Turkish President Abdullah Gul congratulated RA Prime Minister Serge
Sargsyan on his victory in the presidential elections in Armenia,
Reuters reports.

"I hope your new position will permit the creation of the necessary
environment for normalizing relations between the Turkish and Armenian
peoples, who have proven over centuries they can live together in
peace and concord," President Abdullah Gul said in a message of
congratulations to Serge Sargsyan.

YEREVAN, Armenia–Some 7,000 opposition supporters protested in
Armenia’s capital Wednesday as officials said an initial ballot count
showed that the prime minister had won the presidential election
outright.

Riot police were dispatched to the election commission headquarters,
while police patrolled streets near the protest, where demonstrators
claimed that the Tuesday vote was rigged.

The allegations of fraud and threats of mass protests have raised
concerns about the stability of the volatile, strategic country,
located at the juncture of the energy-rich Caspian Sea region and
southern Europe and bordering Iran.

A preliminary count of all ballots showed Prime Minister Serge
Sarkisian had nearly 53 percent of the vote, Central Election
Commission chief Garegin Azarian said–enough to avoid a runoff. Top
opposition candidate Levon Ter-Petrosian had 21.5 percent, Azarian
said.

Ter-Petrosian supporters gathered in a central Yerevan square near the
election commission building to protest. The commission headquarters,
a five-minute walk from the square, were cordoned off by metal barriers
and a few dozen helmeted riot police with truncheons stood guard.

"I have no doubt that the authorities have falsified the election
and I will protest with all those who also feel cheated," said Simon
Grigorian, a 38-year-old engineer.

A senior Ter-Petrosian aide, Nikol Pashinian, urged the crowd to
stand up for justice. "It would be a crime on our part to leave the
country to this criminal regime," Pashinian said.

Sarkisian was groomed by outgoing President Robert Kocharian and was
widely expected to win, in part because of favorable media coverage
and support from the state bureaucracy. He has also benefited from
recent economic improvements.

The president is the country’s top leader, holding more power than
the prime minister.

Ter-Petrosian accused the authorities of resorting to ballot-stuffing,
vote buying and beating his activists who monitored the election. His
side has asserted that he was actually the winner.

"These figures have nothing to do with reality, we are overwhelmingly
ahead of them," his spokesman Arman Museian said of the results
announced by the election commission.

Observers from a Moscow-led group of ex-Soviet republics as well as
from the Organization for Security and Cooperation in Europe were
monitoring the vote, and the OSCE was to release its assessment
later Wednesday.

Sarkisian and Ter-Petrosian–Armenia’s first president after the 1991
Soviet collapse–were the two top contenders vying to lead the South
Caucasus nation, where more than a quarter of its 3.2 million people
live in poverty despite some economic progress in recent years.

The election campaign was dominated by the country’s economic revival
and efforts to resolve the status of Nagorno-Karabakh–a mountainous
region in neighboring Azerbaijan that has been under ethnic Armenian
control since a cease-fire ended six years of fighting in 1994.

Kosovo’s declaration of independence from Serbia on Sunday added an
element of uncertainty for Armenians, many of whom see clear analogies
between Kosovo and Nagorno-Karabakh.

The Armenian government says the region should be recognized as
a sovereign state, while Azerbaijan says it will never cede its
territory.

Armenia experienced an economic collapse after the Soviet breakup
and in the face of blockades by Azerbaijan and its key ally Turkey,
which is outraged by efforts to win international recognition of the
killing of 1.5 million Armenians by Ottoman Turks in the World War
I-era as genocide.

The blockades have hamstrung Armenia’s economy and cut it out of
lucrative regional energy and transport projects.

The U.S., whose large Armenian diaspora has a strong lobby in Congress,
has poured some $1.7 billion in aid into the country since 1991,
encouraging economic and political liberalization.

Armenia is eligible for millions more in U.S. aid, but a questionable
election could jeopardize Washington’s support.

The statement says that the presidential election was accompanied
by mass rigging that reached its top at the vote counting. Central

did not recognize the results of the voting and demands new election. A
member of the Central Campaign Headquarters Nikol Pashinyan hosts the
rally. He stated that seeing the rally the authorities are thinking
about possible announcement of a second round of presidential
election. However, oppositionists categorically disagree with such
perspective.

YEREVAN, Feb 20 (Reuters) – Thousands of protesters gathered in
Armenia’s capital on Wednesday claiming a presidential election was
rigged to hand victory to Prime Minister Serzh Sarksyan, but Western
observers called it broadly fair.

Sarksyan has promised to continue the policies of outgoing President
Robert Kocharyan, his close ally. The new leader’s biggest challenges
will be a simmering territorial conflict with neighbouring Azerbaijan
and frozen ties with Turkey.

Sarksyan took 52.86 percent of the votes, the Central Election
Committee said, giving him enough to win outright in the the first
round.

Nearest rival Levon Ter-Petrosyan, Armenia’s first president after
independence from the Soviet Union, had 21.5 percent.

"Yesterday’s presidential election in Armenia was conducted mostly
in line with the country’s international commitments," observers
from the Organisation for Security and Cooperation in Europe (OSCE)
said in a statement.

"Further improvements are necessary to address remaining challenges,"
it added.

Earlier, Kocharyan congratulated 53-year-old Sarksyan on his victory
in what he called free and fair elections.

Ter-Petrosyan’s supporters though refused to recognise the result and
said they would protest until Sarksyan’s victory was overturned. They
said Tuesday’s vote was marred by ballot-stuffing and intimidation
of the opposition.

Between 15,000 and 20,000 protesters gathered at a rally in central
Yerevan, chanting "Levon! Levon!" and "Serzh: leave!", a Reuters
reporter said.

They were preparing to march towards the Central Election Commission
building. Police kept their distance from the protesters.

"Once again we have had our usual shameful election," Ter-Petrosyan
told the crowd. "Once again crude force has committed an act of
violence against the will of the people."

"We will proceed calmly and with restraint, and with no doubt about
our ultimate victory," he said.

HISTORY OF CONVULSIONS

Previous elections in Armenia have been followed by days of opposition
protests alleging ballot fraud. A new round of protests will be a
test for stability in a country which, in the 1990s, was rocked by
political convulsions.

Armenia is squeezed between Turkey and Azerbaijan in a region that is
emerging as an important transit route for oil exports from the Caspian
Sea to world markets, though Armenia has no pipelines of its own.

Analysts say the unresolved conflict with neighbouring Azerbaijan
over the separatist territory of Nagorno-Karabakh could flare again
into violence, possibly threatening a BP-led oil pipeline that runs
next to the conflict zone.

The first country in the world to adopt Christianity as the state
religion, Armenia also has fraught relations with Turkey, in part
because Ankara refuses to recognise as genocide the killings of
Armenians in Ottoman Turkey during World War One.

Kocharyan, who is also 53, is barred by the constitution from serving
a third consecutive term. He is expected to remain influential but
has refused to disclose what role he wants until his replacement
is inaugurated.

He and Sarksyan, both natives of Nagorno-Karabakh and veterans
of its 1990s separatist war there, are credited with overseeing a
period of double-digit economic growth after economic meltdown under

Anand blunders against Aronian in Morelia-Linares chess

Morelia (Mexico), Feb 18 (IANS) After a winning start in first round,
India’s Viswanathan Anand has blundered in the second round to lose
to Lev Aronian of Armenia in the first leg of the Morelia-Linares
Grandmasters chess tournament.

Defending champion and World No. 1 Anand Saturday fell to a terrible
blunder on the 30th move in his game against Aronian, the man he
termed as favourite before the tournament.

Anand now has one point from two games and is tied for third place,
half a point behind joint leaders, Vassily Ivanchuk and Vesselin
Topalov.

In other games, Peter Leko also blundered and lost against Vassily
Ivanchuk to hand over the full point and Teimour Radjabov spoilt a
promising game against Veselin Topalov to a draw, while Alexei Shirov
and Magnus Carlsen also shared points.

Aronian, who has been one of the most consistent players on the
circuit, chose his favourite Marshall’s attack, getting some
compensation for two pawns. Anand’s position was still preferable
until he played the incorrect 29.Nd2 and then again blundered on the
next move (30.Nf3). The game, essentially, was decided there as it
left the Indian’s king vulnerable and resigned soon after on the 34th
move.

Ukranian Ivanchuk proved his great strategical understanding as he
chose a line which till now was considered innocuous. While many feel
that black will gain with the queen exchange for two rooks in mid
game, Ivanchuk proved that it was white, which was better off as
Leko, with black, was struggling.

Leko added to his problems with an error on the 38th move and lost
the game.

Meanwhile, Topalov, with black, decided to change his favourite
Sicilian Najdorf defense for the Berlin’s Wall of the Spanish
Opening. Just when Radjabov seemed ready to pressurise the black
position, he made a big mistake that overlooked Black (Topalov’s)
possibilities of winning a pawn. Topalov had a winning chance but
Radjabov hung in to get a draw by repetition.

In the third round, Anand will have black pieces against Carlsen.

The tournament is played in two legs with the first leg being held at
Morelia, Mexico and the second leg in Linares, Spain.

YEREVAN, FEBRUARY 14, NOYAN TAPAN. A list of questions has been
developed within the frameworks of "The stable development of the young
and the 2008 presidential elections in Armenia" program, which is being
implemented by the "For stable human development" association. All the
nine candidates running for the post of the RA President have answered
this list of questions. According to the organizers, the goal of the
program is to contribute to the free, fair and realized choice of
the young. Meetings, workshops have been held within the frameworks
of the program and they have been attended by about 500 young people.

As Karine Danielian, the Chairwoman of the association, mentioned
at the press conference held on February 14, the list of questions
contains almost all the spheres and touches upon the problems
concerning the stable development in Armenia. According to her,
all the candidates treated the list of questions seriously, mainly
substantiating their answers. In the observation of Karine Danielian,
there is an obvious difference between the answers of the candidates of
the political forces of the opposition and the authorities. According
to him, the answers of Serge Sargsian are mainly optimistic, and
those of the others critical.

All the candidates are of the same opinion that steps contributing to
the stable development in Armenia should be taken. At the same time,
Karine Danielian mentioned that irrespective of the fact that Armenia
officially joined the UN Stable Development World Movement in 1992,
it has taken no step in that direction so far.

It was mentioned that in response to the question on globalization,
eight of the candidates answered "integration but not immitation
and assimilation."

Levon Ter-Petrosian considered the variant, according to which it
is necessary to integrate into the international processes to the
maximum extent, accept the universal/European values and realize that
the national mode of thinking and ideaology are manifestations of
backwardness, as addmissible. In response to the question of whether
they are believers, all the candidates gave a positive answer.

Armenia Started Decoding Flight Recorders of Crashed Airline

Armenia started decoding the process of flight recorders of crashed
airplane of Belavia company in the Yerevan airport, Artem Movsiyan,
the chief of Central Citizen Aviation Department of Armenia, stated

`We have started decoding the process of four recorders. Armenia
cannot carry out the process independently, as the company is badly
informed about this mar of the airplanes,’ News-Armenia reported.
According to Movsiyan, there are plans to involve the officials from
Belarus and Canada to the process.

`The speed of decoding of flight recorders will depend on the degree
of damage of recorders,’ Movsiyan added. The crashed airplane was
produced by German company in Canada in 1999. The company is leased
by Belarus.

The pilots of the aircraft have flied for a year. The pilots had no
health problems and also never used alcohol. Eighteen passengers and
three members of the crew were injured, but no loss of life has been
reported.

Azerbaijan clarified its position on Kosovo’status. `During the
winter session the Parliamentary Assembly of the OSCE will discuss
the future status of Kosovo. The delegation which will represent
Azerbaijan at the session, is in consultation with the Ministry of
Foreign Affairs for shaping Azerbaijan’s position on the future
status of Kosovo,’ Eldar Ibrahimov, the deputy chairman of the
Azerbaijani delegation to PA OSCE, the chairman of the permanent
parliamentary commission on agrarian policy of the Milli Majlis
[Azerbaijan Government], told Trend on 13 February.

He said that the Azerbaijani delegation may be neutral during
discussions and voting. `We can also hold another position. However,
it is still to be clarified,’ Ibrahimov said.

He did not exclude the Armenian delegation’s possible attempts at the
PA OSCE to compare Kosovo with Nagorno-Karabakh. Even the Armenian
MPs earlier attempted this. `However, these efforts will be in vain,
because Nagorno-Karabakh and Kosovo are different issues.
Nagorno-Karabakh is an inseparable part of Azerbaijan and the world
has recognized its occupation by the Armenians,’ he stressed.

The Azerbaijani delegation believes that the Kosovo problem should be
solved on the basis of international rule of law,’ Khazar Ibrahim,
the spokesman for the Foreign Ministry said.

Vafa Guluzade, the former state adviser on foreign policy, an
independent political expert, considers that Azerbaijan should not be
in a hurry to recognize Kosovo’s independence. `It would be more
convenient for Azerbaijan not to recognize Kosovo’s independence. We
actually betray the principle of territorial integrity. So, it is
important for Azerbaijan to take a principle position on the Kosovo
status. It is also necessary to study intensively, the dividends
which Azerbaijan’s recognition of Kosovo independence could bring,’
he said.

Guluzade said that Albans residing in this region and the state of
Albania will meet with understanding the Kosovo independence. `All
issue concerning cooperation can be left for the future,’ he
stressed.

Guluzade said that the international community recognizes the
independence of Kosovo irrespective of Azerbaijan’s position. Because
this issue is patronized by the United States and its allies which
total over 100.

The PA OSCE winter session will be held in Vienna on 21- 22 February.

The Azerbaijani delegation will be led by Bahar Muradova, the Deputy
chairman of the Azerbaijan Parliament and will include MPs Eldar
Ibrahimov, Fatah Heydarov, Rabiyyat Aslanova, Azay Guliyev and Ilgar
Verdiyev, the deputy head of the parliamentary department for
international relations.

The delegation will leave for Vienna on 18 February.

AGBU Establishes Education Advisory Committee

AGBU recently formed an Education Advisory Committee to serve as a forum
to explore and develop initiatives, programs, and resources to meet the
educational needs of diasporan youth in ways that reach large
constituencies, align with their lifestyles and aspirations, and enhance
AGBU’s mission.

The newly created Education Advisory Committee brings together a diverse
group of individuals with extensive professional backgrounds in
education, including school administration, curriculum development,
educational psychology and sociology, college admissions, scholarship
management, learning software technologies, and educational television
programming.

A scholarship committee was also formed to revise existing policies and
offer new strategies that help provide wider outreach and better
selection of talented applicants.

The Education Advisory Committee and the Scholarship Committee had a
joint meeting on Saturday, January 19, 2008. During the one-day meeting,
the committee members were presented with an overview of AGBU’s
education programs and new initiatives.

Yervant Zorian, who is a member of the committee, made a PowerPoint
presentation of the AGBU Virtual College and updated the attendees on
the project’s progress. The AGBU Virtual College is an accredited
distance-learning, Internet-based program that is being developed in six
languages on topics in Armenian history, architecture, and language. The
program targets high school honors-level and college students. It is
capable of reaching a wide base of learners worldwide, and aims at
facilitating Armenian studies through new media.

Carol Aslanian, AGBU Central Board Liaison for Education, presented the
New Melkonian Center in Armenia project, and the many programs it is
designed to enhance and complement. The Center will become a hub for
cultural activities and a resource-rich, flexible environment for a
variety of events that will help bring hundreds of Diaspora Armenian
youth together in Armenia year round. As such, the new Melkonian project
corresponds with the belief that by bringing the Armenian youth together
>From all over the Diaspora, the connectivity between the various
communities outside Armenia will be strengthened. In addition, Armenia
will become the focal point for the Diaspora’s benefit, in helping to
maintain and enrich the latter’s identity.

AGBU President Berge Setrakian attended the morning session of the joint
committees and shared valuable insight regarding AGBU’s vision, historic
achievements, and the global realities of our evolving Diasporan
communities and the challenges they present.
