YEREVAN, NOVEMBER 14, ARMENPRESS: A senior lawmaker from the governing
Republican Party questioned today other political groups’ abilities and
resources to challenge its chairman, prime minister Serzh Sarkisian’s
presidential bid.

Hakob Hakobian, a Republican lawmaker from its governing board , said
the party has gained its political resource in the May 12 parliamentary
elections and it is bigger than any other political party can boast of.

Therefore, he said, it would have been irrational for his party
not to nominate its leader, prime minister Serzh Sarkisian as a
presidential candidate.

Hakob Hakobian said every legal voter has to brace up for the February
19 presidential election by asking themselves a question about who
to elect so that to live a better life in several years.

He said the Republican party is aware of many problems faced by the
country and its people, which have to be solved as soon as possible. He
said part of them can be solved by a radical increase in the amount
of collected budget revenues.

Meantime a small Christian-Democratic party’s leader, Khosrov
Harutunian, said his party (it has no seats in the National Assembly)
is likely to back prime minister Serzh Sarkisian’s presidential bid.

Speaking to a news conference he said the manifesto and the plan of
actions of Sarkisian’s Republican Party, as well as the incumbent
government’s performance are in tune with his party’s vision of how
the country should move forward.

Khosrov Harutunian, who served as a prime minister and parliament
chairman, argued that ex-president Levon Ter-Petrosian is unable to
pose as an alternative to the current administration. He said he is
an alternative to other opposition groups rather.

He admitted that Ter-Petrosian’s re-injection into politics has brought
about surprise developments making political struggle more interesting,
but added that there is no clarity about whether it would give a new
content to political competition and result in clash of ideologies.

Kocharian Receives President Of Bank Of Netherlands

today Nout Wellink, president of the Bank of the Netherlands, who is
in Armenia for an official visit.

Kocharian’s press office said Mr. Wellink described his country’s
relations with Armenia as ‘excellent,’ saying also he was pleased
with the level of cooperation between the Bank of the Netherlands
and Armenia’s Central Bank.

Nout Wellink also spoke about the outcome of his negotiations here
saying they were interesting and productive. He said he was impressed
with high level knowledge of Armenian banking specialists and their
skills.

According to Robert Kocharian, Armenia strives to become a regional
center for intellectual services and to that end plans to invest
heavily in human resources.

image-making, speaking in favour of this or that political figure
have nothing to do with sociology. This point of view was expressed
by professor Lyudmila Haroutiunian, the Dean of the Department
of Sociology of the Yerevan State University, at the November 13
scientific conference dedicated to the day of the above-mentioned
department. In her conviction, doing services for image-making or
electoral process "in this or that way" causes a great damage to the
reputation of the real sociology. Lyudmila Haroutiunian mentioned
that the immediate problem of true sociologists is to contribute to
the settlement of the problems set in front of society. In her words,
"assistance should be provided to society for going the right way,
which will bring happiness and satisfaction to the members of that
society."

Azerbaijan, Baku / Trend corr.S.Ilhamgizi / The 9th friendship,
brotherhood and cooperation of Turk states’ meeting will be held in
Baku, Azerbaijan on 17, 18 and 19 November. About 550 guests from 30
countries will attend at the meeting. Nazim Ibrahimov, the chairman
of the State Committee on Work with Azerbaijanis Residing Abroad,
said during the press-conference on 13 November.

Azerbaijani President Ilham Aliyev, Turkish Prime Minister, Rajap
Tayip Erdogan, ex-president of Turkey Suleyman Damiral, as well as high
ranking representatives of Turk states will take part at the meeting.

The agenda includes discussions of the Armenian-Azerbaijani conflict
over Nagorno-Karabakh, Cyprus conflict, state of Turkish language
nations in Iraq and Afghanistan. The six commissions will be operating
within the framework of the meeting.

Attending the meeting with representatives of Uzbekistan, Kazakhstan,
Kyrgyzstan, Turkmenistan, Tajikistan, Mongolia, Turkey and Azerbaijan,
as well as Altai, Bashkiria, Chuvash, Dagestan, Tatarstan, Rumania,
Bulgaria, Kosovo and many others.

The Azerbaijani Presidential Fund allocated AZN 1mln to implement
the 9th meeting.

The meeting has been held since 1993. The previous ten meetings were
held in Turkey.

The Armenian authorities appeared to have stepped up on Tuesday
their controversial crackdown on companies owned by a millionaire
businessman close to former President Levon Ter-Petrosian.

Tax inspectors and police officers reportedly raided the offices of
yet another company belonging to Khachatur Sukiasian and his extended
family. According to Ara Zohrabian, a lawyer representing Sukiasian’s
SIL Group holding, they not only inspected the Norshin construction
firm’s books but took its chief accountant to the headquarters
of a feared police unit tasked with combating organized crime for
questioning.

"The accountant was detained without any legal grounds or
justifications," Zohrabian told RFE/RL, adding that he was released
several hours later.

The reported raid is apparently part of an ongoing financial inspection
of SIL Group’s activities launched by the State Tax Service (STS) last
month following Sukiasian’s public endorsement of Ter-Petrosian’s bid
to unseat the current Armenian leadership and return to power. The
STS has already accused a Sukiasian-owned pizza restaurant chain
and printing house of evading a combined 1.36 billion drams ($4.25
million) in taxes. One of their chief executives is currently under
arrest pending investigation.

The government also began inspecting earlier this month the operations
of two other companies controlled by SIL Group. Although no formal
fraud accusations have been leveled against them so far, Zohrabian
claimed that their senior executives were likewise forcibly taken
away and interrogated by the special police last week. "Workers of
these companies are really terrified now," he said.

In an interview with RFE/RL last week, Sukiasian rejected the tax
evasion charges and linked them with his unwavering support for
Ter-Petrosian. The tycoon, better known to Armenians with his Grzo
nickname, made a fortune in the 1990s by capitalizing on his close
ties with members of the Ter-Petrosian administration. Sukiasian never
made secret of his enduring admiration for Ter-Petrosian but avoided
publicly challenging the current authorities until the ex-president
ended his nearly decade-long political retirement in September.

Also alleging government retribution is a television station in
Armenia’s second largest city of Gyumri that broadcast a September 21
speech in which Ter-Petrosian harshly criticized the administration
of President Robert Kocharian. The STS accused the GALA TV on Monday
of evading 26 million drams ($80,000) in taxes over the past two years.

Ter-Petrosian and his allies say the crackdowns on SIL Group and
GALA are politically motivated and aimed at stifling dissent ahead of
next February’s presidential elections, a view shared by other major
opposition parties. Armen Martirosian, a parliament deputy from the
opposition Zharangutyun party, urged the authorities on Tuesday to
stop the "tax persecution" of defiant businessmen.

"It is inadmissible to place restrictions on free media, citizens and
economic entities in the run-up to a fateful event like presidential
elections," Martirosian said in a speech at the National Assembly.

The STS on Tuesday again declined to comment on such claims and its
actions against SIL Group.

Israeli President Shimon Peres arrived on Sunday in Ankara amid
tight security for a three-day visit, at the invitation of President
Abdullah Gul.

At a joint press conference at the Presidential Palace, Peres urged
Turkey to mediate for the return of two Israeli soldiers abducted
last year by Hezbollah.

"We will do whatever we can," said Gul.

"But if you urge Turkey to be a mediator, other countries shouldn’t
interfere in the process."

Peres offered Turkey cooperation in the fight against terrorism, adding
that terrorists hiding in mountainous areas cannot be defeated by F-16
fighter jets. Peres also stressed the need for using new technology
to fight terrorism, particularly nanotechnology.

Saying that Israeli Defense Minister Ehud Barak is scheduled to visit
Ankara in January, Peres expressed his wish to strengthen strategic
relations between Turkey and Israel in combating terrorism.

The Jerusalem Post reported that Israel is hoping to sell the Arrow
ballistic missile defense system and an Ofek spy satellite to Turkey.

The two leaders also discussed a US House committee’s passage last
month of a resolution on the Armenian allegations.

Gul asked Israel to press the US Jewish lobby to oppose such moves
and thanked Peres for Israel’s previous help regarding the matter.

"For the first time in history, a majority-Muslim country has emerged
as a mediator accepted by all parties," said Peres. "Turkey can create
a positive atmosphere ahead of the Mideast peace summit to be held
(later this month) in Annapolis (the US).

Such a contribution is very important for us, due to the respect
Arabs and Muslims have for Turkey."

The two leaders also highlighted the importance of developing ties
in the areas of education and culture.

Gul urged Peres to open a cultural or economic center and a
representative office in the Turkish Republic of Northern Cyprus (TRNC)
and start ferry service between the TRNC and the port city of Haifa.

Peres also met with Prime Minister Recep Tayyip Erdogan.

CRANSTON – At the Armenian Fest at Rhodes on the Pawtuxet yesterday,
Kenny Topalian was in the middle of a conversation.

But his 5-year-old son, Shahan, needed his attention right away.

"Dad, Dad," he interrupted.

Topalian turned to him and said, "Spaseh," which means "wait"
in Armenian.

Even though Topalian, his wife, his parents and his three boys were
all born in the United States, he and his wife speak a mix of English
and Armenian at home. Just as he did, the boys take weekly language
lessons so they can learn Armenian, the language of their ancestors.

That type of attachment to culture and heritage is typical among
the 12,000 to 15,000 Armenians who live in Rhode Island, said Harry
Kushigian, one of the masters of ceremony at the annual festival.

Rhodes’ giant ballroom was filled with hundreds of people yesterday
who came to sample Armenian food, and to listen to traditional Armenian
music, and to dance.

There was rice pilaf and lamb shish kebabs; losh, a type of hamburger
made with ground beef and lamb, and kufta, a giant meatball. Then
there were the pastries, like katah, a sweet roll with raisin and
nut filling.

The Armenian Fest has been held each year since 1966, said Peter
"Doc" Bedrosian. The two-day event is the annual fundraiser for Sts.

Vartanantz Church, he said, and typically draws 3,000 to 5,000 people
and raises $70,000 to $75,000. Bedrosian is chairman of the board of
trustees for the Providence church.

The two other Armenian churches in Rhode Island, Sts. Sahag and Mesrob,
and Euphratest Evangelical Church, sponsor their own festivals in
the week before and the week after the Sts. Vartananz festival,
said Kushigian.

Rhode Island’s Armenian community is among the most vibrant in the
country, Kushigian said. Most Armenians who live in Rhode Island
were born here. Their parents or grandparents emigrated during the
Armenian massacres that began in 1915 in what was then the Ottoman
Empire and lasted for several years.

"They were incredible people," Kushigian said. They came with no
money and couldn’t speak English. But they formed communities,
centered around the church.

And they held onto their language and traditions, and passed them to
their children.

"All heritages have to be maintained," Kushigian said. "Everyone’s
ethnicity is important to themselves and to the world. Roots are very
important to the future generation and to maintain this common bond."

One reason for second- and third-generation Armenians to learn the
language is because the liturgy at Sts. Vartanantz is still delivered
in Armenian. And the younger generations very much want to carry on
the traditions, Kushigian said.

"That’s something that is instilled in prior generations, something
we’re very proud of."

Israeli President Shimon Peres arrived in Turkey on Sunday.

Peres visited Ataturk’s Mausoleum (Anitkabir) and then gave a
conference at Bilkent University which decorated him with honorary
doctorate.

Turkish President Abdullah Gul will welcome Peres with a formal
ceremony at Cankaya Presidential Palace today.

The visiting president will hold meet with Turkish Parliament Speaker
Koksal Toptan, Prime Minister Recep Tayyip Erdogan and Foreign Minister
Ali Babacan, and also attend a dinner which will be hosted by President
Gul in his honor today.

Peres will address Turkish Parliament on Tuesday. He will proceed
to Istanbul the same day, and meet Jewish community there, and then
depart from Turkey.

Turkish officials said that talks with Peres would focus on the
possibility of renewing Israeli negotiations with Syria, the Iranian
threat as well as the growing rift between Turkey and the US over an
initiative in the Congress to formally recognize the Armenian genocide
of 1915.

"Turkey can play a first-tier role in the peace process," Peres said
last week, adding that the country’s moderate and democratic nature
served as a counterweight to the extremist Islam embodied by Iran.

"If the Turkish way will win, all of us will win, Muslims and Jews,
Arabs and Israelis."

Peres, together with Turkish President Gul and Palestinian leader
Mahmoud Abbas, will attend Ankara Forum.

The 7th Ankara Forum –which was initiated by Turkey in April 2005–
will be held at Cankaya Presidential Palace on Tuesday.

Framework agreement –which will start organized industrial projects
at West Bank– will be signed within the scope of Ankara Forum.

The Ankara Forum, is comprised of industrialists and leading
businessmen in Turkey, Israel and the Palestinian Authority. The
forum had sought to set up an industrial zone at the Erez Crossing
with the Gaza Strip, but the project was diverted to the West Bank
following the Hamas takeover of Gaza in June.

The eleventh conference of the Republican Party, which was held on
November 10 at the Dinamo stadium, elected Serge Sargsyan as leader of
the party who was the chair of the board of the party, and after the
death of Andranik Margaryan he was the interim leader of the party.
Besides, the Republican Party decided to nominate Serge Sargsyan as
president of Armenia, in appreciation of his great contribution to the
nation.

After this decision Serge Sargsyan addressed the conference already as
a presidential candidate, although officially he has not been nominated
yet. Nevertheless, he defined the issues which should be in the focus
of the future president’s attention. According to the new leader of the
Republican Party, a new political situation has emerged in the country
and the status of the Republican Party has changed essentially, which
supposes great responsibility for sustaining the stable and predictable
course in future.

`Dear friends, the modern world is full of challenges. New geopolitical
centers are emerging, the military balance is distorted, terrorist
movements are spreading,’ Serge Sargsyan worries. Among global
challenges he mentions the economic processes underway in the world,
the growing prices of fuel and other products on the international
market, which threatens the Armenian economy as well. `The growing
price of fuel and some food products has already affected every
Armenian family,’ Serge Sargsyan says.

According to him, Armenia is in a region which is full of controversies
and dangers. `Events reoccur in almost all the neighboring countries,
which worry us. The unsettled ethnic conflicts and political problems
in Georgia, the tensions between the United States and Iran, the
militaristic moods and behavior of Turkey, the protracted problem of
Nagorno Karabakh require additional efforts and resource from us,’
Serge Sargsyan says. According to him, we need to be prepared for the
worst developments to be able to meet global challenges.

As to the internal problems, Serge Sargsyan thinks `over the past 15
complicated years we have managed to build an independent state based
on the basic principles of democracy.’ Serge Sargsyan thinks the
problem now is to strengthen the state, to guarantee justice,
solidarity and legality. The Armenian presidential candidate considers
it necessary to promote European integration. `Introduction of the best
experience and standards for the citizens and businesses, which makes
their activity more effective on the one hand, and on the other hand,
promotes relations with foreign partners, creating mechanisms abroad
for the protection of their interests,’ Serge Sargsyan says. He thinks
it is also important to promote relations with other countries,
pointing to Russia as a good example.

As to the resolution of the Karabakh issue, Serge Sargsyan thinks the
issue cannot be settled at once, it requires steps which should be part
of a package, however. Besides, Serge Sargsyan enumerated the issues
which, in his opinion, cannot be even discussed. `The right of the
people of Nagorno-Karabakh for self-determination should be recognized
internationally, and conditions should be created for its fulfillment.
The Republic of Armenia and Nagorno-Karabakh Republic must have border,
and the security of the people and borders of Nagorno-Karabakh must be
guaranteed,’ Serge Sargsyan says.

With regard to the internal problems, Serge Sargsyan says it is
important to create an atmosphere of cooperation in which every citizen
is able to participate in the process of development of the country.
`We must avoid repeating the mistakes of the past and personifying
them,’ Serge Sargsyan says. He mentioned the importance of the second
generation of reforms, using the notion of the second stage of reforms
though. According to the prime minister, the priorities of that stage
are national security, competitive science and education, effective
governance, even development of territories, social security of
citizens.

`The solution of these problems is the key which will open up all the
doors for development in front of the government. To rule out
corruption, black economy, unfair competition, it is necessary to
overcome the psychological complex and shape an unfriendly attitude
toward the abovementioned phenomena. Tax avoidance, corruption should
be viewed as abject and condemned by the society. Nepotism should be
eliminated, and we cannot call friends, relatives, colleagues the
people who avoid paying taxes and tolerate this vice. We should be
mindful that it is the most dangerous disease for the state. We will
demand that the law enforcement agencies battle corruption more
tenaciously, and we will put revealed crimes to public debate,’ Serge
Sargsyan says. He says it should be transparent to guarantee justice
and confidence of people. Therefore, according to Serge Sargsyan, it is
necessary to conduct a good election, with regard to which the prime
minister says, in addition, ambiguously, that they have sufficient
political will, experience and organization against `threats from all
directions’.

P.S. Serge Sargsyan told his vision of Armenia in five years. He thinks
the income of the citizens of Armenia will double, every new family
will have an apartment and will afford to buy a car.

Minister Of Foreign Affairs Of Lithuania To Arrive In Armenia On Two

MINISTER OF FOREIGN AFFAIRS OF LITHUANIA TO ARRIVE IN ARMENIA ON TWO-DAY VISIT ON NOVEMBER 8

YEREVAN, NOVEMBER 7, NOYAN TAPAN. The delegation headed by Petras
Vaitiekunas, the Minister of Foreign Affairs of the Republic of
Lithuania, will arrive in Armenia on a two-day visit on November
8-9. His meetings with the President of the Republic of Armenia,
the Catholicos of All Armenians, the Speaker of the RA National
Assembly, the Prime Minister, the Minister of Foreign Affairs, and
the Chairman of the NA Standing Committee on European Integration
Issues are scheduled during the visit.

According to the Information provided to Noyan Tapan by the Press
and Information Department of the RA Ministry of Foreign Affairs,
Petras Vaitiekunas will visit the memorial complex of the Armenian
Genocide and put a wreath, he will also leave for Vanadzor in order
to take part in the opening ceremony of the fund of the Lori community.

Immediately after the meeting of the Ministers of Foreign Affairs
of Armenia and Lithuania to be held on November 8, the two parties
will sign a memorandum on "Cooperation in European Integration Issues
between the Ministries of Foreign Affairs of the Republic of Armenia
and the Republic of Lithuania."
