YEREVAN, MAY 31, ARMENPRESS: Armenian ambassador to Germany,
Karine Ghazinian, argued today that a largely- expected victory
of conservative Christian Democratic Union-Christian Social Union
(CSU/CSU) bloc in pre-term parliamentary poll , would result in more
favorable conditions for Germany to recognize officially the 1915
Armenian genocide.

On April 22 the German parliament agreed on a resolution that
asked Ankara to accept its role in the expulsion and massacre
during and after World War I that killed up to 1.5 million
Armenians. Mrs. Ghazinian said the resolution is very likely to win a
final approval by lawmakers before they leave for a summer recess. The
resolution that avoids the word “genocide,” calls on Turkey to
“take historic responsibility” for the massacres of Armenians by the
Ottoman Turkish government and ask forgiveness from the descendents
of the victims. The ambassador said she had received assurances of
many of Bundestag members, who, despite their involvement in a new
election campaign, said the resolution would be passed before pre-term
parliamentary elections. She also said the new resolution would use
the word “genocide.” She also said the Armenian community of Germany
is working hard to have the resolution passed.

The three-page resolution also recognizes a limited German role
that was Turkey’s main ally in the World War I in the massacres
that killed between 1.2 and 1.5 million Armenians. Gernot Erler,
the Social Democratic (SPD) deputy foreign affairs spokesman in the
Bundestag had said in a statement.

“The Bundestag asks the Armenian people for their forgiveness.” The
resolution was condemned by Turkey’s ambassador to Germany, Mehmet
Ali Irtemcelik, as containing “countless factual errors” written “in
agreement with propaganda efforts of fanatic Armenians.” Germany has
been reluctant to address the issue of Turkish and Armenian history
in the past largely due to its own 2.5 million Turkish residents.

“RECOGNITION OF THE ARMENIAN GENOCIDE MUST AIM AT COMPENSATION”

“Issues pertaining to genocide such as the prevention of genocides,
impunity, criminal court, retributive justice, forgiveness and healing of
memories have acquired crucial urgency and a focal attention by civil
societies in the last decade. Such debates, which are determined by
different agendas, have provided a proper framework for the Armenian people
to bring to the fore of public attention the question of the recognition of
the Armenian Genocide. The Armenian Genocide must be kept away from
geopolitical considerations and be treated within the context of
international law by spelling out its moral and legal implications” said His
Holiness Aram I in his concluding remarks at a gathering honoring Dr. Peter
Balakian, a renowned author of several books on the Armenian Genocide.

Speaking about the history of the Armenian Cause after the Genocide, Aram I
identified three periods.-

“1) The first period is marked by the remembrance of the martyrs of the
Genocide through requiem services and popular celebrations. This rather
church-centered approach to genocide prevailed for some time in the Armenian
Diaspora communities which were largely composed of the survivors of the
Genocide.

2) The second period can be characterized as a period of serious studies of
the Genocide emphasizing mainly the historicity of it based on archival
documents and eye-witness accounts. This attempt, which also involved
non-Armenian scholars and historians, was, in a sense, the beginning of the
process of internationalization of the Armenian Genocide as a human rights
issue. This process must continue with renewed approach and emphasis by
attracting more academicians and institutions of higher learning.

3) The third period can be referred to as a period of the recognition of the
Armenian Genocide. In the last two decades, a number of nations, states,
churches, international organizations and N.G.O.s came to formerly recognize
the Armenian Genocide. The implications of these different forms of
recognition have not yet been clearly defined by those who have recognized
it, as well as by juridical and political institutions of the international
community. This is a vital area which requires deeper investigation and
close follow-up. The recognition process will undoubtedly continue with
growing dynamism”.

Then, His Holiness said: “We must embark on a new process which will open a
new period in the history of the Armenian Cause, a period which I would like
to call compensation for the crime committed against the Armenian people. In
fact, if the recognition of this crime against humanity is not followed by
compensation, it will remain a superficial act of provisional nature and
merely of moral value. Therefore, the Armenian Genocide must aim at
retributive justice. In this context, I would like to emphasize the
following: first, we must constantly raise the critical importance of
impunity. Last year the Armenian Catholicosate of Cilicia organized an
international conference on impunity with the active participation of
respectable scholars and lawyers including the representatives of the
Rwandan government. Second, we must deal with the question of compensation
within the international law by identifying the legal and material
repercussions of such crimes against humanity. And third, we often refer to
our demands from Turkey but we are not yet clear about it. What are our
concrete, specific demands? What are the legal bases for such demands? These
need to be carefully studied”.

Speaking about Peter Balakian, Aram I said: “Peter Balakian, an
American-born Armenian has played a pivotal role by placing the Armenian
Genocide in American context; by emphasizing the historicity of the Armenian
Genocide and generating an American response towards it. Furthermore, Peter
Balakian through his well-documented studies has made the Armenian Genocide
a relevant and urgent issue that must be seriously addressed to prevent the
new genocides”.

At the end of his remarks, His Holiness decorated Dr. Balakian with the
insignia of St. Mesrob Mashdots.

Today in the hotel Marriott-Armenia the annual conference of the
Armenian Foreign Ministry central staff heads and the heads of the
Embassies to Armenia took place.

RA Foreign Minister Vardan Oskanyan had an exchange of thoughts with
the Ambassadors to Armenia about security issues, Eurointegration
of Armenia, Armenian-Turkish relations, settlement of the Karabakh
conflict, and reforms in the international organizations.

Afterwards the discussions went on in the sessions of the working
groups where issues about two-party and multiple-party diplomacy,
regional cooperation, as well as FM administrative, staff and financial
issues were discussed.

During the second half of the day head of the Armenian Development
Agency V. Movsisyan made a speech about the economical development
of Armenia, stimulation of the foreign investments and development
of tourism.

Executive director of the Pan Armenian Fund Armenia Naira Melqoumyan
represented issues of the cooperation Armenia-Diaspora and the strategy
of the development of the Armenian Fund.

Tomorrow there will be meetings with the RA President Robert
Kocharyan, RA NA President Arthur Baghdasaryan and Prime Minister
Andranik Margaryan.

Armenia Won At Violinists Contest In Belgium

ARMENIA WON AT VIOLINISTS CONTEST IN BELGIUM

BRUSSELS, MAY 30. ARMINFO. An Armenian violinist Sergey Khachatryan
won at the International contest of young violinists after Queen
Elizabeth in Brussels finished on Saturday evening.

Iosif Ivanov from Belgium was the second, Sofia Zhaffe (Germany)-
the third. 135 young musicians from 37 countries participated at
the contest: 18 from Japan, 13 from Southern Korea, in eleven from
Germany and the USA, 10 from Russia, 9 from France, 8 from China, 6
from Netherlands and 5 from Poland. Belgium represented 6 violinists,
RIAN informs.

cansa y Slayer apabulla

Despues de los altercados ocurridos en el festival la noche del
sabado, lo mas sorprendente es que finalmente se celebraran todos los
conciertos previstos. Boquiabiertos se quedaron algunos cuando
Incubus se subio al escenario a las 2.00 de la madrugada. Ni cinco
minutos habian pasado de la lluvia de piedras sobre el vehiculo
expuesto a pocos metros del escenario. Una actitud realmente valerosa
la de los californianos, que por primera vez en su carrera veian como
su potente musica tranquilizaba a las masas, mas que exaltarla.
Dentro de lo que cabia, su concierto devolvio las cosas a la
normalidad y mitigo el nerviosismo vivido hasta ese instante.

Sirvio de antesala al grupo mas esperado del festival, los
triunfadores de este Festimad 2005. System of a Down enloquecio a un
publico avido de sus canciones. Sus mas acerrimos seguidores se
apostaban frente al escenario desde primeras horas de la tarde.
Cuando comenzo su concierto, los que no habian tenido que ser
evacuados por las fuerzas de seguridad llevaban esperando alrededor
de doce horas. La nueva sensacion del nu-metal se hizo valer de esa
particular mezcla de rock duro revolucionado con adornos de musicas
tradicionales de su pais de origen, Armenia, para finiquitar el show
mas aplaudido del evento.

Muy por encima de un Marilyn Manson que la noche del viernes iniciaba
su tour veraniego en Madrid. El reverendo regreso con los mismos tics
de siempre: teatrero, provocador y tiranico.Su personaje se agota a
cada paso que da y lo que antes resultaba llamativo hoy da risa. Ni
siquiera la presencia de la ministra de Cultura, Carmen Calvo, animo
el ambiente.

Fabrico un recital carente de nervio en el que versiono de todo:
Personal Jesus de Depeche Mode, Sweet Dreams de Eurythmics y Tainted
Love, popularizada por los Soft Cell de Marc Almond.No faltaron las
habituales The Beautiful People, The Dope Show o Rock Is Dead. Soso,
soso este Manson.

Mejor lo hicieron unos apabullantes Slayer, que pese a no gozar del
mejor sonido posible demostraron por que fueron los reyes del speed
metal en los anos 80. Flanqueados por dos torres de 24
amplificadores, el tanque Slayer saco diablos de sus guitarras y sono
vibrante y musculoso. Rescataron temas de una de las obras cumbre del
heavy, Reign in Blood.

La primera edicion del Festimad lejos del Parque del Soto de Mostoles
deja un balance artistico positivo, pero un pauperrimo resultado
organizativo. Las nubes de polvo -preocupantes, de verdad-, la
escasez de instalaciones -duchas, banos y fuentes- y la falta de
sombras -ni un solo arbol- hicieron que una de las frases mas
escuchadas fuera esta: “Echo de menos Mostoles la hostia”.

The 2nd session of the Parliamentary Assembly of GUAM organization
ended in Yalta, Ukraine. Murtuz Alasgarov, chairman of the Milli
Majlis said in his interview with ANS TV upon his arrival from Yalta
that Azerbaijan was charged to lead trade and economic commission of
the GUAM PA. Mr. Alasgarov said the Daqliq Qarabaq conflict was also
in the agenda during the session. We share common problems, which are
regional conflicts- Daqliq Qarabaq of Azerbaijan, Transdnestrian of
Moldova, Abkhazian and Ossetian conflicts of Georgia, Murtuz Alasgarov
said. Speaking on Vladimir Litvin’s statement on Black Sea and Caspian
Sea basin states as well as Russia, Kazakhstan and Turkey to GUAM
organization Murtuz Alasgarov said GUAM was progressive institution
joining of not only European states but also representatives of Central
Asia could be a estimable. Commenting on Armenia’s opportunities to
become GUAM member state Milli Majlis speaker said “If “When Armenia
becomes GUAM state we will do everything to pull this nation out from
the organization as we do within activity in the Council of Europe
and OSCE”.

Lebanese vote in Beirut with Syrian troops gone

BEIRUT (Reuters) – Voters went to the polls in Beirut on Sunday in a
parliamentary election starting a month after Syrian troops quit
Lebanon, with the son of assassinated former premier Rafik al-Hariri
seeking a clean sweep.

Nine of the city’s 19 seats have already gone uncontested to nominees
of Saad al-Hariri, a 35-year-old businessman thrust into politics by
the Feb. 14 killing of his billionaire father.

Hariri called for a high turnout but the response was tepid. An
Interior Ministry official said only 18.5 percent of eligible voters
had gone to the polls in the first six hours of voting.

Riding a wave of sympathy for his slain father, Hariri is set to
score a landslide in mainly Sunni Muslim Beirut, the first region to
vote for the 128-member parliament in elections phased over four
successive Sundays.

“The people will have their say today and demonstrate their loyalty
to Rafik al-Hariri,” he said. “Those who are against us today do not
want a unified country or a unified Beirut.”

Followers of Christian leader Michel Aoun, left off Hariri’s
anti-Syrian ticket, urged people to shun the polls, handing out
orange stickers that said “boycott the appointments.”

The Armenian Tashnag party, disgruntled because the four seats
reserved for Beirut’s big Armenian community had gone unopposed to
Hariri’s candidates, also demanded a boycott.

“No participation without proper representation for all in Beirut,”
said Tashnag leaflets in Arabic and Armenian.

The polls follow two political earthquakes in Lebanon — Hariri’s
killing in a bomb blast many Lebanese blamed on Damascus, and the end
of Syria’s 29-year troop presence.

Between those landmark events, flag-waving Christians and Muslims,
including many civil war foes, flooded the streets in protests
against Syria, which denied any hand in Hariri’s death.

For some, Lebanon’s first elections in three decades without Syrian
troops offer a new start.

“I voted because I believe in change,” Basil Eid, 27, told Reuters.
“We want Lebanon free of any subordination. We have to rule ourselves
by ourselves.”

POLITICS AS USUAL

For others, the euphoria of the anti-Syrian protests has given way to
dismay at politicians who have reverted to electoral horse-trading
and alliances that curtail voter choice.

“Why should I vote when the result is already decided?” said
Abdul-Rahman Itani, in his 40s, near the polling station where the
late Hariri’s widow Nazik cast her ballot.

Armed police and soldiers guarded polling stations in Beirut, where
more than 400,000 men and women aged over 21 are eligible to vote.
Official results will be declared on Monday.

“Things are quiet and very normal. We hope it continues like this
until the end of the day,” Interior Minister Hassan al-Sabaa told
reporters. “There are no problems whatsoever.”

For the first time, foreign observers are monitoring the polls, with
a team of more than 100 led by the European Union.

“It’s a festival of democracy,” the chief of the EU mission, Jose
Ignacio Salafranca, told reporters at one polling station.

Critics of Syria, which tightened its grip on Lebanon after the
1975-90 civil war, say its intelligence chiefs manipulated previous
elections in favor of its political partners.

Many Lebanese are unhappy with the current electoral law, designed to
favor Syria’s allies in the last election in 2000. Many of the old
faces will return to the assembly, but Damascus will no longer be the
sole arbiter of Lebanese politics.

“We are voting simply because we want change now that Syria is out.
We’ll see what happens now,” said first-time voter Jessy Tabbal, 48,
in Beirut’s mainly Christian Ashrafiya district.

Only a handful of pro-Syrian leftists and Muslim militants are
competing with Hariri’s Future bloc in Beirut.

The solidarity of the anti-Syrian alliance that blossomed after
Hariri’s death has eroded in the run-up to the election.

Hariri’s alliance with Druze leader Walid Jumblatt and some Christian
foes of Syria is intact, but Aoun, a fierce opponent of Syria just
back from exile, was left out in the cold.

Yet the Hariri-Jumblatt front has also made deals with the main
pro-Syrian Shi’ite alliance. Hariri’s Beirut ticket includes a
Hizbollah candidate. The joint Amal-Hizbollah list in the south
embraces Bahiya al-Hariri, the slain leader’s sister.

The election results are broadly predictable in Beirut and the south,
but tighter contests are expected in the north and center of the
country, especially among Christian rivals.

TIGRAN KHZMALIAN IS TO SHOOT NEW DOCUMENTARY FILM “ARMENIA IN 20TH
CENTURY”

YEREVAN, MAY 27, NOYAN TAPAN. Film Director Tigran Khzmalian, with a
working group of two-three persons, is going to shoot “Armenia in 20th
Century” a new 10-parts documentary film. As the director informed the
Noyan Tapan correspondent the film will be dedicated to culture,
policy, economy of that period of Armenia’s history. Each part will be
dedicated to the most important events of separate decates. Tigran
Khzmalian informed that scenarios of the film’s some parts are already
ready. He hopes that the film will be presented to spectators in a
half and a year. Besides, the director also has scenarios of
three-four feature films works of which can be started any moment, and
as the “Yerevan” studio is “close” for him, and the fate the “Hayfilm”
studio is not clear yet, he will attempt “on his personal initiative
to seek for opportunities abroad.” “If it does not succeed, either, I
shall change my profession,” Tigran Khzmalian stated.

Georgian National Security Defines Relations With Armenia as ‘Pragmatic
Cooperation’

The newly authored Concept of National Security for Georgia considers United
States, Turkey, Azerbaijan and Ukraine to be Georgia’s strategic partners.
Relations with two neighboring Armenia, are depicted “pragmatic
cooperation”.

According to Khvalindeli Dghe newspaper, the National Security Council
prepared and submitted to the parliament the draft of the Concept on May 13.
Georgian informs that the draft Concept consists of 7 chapters.
It will be confirmed after being discussed in the parliament.

“Georgia keeps on developing strategic partnership with the US… Turkey is
Georgia’s most progressive partner in the region”, the Concept reads.

Georgia’s relationship with Azerbaijan is most strongly linked with energy,
transport and commercial projects. “The Rose Revolution in Georgia and
Orange Revolution in Ukraine put the beginning of the new era in relations
of two states”, the Concept reads. “Georgia seeks after partnership with
Russia that will be based on good-neighborly ties and principles of equality
and mutual respect”.

“Georgia relates to Armenia in pragmatic cooperation in all spheres of
mutual interests”, the Concept reads. According to Messenger
English-language newspaper, Armenia’s vector toward Russia and its closed
borders with both Turkey and Azerbaijan are a cause of lessened political
opportunities between Tbilisi and Yerevan. All the same Armenia is a major
partner — according to governmental statistics, in 2004 Armenians were the
second most frequent travelers to Georgia behind only Turkey. The draft
highlights the need for both countries to “utilize united economic, energy
and transport projects. Armenia can benefit from its transit location by
transporting Armenian products through its territory”. However, the fact
that Abkhazia remains a separatist state prevents Georgia from satisfying
Armenia’s main transit interest of restoring the railway link to Russia.

Resolution of the Nagorno Karabakh conflict would certainly improve the
political situation in the South Caucasus, and the Concept of National
Security says that all separatist conflicts are threats to the region’s
prosperity. “The existence of the Nagorno Karabakh conflict damages the
regional countries’ stability”.

The Concept notes as well that Georgia will ensure protection of national
and religious minorities’ rights.

A chapter titled “Threats” highlights as such infringement of territorial
integrity, import of conflicts from neighboring countries, particularly
Chechnya, military intervention, smuggling and international terrorism. The
Concept thinks that “illegal” existence of Russian military bases in Georgia
“limits the state’s sovereignty and undermines its economic and social
stability”.

Among the challenges the document mentions corruption and non-productive
system of the state governing, socio-economic condition and dependence of
energy supply on one source.

office and bank” is to be held in Yerevan on June 10-12. The
“EXPODEMIA” center of exhibition projects reports that the exhibition
is aimed at strengthening of mutually advantageous commercial
relations between trade and industrial enterprises and the bank
structure. The exhibition will allow the participants to find partners
and expand their business. The exhibition has 11 sections: Bank
Service, Communication and Security Systems, Information Technologies,
Business Consulting, Telecommunication, Ergonomics (design and
psychology). A conference on topical problems and business meetings
are to be organized as well. The exhibition is held once in two
