MONITORING AT THE CONTACT LINE INTERRUPTED

The recurrent monitoring of the OSCE Mission at the contact line
between the armed forces of Nagorno Karabakh and Azerbaijan near
Horadiz settlement in Fizuli region was interrupted, Press Service
of the NKR Ministry of Foreign Affairs reported.

At the beginning of the monitoring the Azeri side opened fire in
the direction of the monitoring group. From the Karabakhi side the
monitoring was conducted by Coordinator of the OSCE Office Imre
Palatinus (Hungary), Field Assistant of the Personal Representative
of the OSCE chairman-in-Office, Irzhe Aberle (Czech Republic) and
representatives of the NKR Ministries of Defense and Foreign Affairs.

Personal Representative of the OSCE Chairman-in-Office Andrzej
Kasprzyk, who headed the monitoring group from the Azerbaijani side
instructed to stop the monitoring. Besides, the Azeri side again did
not lead the monitoring group to its front positions.

On February 21 Serzh Sargsyan attended the event dedicated to the
first anniversary of the "Miasin" youth movement.

"Miasin" was founded in 2008. It has several thousands of members
throughout Armenia. The presentees say they aim to participate in
the establishment of a civilised country and introduction of European
values.

Serzh Sargsyan expressed his gratitude for the invitation and warmth
welcome. He said ready to build a country and a society focusing on
an individual’s talent, mental abilities and capacities.

"A capable person should always be of great demand. I rank myself
among those people who think that our youth has more possibilities
and will gain more achievements. They will have their worthy place
in our society, will be active and pro-active."

Serzh Sargsyan expressed willingness to back the youth and all those
who wish to have a mighty and prosperous country, reports President’s

ArmInfo. On 19 February 2009 Judicial Acts Compulsory Enforcement
Service [JACES] arrested property and funds of the Hayk editorial
office, press-service of JACES said.

Actions of compulsory executors were stemming from requirements of
the lawsuit filed on the basis the enforcement list submitted by the
Court of Common Pleas of Yerevan. Arresting of the property and funds
of Hayk editorial office in an amount 2,677 mln AMD and requirement to
stop its publication is among the list of requirements. To recall, Hayk
newspaper is the body of the earlier ruling party Armenian Pan-National
Movement, which was actively supporting candidacy of the first
president of Armenia Levon Ter-Petrosyan at the presidential election.

/PanARMENIAN.Net/ Azerbaijan and Turkey are Georgia’s strategic
partners, so the visit of the Georgian Foreign Minister to Armenian
Genocide Museum is purely a ceremonial event, an Armenian expert said.

"Recently Ankara and Baku have been closely cooperating with Turkic
regions of Georgia – Marneuli and Kvemo Kartli," Caucasus Institute
Deputy Director Sergei Minasyan told a news conference.

"Turkey is considering federative arrangement of Georgia, where Turkic
regions will have autonomy rights. It’s clear that Tbilisi wouldn’t
venture such a step, but the idea is supported by Azerbaijan, pursuing
its own interests in Georgia," he said.

Minasyan also referred to the hearsay centering on possible
repatriation of Meskhetian Turks to Javakhk.

"This has been spoken about for some 10 years, yet we have to take
it seriously. Official Yerevan must decide on the order of priorities
in Javakhk," the expert emphasized.

Armenian Grand Master Levon Aronyan beat Viswanathan Anand of India in
the second round of the Linares 2009 Chess Tournament.

Aronyan and Alexander Grishchuk (Russia) are tied for the first place
with 1.5 points.

In Round 2 Teymur Rajabov (Azerbaijan) drew the game against Vasily
Ivanchuk of Ukraine, Magnus Carlsen of Norway defeated Lenier Dominguez

a protocol on the mechanism of rendering military and technical
assistance to CSTO member states in case of a threat or aggression.

Chairman of the FC Committee on CIS Affairs Vadim Gustov said that
the document envisages defense bargains free of charge or at reduced
price to maintain the efficiency of armed forces.

The list includes armament, equipment, documentation, services and
information, Russian media reports say.

If the Congress of the United States hears the question of Armenian
Genocide it might harm Turkish-American relations, announced
the President of Turkey Abdullah Gul, reports Turkish media. The
President of Turkey has also mentioned that the issue might even harm
Armenian-Turkish relations.

Note that Turkish party is concerned about the hearing of article on
Armenian Genocide and has strengthened its power against it. Turkey
is concerned that the President of the U.S. Barack Obama will notify
the term "genocide" in his speech to Armenians on 24 April.

Remind: recently the Prime Minister of Turkey Recep Tayyip Erdogan
said in a press conference that Turkey has not changed its position
concerning Nagorno Karabakh issue and together with Azerbaijan they
keep one direction.

Book about love affair between Azeri and Armenian sells well, despite
uproar over its publication.

Artush and Zaur were two schoolchildren growing up in the great
multi-ethnic city of Baku, but fate was not kind to them. Just when
they were discovering their love for each other, they were torn apart
by war.

Artush, an Armenian, ended up in Armenia, while the Azeri Zaur was
left to mourn the memories of his lost love as he walked the streets
of Azerbaijan’s capital.

As a plot for a novel, it is not the most original in the world. But
the twist has shocked Azerbaijan and made author Alekper Aliev infamous
in his homeland. For both Zaur and Artush are men.

Setting a love affair between two men in the midst of the conflict
over the region of Karabakh, which is ruled by Armenians but claimed
by Azerbaijan, has proved controversial.

"I think that only a sick or completely cynical person could write
such gibberish, someone who spits on his own country and on the
millions of people harmed by the Karabakh war. It is just filth,
that’s what it is," said Sultan Gafarov, a student in Baku.

Such attitudes are widespread in the country. Homosexuality has
been legal in Azerbaijan since September 2000, and it is illegal to
discriminate against homosexuals, but openly gay Azeris meet abuse
in many areas of life.

"There is xenophobia against homosexuals in society, which is
stirred up by publications about AIDS. It is not universal. For
example, homosexuals who achieve a high place in society are not
criticised. In society, a rich homosexual appears more of a man than a
poor heterosexual," said Eldar Zeynalov, director of the Human Rights
Centre of Azerbaijan.

In such a complex atmosphere, Aliev knew that publishing his book
would not prove easy.

"In Azerbaijan not one publishing house would agree to issue a
homoerotic book, which in their opinion dirtied the good name of the
Azeri people," he told IWPR.

"The main theme of the book is the conflict between Armenia and
Azerbaijan, the theme of homosexuality is not essential, just a
way of attracting attention. Everyone knows the negative opinion of
homosexuality in the South Caucasus. Against this background, I tried
to show the mosaic of conflicts in the three neighbouring republics."

He finally had to publish it through a private publishing house
last month, but it has proved successful. One shopkeeper said the
controversial novel had been "selling like hot cakes".

"I am very glad that a novel finally emerged to shock conservative
opinion in Azerbaijan. This is long overdue, to break stereotypes, to
have a joke with public opinion," said Khanlar Agayev, a businessman
in Baku.

"I hope now the author manages to survive the many attacks that will
come from readers and critics."

Such attacks have come from all sides, including from the religious
hierarchy in the mainly Muslim country. Haji Fuad Nurulla, deacon
of the Baku Islamic University, is among the strongest opponents
of homosexuality, which he thinks has come in from abroad and is
weakening national culture.

"In the Koran this is strongly condemned. It is a sin, abnormal. It is
completely unacceptable for a man to wear women’s clothes, to behave
like a woman," he said.

"Such people must be isolated from healthy members of society, so
they do not infect them."

Only one charity is helping Azerbaijan’s homosexuals with the
difficulties of life in such an environment, the Union of Gender
Development and Flourishment, which started work in 2006. Its funding
primarily comes from The Netherlands. According to its chairman,
Kamran Rzayev, homosexuals in the country have most trouble within
their own families.

"There have been cases when parents, finding out about the
non-traditional orientation of their children, have beaten them and
thrown them out of the house," he said.

"In such cases, we provide psychological support to these boys and
girls and try to speak to their parents. Some parents, particularly
those who are younger, come to our office themselves, and we explain
that their children are not drug addicts, are not criminals, they are
normal people who work, earn money, study, have their own interests."

Natavan, a lesbian, is among the young people who gathered in the
organisation’s kitchens to smoke and talk about their lives. She
said her parents knew about it, but they did not talk about it in
the family.

"Any conversation turns into an argument. They think it is a
perversion, and probably think I am an ill-fated child," she said.

"I want to have a normal family, I would like to live together with
a loved one. But men just don’t interest me, and if I lived with a
woman then everyone would spurn me."

Rzayev said that a handful of single-sex couples do live in Baku, and
that some of them had even been together for a decade or more. Some
had even gone abroad to have their union recognised in one of the
countries were gay marriage is legal.

As it turned out, that is exactly what happened to Artush and
Zaur. After long years separated by the tense relations between
Armenia and Azerbaijan, which have still not signed a peace deal,
they find each other in Tbiliisi – a city where Azeris and Armenians
can go and be friends again – and were married by a friend of Georgian
president Mikheil Saakashvili’s Dutch wife.

PRELATE TO PRESIDE OVER DIVINE LITURGY AND REQUIEM SERVICE FOR A.R.S.
MEMBERS AT HOLY MARTYRS CHURCH

On Sunday, February 22nd, the Eve of Great Lent, H.E. Archbishop
Moushegh Mardirossian, Prelate, will preside over Divine Liturgy at Holy
Martyrs Church in Encino.
Upon the request of the Regional Executive of the A.R.S. and the
ordinance of the Prelate, each year special requiem services are offered in
Prelacy Churches for departed members of the Armenian Relief Society. This
year, requiem service will be offered on Sunday, February 22nd, in all
churches following Divine Liturgy.
Also on this day, funds will be raised in all churches to benefit
the A.R.S. as they prepare to celebrate their centennial next year. The
Prelate’s call to support this effort will also be read.

START OF LENTEN SUNRISE AND VESPER SERVICES

Monday, February 23rd is the first day of Great Lent. During this
period, Sunrise and Vesper Services will be offered in all Prelacy Churches
on Wednesdays and Fridays.
On Wednesday, February 25th, the Prelate will preside over the first
Sunrise Service at Holy Martyrs Church. Ferrahian School students will
participate in the service, which will be followed by a luncheon at
"Dikranian" Hall organized by the A.R.S. "Anahid" Chapter, during which the
Prelate will convey his blessings.
On Wednesday, March 4th, the Prelate will preside over Sunrise
Service at St. Mary’s Church which will be followed by the traditional
Lenten lunch organized by the Prelacy Ladies Auxiliary at "Armenak Der
Bedrossian" Hall.

PRELATE TO ATTEND "FRIENDS OF NEW JULFA"
ANNUAL EVENT

Under the auspices of the Prelate, on the evening of Saturday,
February 21st, the "Friends of New Julfa" Committee will hold its annual
event at Royal Palace in Glendale.

PRELATE REPRESENTED AT A.R.F RECEPTION FOR THE NEW CONSUL GENERAL OF ARMENIA

On the evening of Thursday, February 19th, the Central Committee of
the A.R.F. Western Region had organized a welcoming reception for the newly
appointed Consul General of Armenia the Honorable Grigor Hovhannisyan at
their headquarters in Glendale.
Prelacy Religious Council Chair Very Rev. Fr. Muron Aznikian
represented the Prelate at the reception. Executive Council Chair Dr.Garo
Agopian and member Mr. Garo Eshgian were also in attendance, along with a
number of representatives from sister organizations.

FEAST OF STS. VARTANANK COMMEMORATED

On Thursday, February 19th, the Prelate and clergy order gathered
for morning services and Divine Liturgy in commemoration of the Feast of
Sts. Vartanank. Morning services took place at St. Mary’s Church in
Glendale. The sermon was delivered by Very Rev. Fr. Muron Aznikian.
In the evening Divine Liturgy was celebrated by Very Rev. Fr.
Barthev Gulumian who also delivered the sermon, in which he spoke of the
historical significance and timeless message of Vartanants.

JOINT GHEVONTIANTS CLERGY CONFERENCE OF THE
NORTH AMERICAN PRELACIES CONCLUDES

On Monday, February 16th, the biennial joint Ghevontiants clergy
conference of the three North American Prelacies convened at St. Gregory the
Illuminator Church in Philadelphia. The conference was hosted by the
Eastern Prelacy and presided over by H.E. Archbishop Oshagan Choloyan,
Prelate of the Eastern United States, H.E. Archbishop Moushegh Mardirossian,
Prelate, and H.E. Archbishop Khajag Hagopian, Prelate of Canada.
Given that H.H. Catholicos Aram I has proclaimed 2009 the Year of
the Youth, the theme of the conference was "The Informed Youth – The
Livelihood of the Church and Nation".
The three day conference included discussion and analysis of issues
of mutual concern to the three Prelacies, spiritual meditation and
reflection, and lecture presentations. In addition, the Feast of St.
Ghevontiants was commemorated with Divine Liturgy on Tuesday, February 17th,
at St. Gregory the Illuminator Church. Clergy members also paid a visit to
the gravesite of one of the founders of Homenetmen Archpriest Fr. Dickran
Khoyan.
The Prelate and clergy returned to Los Angeles on Wednesday evening.

OSCE Co-Chairs: There Is No Military Solution To The Nagorno-Karabak

OSCE CO-CHAIRS: THERE IS NO MILITARY SOLUTION TO THE NAGORNO-KARABAKH CONFLICT

ArmInfo. The Co-Chairs of the OSCE Minsk Group, Ambassadors Bernard
Fassier of France, Yury Merzlyakov of Russia, and Matthew Bryza of
the United States, released the following statement today.

"The Co-Chairs of the OSCE Minsk Group stress that, despite two
reports circulated at the request of the Permanent Representative
of Azerbaijan to the United Nations on December 24 and 29, 2008,
there is no military solution to the Nagorno-Karabakh conflict. The
Co-Chairs further underscore the non-use of force as a core element
of any just and lasting settlement of the conflict.

Presidents Ilham Aliyev and Serge Sargsyan described their most recent
meeting, in Zurich on January 28, 2009, as useful and constructive,
despite two Azerbaijani reports circulated in the United Nations
General Assembly one month earlier. At the conclusion of their Zurich
meeting, the Presidents reiterated their commitment to the Minsk Group
peace process, and asked the Co- Chairs to intensify their efforts
to help the parties bridge their remaining differences with regard
to the Basic Principles.

In subsequent public statements, both Presidents underscored their
enduring commitment to the Minsk Group’s mediation effort. Therefore,
the Minsk Group’s Co-Chairs will visit the region before the end of
February to help the parties to accelerate their efforts to finalize
the Basic Principles.

The Minsk Group Co-Chairs will not allow the peace process to be
subverted by legalistic or historical discussions, though they will
remain sensitive to historical concerns expressed by the parties
to the conflict, all of which must be addressed in due course. The
Co-Chairs further believe the above-mentioned reports should have no
bearing on negotiations within the Minsk Group in pursuit of a peaceful
and political settlement of the Nagorno-Karabakh conflict, to which
both Presidents committed themselves in their Moscow Declaration of
November 2, 2009."
