Pateil Tuysuzian: A piece from heaven

The fast and lively melody of the “Hungarian Dances” by the 19th century
composer Johannes Brahms drifts out from the Auditorium at Al Owais Cultural
Foundation in Deira, Dubai (United Arab Emirates).

Inside 16 years old Pateil Tuysuzian stands on the stage masterfully
performing the Hungarian tune on her violin. She is young, talented,
ambitious and above all enjoys to play her beloved instrument alongside
musicians from thousand of miles away.

Pateil is member of the “Emirates Youth Symphony Orchestra”, grade five
violinists, one of the keen players, and hopes someday will become a
professional musician.

`I love playing the violin’ says the American School of Dubai pupil.

`I have been playing since I was 4 years old. I saw people learning how to
play the instrument and I knew I wanted to become a violinist.’

Pateil moved to the United Arab Emirates with her parents from Washington,
United States eight years ago. Her parents are originally from Lebanon. She
joined the orchestra at the end of 2001.

`It is such a good opportunity for her’ says her mother Noushig Tuysuzian
who is also the Orchestra’s coordinator.

`This year I can really see a change in her. Her confidence has grown and
her skills have really improved.’

Few weeks ago and during the commemoration ceremony of the Armenian Martyr’s
day (April 24) we had the opportunity to listen to her while she played dle
yaman and arev yegav along with the students who shared the evening with
their songs and poems in the Ohannessian Armenian weekly school’s hall in
Sharjah (UAE).

Pateil’s tunes delightfully touched the hearts of the Armenian compatriots
who, under the spell of her music, forgot for a moment the pain of the 1.5
million perished people.

Music – the key to approach the new generation, along with the knowledge of
our heritage and the firm support of our rights.
 
Pateil’s confident stand and professional act remarkably reflects the
meaning of her name PATEIL which means the flake of snow; calm and
assertive, yet lovable and appealing to the eye (in this case to the ear).
She truly brought a different perspective to the commemoration ceremony.

We wish her all the luck and prosperity, May all her dreams come true.

Excerpt from report by Armenian newspaper Aykakan Zhamanak on 17 May
headlined “Is Oskanyan being canny?” by Anna Akopyan

Yesterday Foreign Minister Vardan Oskanyan made a sensational
statement. He did not rule out the signing of a document at the
forthcoming negotiations on the Karabakh issue. Certainly, Oskanyan
did not divulge any details but gave a strong hint.

In reply to questions from journalists, the minister said that if
his meeting with Azerbaijani Foreign Minister Elmar Mammadyarov in
Strasbourg goes ahead as planned and the OSCE Minsk Group co-chairs
visit to the region yields positive results, the two presidents might
also held a meeting.

The very fact of signing the document is not as important as Armenian
Foreign Minister Vardan Oskanyan’s hint. Generally speaking, the
Armenian side, which has always been very restrained when it comes
to the Karabakh settlement talks, has recently started to divulge
information about visits by the OSCE Minsk Group co-chairs and a
possible meeting between the Armenian and Azerbaijani presidents and
predict the “strengthening of positions” at the ministerial level.

Thus the “message” to the world community and mediators is that Armenia
is ready for this kind of development. Incidentally, Vardan Oskanyan
stressed yesterday: “If at all possible we shall try to bring our
positions closer.” He also added: “The Karabakh settlement process
goes its way; one should continue to work towards settling the issue
as soon as possible.”

Judging by the fact that Robert Kocharyan has refused to go to Vilnius
and Paris, one might come to a conclusion that the Armenian president
has been trying to avoid events where there might be any mention of
the Karabakh conflict. Under the circumstances, Vardan Oskanyan’s
intense activities and readiness for settling the Karabakh conflict
as soon as possible and the “message” that he directed at the world
community are surprising.

Since Oskanyan would have never made such a statement independently,
without agreeing it first with Robert Kocharyan. Evidently Robert
Kocharyan and Vardan Oskanyan have a joint programme of actions.

According to the programme, Oskanyan has been allocated the role of
“cover” for Robert Kocharyan. That is to say, at the time when Robert
Kocharyan thinking of how to avoid meeting Aliyev, Vardan Oskanyan
talks about the OSCE Minsk Group and the possibility of meeting
Azerbaijani officials and signing the document.

Certainly, we cannot rule out that such actions are part of a broader
picture, the goal of which is to blame the failed talks on the
Azerbaijani side. The next two weeks will bring clarity as the next
Kocharyan-Aliyev meeting is expected to take place at the beginning
of June.

US Deputy Secretary of State Mathew Bryza declared that the US
evaluations of opportunities of Armenia and Azerbaijan to come to an
agreement on the Karabakh issue are optimistic.

MEDIAMAX Agency informs that speaking before the Congress on May
16 Mathew Bryza said “today the parties are closer to an agreement
than before.”

According to the American diplomat, the governments of the two
countries should demonstrate political courage to overcome the
remained disagreements.

“We consider that the coming few months will provide that opportunity,”
Bryza assured.

YEREVAN, MAY 16, NOYAN TAPAN. Proceeding from the current situation
in the process of settlement of the Nagorno Karabakh conflict and
proceeding from the problem’s being complicated, no matter what
document is submitted for consideration, the sides will not have
an unequivocal position on it. Armenian Foreign Minister Vartan
Oskanian declared this in his interview to journalists on May
16. He mentioned that depending on the fact “what the opposite side
will accept or will not accept, the Armenian side will try to bring
together the points of view if possible”. According to him, the visit
of OSCE Minsk Group Co-chairs to the region planned for late May will
clarify the issue of the possible meeting of Presidents Kocharian and
Aliyev. V.Oskanian also mentioned that the forthcoming meeting between
him and his Azerbaijani colleague in Strasbourg will also greatly
clarify this issue. “If the meeting in Strasbourg passes normally and
the Co-chairs’ visit also fixes some progress, why not, the meeting
between the Presidents is not excluded,” the Minister declared. As
for the issue, what impact the current home political processes in
Armenia can have on the peaceful settlement, the Minister declared:
“I would not like, even if at the current stage, to connect the
negotiations process with the home political events, the process of
settlement is taking its course and the most important is to achieve
peaceful settlement of the conflict”. He expressed confidence that
the process will continue in its usual course.

The OSCE Minsk Group co-chairs are expected to visit Yerevan on
25-26 May 2006, the Armenia Foreign Minister Vardan Oskanian told
journalists, Trend reports.

“I expect all three co-chairs to come to Nagorno-Karabakh,” he

The same time the Armenian FM said that the signing of any document
as a result of the visit is less probable, taking into consideration

Dismantle Of Illegal Construction Implemented In Sayat-Nova Street

DISMANTLE OF ILLEGAL CONSTRUCTION IMPLEMENTED IN SAYAT-NOVA STREET

YEREVAN, MAY 15, NOYAN TAPAN. Dismantle of a self-willed construction
built by a company between Sayat-Nova building No12 and Nalbandian
building 25-A in Yerevan started on May 12. After building a cafe in
the cellar of Sayat-Nova building No12, this company widened volumes
of the construction in the direct neighborhood of the 2 buildings,
ignoring the seismic norms. According to some information, in the
cellar ground of the above-mentioned building, two businessmen from
Iran invisaged to build a factory of plastic production.

According to Yerevan Mayor’s Advisor Hrachia Muradian, the Urban
Development and Land Control Department of the Yerevan Mayor’s
Office warned the company about stopping the construction and
implementing restoration works. The builder was already incured
to, first, 200 thousand drams (about 450 dollars) administrative
penalty formerly, and for the second time, to 400 thousand drams
administrative penalty. Employees of the Yerevan community head’s
office and corresponding services of the Yerevan Mayor’s Office were
also incured administrative penalty for not preventing the illegal
construction and delaying in the issue of its liquidation. According
to H.Muradian, the company having implemented the illegal construction
will have to pay from its own financial resources for works of the
dismantle implemented by the Mayor’s Office as well as for restoration
works implemented in parallel to the dismantle. About 60 self-willed
constructions have already been destroyed during the current year in
Yerevan, within the framework of the struggle against illegal building.

Undoubtedly, it is very concerning that crimes, based on national hate,
are increasing day by day, and RF officials and law enforcement bodies
do not pay a proper attention to these crimes.

Several days ago, the cruel assassination of 17 year-old Vahan
Abrahamianc by chauvinists in the “Pishkinskaja” subway, does confirm
the fact that today society is not protected from the actions of
these rascals. By the way, recently the president of the Unity of
Armenians in Russia Ara Abrahamyan gave a strict criticism regarding
this issue. According to his statement, the number of the victims
subjected to racial discrimination has been doubled, as compared to
the same period of the previous year. It is the time for the officials
to pay a proper attention to this.

We had a conversation with a famous advocate, the former advisor of
the representative on Human Rights of RF, Arbak Khachatryan. He also
condemned state and law enforcement bodies regarding the present
situation.

“Skinheads are rascals who, taking the state bodies as enemy for
them, became more powerful and feel themselves unpunished. I am sure,
that the actions of these rascals can be stopped now only through
many sacrifices,” said A. Khachatryan.

Three years ago, Arbak Khachatryan, in the letters addressed to
the president of RF V. Putin, described in details what Russia will
encounter within the coming 2-3 years. Unfortunately, at that time
Kremlin didn’t pay a serious attention to these proposals.

The lawyer of A. Khachatryan Oksana Kosachova handed me the copies
of the letters addressed to V. Putin in 2003 that concerned the
developments in Russia and the countries of the region within the
coming 2-3 years.

A. Khachatryan said that he didn’t want to talk about the
discrimination implemented by some powers and bodies towards national
minorities, as there are people who would give political meaning to
his words.

But in the near future, he will answer the questions of the readers of
“Azg”.

When the conversation came to an end, I began to think about how the
Check businessmen, Valeri Bugrov and other Russian businessmen felt,
whose fake and baseless testimonies isolated A. Khachatryan from
political, social field for three years. I would like to inform the
readers that at the present the lawyers of A. Khachatryan continue
the processes of justification and rehabilitation in high instances,
while a group of lawyers have allied to European Court in order to
make the Check businessmen and Valeri Bugrov bear the appropriate
liability. I hope we would be able to discuss these issues more
detailed during our up-coming meeting.

Letter To The president of RF Vladimir Putin

From: The former advisor of the representative on Human Rights of RF
Arbak Khachatryan

Dear Vladimir Vladimirovich,

In January 2003, I turned to you regarding the actions of some
officials whose activity can take the relationships between Moscow
and some countries of CIS to crisis. There was a prognosis regarding
the relationships with Georgia, Moldavia, Kazakhstan, Ukraine and
Armenia-Nagorno-Karabakh conflict, which is more painful to me. I place
the blame for all this on governors and their trustees. Meantime,
we are going to encounter such strategic problems, like Caspian
oil pipeline and gas pipeline issues. I think there are the same
problems in Ukraine as well, where anti-Russian sentiments are going
to increase.

After my letter, by the efforts of some political Lilliputians, I was
arrested. DEP FSS of RF turned to the investigative service of FSS
with operative information stating that I am one of the leaders of
criminal international group and have ties with the bosses of mafia
from Corsica to Cyprus and if I stay in freedom, the diplomatic
relationships between Russia and Armenia will get destroyed. The
creator of this “detective story” was the leadership of Armenia.

I got acquainted with these documents.

Officially, the reason of my arrest was the accusation of
contraband. The close friend of my family didn’t declare the
money during the flight from Moscow to Yerevan. After the repeated
interrogatories within 9 months (attempt of suicide, Psychiatric
hospital) he gave a testimony that I gave him money and asked him
intentionally not to declare the money and added that at the passage
through VIP lounge they check very badly. This was the base of the
accusative conclusion of smuggling. This episode was classified as
“smuggling in extremely big amount”. A smuggler who transfers drugs,
weapons is considered to be less dangerous then a passenger who,
because of run of time, didn’t declare the money. Damage to Russia
and its citizens doesn’t exist. Perhaps, that’s why the prosecutor
asked for a sentence of 7 years. From 7 to 12 years in jail await
under this article. Golovinski court of Moscow brought in the verdict
of not guilty.

But the executors weren’t satisfied with this, as it would mean that
I was kept in Lefortovo illegally.

State court of Moscow, being in “despair”, sent the case for the new
review of law. Why in “despair”?

Because I must be informed of the date, place and the subject of the
hearing beforehand. While I was informed of it only after the hearing
of the process.

There are different types of methods. It is not necessary to have
direct evidence for the verdict.

Sometimes it is enough to disseminate fake information, which will
influence the decision of the Judge.

These presumptuous executors think that they can rule the fates of
people and even nations. Economy and international relationships
get destroyed because of such activity. It is possible to restore
the economy and the welfare of people, while it is impossible to
root out the international conflict. What’s going on now between
Russian and people from the Caucasus?. The whole world became our
enemy. People living in the Caucasus do hate each other and everybody
realizes that this is the guilt of the governors and their trustees. 60
percent of the population in Armenia has left the country. Emigrants
are struggling for elementary survival. They are humiliated, put in
jail because of a sell of air tickets, they are accused of assisting
terrorism. Armenia doesn’t provide them with legal protection. Do
these governors, who don’t have dignity for their nation, can be
worthy leaders and political partners.

Unfortunately, any problem in Russia and not only in Russia, is
solved by making law stricter. Every citizen of Russia is glad to
have a powerful and faithful president. But when a political figure
(Grizlov) declared for more then 300 deputies (I apologize in front
of the deputies who are not in that list) that they will support
any candidate represented by the President in 3 years, it reminds
me of the horse of the Roman Emperor, which has a right of voice
in Senate, as it was the wish of the Emperor. These “people” fill
order for lifetime. They get power by accident and have one method
of work-Stalin method.

Weak people either are killed or sent to jail without a reason. These
methods will take the country to a very sad end.

It is proper to a man to cover up the action of the members of his
team. However, this kind of actions of the head of the country can
bring to a very painful situation for the country.

My request to you is connected with the law enforcement bodies and
justice, as life, more or less, has taught us to understand people,
who, being in despair, fill order against their will. We can at least
admire genius of lawyers, who edited the content of the article about
the motives of imprisonment.

The person, who didn’t declare the money, free. I pray he wouldn’t be
sentenced to imprisonment. I have a condescending attitude towards
the witnesses as well, as I don’t have a right to blame people,
who, in order to survive, behaved themselves unfaithful towards my
personality. I don’t have anything against those people, who gave
a testimony while being in a frustrating situation and generals who
became private.

I have questions only to those people, who are guilty for my arrest
and have immense power.

I am asking you to help me regarding two questions.

Firstly, there are the copies of the letters in the criminal case
addressed to a company, which is in Check Republic which involved
in the signatures of leaders of Gazprom as well. Originals of these
letters are in Czech Republic. I am asking you to help me in obtaining
the expertise of these signatures, so in future the case won’t be
given a political color.

Second-When I was getting acquainted with the criminal case, I learned
that I was fired before 2 days of my arrest. Doesn’t it remind you
of Stalin period?

Before my arrest I was the head of the Russian delegation on Human
rights in France. After my return, the members of the commission
came to you together with the solicitation for granting me a rang
of first class. This day coincided with the day of my dismissal. My
lawyer possesses the authentic copies of these documents. This issue
is of a moral importance to me.

After the first letter I am sure that you will receive this information
with the distortion of the content, if you receive it at all. I
dictated the text to my lawyer, so you can receive the information
through NGOs and Mass media.

Orinats Yerkir becomes opposition, stated Speaker Arthur Baghdasaryan
in a press conference on May 12, after he announced about his
resignation and the secession of his political party from the
coalition.

`Certainly, we become opposition. We become an opposition. We become
with our notions, our approaches. People recognize us. People know
us. They know what took place. Today the majority of the society has
oppositionist moods. Each has their place, we are not going to take
someone else’s place, wehave our own path,’ said Arthur
Baghdasaryan. He does not think that they will be welcomed it the
opposition. Arthur Baghdasaryan even believes that they may receive
blows, as always.

`I should tell you that we have never been welcomed anywhere. Did the
government welcome us? We received blows since the first day we
entered the coalition. Now if you think that we will not receive blows
in the opposition, we will. For us, however, people’s opinion is
important,’ says the leader of the Orinats Yerkir. He mentions that
they will follow their own path. This path, according to Arthur
Baghdasaryan, involves the ideas, programs and values that the Orinats
Yerkir bears. However, the leader of the Orinats Yerkir believes that
they will have allies.

`There are always allies, there are always political forces, figures
who accept our system of values, our vision,’ says Arthur
Baghdasaryan. He emphasizes a straightforward behavior before people
for the party members and other citizens to believe in the honesty and
frankness of the Orinats Yerkir. Arthur Baghdasaryan mentioned that
their slogan during the campaign for parliament is still up to date:
`With people, for people.’

`We could keep silent, we could shut an eye on a scandalous
sell-off. We could say nothing. If you think that as a speaker of the
National AssemblyI could not take one or two buildings for myself, you
are mistaken. I did not want. We did not live that way. We thought
there are problems, we must tryto solve the problems for the country
and people,’ said Arthur Baghdasaryan.

Nigeria Will Have An Ambassador To Armenia For The First Time

Today RA Foreign Minister Vardan Oskanyan received Negerian newly
appointed ambassador to Armenia Ganayama Abubakari (residence in
Tehran) in order to hand him credetials.

During the meeting the RA Foreign Minister congradulated the Ambassador
of the Negerian Federal Republic on his nomination and new office
and wished good luck in his further mission.

While expressing his gratification on having Negerian Ambassador
to Armenia for the first time Minister Oskanyan claimed that such
initiative will promote the development of Armenian – Negerian
relations.

The two sides referred to the possibilities of international
cooperation and integriation to international organizations and
discussed regional issues.
