New Times Party (NZhK) leader Aram Karapetyan’s first press conference
came as a cold shower after the summer holidays.

"The 2008 presidential elections will be comprised of two rounds. I
shall stay tete-a-tete with Serge Sargsyan in the second round,"
Mr. Karapetyan announced today. Then he added that undoubtedly he
will defeat Serge Sargsyan.

The NZhK leader doesn’t participate at oppositionists’ rallies as he
is confident of their failure.

He didn’t underestimate any oppositional force and assured A1+ that
he "will be able to beat Serge Sargsyan in the second round without
oppositionists’ support."

Aram Karapetyan says that he is free both politically and
financially. "Nobody finances me. I use my own money and I am
independent of anyone," he said.

Karapetyan didn’t care that he might be criticized for his announcement
by oppositional or pro-government forces and be accused of attempting
to split the opposition. Aram Karapetyan is more than convinced that
in case Levon T er-Petrosyan is nominated, he won’t appear in the
second round. "This is my personal viewpoint," he said without any
further comments.

Aram Karapetyan spent his holidays in Austria, Germany, the Chez
Republic, and Moscow and had a lot of interesting meetings. During
the meetings he came to know the rumors the RA National Security
Service had disseminated about him.

"Can you imagine, according to the NSS my mother is Jew and my father
is not dead. I am engaged in drug sale and my brother is a wanted
criminal," the NZhK leader concluded.

PAVIA, SEPTEMBER 3, NOYAN TAPAN. The European Youth Weightlifting
Championship finished in the Italian city of Pavia on September
2. Ultra heavyweight Ruben Alexanian (Ararat), who set up 8 European
records, registered excellent results in the list of the European
youth records.

Ruben Alexanian pulled 170 kg, pushed 216 kg in the final result
and was recognized as the strongest 16 years old sportsman with 386
kg result achieved in the biathlon, as well as gained the title of
the champion. It should be mentioned that he is trained up with his
father Garnik Alexanian at the head.

In general, the Armenian representative team gained four golden and
four silver medals in the European Youth Championship.

Efforts under the title of "The Peace Initiative," aimed at seeking
societal peace by helping to shape the public conscience toward the
bitter Kurdish issue, yielded its first fruit with the establishment
of the Turkey Peace Assembly, whose members will gather on Saturday
in the Turkish capital.

In January the initiative held a conference in Ankara titled "Turkey
Seeking Its Peace," with more than 50 prominent authors, journalists,
labor union representatives, human rights activists, academics and
politicians from various ideological traditions signing an open
statement in support of the meeting. Prominent author Yaþar Kemal
attended the event.

Assassinated journalist, then editor-in-chief of the bilingual
Armenian-Turkish newspaper Agos, Hrant Dink was among those who signed
the statement. Dink’s absence will cast a saddening shadow over the
first meeting of the Turkey Peace Assembly.

The establishment assembly was finalized through the efforts of
regional peace initiatives around the country, the initiative
announced in a written statement released yesterday, in which they
also outlined the goal of the assembly as reaching "a peaceful and
democratic solution of the Kurdish issue via rejecting all kinds of
violence and discrimination."

The basic motive behind the initiative’s stance is that the bitter
experiences of the peoples of Turkey relating to the Kurdish issue are
"common grievances." The statement read: "Societal peace cannot be
imagined as separate from societal justice. That’s why a consensus
needs to be sought."

Three-hundred members of the Turkey Peace Assembly were named by
regional peace initiatives in Adana, Aðrý, Amasya, Ankara, Antalya,
Balýkesir, Batman, Bingol, Bitlis, Denizli, Diyarbakýr, Giresun,
Hakkâri, Hatay, Ýstanbul, Ýzmir, Kocaeli, Mersin, Ordu, Samsun, Siirt,
Sinop, Trabzon, Tunceli, Van and Zonguldak.

At its first meeting, to be held at the Chamber of Civil Engineers
of the Turkish Union of Engineers and Architects’ Chambers (TMMOB),
on Saturday, the assembly will outline its working principles, its
plans for 2007 and 2008 as well as establishing a secretariat for
better-coordinated efforts.

New Culture and Tourism Minister Ertuðrul Gunay, Democratic Society
Party (DTP) leader Ahmet Turk, former head of the Ýstanbul Bar
Association Yucel Sayman, head of the Turkish Doctors Union (TTB)
Gencay Gursoy, former deputy and professor of psychiatry Cengiz Gulec,
assembly spokesman Seydi Fýrat and DTP deputy and human rights activist
Akýn Birdal are just a few of the names to participate in the assembly.

"We have a say for a decent, proud and brotherly life; we have a
decision to turn Turkey into a country of peace; we owe a life
to our young people who we left to death and we owe an apology
to their beloved ones who are still waiting for them; we have the
courage to face realities; and we have a hope for living together
in peace. This country belongs to all of us," reads the initiative’s
mission statement.

Armenia faces a shortage of Internet specialists, stated the director
of Arminco Andranik Alexanyan during the discussion at the Armenian
Center of National and International Studies on August 30. He thanked
the present owner of Armentel who has launched a reasonable price
and technical policy and made Internet services more accessible,
Andranik Alexanyan says. He says for the ten years that Armentel was
run by the Greek company the development of Internet was impaired.

"When Armentel was run by the Greeks, they appeared to hinder
intentionally the development of the Internet in Armenia. It was
difficult to work with this company. They refused to sell the product
they had," Andranik Alexanyan says.

He says the policy of the new owner of the company changed the
situation but the shortage of specialists is now urgent. The head
of Arminco says there are only about 5000 specialists who move from
one place to another and raise the cost of labor but do not solve
the problem. He says the shortage of qualified personnel impairs the
development of Internet.

Unconscientious Drivers May Be Fined

Drivers have gathered in front of community administration offices
of the Armenian capital early today. The problem is that September
1 is the deadline for making payments for technical inspection of cars.

Arabkir community administration office says those drivers that will
not make payments in the stipulated period of time will be sanctioned
with a fine of 100 000 Armenian drams (about $300).

"This is not a demonstration or something like that.

Simply, as always, the drivers make payments on the last day. There has
been a queue in front of our building since 8 o’clock in the morning,"
the community administration office said.

The payment for technical inspection depends on the type and year
of the car. The payment also includes environmental fees. The amount
may total from 16,000 drams to 600,000 drams or more.

Levon Ter-Petrosian, Armenia’s former president widely acclaimed in
the West for his conciliatory line on the Nagorno-Karabakh conflict,
is considering returning to active politics and, in particular,
contesting a forthcoming presidential election. His comeback would
mark a dramatic turn in the unfolding presidential race which the
Armenian authorities hope will formalize a planned handover of power
from President Robert Kocharian to Prime Minister Serzh Sarkisian.

The issue has dominated the Armenian political discourse and press
commentary for the past several weeks.

Sarkisian’s chances of succeeding Kocharian received a massive boost
when his Republican Party of Armenia (RPA) swept to a landslide victory
in last May’s parliamentary elections. The crushing defeat suffered
by the country’s fragmented opposition led to suggestions that the
outcome of the Armenian presidential ballot, due early next year,
is a forgone conclusion.

Ter-Petrosian allies now say that the 62-year-old former president
is the only politician capable of defeating Sarkisian. They point to
his domestic and international stature and policy agenda which they
regard as the recipe for ending Armenia’s regional isolation.

Skeptics believe, however, that Ter-Petrosian is too unpopular to
return to power as many Armenians continue to associate him with
severe socioeconomic hardship of the early 1990s.

A historian and philologist by training, Ter-Petrosian rose to
prominence in 1988 as one of the leaders of a popular movement for
Armenia’s unification with Nagorno-Karabakh, then part of Soviet
Azerbaijan. The movement gradually embraced a pro-democracy and
pro-independence agenda, ousting Soviet Armenia’s last Communist
government in parliamentary elections held in 1990. A year later,
less than three months before the break-up of the Soviet Union,
Ter-Petrosian was elected the country’s first president with more
than 85 percent of the vote.

Much of that popular support was gone in the next few years, following
the outbreak of a bitter war with Azerbaijan for Karabakh and armed
conflicts elsewhere in the South Caucasus. The conflicts effectively
cut off Armenia from the outside world, causing its economy to
shrink by more than half in 1992-1993 and leaving a large part of
its population jobless. The economic collapse was compounded by a
severe energy crisis which meant that most Armenians had electricity
for only a few hours a day for several consecutive years.

Many of them blamed their post-Soviet leadership for their suffering,
dismissing its assurances that they are paying the price of the
Armenian military victory over Azerbaijan.

Ter-Petrosian’s perceived aloofness and tolerance of growing government
corruption is believed to have been another factor behind the popular
anger. The reversal of his fortunes was further exposed in September
1996 when he sent tanks to the streets of the capital Yerevan to
quell violent opposition protests against the official results
of a reputedly rigged presidential election that gave victory to
Ter-Petrosian. Sixteen months later he was forced to step down by key
members of his administration, notably then Prime Minister Robert
Kocharian and Interior Minister Serzh Sarkisian, who opposed his
advocacy of more concessions to Azerbaijan. The hardliners openly
disagreed with his belief that Armenia’s economic development is
impossible without a Karabakh settlement.

Ter-Petrosian has rarely spoken in public since then. He reportedly
considered participating in the last presidential election held in
2003 but decided to continue his self-imposed retirement. Earlier
this summer, the reclusive ex-president began touring various regions
of the country and meeting local activists of his Armenian National
Movement (ANM) party behind the closed doors. The meetings, which are
still going on, have reportedly focused on his participation in the
upcoming presidential vote, with ANM activists pleading with him to
enter the fray.

According to members of Ter-Petrosian’s inner circle, he hears similar
calls from various politicians, businesspeople and even government
officials who they say visit his Yerevan house on a practically daily
basis. Also visiting Ter-Petrosian in late August was Rudolf Perina,
the US charge d’affaires in Yerevan. Neither Ter-Petrosian, nor the
US Embassy released any details of the meeting.

"He is thinking about running for president very seriously, more
seriously than he did in 2003," a longtime close associate of
Ter-Petrosian told EurasiaNet. "But he has not yet communicated his
decision to us."

ANM leaders have already predicted that his answer will be positive.

"I am confident that Ter-Petrosian will run," the chairman of the
former ruling party, Ararat Zurabian, told reporters on August 17.

His deputy Aram Manukian said separately that Ter-Petrosian will
announce that decision "in the second half of September." He said
the ANM is holding consultations on the issue with "various political
forces."

Apart from the ANM, only Armenia’s most radical opposition party,
Republic, and several other, smaller opposition groups have publicly
voiced support for Ter-Petrosian so far. None of them is represented
in the Armenian parliament, though. The two opposition parties that
won seats in the National Assembly are led by ambitious individuals
who have long been harboring presidential ambitions and are therefore
unlikely to throw their weight behind Ter-Petrosian. Those parties as
well as other opposition heavyweights, some of whom were at loggerheads
with the ANM government, have sounded lukewarm about his comeback.

Analysts believe that the key question for Ter-Petrosian is whether
he can make a strong showing in the election. Even some of his ardent
supporters feel that he still lacks sufficient popular support. Aram
Abrahamian, a former Ter-Petrosian spokesman who now edits the Yerevan
daily Aravot, warned in an August 21 editorial that painful memories of
the early 1990s still hold a powerful grip on Armenians’ consciousness.

Similar arguments have also been made by representatives of the
government camp who seem, at least in public, untroubled by the
prospect of Ter-Petrosian challenging Sarkisian for the Armenian
presidency. Galust Sahakian, a senior RPA lawmaker, said on August
15 that a Ter-Petrosian comeback would force the ruling party to
change its electoral strategy. "But the outcome will be the same,"
Sahakian told a news conference, predicting a Sarkisian win.

Ter-Petrosian loyalists counter that many Armenians have reconsidered
their negative attitudes towards their first president and now
rate him more highly than their current rulers. They also claim
that Ter-Petrosian enjoys the hidden backing of many members of the
country’s post-Soviet government and business elite who owe their
fortunes to him and are unhappy with Kocharian and Sarkisian. As
his associate interviewed by EurasiaNet put it, "If Ter-Petrosian’s
electoral chances are slim, then why is he now the number one topic
of conversations in Armenia?"

of the Armenian Armimpexbank, buying 96,15% of shares, a source in
the bank circles of Armenia told Reuters. The information of the
bank disseminated on 22 August says that the investment holding TDA
has become "the biggest shareholder" of Armimpexbank, buying 48.074
shares out of 50.000. "This company (TDA) enters the structure of
Troyka Dialogue", – the source aware of the details of the bargain
told Reuters. Representative of the Troyka, Viktoria Abramenko,
disproved this. She said that "they probably mean private persons
working in the Troyka", but not the company itself.

According to the source, the bargain was made at the beginning
of August.

The information of Armimpexbank says that earlier Computron Industries
Establishment and Finance Ministry were the big shareholders of
Armimpexbank, but at present the finance Ministry participates in its
capital "a little". The nominal capital of Arminpexbank, founded in
1992 on the basis of the Armenian branch of Vnesheconombank of the
USSR, is – 2,028 bln drams.

Information submitted by Ukraine to the UN’s conventional arms register
on arms sales in 2006 shows that it sold 1,118 items to 19 countries,
which is more than twice the number sold in 2005, Denys Popovych
writes. The following is an excerpt from a report by Ukrainian edition
of Russian business daily newspaper Kommersant on 28 August:

Yesterday the contents of the report Ukraine sent to United Nations
Register of Conventional Arms became known. In 2006, Ukraine sold
to 19 countries 1,118 items of various arms and machinery, which
is almost twice as much as in 2005. Unlike the analogous data for
previous years, the report for 2006 does not give a breakdown of the
type of arms delivered. Experts attribute this to Ukraine’s attempt
to avoid accusations over the sale of arms to third countries.

The report Ukraine sent for the UN Register of Conventional Arms
reflects information on the number of tanks, armoured combat vehicles,
high-calibre artillery systems, military aircraft, rockets and
launching devices, as well as mobile surface-to-air missile systems,
that Ukraine sold to various countries in 2006. According to the
document, last year Ukraine sold 1,118 items of arms and military
machinery to 19 countries.

In comparison to 2005, when Ukraine sold just 649 items to 18
countries, in 2006 it almost doubled the amount of military products
it sold. Another achievement was that the geography of Ukrainian arms
trade expanded.

The geography of arms sales expanded thanks to Africa. Ukraine managed
to get into the Nigerian market, where it sold 10 armoured combat
vehicles. The fact that the number of sales almost doubled is due to
large orders from the USA and China. In particular, the USA bought 295
mobile surface-to-air missile systems and China bought 590 missiles
(in 2005, it bought 363).

Another major buyer of Ukrainian military machinery was Azerbaijan. It
received 20 tanks and armoured combat vehicles, 13 high-calibre
artillery systems and 17 military aircraft. In addition, 40 tanks
and armoured vehicles were delivered to Congo and another 50 armoured
combat vehicles were left in Iraq by the Ukrainian military contingent
that served in that country from 2003 to 2005.

Explaining the interest of China, the USA and Azerbaijan in our
military machinery, an expert from the Centre for Army, Conversion
and Disarmament Studies, Mykhaylo Samus, told Kommersant-Ukraine that
the Americans could use the mobile surface-to-air missile systems to
"test the equipment" installed on aeroplanes and helicopters to combat
these systems.

"The 590 missiles China bought from Ukraine are likely to be R-27
air-to-air missiles for Russian-produced aircraft. Azerbaijan is
our ally. At present, this country is increasing its defence budget
and mobilizing the army. This is not unconnected to the conflict in
Nagornyy Karabakh," Samus said.

Unlike previous years’ reports, the 2006 document does not specify the
types of military equipment sold by the state. Samus suggests that
this "reduces the transparency of information on sales of equipment
abroad". He believes that by concealing the information, Ukraine hopes
to avoid speculation over arms trading. "In 2005, precise information
about Ukraine’s military deliveries to Georgia and Azerbaijan was used
at home and abroad for various information campaigns," Samus recalled.

The expert’s conclusions are confirmed by representatives of the State
Export Control Service. "This is the form in which the information is
provided. There were no claims against our country as a UN member. We
were supplying more information than necessary. If more information is
needed, they should ask us," Kommersant-Ukraine learnt from a source
who wished to remain anonymous.

Jailed Oppositionist Faces Another Arrest Extension

The Armenian authorities have decided to keep Aleksandr Arzumanian,
a prominent opposition politician controversially charged with being
illegally financed from abroad, under arrest for two more months,
his lawyer said on Tuesday.

Hovik Arsenian told RFE/RL that he was informed about that by officers
of the National Security Service (NSS) handling the politically charged
case. He said they will ask a court in Yerevan to extend Arzumanian’s
pre-trial detention, which is due to expire on September 7, by another
two months.

The court is expected to grant the request, having twice allowed the
NSS to keep him in its basement jail pending investigation into what
the Armenian successor to the Soviet KGB views as money laundering.

Arzumanian, who had served as Armenia’s foreign minister from
1996-1998, was arrested on May 7 on charges of illegally receiving a
large amount of money from Levon Markos, a fugitive Russian businessman
of Armenian descent. His arrest came two days after NSS officers
searched his Yerevan apartment and confiscated $55,400 worth of cash
kept there.

They also confiscated a comparable amount of cash from the Yerevan
apartment of Vahan Shirkhanian, another prominent oppositionist. But
unlike Arzumanian, Shirkhanian was not accused of attempting to
"legalize revenues obtained by criminal means."

The two men co-head the Civil Resistance Movement, a small opposition
group campaigning for regime change in the country. They both deny
being financed by Markos, dismissing the case as politically motivated.

According to Arsenian, the NSS will tell the court that it needs
time to investigate claims by a Moscow-based friend of Arzumanian,
Aleksandr Aghazarian, that he is the one who sent the money to the
former minister. He said the ex-KGB has asked Russian prosecutors
to certify the veracity of the claims and look into the legality
of Aghazarian’s revenues. The lawyer dismissed the justification
as "illegal and pathetic," saying that it violates his client’s
constitutionally guaranteed presumption of innocence.
