Turkish authorities charge more suspects in Dink killing

Turkish police charged two more suspects in the slaying of prominent
journalist of Armenian ethnic origin, Hrant Dink.

They arrested two persons in Istanbul and in Trabzon, the latter
being the birth town of the 17-year-old assassin Ogün Samast.

One of the suspects, Yasin Hayal, 26, reportedly incited Samast to
kill Dink, gave him money and the gun, while the University student
Erhan Tuncel was arrested on charges of instigating the killing.

Dink, who spoke out about the mass killings of Armenians in the early
20th century, was shot dead outside his newspaper building a week
ago.

resolutions on Armenia. All these resolutions have helped the country
to fulfill its CE commitments. Torossyan said that the Armenian
delegation will not take part in the Apr session of PACE as in May
Armenia is holding parliamentary elections. "PACE has accepted this
explanation," Torossyan said.

Armenian Grand Master Levon Aronyan became winner of
the Wijk aan Zee chess super tournament. He shared the
first place with Topalov and Rajabov, with 8.5 points
each. In the last 13th round Aronyan beat Tivjakov.

In group B Gabriel Sargsyan took the second place with
8 points. The first place was taken by Yelyanov with 9
points. The latter will have the right to participate
in the first group next year.

RUSSIA MAY USE THE FUTURE JUMP IN OIL PRICES TO SET UP
POLITICO-MILITARY BLOCS

The World Economic Forum (WEF) is Davos is regarded as a symbol of
the world today. Corporate leaders, national leaders, and experts
meet in Geneva to discuss pressing problems and network. Russian
politicians and business leaders inevitably found themselves a focus
of attention at the WEF the early and mid-1990s.

Russia was a focus of attention again in 2006, when experts released
a report outlining three potential scenarios for Russia’s
development. One of the scenarios predicted that Russia would remain
unable to shed its dependence on oil exports, and would fail to
invest in infrastructure. The analysts argued that this scenario
would transform Russia into an outcast by 2025. In short, Russia is a
participant in a global plot again – but now the plot is centered
around a disaster scenario.

The overture was provided by the Parliamentary Assembly of the
Council of Europe (PACE). The resolution it adopted this week, based
on a report by Estonian lawmaker Marko Mihelson, urges Russia to
ratify the Energy Charter and to stop using "energy benefits in
politics." Mihelson pointed out that Gazprom doesn’t determine gas
prices by the laws of the market, because it is a monopoly. Because
of that, foreign experts doubt that Russia is a reliable and
trustworthy supplier.

These and similar fears were played on yesterday. Global Risks 2007,
a new report released in time for the WEF, proposed three scenarios
for a global catastrophe: a drastic rise in oil prices, a pandemic,
and climate change. The oil price scenario (or rather its
consequences) is the most likely disaster, according to WEF experts.
They maintain that Russia, Chile, and other oil exporters would use
the unprecedented price-rise to establish military-political blocs.
Russia is expected to try to "recapture" the former Soviet republics
which have no oil of their own (including Georgia, Uzbekistan, and
Armenia).

This outlook (Russia as a global threat) could make life difficult
for the Russian business leaders and politicians attending the WEF.
They include Senior Deputy Prime Minister and Gazprom Chairman Dmitri
Medvedev, Economic Development Minister Herman Gref, Russian Aluminum
owner Oleg Deripaska, Krasnodar Governor Alexander Tkachev, and David
Yakobashvili from Wimm-Bill-Dann. Experts believe that Russia’s image
as an untrustworthy country is extremely harmful.

Gazprom has just launched a $10 million campaign to improve its image
abroad, and Russia’s reputation as an unreliable partner could be a
serious blow to that. "We have never used gas exports as a political
weapon, and do not intend to. Fortunately, our foreign partners and
our investors understand it better then the PACE. So we don’t expect
this report to have any effect on the economic standing of the
company," said Gazprom spokesman Denis Ignatiev.

"It isn’t exactly rational to view Russia as an untrustworthy partner
or expect it to engage in some sort of conspiracy with countries that
are at odds with the Western community," says Agvan Mikaeljan, deputy
director of FinEkspertiza Consulting. "It’s like expecting that NATO
will suddenly decide to conquer all other countries, now that it’s
aware of its military superiority. The chances of this happening are
negligible. It doesn’t matter that this image of Russia is
inaccurate. What matters is that it exists and that it is damaging to
our economy. Viewing Russia from this standpoint, potential investors
see only risks in Russia, refuse to recognize Russian companies
abroad as their own equals, and actually experience fear."

Mikaeljan says that by insisting on Russia’s alleged unreliability,
the West itself is pushing Russia into an alliance with anti-Western
countries.

Fuad Esedov:Platini will provoke Armenian-Azerbaijani war if he
supports to hold matches in Yerevan and Armenia

`We will not play with Armenian national team in Yerevan. And we are
not going to admit Armenians in Baku’, AFFA secretary-general Fuad
Esedov told APA-Sport.

He said that Azerbaijani side stated once more that it wants to play
in a neutral field at the meeting with Armenian Football Federation
in Dusseldorf, Germany.

`AFF leadership insists on playing in Baku and Yerevan. We have
already expressed our decision to UEFA. UEFA Executive Committee will
make a decision in middle February’, he said.

Fuad Esedov noted that he doesn’t believe Michel Platini, new
president of UEFA, will be in pro-Armenian position. He said that
Michel will not able to make decision easily on place of
Azerbaijan-Armenian matches.

`Platini will provoke Armenian-Azerbaijani war if he supports to hold

On the occasion of the 15th anniversary of formation of the Armenian
Army, with RA President Robert Kocharyan’s decree a number of Officers
of the Armed Forces were granted high state awards for `Service to
motherland’ and ` Contribution to army building.’ The ceremony was
attended by NKR President Arkady Ghukasyan, RA Prime Minister Andranik
Margaryan, Speaker of the National Assembly Tigran Torosyan, Defense
Minister Serge Sargsyan, other officials.

Congratulating the guests, President Kocharyan said in his speech:
`The 15th anniversary of formation of the Armenian Army is a
nationwide holiday. The Army is the structure that inspires pride to
all Armenians, to every citizen of the Republic of Armenia, that
enjoys the respect and trust of the people.

We can say with confidence that the formation of Armenian statehood
started with the formation of the Armenian Army.’

Extreme parties point finger at foreign circles for Dink murder

Two extreme parties of opposite poles on Friday reiterated a
much-uttered claim over the murder of journalist Hrant Dink, which
blames the assassination on international circles.

Ultranationalist Grand Unity Party (BBP) deputy leader Edip Ozbas
claimed that Westerners encouraged the killing, while the Labor Party
(IP), a socialist party which has recently begun to employ an
ultranationalist approach, blamed the U.S. and NATO for the murder.

Ozbas said Dink’s murder enabled certain circles to reveal the poison
they had amassed against Turkey. "We believe that the independent
judiciary will shed light onto the incident, but we know that the
primary power behind the Dink murder and all others are Westerners
who put pressure on Turkey to adopt European Union acquis."

"Those who now unleash allegations against the BBP and its leader
Yazicioglu for his stance will have to account for their claims
soon," said the party official also expressing their willingness to
fight for Turkish Penal Code (TCK) Article 301 in the face of
Westerners who want to see it annulled.

Another BBP member, Okkes Sendiller, condemned people who reopened
the Article 301 debate, in a written statement that also criticized
Cabinet ministers and Nobel Prize-winning Turkish author Orhan Pamuk
for comments criticizing the article.

"This nation has the right to curse at those who are trying to
realize a regulation to enable cursing at Turkish national values,"
he said. He added that Pamuk overstepped the line once more with
calls to lift Article 301.

Sendiller also criticized Prime Minister Recep Tayyip Erdogan’s visit
to offer condolences to Turkish Armenian Patriarch Mesrob II
Mutafyan.

IP: Culprit is US, NATO

IP leader Dogu Perincek’s target was more distant compared to that of
the BBP; he claimed that the U.S. and NATO — branding it a crony of
the U.S. — engineered Dink’s murder.

Perincek, in a letter to Mutafyan, claimed that the assassination was
part of a bigger plan to spark turmoil and chaos in the country.

He also linked the killing to an Armenian genocide bill about to be
debated in the U.S. House of Representatives.

He also criticized the funeral ceremony for the journalist, which he
claimed was turned into a demonstration against Turkey, and asked
Mutafyan why he failed to prevent this.

"We expect you, the leaders of the Turkey’s Armenian community, not
to guide the bullets targeting Turkey but to sweat along with all
members of this country to prevent foreign powers from dissolving
Turkey," the IP leader said.

The European Union can help the process of settlement of Nagorno
Karabakh within New Neighborhood Policy. But this can not be process
of negotiations,’ OSCE Mink Group co-chair Bernard Fassier (France)
said, taking a stance on the possibility of the European Union’s
direct participation in the settlement of Nagorno Karabakh, APA
reports.

Noting that the US, France and Russia try to help the parties for the
peaceful solution to Nagorno Karabakh conflict within the framework
of OSCE, Bernard Fassier said the EU has other means.
`For example, Neighborhood Policy program allows implementing
concrete projects. The EU can help the settlement of the conflict
only in this way, but can not participate in the process of

Murder of Hrant Dink

STATEMENT BY GARY GOODYEAR, CHAIR

Canada-Armenia Parliamentary Friendship Group

On behalf of the Canada-Armenia Parliamentary
Friendship Group, I would like to express my shock and
deep sadness for the tragic murder of Turkish
journalist Hrant Dink.

This murder is an act which assaults the basic
principles of free expression and democracy.

Mr. Dink was a prominent voice for the Armenian
population in Turkey. He was editor of the bilingual
Turkish-Armenian Agos newspaper and his offence was to
seek dialogue and reconciliation between Turks and
Armenians by recognizing the Armenian Genocide of
1915.

Mr. Dink spent his life trying to rid his country and
his two peoples of the denial dividing them. It is our
hope that justice will be served and that we can draw
a lesson from this unimaginable event in order to heal
pains of past actions and pave the way for a peaceful
future through truth and reconciliation.

TEHRAN (Fars News Agency)- Chairman of the German parliament’s Green
Party Fraction here on Tuesday stressed Iran’s right to use civilian
nuclear technology, and underlined the need for solving Iran’s nuclear
issue through talks.

The German MP made the remarks in a meeting with a group of his
Iranian colleagues who represent Iranian religious minorities in the
Islamic Consultative Assembly, including representatives of the Jewish,
Assyrian and Kaldanite, Zoroastrian, and Armenian communities in Iran.

During the meeting, the Iranian lawmakers noted the two countries’
historical and cultural commonalities, and pointing to Germany’s
present standing in the European Union and Iran’s constructive role
in the Persian Gulf and the Middle-East regions, they described the
current conditions as special for both states, which they said require
Iran and Germany to enhance their interactions and relations.

Stressing the need for the promotion of parliamentary ties between
the two countries, the Iranian parliament members called on Germany
to adopt better stances in the face of Iran’s nuclear rights, given
the growing ties between the two states in the field of economy.

They further underscored that Iranian Muslims and religious minorities
enjoy equal rights, including their fair and equal chances for gaining
scientific achievements and positions, general laws, and equal ransom
money, and called on the international bodies and circles to refrain
from expressing prejudiced views about the religious minorities in
Iran, when issuing statements.

"Representatives of such bodies and circles are recommended to take a
trip to Iran and visit those areas resided by the religious minorities
so that they can witness in person the positive measures the Islamic
Republic has adopted for their welfare," the deputies added.

They also voiced surprise at witnessing Germany and EU’s companionship
with the regional policies of the US President, George W. Bush,
and said, "While the result of the recent midterm legislative
elections showed that Americans have taken back a large part of the
authorities they had entrusted to Bush, Germany and EU states are
still accompanying Bush, unfortunately."

For his part, chairman of the German Parliament’s Green Party fraction,
Fritz Cohen voiced satisfaction at Iran’s respect and observation
of religious minorities’ rights, and said, "We do not at all deny
Iran’s right to use civilian nuclear technology, and we believe that
negotiation is the only proper way to reach a mutual understanding
in this regard."
