TAX PACKAGE COMPLETELY APPROVED TODAY IN THE SECOND READING

YEREVAN, OCTOBER 29, ARMENPRESS: With 73 for, 4 against and 12
abstained, the Armenian parliament approved today in the second reading
and completely the tax package presented by the Armenian government
suggesting changes in laws "About Taxes", "About Excise Tax",
"About Value Added Tax", "About Income Tax" and in the legislation on
Administrative violations. The package particularly intends applying
of tax body representative in the big tax payers’ companies.

The duties of the tax body representative have been clearly defined:
the latter is authorized to control only the physical volume of the
issued product, sale price and documents connected with the sale
only. The representative will not interfere into the production
process.

Head of the NA’s economic affairs standing committee Vardan Ayvazyan
said that the tax body representatives will be in 60-70 companies.

Turkish flags that were removed from a monument to Turkish soldiers in
Baku earlier this month amid political tension over Turkish-Armenian
rapprochement were raised again on Tuesday night, Today’s Zaman
reports.

Azerbaijan removed flags from a monument to Turkish soldiers who fell
while fighting for Azerbaijan’s independence in 1918, reportedly
in retaliation for Turkey’s decision, at the behest of the world
soccer governing body FIFA, to ban Azerbaijani flags during a World
Cup qualifying match between the national teams of Turkey and Armenia
earlier this month. Azerbaijani flags were seen in a garbage bin as the
police collected them at the entrance to the stadium, angering Baku.

Turkish Ambassador to Azerbaijan Hulusi Kılıc, who watched as
Azerbaijani authorities raised the flags near the monument on Tuesday
evening, said the development was pleasing. "The fact that our flags
are being put back into their place show that Turkey and Azerbaijan
are two nations that cannot give up on each other," he said.

Israelyan has commented upon Sportal.bg news site’s release on Armenian
national team’s half back Henrik Mkhitaryan having allegedly conducted
talks with Bulgarian CSKA.

"Such information is absolutely untrue. In June 2009, Henrik Mkhitaryan
signed a 3-year contract with Donetsk’s Metallurg, with transfer
rights pertaining to the football club," Donetsk club’s official Web
site quotes Israelyan as saying.

"Furthermore, neither our club nor Henrik Mkhitaryan have exchanged
any information with Sofia’s CSKA. And we are not going to communicate
any information on Mkhitaryan’s possible transfer to Bugarian club,"
Vardan Israelyan said.

Armavia Not To Carry Out Regular Flights To Stepanakert

said Michael Baghdasarov, company’s director and owner of Mika
Limited. "Stepanakert airport will very probably operate without us,
since it’s an independent state which has its aviation," he said.

Armavia’s General Director Norayr Belluryan had earlier announced
about company’s plans to launch regular flights to NKR capital.

Airport in Stepanakert will be ready for operation in March-May 2010,
Baghdasarov said. "The country’s leadership is doing its utmost for
bringing airport in compliance with international standards and is
thoroughly preparing to launch it," he added.

In an interview with Al-Jazeera TV, Turkish Prime Minister Recep
Tayyip Erdogan, referring to the Armenian-Turkish Protocols, said,
"We asked the Minsk Group to support us while taking this step. I also
held talks with U.S. President Barack Obama and Russian President
Dimitry Medvedev. Our foreign minister held talks with his French
counterpart. We asked them to add momentum to this process. If the
Minsk Group cannot make any progress in its efforts to resolve
the dispute between Azerbaijan and Armenia, we will face some
difficulties," reports Turkish news agency Anadolu Ajansi.

Asked whether President Obama disappointed Turkey, Prime Minister
Erdogan said, "Mr. Obama was elected some ten months ago. It is not
easy to resolve decades-long problems immediately."

"I am planning to pay a visit to United States soon. Mr. Obama was
also awarded with Nobel Peace Prize. It is quite meaningful to award
a leader with the Nobel Peace Prize. We did not lose our hope. I
believe that the United States will play an active role in the region,"
Erdogan added.

Big game initiated in the region; everyone is eager to get the maximum
but come up with minimum losses.

After the signing of the Armenian-Turkish Protocols Ilham Aliyev
left for Switzerland, which was a landmark event for the progress of
the situation in the region since October 10. Hardly is it possible
that the President of Azerbaijan should have left for Switzerland to
"open the Week of Azerbaijani culture", the official statement said.

/PanARMENIAN.Net/ Switzerland, as a mediator in various negotiations,
has earned fame and prestige. It was so at the end of the World War
II, and it is so now when the security of the Euro-Atlantic region
and, in particular, Europe’s plans in the Caucasus are on stake. The
stakes are too high to allow Armenia, Azerbaijan and even Turkey
to play first fiddle in this game. In all probability, the visit
is firstly dictated by Baku’s need to finally define her position
and, secondly, Europe itself is eager to ascertain the views of
Baku on the Armenian-Turkish relations and on the settlement of the
Nagorno-Karabakh conflict. Moreover, it is presumed that a certain
verbal agreement on the two most pressing problems in the region
already exists and the parties can simply be put before a fact,
after trying to negotiate "amicably". The reasons for this "hasty"
visit can be interchanged as the core is the following: the OSCE Minsk
Group co-chair countries, which were standing behind Nalbandyan and
Davutoglu during the ceremony of signing the Protocols, are eager
to identify Azerbaijan’s impending steps, especially in regard to
the settlement of the Nagorno-Karabakh conflict. And when the steps
are identified, Europe will start using levers of pressure to force
Baku to make a decision that is acceptable for Europe and the United
States. This pertains not only to Azerbaijan, but also to Armenia.

Simply Azerbaijan is rich in hydrocarbons and allows herself to gamble
on this, thus showing incompliance not only towards Armenia, but also
towards the powerful states. This could work only until the world
community was interested in the rapid settlement of the Karabakh
conflict. And today, when the emphasis has shifted to the speedy
solution of the fundamental conflicts which hamper the realization
of global economic projects, the pressure can be tough and unpleasant.

Trying to estimate the situation, we can say that levers of pressure
are applied on Armenia too, the most important of them being on the
internal political situation in the country and the threat to change
the format of the negotiation process on Karabakh, transferring it to
the UN Security Council, whose sanctions may be compulsory. The worst
thing that can await Armenia is the phased regulation of the conflict.

In any case, the problem is being solved or it is already solved on
the level of verbal agreements, while the writing is still taking
shape and is perceived as a phased solution to the problem.

As for Azerbaijan, the pressure will go through "voluntary-compulsory
participation" in oil and gas projects, in which she is highly
interested. If Aliyev disagrees with Europe, there will be applied some
more powerful levers, although for the ruling clan in Azerbaijan the
control over the energy resources is the strongest argument in favor
of any decision. Now one of the priorities for Europe and also for the
USA is Nabucco, whose realization is totally intolerable for Russia. If
everything goes well, the success of Nabucco could become a yardstick
for all other projects. But it would be useful for Ilham Aliyev to
realize that Europe will never forgive Azerbaijan for frustration of
the projects that can put an end to Russia’s hegemony in the Caucasus,
for which, in all probability, the Azerbaijani President was invited
to Zurich.

Against the background of current happenings quite lightly sound
the statements of some Turkish politicians on the possible holdup of
ratification of the Protocols. Quite strange are also the statements
of Prime Minister Erdogan and Foreign Minister Davutoglu, who claim
that "Turkey will never deliver a blow on the brotherly Azerbaijan"
by opening its border with Armenia. These are just words that seem
unfounded both to Baku and to the world community. There exist some
time limits for ratification: two months to which both Armenia and
Turkey have to confine themselves, no matter what it costs them.

Otherwise they will be penalized. The question is how long this
rhetoric is going to continue; the rhetoric that might end as
disgracefully as Aliyev’s constant threat to "return the lands". As
we have already mentioned, the most Azerbaijan can expect now is
the return of the two districts, about which last year spoke Leyla
Aliyeva, a political scientist and the President’s daughter. At least
she knows what she says.

Big game has initiated in the region; everyone is eager to get the
maximum but come up with minimum losses. It is especially now that
Armenian diplomacy should be ready for all calls hotly discussed since
the beginning of the year, to minimize losses and enhance the status
of the country on the international arena as a flexible partner,
who is open to dialogue.

Yesterday statement by Turkish Foreign Minister Ahmet Davotoglu
discredited the idea that Armenia-Turkey Protocols contain no
preconditions, the Leader of New Times Party Aram Karapetyan said at
Oct. 22 interview with the journalists.

According to him, Oct. 21 debates in the Turkish Parliament proved
that Armenian authorities have no repeat.

"There are three preconditions in Armenia-Turkey Protocols: Genocide
negation, impossibility to put in territorial claims and Karabakh
conflict resolution for Azerbaijan’s benefit. Turkey assifies
Armenian authorities and will do its utmost to force Armenian side
to ratify Kars Treaty," Aram Karapetyan noted, adding that New Times
Party will also appeal to Constitutional Court demanding Protocols’
non-ratification.

Everyone, including Armenian authorities is concerned over the
documents’ ratification, he assured. The scheduled secret balloting
in the RA National Assembly proves the fact.

According to Karapetyan, the Protocols’ ratification in Turkish
Parliament depends dramatically on the U.S. pressure. However, in
any case the documents will not be ratified by Turkish side unless
there is a momentum in Karabakh issue.

Total Investments Of South Caucasus Railways Company To Reach 5.2 Bi

TOTAL INVESTMENTS OF SOUTH CAUCASUS RAILWAYS COMPANY TO REACH 5.2 BILLION RUBLES

YEREVAN, OCTOBER 21, NOYAN TAPAN. Domestic cargo transportation volumes
of South Caucasus Railways company grew by 34% in January-September
2009 on the same period of 2008, whereas external cargo transportation
declined by 51%, Director General of the company Shevket Shaydullin
said at the October 21 press conference.

There was a growth in both domestic and external passenger traffic, by
35% and 43% respectively, in the indicated period, including a 2.5fold
increase in passenger traffic to Batumi. According to S. Shaydullin,
the budget-envisaged expenses were incurred by 94%. Of the total
amount of 3.3 billion Russian rubles for 2009, investments of 2bn
256m rubles were made in the first nine months. 70% of investments
was spent on improving the quality of services and infrastructure.

Repairs have already been completed at several stations of Armenia,
railway lines of 35 km have been restored. "Despite the global
economic crisis, there was no reduction of the staff at the company,
quite the opposite, the number of jobs grew by 700, with the average
salary reaching 116 thousand drams. The tariffs have not been raised
despite the increase in electricity prices," S. Shaydullin underlined.

He said the work to be done next year was discussed at the sitting
of the company’s board. It is envisaged that investments of South
Caucasus Railways will amount to 5.2 billion rubles in 2008-2010.
