ARMENIANS ROOTS: DEVOTED TO TARIVERDIEV

>From May 31 to June 2 a range of events are organized
in Armenia on -17 seconds of fate- title, devoted to
composer Michael Tariverdiev said Gayane Durgaryan,
the head of public relations department of the
ministry of culture. She said that his wonderful
creatings will be done by Iosif Kobzon, Tamara
Gverceteli, Anna Maylan, Shushan Petrosyan, Hovhannes
Manukyan, -Meridian- trio, Armenian State Philharmonic
orchestra.

-He has not been presented by such great project in
Armenia,- said Vera Tariverdieva, composer’s wife who
arrived in Armenia to be present at the events.

On 31 May -I look for sense moment- photo exhibition
will take place in Moscow House. On 1 June his music
for movie will be presented in National Academic
Theatre named after Al. Spendiaryan.

ARMENIA: ‘FEW TANGIBLE RESULTS’ ON PACE DEMANDS SO FAR, SAYS MONITORING COMMITTEE

ArmInfo. The Monitoring Committee of the Parliamentary Assembly of
the Council of Europe (PACE), meeting in Kyiv on 26 and 27 May 2008,
welcomed the initiatives taken by the Armenian authorities to address
the issues contained in Resolution 1609 (2008) on the functioning of
democratic institutions in Armenia. However, it is concerned that,
to date, these initiatives have led to only a few tangible results
regarding compliance with the demands of the Assembly as set out in
this Resolution, CE headquarters told ArmInfo.

In Resolution 1609 (2008), the Assembly resolved to consider the
possibility of suspending the voting rights of the Armenian delegation
at the start of its June 2008 part- session unless considerable
progress is made on the following requirements:

* to revoke, in line with Venice Commission recommendations, the
recently adopted amendments to the Law on Conducting Meetings,
Assemblies, Rallies and Demonstrations;

* to start an independent, transparent and credible inquiry into the
events on 1 March 2008, as well as the circumstances that led to them;

* to release the persons detained on seemingly artificial and
politically motivated charges;

* to initiate an open and serious dialogue between the political
forces on the reforms demanded by the Assembly.

The committee noted that the required changes to the Law on Conducting
Meetings, Assemblies, Rallies and Demonstrations have been passed at
first reading by the National Assembly of Armenia and expects them to
be adopted and promulgated before the start of the June part-session of
PACE. It welcomes the steps taken to initiate a dialogue on the reforms
requested by the Assembly, most notably with respect to the electoral
system and the status and rights of the opposition. It expresses the
hope that those opposition leaders who to date have been reluctant
to participate in this dialogue will now consider joining. That said,
the committee is seriously concerned about the lack of any noticeable
progress on the opening of an independent and credible enquiry. The
format envisaged of a parliamentary ad hoc committee to carry out
the inquiry into the events on, and leading to, 1 March will lack
the requisite independence and credibility demanded by the Assembly,
unless the participation of extra-parliamentary opposition, civil
society and international experts is guaranteed. The committee also
regrets that no progress has been made regarding the release of persons
detained on seemingly artificial and politically motivated charges.

The committee is convinced that, although time is limited, it is still
possible for the Armenian authorities to address the requirements
of the Assembly in time for the visit of the co-rapporteurs of the
committee in the week before the June part-session. Therefore, the
committee instructed its Chair to ask on its behalf for a debate under
urgent procedure during the June 2008 part-session of the Assembly
if the co-rapporteurs, following their visit to Armenia on 16 and 17
June, conclude that insufficient progress has been achieved by then.

"OPENING OF BORDER WITH ARMENIA IMPOSSIBLE"

"The absence of a dialogue with Armenia is explained
by the issues coming from it. And until the problem
with Azerbaijan is not solved and there is no progress
in the policy and attitude towards Turkey, opening of
the border is impossible", announced Turkish Minister
of State Mehmed Shimshek while being in Igdir.

The Minister said that Turkey tries to have good
relations with all of its neighbors and mentioned that
not Turkey but Armenia needs Turkey.

"We are a country of 950 billion of purchasing
capacity. We don’t need Armenians but they need us.
And they should take a step taking into account this
fact. And after it we’ll also take a step as we are
the most powerful state in the region", announced
Mehmed Shimshek.

/PanARMENIAN.Net/ The statement by Edward Nalbandian, the Foreign
Minister of Armenia, about the anti-Armenian propaganda disseminated
in Azerbaijan is ‘absolutely groundless’, said a spokesman for the
Azerbaijani Ministry of Foreign Affairs.

"Azerbaijan is not engaged in anti-Armenian propaganda. Actually,
the Azerbaijani authorities and media react to tough anti-Azeri
propaganda spread by Armenia and Armenian Diaspora," Khazar Ibrahim
said, Day.az reports.

Earlier, Edward Nalbandian said that in order to create a favorable
atmosphere for Karabakh talks, the anti-Armenian should be stopped
in Azerbaijan.

"No conflict can be resolved with ongoing propaganda of one
state against another. According a social survey, 82 per cent
of the Azerbaijani population is displeased with the OSCE Minsk
Group activities. At that 29 per cent stand for resolution of the
conflict by use of force. This is a dangerous index. I do not know
any other country where so many people could stand for resumption of
hostilities," he said

ArmInfo. Russia has displayed a special attitude to Karabakh conflict
since the moment when the ex-president Vladimir Putin declare the
so-called universal approach i.e. application of Kosovo precedent in
the post-Soviet area and Nagorny Karabakh proved outside it. Head
of Inter-ethnic Relations Department of the Russian Institute for
Political and Military Analysis Sergey Markedonov says in an interview
with ArmInfo.

He stressed that Karabakh problem was not included in the March
statement of State Duma 2008 either. ‘The Karabakh conflict is avoided
since official Moscow believes the relations with Azerbaijan not as
bad as with Georgia.

So, Moscow has not washed up Moldova and Azerbaijan so far unlike
Georgia’, he said.

YEREVAN, 20.05.08. DE FACTO. On May 19 the Nagorno-Karabakh Republic
President Bako Sahakian received Ara Vardanian, deputy Executive
Director of Hayastan All-Armenian Fund.

According to the Central Department of Information under the NKR
President, in the course of the meeting the interlocutors discussed the
issues referring to the course of realization of the Fund’s programs
in Artsakh, as well as the forthcoming sitting of the Fund’s Board
of Trustees.

The NKR PM Ara Harutyunian was present at the meeting.

Today marks Mighty Mic’s first event for Genocide Awareness Week,
a week dedicated to educating students about historic as well as
ongoing mass killings around the world.

By providing students with interactive elements on campus during the
day and film screenings at night, Mighty Mic, a student organization
that collaborates with other campus groups to promote social justice
and human rights, hopes to provide a comprehensive education of five
different genocides, some of which are not officially recognized by
the United Nations.

The events will start today and conclude with Mighty Mic’s annual
Human Rights Awareness Concert on May 29.

"We want the student body to understand the roots of the issue and
have more of a scholarly understanding of the tragedies," said Flavia
de la Fuente, the director of outreach and fundraising for Mighty
Mic. "I think understanding the problem is a step toward having it
never happen again."

She said the organization realized that there has been a pattern of
genocide in human history and saw a need to learn from the past to
ensure that it is not repeated.

"We wanted to show that genocide is not something new, that it is
a pattern, and that we need to recognize where these problems are
coming from," she said.

Genocide Awareness Week will address mass killings that have impacted
Native Americans, Armenians and Jews as well as citizens of Rwanda,
Cambodia and Darfur.

"The events that have occurred in these nations are something that is
scary to people, so they block it out," said Nicole Agbayani, director
of awareness for the event. "We want students to feel empowered so
they can do something about the things that have happened during
these genocides, so they will not be forgotten."

Agbayani said she feels more people would care if they were informed
that their energies could help make a difference.

The events will provide students with an opportunity to participate in
letter-writing campaigns, the products of which will be delivered to
government officials to encourage the end of mass killings. Students
will also have the chance to donate money and volunteer for
organizations dedicated to ending genocide.

"Students may think that what they do is insignificant, but when a
lot of people do a little, it will make a difference," said Ashish
Sharma, the co-director for Cambodian Awareness Day.

Taylor Reno, a first-year undeclared life sciences student, said she
believes many students on campus are unaware of genocides and mass
killings that are currently going on.

"I think a lot of students don’t do anything about it because it
doesn’t affect their life," Reno said. "People don’t see it as a
personal issue just because it is not happening in the United States."

She said she sees the week’s events as a great way for students to
start educating themselves on the issues now, so they can make the
right decisions in the future.

Sharma said he wants to show people that this is something worth
caring about because he feels genocide is not really a mainstream
issue on campus.

"I want them to leave with an understanding that we often take what
we have here for granted," he said. "A lot of people dream about the
life we are living, and it is our duty as human beings to do whatever
we can to be the voice for the voiceless."

community of Nagorno Karabakh, said a spokesman for the Azeri Foreign
Ministry.

"Karabakh is not functioning in accord with the Azerbaijani
legislation. This territory and other surrounding lands are occupied
by Armenia, which was involved in all illegal actions against
Azerbaijan. As result, some people in Nagorno Karabakh call themselves
official representatives of a legal formation," Khazar Ibrahim said,
adding that "talks with the Armenian community are possible only if
Armenians abandon Azeri lands and conditions for peaceful coexistence
of both Azeri and Armenian communities are created," Trend Azeri news
agency reports.

Earlier, NKR President Bako Sahakian said that Nagorno Karabakh should
hold talks immediately with Azerbaijan. "Nagorno Karabakh Republic is
the main party to conflict and it has priorities like other foreign
states," he said.

Khachatur Abovyan’s museum – 70 years old

KHACHATUR ABOVYAN’S MUSEUM – 70 YEARS OLD

This year the 70 anniversary of Khachatru Abovyan’s
museum is celebrated. The director of the museum
Hovhannes Zatikyan said that reconstruction activities
are being held in the museum.

According to the director yet in 2005 Andranik
Margaryan, the Prime Minister of Armenia, disposed
180mln drams to repair the museum but it was not
enough. Zatikyan said that he managed to get 50mln
drams for one part of the reconstruction but for the
rest 10mln is needed.

The director of the museum wished to reconstruct the
old part of the building, to make it a scientific
cultural center and to name it after Andranik
Margaryan.

Abovyan museum has a large library where 2000 books
are kept. Zatikyan wished to make it mass library.

Armenian Tourist Resort Or Armenian Settlement?

ARMENIAN TOURIST RESORT OR ARMENIAN SETTLEMENT?

According to May 13 publication of "Milliet" newspaper, a tourist
resort for Armenians is to be constructed near the coast of Lake
Van. This initiative roused a wave of indignation in Turkey.

Most fiercely the initiative was opposed by Orhan Ozkaya, former
vice-director of Turkey’s Cadastre office.

On May 15 the official newspaper of the "Grey Wolves" organization,
"Eni Cag", responded the wave of indignation. According to the
newspaper, Ozkaya stated that the tourist resort, which is to be
constructed near the "Armenian Church of Akhramar" (according to
information provided by "Milliet" the resort is to be built on the
shore of the lake), can hardly have any positive consequences for
Turkey and it is aimed at converting the population into Christianity.

Ozkaya also expressed confidence that the Armenian tourist resort
implies establishment of an Armenian community in the Van region. For
that purpose the interconfessional dialogue is to be used. He also
noted that the Turkish legislation allows the community foundations
to buy unlimited areas of land, and this means that 10% of the area
of Van district may soon belong to foreigners (i.e. Armenians).
