/PanARMENIAN.Net/ An influential Jewish organization harshly criticized
on Friday Turkish Prime Minister Recep Tayyip Erdogan after he
stormed out of the Gaza session in Davos, saying this behavior is
"a public disgrace that may well encourage further outrage against
Israel and Jews."

"Prime Minister Erdogan’s tantrum at Davos throws gasoline on the
fire of surging anti-Semitism," American Jewish Committee (AJC)
Executive Director David A. Harris said in a statement issued on the
organization’s website early on Friday.

"Erdogan’s unjustified remarks and disrespect of Israel’s president
are yet another demonstration of how criticism of Israel is becoming
increasingly virulent," Harris added.

Although Erdogan underlined that his reaction did not target the
Israeli people or Jews, but the moderator of the session, AJC said
it cannot stay silent in the face of such rhetoric.

"The relationship between Turkey and Israel is a vital one that has
enjoyed the support of American Jews," Harris said. "But we cannot
remain silent in the face of such appalling rhetorical denunciations
of Israel, particularly when there has been a worrying surge of
anti-Semitism in Turkey in recent weeks."

AJC also was stunned to see Erdogan quote with approval the obscure
writings of a Jew turned anti-Semite, a former Israeli citizen named
Gilad Atzmon, who has said that "the Jewish state is the ultimate
threat to humanity and our notion of humanism".

"When the author of such ravings is quoted by the prime minister of
a democratic country, we must seriously ask ourselves where reason
ends and hatred begins," Harris said.

In a letter to Erdogan last week, AJC and four other American Jewish
organizations expressed profound concern over the current wave of
anti-Semitic manifestations in Turkey, Hurriyet daily reports.

off the stage after an angry exchange with the Israeli president,
Shimon Peres, during a panel discussion on Gaza at the World Economic
Forum on Thursday, and vowed never to return to the annual gathering.

Erdogan apparently became incensed after he was prevented by the
moderator from responding to remarks by Peres on the recent Israeli
attack. The panel was running late and Peres was to have had the last
word, participants said.

Panel discussions at Davos are strictly restricted to one hour, but
Erdogan insisted on responding to Peres. Red faced, and with one hand
grasping the arm of the moderator, David Ignatius of the Washington
Post, Erdogan turned to the Israeli president.

"Peres, you are older than me," he said. "Your voice comes out in a
very high tone. And the high tone of your voice has to do with a guilty
conscience. My voice, however, will not come out in the same tone."

Resisting efforts by Ignatius to end the session, Erdogan continued,
saying to Peres, "When it comes to killing, you know well how to kill."

Eventually, the prime minister gathered up his papers and departed
from the stage, saying, "And so Davos is over for me from now on."

Peres pointed a finger at the departing Erdogan and told him that
Turkey would have reacted the same way had rockets been falling on
Istanbul, participants said. But the Israeli president called Erdogan
five minutes later to apologize for any misunderstanding, saying that
his words had not been directed at the prime minister personally

In a news conference immediately following the panel discussion,
Erdogan said that he was particularly upset with Ignatius, who he
said had failed to direct a balanced and impartial panel.

By all accounts, the discussion of the Gaza incursion was a lively
one, with Secretary General Ban Ki-moon and Amr Moussa, the secretary
general of the Arab League, joining Peres and Erdogan. For the most
part, participants said, Peres was alone in defending the Israeli
role in Gaza, which is why he was given the final 25 minutes to
speak. Earlier, Erdogan had spoken for 12 minutes about the sufferings
of the Palestinians, the IHT reports.

Baku, 27 January: Russian ambassador to Baku Vasiliy Istratov regrets
that the Azerbaijani media continue to discuss the nonexistent
deliveries of Russian arms to Armenia.

"We wanted to draw a line under this issue with the Russian
Foreign Ministry’s reply to the note issued by the Azerbaijani
side. Regretfully, the process goes on," Russian ambassador to
Azerbaijan Vasiliy Istratov told a news conference on Tuesday
[27 January].

"It is disconcerting that Baku embarked on resolute actions, issuing
a note, without waiting for an official reply from the Russian side,"
he said.

"I cannot understand why the negative experience of Russian arms
deliveries to Armenia in 1996 can completely overshadow everything
positive between our countries in the past six to eight years. I
expect this issue to be finally resoled after a meeting of defence
ministers due in the near future, and later of the Russian and
Azerbaijani foreign ministers. We hope that they will not only draw
a line under it, but also help avoid the emergence of issues of this
kind in the future, because this does not contribute to the development
of bilateral relations," he said.

The ambassador described the document on arms deliveries as a
forgery. "What attracts my attention is that this kind of information
is snapped up and spread immediately in the most negative way. It
is unclear why negative experience dating back 13 years plays the
dominant role in public perception," Istratov said.

The diplomat expressed regret with the fact that, despite an exhaustive
reply by the Russian side, the issue was still being discussed and
"some respected people, MPs, burst out with far-reaching statements,
and diplomats from some embassies, with comments".

YEREVAN, January 27. /ARKA/. Information that Armenia applied to
Russia for a stabilization loan to mitigate the global crisis effects
became one of the most token events in the economic life of Armenia
last week. Russian Minister of Finance Aleksey Kudrin reported about
the negotiations under way in his interview to RIA Novosti.

This was an attention-getting event to the Armenian society also
because officials refrain from mentioning a certain amount of loan
giving a rise to rumors about big amounts and forecasts on lending
terms in local mass media and in the public.

Yet, the fact is that Armenia has been managing to stay afloat under
the global crisis so far owing to a balanced economic policy of the
government on the one hand and to support provided by major financial
organizations such as the World Bank, IMF and Asian Development Bank
on the other hand.

Armenian authorities and the country’s Premier himself do understand
that after having managed to resist the first crisis wave, the country
is in a great need of WB’s and IMF’s support as only prompt and complex
measures can help prevent the expected negative effects of the crisis.

Hence, Armenia is negotiating to get funds required for supporting the
country’s economy in several directions. The Premier reported that
the financial assistance promised by the WB is to be directed=2 0to
main programs in three strategic directions – energy, drinking water
and irrigation, road construction – as well as to implementation
of programs in education, agriculture and social investments that
require smaller financial means.

Back in November last year, Deputy Managing Director of IMF Murilo
Portugal confirmed the Fund’s willingness to support Armenia in
escalating crisis conditions.

In commenting the statement of his Russian counterpart, Armenian
Minister of Finance Tigran Davtyan pointed out that negotiations on
loan support are held in both multilateral and bilateral formats
involving the World Bank and other international organizations,
as well as Russia. Davtyan also told ARKA News Agency that taking
the advantage of external lending on soft conditions acceptable for
Armenian economy is part of the country’s economic policy.

It is early to mention any amount of loan from Russia, the Minister
said adding that the things may be getting clearer within the next
weeks.

Yet, it will be a substantial volume that will allow Armenian economy
effectively coping with the possible effects of the global economic
crisis, Davtyan said.

INAUGURATION OFFERS VENUES TO DISCUSS ARMENIAN ISSUES WITH SUPPORTERS

Washington, DC – During last week’s historic presidential inauguration,
the Armenian Assembly of America’s (Assembly) Board members, staff and
activists came to witness the swearing-in of Barack Obama as the 44th
President of the United States of America and participated in various
events throughout the day.

"We participated in several inaugural events," said Assembly Board
member Annie Totah. "We had the opportunity to meet and congratulate
several members of the new Administration and make our concerns clear,
as policy is crafted," and "our time with Secretary of State Hillary
Clinton, a staunch supporter of our issues and Armenian Genocide
affirmation, was fruitful and we look forward to working with her in her
new role."

Secretary Clinton has consistently supported efforts to reaffirm the
historical truth of the Armenian Genocide, stating that it is "our
common morality and our nation’s credibility as a voice for human rights
challenge us to ensure that the Armenian Genocide be recognized and
remembered by the Congress and the President of the United States."

In addition to co-sponsoring affirmation resolutions, as Senator,
Clinton signed a letter urging former President George W. Bush to
reaffirm the Armenian Genocide in his annual April 24th statements.
Senator Clinton also supported expanding U.S.-Armenia relations and a
fair and democratic resolution of the Nagorno-Karabakh conflict.

"As with past Administrations, the Assembly will advocate for the
advancement of issues important to the Armenian-American community,"
said Assembly Executive Director Bryan Ardouny. "Therefore, we encourage
all Armenian-Americans to join us in our outreach efforts. With our 2009
National Advocacy Conference in Washington, DC, March 1-3, we have an
opportunity to expand the membership in the Armenian Caucus in the 111th
Congress."

DESTINY OF ARMENIAN DELEGATION TO PACE TO BE DECIDED IN STRASBOURG TOMORROW

ArmInfo. PACE winter session opens in Strasbourg today. The Armenian
delegation at the session will be headed by Chief of the Permanent
Commission for Legal Affairs of the Armenian Parliament David
Harutyunyan.

Fulfillment of Resolution 1633 about the consequences of the
war between Georgia and Russia and the humanitarian consequences
of the conflict, the situation in the Gaza strip and the global
financial crisis will be in the center of attention of PACE winter
session. However, discussions on fulfillment of Resolutions 1609 and
1620 by Armenia concerning functioning of democratic institutes in
the republic are of the most concern for the Armenian authorities.

To recall, Resolution 1609 "Functioning of Democratic Institutes in
Armenia" was adopted at PACE winter session on April 17, 2008. The
Resolution contained 4 specific requirements, namely: cancel
the amendments made on March 17, 2002 to the Law ‘On the Order
of Holding of Meetings, Rallies, Processions and Demonstrations’;
immediately start independent and trustworthy investigation of March
1, 2008, events and its consequences; release all the persons who
were apparently detained on the fictitious and politically motivated
accusations and who did not personally perform any acts of violence
or serious infractions; start an open serious dialogue among all
the political fo rces in Armenia concerning the reforms the Assembly
urges to implement with respect to the political system, the election
process, freedom and pluralism in the mass media, freedom if meetings,
independence of the judicial system and behaviour of the Police.

Co-rapporteurs of PACE Monitoring Commission John Prescott and
George Colombier will expectedly make a relevant report. To recall,
the co-rapporteurs were in Armenia on January 14-15, 2009, and met
the Armenian officials. However, the co-rapporteurs did not meet
representatives of the Armenian opposition and refused to answer the
journalists’ questions.

To also recall, CE Commissioner for Human Rights Thomas Hammerberg,
being in Armenia on November 20-23, positively assessed only creation
of the expert group on collection of facts. In general, assessments of
the Commissioner were rather harsh. In particular, T.Hammerberg said
no progress was fixed with respect to development of the situation
with the political prisoners in Armenia. Moreover, T. Hammerberg
said he will give critical assessments in his report to the completed
judicial investigations and the legal proceedings on the ‘case of the
seven’. He also added that investigation and preparation of this case
was carried out non-professionally. ‘My conclusions regarding the
prisoners will be strictly critical. So, it is quite possible that
sanctions will be applied against Armenia, in particular, exclusion
of the Armenian delegation from the poll in PACE’, T. Hammerberg said.

A draft resolution was passed at the session of PACE Monitoring
Commission on December 17 saying the Armenian authorities did not
show enough will in fulfillment of PACE resolutions. Moreover, the
document says ‘it is inadmissible to prosecute and arrest the people
for the political orientation’. It also contains a recommendation
on suspension of the Armenian delegation’s voting right in PACE. The
Armenian opposition hurried to announce the decision of PACE Monitoring
Commission its splendid victory.

To also note, many of the Armenian officials have multiply emphasized
that Armenia fulfilled the greater part of the requirements contained
in PACE resolutions. Moreover, Foreign Minister of Armenia Edward
Nalbandyan expressed hope that бo-rapporteurs ‘treated their meetings
in Armenia intelligently and this intelligence will declare itself
during preparation of their report’.

In general, a rather tense internal political situation has developed
in Armenia on the threshold of PACE winter session. The sittings on
the ‘Case of the Seven’ are permanently postponed, the ruling party
starts blaming the Armenian delegation to PACE for bad fulfillment
of its duties, the Armenian analysts and experts forecast possible
decision of PACE and its consequences for Armenia. A wide response was
evoked by the Armenian parliament speaker’s letter forwarded to the
heads of parliaments of CE member-states urging to refrain from vo
ting for the resolution according to which the Armenian delegation
will be debarred from voting in PACE. To note, the letter, as it
turned out later, was written with numerous grammatical and stylistic
mistakes. Discussions concerning fulfillment of the afore-indicated
PACE resolutions by Armenia will be held tomorrow on January 27.

Russian natural gas transit to Armenia via Georgia has been halted.
Interpress News was reported regarding this from Georgian Gas and Oil
Corporation. The station of gas pipelines located in Gveleti has been
damaged and that’s the reason for suspension. As a result Russian gas
transit to Armenia has been suspended .
As the company reports the rehabilitation works are being carried out
though it is unknown when the gas supply will be resumed.
As for Georgian population they will uninterupedly receive gas as
Georgia is totally supplied with gas from Azerbaijan.

If everything goes within the framework of law, the Armenian public
trust in the financial system of the country will soon rise. For this
purpose the Office of the Financial Ombudsman will start functioning
in Armenia from tomorrow. The details of the activity of the Financial
Ombudsman’s Office were clarified today at the Central Bank of Armenia.

When making financial tranfers, cliens can now be calm. In case of
suffering financial losses as a result of delay they will be able to
apply to Piruza Sargsyan, the only financial ombudsman in our country.

The insurant, who has damaged his car in an accident, can also apply to
the Ombudsman if the insurance company refuses to reimburse the damage.

According to the President of the Central Bank of Armenia, Arthur
Javadyan, "the structure will function on the basis of internationally
accepted principles. Clients will be served free of charge."

The decision of the Financial Ombudsman will be binding for all
financial organizations. The insurance brokers, investment companies,
pawnshops, companies engaged in foreign currency exchange cannot
apply to the Ombudsman’s Office.

HACKENSACK – New Bergen County Democratic Organization (BCDO) Chairman
Michael Kasparian said he would support U.S. Steve Rothman (D-Fair
Lawn) should Rothman at some time in the future see an opportunity
to pursue a run for a vacant U.S. Senate seat.

"If he ever ran for Senate, he would have my support," Kasparian told
PolitickerNJ.com. "I am all about Bergen."

The remark came to a question within the context of some statewide
intra-party wrangling that goes back to last year’s U.S. Senate
primary.

When then-BCDO Chairman Joe Ferriero appeared poised to endorse
U.S. Rep. Rob Andrews (D-Haddon Heights), Rothman moved quickly.

Rather than conspiring with South Jersey to topple U.S. Sen. Frank
Lautenberg (D-Cliffside Park), Rothman believed the Bergen County
party chairman should refrain from endorsing until a vacancy occured.

Of course, as a congressman from Bergen County, Rothman hoped that
in such circumstances, he would be in a favorable position to win
the county chairman’s endorsement for U.S. Senate.

He helped prevent Ferriero from backing Andrews, thereby assisting
the reelection of U.S. Sen. Frank Lautenberg (D-Cliffside Park).

But with Ferriero’s departure this month to face federal corruption
charges and the arrival to the chairmanship of Michael Kasparian,
sources close to Rothman say he wanted assurance he could depend on
Kasparian’s backing in the future in the event the congressman sees
an oppurtunity to run for the Senate.

Well-positioned with money and his congressional record to make his own
move in the event of a U.S. Senate vacancy, U.S. Rep. Frank Pallone
(D-Long Branch) also enjoys a good relationship with the Armenian
community, according to Bergen sources.

Concern among Rothman allies was that the Pallone connection could
translate into the Monmouth County politician gaining an edge with
Kasparian, who insists that his ethnic community is one group and
his party affiliation another.

The new chairman reiterated his position on the matter.

"We’re friends," Kasparian said of Pallone. "But I’m all about Bergen."

Mr. Cedric Retailleau, who had been the Managing Director of Yerevan
Brandy Company since January 2007, is appointed as General Manager
of Pernod Ricard Venezuela and Northern Cone.

Since January 1, 2009 the position of the Managing Director of the
Yerevan Brandy Company has been taken by Mr. Ara Grigoryan, who had
been the Managing Director of Pernod Ricard Ukraine and Pernod Ricard
Minsk since January 2001. Mr. Grigoryan will combine the position of
YBC Managing Director with the position of the Pernod Ricard Minsk
Managing Director.

has registered a 8 per cent sales growth, reaching this indicator to
2.6 liters. The growth was attained thanks to the extension of the
sales share in Armenia, Russia and in the Baltic states.

As compared to the previous years index, the sales volume in Russia
increased by 14 per cent, composing 1.9 million liters, in Armenia
by 4 per cent, composing 218 thousand liters and by 16 per cent in
the Baltic states.

There is also a tangible process in Germany, Poland, Bulgaria and
Czech Republic.

Annually, Yerevan Brandy Company invests approximately 5 million USD
in the improvement and development of its production and technological
facilities, and approximately 12 million USD for the best organization
of the grape purchase procedure and completion of spirit stocks.
