an ultimatum.

It is clear that if he tries to avoid the task and wait until hard
times are over, the super powers will start changing the state of
things themselves, making it even more complicated. The game is
over, and it was not accidental that 235 million dollars was hung on
Kocharyan. They may also add the problems of Karabakh. The problem
would be much more complicated then, and failure in this direction
would mean the end of Kocharyan. Hence, there is only one way out,
especially that the end of the term of presidency is drawing nearer,
and there is no time to maneuver. In addition, for the first time,
he has to act on concern for the country’s future, not on personal
concerns. It happened so, and it is even unusual.

It seemed that he could follow Levon Ter-Petrosyan, with a slight
difference of course, rejecting the agreement on settlement of the
Karabakh conflict and leave as a hero. This way of becoming a hero
is practiced in Armenia only. Everyone is already getting bored by
heroes. Everyone demands progress and considers it a dimension of a
hero. Besides, this will not solve the problem. For it has been put
clearly that the political system must be made democratic, and in
the world they do not joke about such things.

Here is a paradox. They did not even allow Kocharyan to retire
quietly. And it is quite clear why. If he retires, he will hand over
power to our corrupt officials, who are already standing in a queue
led by Serge Sargsyan. The world will never forgive Kocharyan, because
Armenia is an important country with an important role in the region:
nobody would allow "pageantry".

What is left to do? A very simple solution: if it is impossible to
settle the Karabakh issue even through a resignation, the question
of democratization of the country must be solved. In that case, it is
possible that the stipulations for Karabakh will become softer. We saw
how the Azerbaijani president Ilham Aliyev was caressed in the United
States. Whereas all he did was put a group of corrupt officials to jail
during the election. He did it and appeared as a great democrat. Maybe
he treated his father’s brothers-in-arms unfairly, but they had
treated both the state and the son of that father unfairly.

Our Armenian corrupt officials are also being unfair. They immediately
left the president as soon as he appeared in a difficult state. It
is wrong. They may follow Aliyev’s example, of course, and put them
to prison, especially that the reasons are many. But it is also
possible to direct them towards their dream and dismiss them from
offices as soon as it is possible and let them "soar" over the free
political sphere. Arthur Baghdasaryan disagreed with the president,
he moved towards freedom. Let those who disagree leave as well. For
they believe they can do everything.

Robert Kocharyan has taken a strange step so far. At the sunset of
his presidency he betrayed his belief that his party is his people,
and started setting up his own political party – Bargavach Hayastan
(Prosperous Armenia). It is true that he is shy to confess that it
is his own political party and there is no place for our corrupt
officials there (perhaps he cannot explain to his brothers-in-arms
why), but he is building the political party more intensively. What
is he doing it for? Perhaps he does not know. Let alone the others.

But now there is no necessity to think. Everyone, who is able to
perceive, even those who have mercantile aims, would clear the
government of the present officials and appoint pro-state figures
to these positions. And let Bargavach Hayastan spread over the
vast fields of "free power". For Arthur Baghdasaryan occupied the
opposition, and Serge Sargsyan’s official republican club will soon
find its place for election in another country far away from Armenia
(his experience in coercion and trade may prove useful), and if he
does not want, the model of Aliyev Jr. may be applied, providing
corrupt officials with custody where the law provides for it.

Robert Kocharyan, however, may realize that "battling corruption" is
also a powerful political mechanism, more powerful than administrative
terror and trade. If he had realized this, nobody would have offered
an ultimatum to Armenia. However, this is already his problem,
and he will have to answer for the artificial feeling of dignity,
not people. Armenia will overcome this situation on its own.

The world did not start and will not end with Kocharyan. Simply
everyone is tired of permanent destruction. Let do something properly
at last!

There is no danger in the solo statement of the OSCE Minsk Group
Co-Chair Mathew Bryza and the joint statement of the three co-chairs.

"The aim of these statements is to create a new atmosphere, to find
out how these processes will be accepted in Armenia and Azerbaijan,"
said Galust Sahakyan, the leader of the Republican faction on June
30 at the National Press Club.

"Especially that first the co-chair announces, then the co-chairs
make a statement, and I can see serious problems here, which do
not counterbalance one another," analyses Galust Sahakyan, adding
that the United States is not making a statement about the Karabakh
issue. Proceeding from its economic interests, "it is definitely
aspiring to create an atmosphere for Azerbaijan." This process will
become more distinct in 15-20 days, stated the republican member
of parliament, adding that for a deeper analysis all the documents
regarding the talks need to be declassified.

The speaker noted that if the foreign minister of Armenia states that
the proposals were discussed, it does not mean that the proposals were
accepted. "If they had been accepted, we would have said it." The
opinion of the Republican Party regarding the settlement of the
Karabakh conflict did not change. The question of status is primary,
the other problems are secondary.

Galust Sahakyan thinks that the peculiarities of the home political
sphere are the reason for unusual reaction. There are forces, which
are up for manipulations. "The opposition seems to be discerning a
gleam of hope to come to power using Karabakh. The pro-government
forces simply decline to answer the questions they are asked."

This state of things is a consequence of an imperfect political sphere,
says Galust Sahakyan, a representative of pro-government forces, who
thinks that there will not be essential developments in the settlement
of the Karabakh conflict in 2006. "Certain processes will take place
beyond diplomatic ties."

Galust Sahakyan thinks the political forces should keep together
with regard to the Karabakh issue, and believes that problems in this
sphere would not be helpful for us, and people would again rise.

his Georgian counterpart Gela Bejuashvili who met in Tuesday Tbilisi
expressed confidence that the mutually beneficial partnership between
the two countries will keep developing.

The Armenian and Georgian Foreign Ministers were united in thinking
that Armenian-Georgian relations are based on close historic ties and
strong friendship and will keep developing in the future, Armenian
Foreign Ministry press service said.

he sides estimated Armenian-Georgian relations agenda as deep and
comprehensive and pointed out high-ranking officials’ mutual visits
and constant contacts between the two countries’ governments over a
wide range of issues as convincing evidence of that.

The ministers also stressed the necessity of coordinating
efforts in economy and business area to make the ties closer and
stimulate investments. They also emphasized that effective transport
communications development will spur economic relations between the
two countries.

Both Oskanyan and Bejuashvili were also convinced that problems
connected with Armenian-Georgian border delimitation and demarcation
will be solved very soon.

They considered prospects of regional development and the process of
regional conflicts settlement as well as exchanged information about
the course of negotiations over Karabakh, Abkhazia,and South Ossetia.

flow, Armenian Deputy Foreign Minister Gegham Gharibjanian stated in
Moscow during an international conference dedicated to the problem
of drug traffic from Afghanistan. He refuted the allegation by Azeri
Deputy FM Halaf Halafov, who said that various narcotic plants are
being cultivated on the "uncontrolled" territories around Nagorno
Karabakh and then conveyed to European states.

"Azeri politicians often say that Nagorno Karabakh is a transit
territory for drug flow. These statements are false," he said quoting
one of the reports on the drug flow from Afghanistan published in the
U.S. The report says that Azerbaijan itself is a transit territory
for drug traffic.

"If Nagorno Karabakh is not recognized by the intentional community
it does not mean that this territory is beyond control," Gegham
Gharibjanian underscored, reported Novosti-Armenia.

There are controversies among the OSCE Minsk Group countries, stated
Haik Babukhanyan, Constitutional Right Union, June 28. He says the
publication of details of the negotiations for the settlement of the
conflict over Karabakh by the OSCE Minsk Group Co-Chair Mathew Bryza
is due to existing controversies. Announcing this, Haik Babukhanyan
expressed a new political line of the CRU. In fact, Babukhanyan
announced that only Russia is interested in keeping the status quo
in the region.

"We have difficulty in understanding why Armenia and Karabakh which
is under the influence of Armenia are so passive with regard to the
initiatives of the Russian party. In particular, you can see that
over the past two months Russia has announced that it is for keeping
the status quo and, in fact, expressed an official stance that these
states, which emerged after the dissolution of the USSR, also have
the right for self-determination. It was a big change in the stance of
Russia, which changes a lot in the process," states Haik Babukhanyan.

He wonders why Karabakh does not participate in conferences of
unrecognized states, at least as an observer. Haik Babukhanyan cannot
understand this.

Seven countries have ratified the Comprehensive Nuclear Test Ban
Treaty since November, the Vienna-based organization that administers
the accord said Tuesday, bringing to 132 the number of nations that
have endorsed the pact.

The countries were Antigua and Barbuda, Cameroon, Cape Verde, Haiti,
Suriname, Vietnam and Zambia, said Volodimir Yelchenko, chairman of
the organization’s preparatory commission established to prepare for
the treaty’s entry into force.

However the treaty, which bans all nuclear explosions, will not enter
until it has been ratified by 44 states _ listed in an annex _ who
participated in a 1996 disarmament conference and who possess nuclear
power or research reactors

Only 34 of those have so far done so, Yelchenko said. The holdouts
include the United States, China, India, Pakistan, Israel and North
Korea.

According to the organization’s Web site, Haiti ratified the treaty
_ adopted by the United Nations General Assembly and opened for
signature in New York in September 1996 _ in December 2005 and the
rest this year.

Yelchenko said Vietnam’s ratification was "very crucial" because the
country was listed on the annex.

"All of us think that ratification by Vietnam will also give a very
powerful signal to some other countries of the region, for example
Indonesia, who are quite close to the completion of the ratification
process," Yelchenko said.

Ethiopia and Armenia also have ratified the treaty but have yet to
deposit official legal papers at United Nations headquarters, said
Tibor Toth, the preparatory commission’s executive secretary.

made certain that Armenia and Azerbaijan draw out time and do not want
to settle the conflict," Stepan Safarian, Director on Studies of the
Armenian Center for National and International Studies, declared in
his interview to Noyan Tapan correspondent.

According to him, the meetings of the two Presidents in Rambouillet and
in Bucharest demonstrated that the expectations of the international
community are vain and the Presidents will not sign the working
document on the negotiations table.

According to the expert, the change of the American Ambassador in
Armenia, as well as the substitution of the American Co-chair in the
OSCE Minsk Group mean that the U.S. will enter into the negotiations
process already from another positions.

Stepan Safarian expressed a supposition that at the moment the
U.S. conducts a serious discussion at different levels about the
further scenarios, including the new strategy and tactics in the
issue of the peaceful settlement of the conflict.

In response to the question, what one can expect from the possible
change in the tactics of the U.S. in the issue of conflict settlement,
the expert expressed confidence that the tactics will change. The
main reason of it is that the U.S. was not able to solve the problem
on the settlement of the Nagorno Karabakh conflict: "In this issue
the U.S. has adopted a non-effective approach. Besides, not only the
conflict fails to be solved, but also prospects of democratization of
the two countries are sacrificed and authoritarian processes become
deeper and deeper there."

According to him, the subsequent steps will be based on the discussion
of the long-term prospects of conflict settlement, democratization
of the societies, transformation of the conflict, etc.

In this context S.Safarian prognosed a real activization of the
home political life of Armenia. In particular, he connected the
developments in the negotiations process with the home political
developments in Armenia. "I think that all this, in its turn, will
result in a serious crisis of power. These processes will become more
intensive after the U.S. clarifies its new approaches."

The 33rd meeting of the FM Council of the Organization of the Islamic
Conference (OIC) set off in Baku on June 19. The meeting was opened
by Azerbaijani President Ilham Aliyev. He noted that Azerbaijan is
actively involved in global and regional processes: "We are concerned
for the processes taking place in the world. Azerbaijan cannot but
worry to see some western media and political circles compare Islam
with terror. We can’t allow this. Islam is a religion of prosperity
and peace. One can’t call it a religion of terror. Azerbaijan is
itself a victim of terror. Armenians alone have committed over 30
terrorist acts in Azerbaijan, with over 2,000 Azeris killed as a
result." Aliyev expressed regret that although the UN has passed
resolutions on Nagorny Karabakh, there is still no mechanism of their
implementation. He said that Azerbaijan has never agreed to the
violation of its territorial integrity as "Nagorny Karabakh is

Kazakhstani President Nursultan Nazarbayev met with Azerbajani
President Ilham Aliyev in Almaty on June 16. Trend news agency
reports the presidents to discuss developing bilateral cooperation in
the oil and gas sector and to sign an agreement "On Supporting the
Oil Transportation from the Republic of Kazakhstan via the Caspian
Sea and the Territory of the Azerbaijani Republic to International
Markets By Means of the Baku-Tbilisi-Ceyhan System." The presidents
noted that this agreement is very important. "It gives us a third
alternative route for transporting our oil. Until 2030 we will build
all necessary terminals and will increase the capacities of the
pipeline for transferring our oil," Nazarbayev said during a
briefing.

Zerkalo notes: "We can understand the prudence of the Kazakh
authorities who ‘sort of jumped into the departing train at the last
moment.’ They clearly said they want to join BTC as early as 1999,
but they later preferred not to tease ‘the Russian bear’ until the
BTC project was finished and the Kashagan project launched. Now that
BTC is launched the Russian authorities may have problems with
filling the Baku-Novorossiysk pipeline. The advantage of BTC is that
there is no need for ships to cross Bosporus and Dardanelles from the
Black to the Mediterranean seas. The point is that for fear of
ecological disaster in its territorial waters, especially in
Bosporus, Turkey is constantly toughening navigation restrictions in
the straits. By the way, Kazakhstan’s official participation in BTC
will stimulate the development of the regional transport
infrastructure. In any case, the July official festivities in Turkey
(to be attended by the presidents of Azerbaijan, Georgia, Turkey,
Ukraine, Moldova, Romania, and Bulgaria) will make everything clear.

Russia will be a stranger ‘at this feast of life…’

‘Azerbaijan is facing the danger of civil war caused by religious
contradictions,’ Zerkalo daily says in its report from Lerik region,
near Iran:

"Our correspondent has personally witnessed "Iran’s successful
propaganda war" in the southern regions of our country, and it seems
Tehran is taking the lead again. Some Lerik residents openly say that
they regard Iran as their Homeland and, of course, they know who
Iran’s enemies are – whoever is against it, "Zionists and servants of
Shaitan." Some people in Lerik tried to prove to us that Allah wants
Muslims to war against infidels and that over 100 ayats of the Koran
order them to fight for Allah."

"Let’s note from the very beginning that the point here is not that
faithful Muslims in Lerik are beginning to adhere to the principles
of Islam. Obviously, the point is that, covered with religion,
certain circles are beginning some political game."

"We are not afraid of the US. We are waiting for the Americans to
attack the holy land of Iran, and then we will rise against the
infidels. We can’t wait to see our spiritual leader Seyed Ali
Khamenei or some other Mujtahid declare the start of Jihad. The
moment this happens, we, as true Muslims, will stand up to protect
our religion from Zionists," the father of two children has told our
correspondent."

"In one word, they in Lerik tried to convince us that the protection
of Muslims is not politics. However, the selfsame people who say they
are ready to die for Iran’s territorial integrity said no single word
about Karabakh: none of them said that Karabakh is our occupied land
and it is our duty before Allah and our Fatherland to liberate it.

That is, for them the possible occupation of Iran by the US is more
important than the liberation of Karabakh. ‘Islam is the only thing
we really care for. We will be happy to die or our religion, all the
rest does not matter much,’ some Lerik residents said."

"Undoubtedly, Iran has quite strong positions in the southern regions
of Azerbaijan. This is not the most awful thing though. Somebody is
implanting in the minds of our citizens hatred for their Sunni
brothers. For some reason, the Lerik ‘Islamists’ believe that it is
Sunnis and especially Wahhabis who are to blame for all our troubles
as they are ‘the black stain’ on the history of Islam. They forget
that those acting against their brothers in religion and thereby
causing detriment to the unity of Islam are regarded as atheists.

However, it is not we but our respected Sheik ul-Islam Allahshukur
Pashazade who should solve this problem, of course, if he doesn’t
have some more important problems to solve."

We could well neglect the views of some Lerik residents, but what our
correspondent saw in that region is obviously the beginning of some
big plan." (Zerkalo)

Zerkalo also writes about anti-Shi’a religious fundamentalism in the
northern regions of Azerbaijan: "It seems the special services of our
northern neighbor (Russia – REGNUM) don’t mind escalating tensions in
the regions bordering on Azerbaijan. For example, radical anti-Shi’a
organizations are being formed in Gusar, Gubin, Khachmaz, Siyazan and
Balaken. The Wahhabi and other extremist religious organizations
being formed there seem to be the key driving force of Russia’s
‘black’ plots against our country."

In short, Russia from the north and Iran from the south are slowly
but steadily tightening the ring around Azerbaijan. Wahhabis are
strengthening their positions in the north, while Iranists in the
south. Both trends are quite deeply rooted in northern and central
regions and Baku. This is not a surprise for anybody especially given
the lack of democracy, normal legal guarantees of freedom of
conscience and religion. Those concerned are trying to shape the
public opinion in such as way as to convince people that Azerbaijan
is allegedly facing the danger of instability by various radical
religious groups. Their goal is obviously to distract people from
democratic and economic processes. Some sources say that political
cataclysms in our country may urge radical religious organizations in
the north to take arms.

Certainly, the Iranian special services will use this chance to gain
control over the mostly Shi’a regions. We have already said that the
southern regions are being turned into a training ground for Iranian
special services. Similar processes are taking place in Absheron,
Naxcivan and other regions. In other words, under the mask of
religious difference, they are paving the way for artificial
confrontation between Azeri regions.

Besides, some media say that if Baku joins the anti-Iranian
coalition, at some other "convenient moment" some groups may start
terrorist acts in the capital. This may lead to "a war of regions" –
war of the north and the south – and, consequently, to the country’s
split." (Zerkalo)

In an interview to Azeri Press the chairman of the State Committee
for the Work with Religious Structures Rafik Aliyev says: "What is
going on is not about religion or Iranian-Azerbaijani relations. This
is just the regional policy of the US, Russia and Iran. There has
always been the problem of united Azerbaijan. This problem has
seriously affected Iranian-Azerbaijani relations and is now getting
even more serious. America wants to set off a national liberation
movement in Iran, which can be done only with the help of the local
Azeris. The Azerbaijani authorities can’t stay aloof. The statements
by various Azerbaijani officials on the events in Iran have proved
that those people are dancing to America’s tune. As an Azeri, I know
that united Azerbaijan is better than halved Azerbaijan, but if we
approach this problem realistically, we will see that this dream is
impracticable for the time being…"

Azerbaijan-Armenia
Baku is ready to provide Nagorno Karabakh with the highest status of
autonomy applied in the world – an autonomy equivalent to the status
of Tatarstan within the Russian Federation, says Azerbaijani Foreign
Minister Elmar Mamedyarov. "For example, the Constitution of
Tatarstan allows the republic to have its representations abroad,"
says Mamedyarov. Day.Az reports him as calling groundless any other
alternative solutions to the Nagorno-Karabakh conflict especially as
there already is a positive experience of such problem solving.

Mamedyarov says that sooner or later the status of Nagorno Karabakh
has to be determined. Baku suggests solving this problem as quickly
as possible, but this will require creating necessary conditions for
the return of Azeris who lived there but where expelled during the
"occupation." Mamedyarov says that Azerbaijan will grow increasingly
strong and the Nagorno-Karabakh Armenians should realize that they
will get much more benefits if they remain Azerbaijani citizens.

"Each speaker at the Organization for the Islamic Conference meeting
expressed support for Azerbaijan’s position in the Nagorno-Karabakh
conflict. I personally stressed the necessity of giving a fair
solution to the Armenian-Azerbaijani conflict and liberating
Azerbaijan’s occupied territories," Turkish Foreign Minister Abdullah
Gul said in Baku, where he was attending the OIC FM Council meeting.

Gul said that the FMs gave a special attention to the fact of
"occupation" of part of the Azerbijani territory by Armenia. He noted
that OIC experts have prepared a relevant report. The FMs also
discussed the problem of Cyprus: "We have prepared a draft solution
to this problem, and I think that the FMs will approve it." (Azeri

participation in the financing of the Kars-Akhalkalaki-Tbilisi-Baku
railroad project. Many Azerbaijani experts say that, when saying that
the project is inexpedient, Armenia forgets that it occupies Azeri
territories. In such conditions Azerbaijan will not carry out joint
projects with Armenia. That’s why Azerbaijan will carry out the
project even without the participation of American companies. Lawyer
Ramiz Zeynalov says that despite the US Congress’ ban on the
involvement of US companies in the project, the Azerbajani Government
will find the necessary money, especially as the sum is not very
big."

Our country can apply for the money to such international financial
institutions as World Bank, EBRD, German KfW. They will readily
finance such a promising project – a project that will connect Europe
with Asia, will result in a big cargo turnover and big incomes
therefrom. "When Heydar Aliyev (Azerbaijani President in 1993-2003 –
REGNUM) first suggested to build Baku-Tbilisi-Ceyhan oil pipeline,
there were also many attempts to prevent the project.

Despite the Armenian lobby and government who tried to torpedo the
BTC project, Azerbaijan managed to create a necessary investment
climate and to attract necessary money. And now even one of the
opponents of the project, Iran, has expressed wish to join it. Israel
has suggested prolonging the pipeline from Ceyhan to its territory.

Kazakhstan, who was also against the project because of Russia’s
pressure, is already a participant in it. All of Azerbaijan’s
projects are attractive and promising and will bring the sides big
revenues," says Zeynalov.

In his turn, the head of the transport policy and economy department
of the Azerbaijani Transport Ministry Sadreddin Mamedov says to Echo
that the proposal by 13 US senators to prohibit American businessmen
to invest money in the project has remained on paper. "It was a
failed attempt of psychological pressure by the US Armenian lobby.

This is a very interesting project and the participant states are
firmly resolved to carry it out. If American companies refuse to
finance it, we will find other sources – Japanese banks or the Asian
Development Bank – especially as there have been no financing
discussions with the American side yet. Besides, Azerbaijan is its
own funds and, if need be, can finance the Georgian share. In such a
case, Azerbaijan and Georgia will have to decide if the Azeris will
give the Georgians a loan or will manage their section," says
Mamedov.

Azerbaijan-Russia
"90 percent of the Azeris killed in Russia were killed by our
compatriots," Day.Az reports the executive secretary of the Congress
of Azeris of Russia Eldar Guliyev as saying. He says that the
investigation into these crimes is impossible in terms of inter-state
relations: "If the Russian prosecutor office probes into them, very
many Azeris will get in Russian jails." Guliyev notes that they in
Russia do not generally treat Azeris badly and in most cases Azeris
have problems with police through their own fault because they break
local laws: "And those wanting to aggravate Russian-Azerbaijani
relations use this fact for their purposes."

Religion
In an interview to Azeri Press, the chairman of the State Committee
for the Work with Religious Structures Rafik Aliyev says: "There are
355 religious structures in Azerbaijan, of which 29 are non-Islamic
organizations. None of the officially registered religious
organizations is engaged in anti-state activities, unlike some
unregistered ones. One such example is radical Wahhabism. There are
no officially registered Wahhabi organizations in Azerbaijan, but
Ayatollah Sistanbi from Najaf says that they allocate $300,000 a year
for religion development in Azerbaijan. Just look how many such
ayatollahs with similar financial capacities live in the neighboring
countries. Nobody in Azerbaijan controls the inflow of this money.

One can’t trace it through banks as this money is brought in by
various individuals. There is a whole network of companies and
sponsors who spend part of their profits on the development of
religion and the escalation of the religious situation in Azerbaijan.

We have information on these companies and our special services are
taking relevant measures."

"22 unregistered medreses have been liquidated in Azerbaijan. The
committee has also prevented attempts to send Azeri students for
training to Iran, Syria, Egypt, Malaysia, Pakistan and Turkey. In
those countries Azeri students got not only religious and ideological
but also military training. They are used as weapons by various
countries against Azerbaijan. Among them are Azeris from Stavropol,
Northern Caucasus. In the neighboring countries there are groups who
turn Azeri citizens into terrorists and kamikazes." (Azeri Press)

conflict. Unfortunately, there is no progress in this field at
all. Talks are going on but without any result", President of
Azerbaijan Ilham Aliyev said. Against all the odds, he continued,
Azerbaijan tries to use capabilities of talks in full. "Now we don’t
hope for international regulation mechanisms. We cannot get along with
this situation. We will never get along with loss of our grounds. We
will never let Nagorno Karabakh apart from Azerbaijan and this is
not the subject of talks," Aliyev said.

"We highly appraise the efforts and decisions of international
organizations in settling the Nagorno Karabakh conflict. We highly
appraise the work of the OSCE Minsk Group. They really do their best
to settle the problem. How long we will take part in talks? How long
shall we wait? Our patience is not boundless," Aliyev added.

"Azerbaijan today faces no problems but Karabakh. Therefore,
all necessary funds shall be allotted to form the army", Aliyev
said. "Azerbaijan lives in the state of war and army formation should
be the matter of great importance. Even today, army is paid big
attention to. We work in all directions on strengthening the army. It
is necessary to allot funds from the state budget to raise the army
and we do this. During the recent three years our military expenses
rose 4 times. They totaled in $135mln in 2003, while in 2006 this
amount equals to $700mln. And our plans include raising this amount",
Ilham Aliyev said.
