The introduction of the discussions on the lingering conflicts on the
territory of GUAM member-states to the agenda of UN General Assembly
is a good onset for Azerbaijan, political analyst and former state
official Vafa Guluzadeh told Trend today.

Notably, on August 10, 2006, the representatives of GUAM member-states
(Georgia, Ukraine, Azerbaijan, and Moldova) to UN appealed to UN
General Assembly with a proposal to include the issue "Lingering
Conflicts on the Territories of GUAM Member-States" to the agenda of
61th Session of the Organization. On September 13, during the sitting
of UN General Assembly, a decision to include the issue to the agenda

Mr. Guluzadeh pointed out that the discussions held in UN General
Assembly are a good onset to resolve the Nagorno-Karabakh conflict
internationally. But at the same time, in the political analst`s
opinion, its is too early to expect any quick results on this issue.

"I think that the conflict will last for a long time.

However, I perfectly appreciate the repeated introduction of this
issue to UN consideration, and think that it is a consolation for
Azerbaijan at the same time, since both Russia and Armenia have
already gone into mourning because of it", he told.

According to the political analyst, the mediation of OSCE Minsk
Group in the negotiations as the Armenia wants has not brought any
results yet.

The European Parliament will bring five issues on Turkey to a vote
at the meeting from September 25 to 28.

APA’s Turkey bureau reports the five questions have been included
into the agenda at the insistence of French socialists.

These issues demand reproaching the Talat Pasha Movement, abolishing
the Movement by the Turkish government, recognizing the alleged
Armenian "genocide" as well as establishing diplomatic relations with
Armenia without any conditions and open the borders.

In addition, the offer on recognition of the alleged Armenian
"genocide" for the continuation of the agreement between Turkey and the
European Union will be brought to a vote at the European Parliament.

French socialists demand inclusion of an item on Turkey’s deliberately
refusing to recognize the so-called Armenian "genocide" into the
document to be adopted.

The Talat Pasha Movement’s Consulting Council held an emergency meeting
in Pera Palas hotel in Istanbul related to the European Parliament’s
offers. The discussions focused on actions to be taken against the
plan of the European Parliament.

Head of the Consulting Council, first President of the Turkish Republic
of Northern Cyprus (TRNC) Rauf Denktash underlined that the Talat
Pasha Movement is Turkey’s beating heart against the alleged Armenian
"genocide" calling for the Turkish media to make efforts to support
Turkey’s rightful position.

Denktash stressed the importance of coordinating the developments
wit the Foreign Ministry.

The Movement’s chief coordinator Ferit Ilsever said they will carry
on in Europe. He said they will distribute 250,000 books exposing
the alleged Armenian "genocide" and hold a press conference in
Germany soon.

The aim of establishing the Talat Pasha Movement was to make the
parliaments having recognized the alleged "genocide" annul the bill
and make public the truths.

The Movement staged mass demonstrations in Lozanna and Berlin in
protest against the false genocide claims.

The Armenian ‘Dashnaksutyun’ and ‘Hinchak’ terrorist organizations
benefiting from the Ottoman Army’s involvement in the World War
I attempted to separate the country. But their attempts failed,
these organizations were banned and, the activists were arrested in
1915. Prime Minister Talat Pasha issued a decree on May 27, 1915 to
deport Armenians to the southern parts of the Ottoman Empire.

Talat Pasha was murdered by Armenian terrorist Tehleryan in Berlin
on March 18, 1921.

of Russia (UAR) in disclosing crimes against Armenians and preventing
a tide of violence against foreigners, UAR President Ara Abrahamyan
told journalists in Yerevan. "We organize lectures at schools and
higher education institutions of Russia, aiming at presenting Armenia,
its historical past, current achievements, as well as future goals,"
he explained.

Besides, A. Abrahamyan noted that over 50 UAR lawyers and
experts in cooperation with respective structures of Russia are
engaged in disclosing crimes against Armenians. "one can say for
sure that the arrest of the person guilty in the murder of Vigen
Abrahamyants in Moscow metro is a result of effective cooperation,"
he underscored. Armenians of Russia denounce crimes not only against
Armenians, that became more frequent lately, but also against any
foreigners, Ara Abrahamyan said, reports Novosti-Armenia.

OSCE MG co-chairs in London, stated Azeri Deputy FM Hafiz Pashayev.
`Introducing the issue on frozen conflicts in the UN GA session agenda
can be considered as positive,’ he remarked. This may be important
from the point of view of attracting attention of the international
community to that issue, Pashayev underscored. `However, I do not
think it can influence settlement of the issue,’ the Deputy FM of
Azerbaijan said, reports Trend.

official visit to Armenia September 29, Armenian Ambassador to France
Edvard Nalbandyan stated in an interview with the Public TV Company of
Armenia. `Chirac is arriving in the region for the first time and he
will visit only Armenia,’ the diplomat said, adding the visit program
is already confirmed. In his words, Chirac will be accompanied by his
spouse Bernadette Chirac.

`The French delegation will include ministers, MPs, Senators, state
and political figures, businessmen, culture figures,’ Nalbandyan
reported. Official talks of the presidents, as well as meetings of
French ministers with their Armenian counterparts are planned in the
course of the visit, he said. He specially noted two events in the
program of Chirac’s visit. `These are the opening of the Square of
France and Charles Aznavour concert in the Republic Square in Yerevan
on September 30, which will open the Year of Armenia in France,’
Nalbandyan said. Chirac’s visit will finish October 1.

Azeri FMs are planned, Armenian MFA Head Vartan Oskanian stated in a
conversation with journalists on September 16. Private meetings with
OSCE MG co-chairs will be probably held, Oskanian said. `I have a
number of bilateral meeting in New York on September 24, including a
meeting with MG co-chairs,’ the Minister said, adding that to a
certain degree the cause of not holding a meeting of Armenian and
Azeri FMs lies in inclusion of the item on `frozen conflicts’ in the

September 14, Georgia blocked the movement of persons with Russian
passports through the territory of South Ossetia, REGNUM correspondent
quotes Minister of Internal Affairs of South Ossetia Mikhail Mindzayev
to say.

Mindzayev says that citizens of Russia, Armenia, and other states,
except for the residents of South Ossetia, are not allowed to enter. He
remarked that such persons are not let in both from the Russian and
Georgian side. "As a response measure, we have closed transit through
South Ossetia for persons with Georgian passports, except for those who
reside in Georgian enclaves (villages populated mostly by Georgians)
in the South Ossetian territory."

The minister also says that the situation in the Georgian-Ossetian
conflict zone is stable, no incidents have been filed for the past
24-hour period.

"The Georgian leadership has not so far received any regular foreign
tranches to further their activities against South Ossetia," Mindzayev
commented.

Chairman Of European Commission Is Against Laying Down Condition To

CHAIRMAN OF EUROPEAN COMMISSION IS AGAINST LAYING DOWN CONDITION TO TURKEY ON RECOGNITION OF ARMENIAN GENOCIDE FOR JOINING EUROPEAN UNION

Yerevan, September 11. ArmInfo. The Chairman of the European
Commission, Jose Manuel Barroso said during the meeting with the
representatives of the reformist movement party in the Belgian
Parliament that he is against laying down a condition to Turkey on
recognition of the Armenian Genocide for joining the European Union.

As the Turkish Press informs, Barroso noted that "Turkey cannot be
forced to recognize the Armenian Genocide and this condition cannot
be laid down to Ankara ".

To be reminded, the European Parliament’s Committee for
Foreign Relations has recently approved the report of the Danish
Parliamentarian, Camiel Eirlings in Strasburg, according to which
Turkey has to recognize the Armenian Genocide as a condition for
joining the European Union. It is expected, in a fortnight, that
the document will be heard at the plenary session of the European
Commission, during which a final decision will be made about the report
fortune and inclusion in it or exclusion of the point concerning the
Armenian Genocide out of it.

Torosian met today with chairman of the Iranian Mejlis Gholam Ali
Haddad-Adel. The parties underscored that during 15 years of Armenia’s
independence the relations with Iran were not darkened by political
discrepancies. Tigran Torosian remarked that Iran was Armenia’s best
ally, especially during the years of blockade. He also pointed out
to cooperation in the energy sector and voiced hope that the problem
with Iran’s nuclear program will be settled via talks.

For his part, Gholam Ali Haddad-Adel noted that the relations with
Armenia can serve as an example of cooperation for the states of
the region. The interlocutors also referred to the settlement of the
Nagorno Karabakh conflict. The Mejlis Speaker underscored that Iran
stands for a peaceful resolution of the conflict and continuation of
talks between the leaders of two states.

During the visit Gholam Ali Haddad-Adel also met with RA NA
Vice-speaker Vahan Hovhannisian, representatives of permanent
commissions and deputy factions, reported the RA NA press office.

A senator put a hold Tuesday on the nomination of Richard Hoagland to
be ambassador to Armenia to protest the Bush administration’s refusal
to classify the deaths of 1.5 million Armenians as genocide.

Last week, the Senate Foreign Relations Committee voted 13-5 to send
Hoagland’s nomination to the full Senate for a vote. Until Democratic
Sen. Robert Menendez lifts his hold, however, the Senate cannot vote
on Hoagland’s nomination. Under Senate rules, any senator can block
nominations or legislation.

Menendez said all Americans must recognize the atrocities committed
between 1915 to 1923 in Armenia, during the waning days of the Ottoman
Empire, amounted to genocide. The Bush administration and Turkey,
successor to the Ottoman state, admit many Armenians died but reject
the genocide classification.

"Mr. Hoagland has declined to acknowledge the mass killings of the
Armenians as genocide, and has said that if confirmed, he would work
to represent the president’s policy," Menendez said. "I have great
concerns that Mr. Hoagland’s confirmation would be a step backward."

The Foreign Relations Committee chairman, Republican Sen. Richard
Lugar, has said the Senate should not withhold confirmation of Hoagland
"based on disagreements with administration policy." Lugar has said
Armenia, which borders Iran, Turkey and Azerbaijan, is an important
country that should not be left without a U.S. ambassador.

Hoagland would not use the word genocide at his confirmation hearing
in June to describe the killings. The current ambassador, John Evans,
reportedly had his tour of duty cut short because, in a social setting,
he referred to the killings as genocide.

Turkey, an important NATO ally, has strongly denounced the
characterization, and U.S. policymakers are wary of antagonizing that
country major ally.

The Bush administration does not question that Ottoman troops killed
or drove from their homes 1.5 million Armenians starting in 1915. In
a presidential message on the 91st anniversary April 24, President
George W. Bush called it "a terrible chapter of history" that "remains
a source of pain for people in Armenia and for all those who believe
in freedom, tolerance and the dignity and value of every human life."

As in previous such messages, he omitted using the word "genocide."
