Amid Turkey’s outreach to Armenia, the Foreign Ministry is getting
ready to declassify more of its archives. The ministry decided to make
public some previously classified archives concerning neighboring
countries from 1918 to 1956, starting with Iraq, and will set up
a commission to decide which documents to declassify. After Iraq,
documents on Syria, Iran, Bulgaria, Greece and the Soviet Union will

VivaCell-MTS continues cooperation programs with Armenian institutes
of higher education aiming to bring them closer to modern day needs
of business.

The third session of the VivaCell-MTS School due May 4-6 in Yerevan
aims to provide students of Company’s partner universities with
practical skills in the sphere of information technologies. With
the specialization of the training course in mind, the listeners
of the academic sessions are chosen from universities with relevant
departments.

"Merging theory with practice is an essential tool of success in your
future careers. You need to touch base with the reality, and check
how theory is implemented in the business life. It is our duty,
as a responsible business, to show you the way through, hand in
hand with the educational body," VivaCell-MTS General Manager Ralph
Yirikian stated.

During the course students will get an opportunity to focus on
issues including state-of-the-art technologies used to provide
mobile communication and familiarize with the latest innovations
in telecommunication sphere. The interactive courses are held by
VivaCell-MTS specialists.

On April 26, a Memorandum of Understanding was signed between
VivaCell-MTS, represented by General Manager Ralph Yirikian andseven
universities of Armenia, represented by their respective Presidents
such as: Yerevan branch of the Moscow State University of Economics,
Statistics, and Informatics, Eurasia International University,
Yerevan Gladzor University, Vanadzor State Pedagogical University,
Anania Shirakatsi University, Institute of Economics and Management
and Vardenis University after Victor Hambardzumyan.

In the course of his visit to China, RA President Serzh Sargsyan
received executive director of the Huawei Technologies Co. Ltd Leen Ru
Chi. Armenian delegation also visited ZTE corporation office (Zhong
Xing Telecommunication Equipment Company Limited) and met with the
President Shi Lirong.

Both companies engaged in a telecommunication sector (appliance
production, electronic control, telecommunication systems) intend to
participate in the implementation of new programs in Armenia.

Sargsyan and ZTE President discussed cooperation possibilities,
RA presidential press service informed NEWS.am. RA President noted
that Armenian side is ready to assist Chinese companies as well as
participate in production process.

Serzh Sargsyan also discussed collaboration issues with the head of
Huawei corporation-dynamically developing company that comes second
after Intel by copyrights and Ericsson – by output volume. The
corporation intends to come out on top in the world market of
telecommunication technologies in next three years, thus it is
interested in developing its activities in Armenia. After meeting,
the sides signed a cooperation agreement.

The citizens of Arstakh Republic will show high turnout at the
parliamentary elections due on May 23, according to Aharon Adibekyan,
head of Sociometr sociological center.

"The survey conducted by the center showed that the turnout will be
around 60%," he told reporters in Yerevan on May 3. "We also found out
that the population is pleased with the current authorities’ policy.

56% of the respondents said they would back incumbent President Bako
Sahakayn should elections be held this year. They explain their
choice by reduction of corruption and the reforms carried out in
the republic."

As to the rating of political parties running for the parliament,
Free Fatherland, Democratic Party of NKR and ARF Dashnaktsutyun stand
a good chance to win.

"The elections will be monitored by 30 international organizations.

Azerbaijan doesn’t recognize the fact of elections in NKR, as it’s
the evidence of the republic’s sovereignty," Mr. Adibekyan said.

Commission des Affaires Étrangères de l’Assemblée Nationale Française
sur la situation dans le Caucase, Roland Blum (député de la 1ère
circonscription des Bouches-du-Rhône et 1er adjoint à la mairie de
Marseille) a effectué un déplacement en Géorgie du 13 au 16 Avril
2010, où il s’est entretenu avec de nombreux hauts responsables
politiques à Tbilissi.

Avant son départ en Géorgie, l’Union Yerkir a sollicité le député
Roland Blum pour qu’il prenne en compte les problèmes actuels des
arméniens du Djavakhk et l’affaire du leader politique Vahagn
Chakhalyan durant ses entretiens avec les responsables politiques
géorgiens.

Suite à notre conversation téléphonique, je vous confirme qu’à la
suite du mail que vous m’avez adressé concernant le problème des
minorités arméniennes dans le Djavakhk, j’ai évoqué cette question,
tout comme le cas particulier de Vahagn Chakhalyan, leader du
mouvement politique `Djavakhk Uni’, auprès des personnalités
géorgiennes que j’ai rencontrées au Parlement et au Gouvernement. J’ai
également abordé ce sujet lors d’un déjeuner à l’Ambassade de France à
Tbilissi avec Monsieur Hratch Silvanyan, Ambassadeur de la République
d’Arménie en Géorgie.

Comme vous pouvez l’imaginer, les autorités géorgiennes minimisent le
cas de Monsieur Vahagn Chakhalyan, le considérant comme une infraction
de droit commun, et ne voulant en aucun cas assimiler cette
arrestation à un quelconque aspect politique.

Néanmoins, il est certain que, comme dans l’ensemble du Caucase, le
problème des minorités est toujours suivi de très près par les
autorités de chacun des pays, voyant en celui-ci un risque de
déstabilisation du pays.

De mon point de vue, il ne fait aucun doute que la minorité arménienne
du Djavakhk n’est pas traitée dans les conditions correspondant aux
normes démocratiques des nations européennes.

Je dois m’entretenir personnellement de ce dossier avec Monsieur
Rochebloine et je souhaite que le cas de Monsieur Vahagn Chakhalyan
soit évoqué devant l’Assemblée parlementaire du Conseil de l’Europe.

According to the indictment against the Action Plan to Fight
Reactionaryism, drafted by Col. Dursun Çiçek to undermine the
government and the faith-based Gülen movement, Çiçek has stated that
Chief of General Staff Gen. Ýlker Baþbuð had pressured the top
judiciary to have the prosecutors investigating the Ergenekon
terrorist organization removed from the case.

According to the indictment against the Action Plan to Fight
Reactionaryism, drafted by Col. Dursun Çiçek to undermine the
government and the faith-based Gülen movement, Çiçek has stated that
Chief of General Staff Gen. Ýlker Baþbuð had pressured the top
judiciary to have the prosecutors investigating the Ergenekon
terrorist organization removed from the case.

A phone call made by Çiçek on Nov. 25, 2009 to a friend of his
included in the indictment and a brief note allegedly written by him
suggest Baþbuð’s involvement in efforts to hide the alleged Ergenekon
gang so that those accused of plotting to overthrow the government
would not be punished. "The entire General Staff is behind me," Çiçek
told his friend.

The revelations bring to mind the coverage of the liberal Taraf daily
on Nov. 14 of last year, 11 days before Çiçek said the General Staff
was behind him. In an article published that day, the newspaper
alleged that Çiçek had lunch with six generals, including Gen. Baþbuð
and Deputy Chief of General Staff Gen. Aslan Güner as well four force
commanders.

In the note, Çiçek detailed how Baþbuð intervened to have Ergenekon
prosecutors changed. "I knew I was going to be arrested. We were ready
for all possibilities. The General Staff was late to realize the
[significance of] the Ergenekon investigation. They never calculated
that it would expand that much. Ý.B. is aware of everything. He is
following the situation himself. The decree on judges and prosecutors
is very important. Members of the top courts were spoken with. Ý.
Pasha talked to them himself. There may be a significant change in
Ergenekon prosecutors. Contacts have been made regarding the changes
within the police. Some changes have happened; they will continue," he
states in the note. The note was titled "information note Dursun
Çiçek.doc" and was found on the computer of Ufuk Akkaya, another
defendant listed in the indictment against the action plan.

Jurists: Probe should include Baþbuð, too
The revelations led to jurists reacting to the chief of General Staff.
They say the prosecutors should expand the investigation to include
Baþbuð, too. Boðaziçi Lawyers’ Association President Bilal Çalýþýr
said what Baþbuð did is certainly a crime. "That the General Staff
talked to members of the judiciary as stated in the indictment is a
crime in itself. The prosecutors conducting this investigation can
launch another investigation or expand the current one. The articles
in the Turkish Penal Code [TCK] are crystal clear at this point," he
noted, adding that there was a connection between Baþbuð and Çiçek.
"If there was no connection, they would not have protected him that
much. They know if Çiçek fails, then those who gave him orders will
also fail."

Defense Lawyers’ Association member Hayel Özenç also demanded an
investigation be launched into Baþbuð. "This is an obvious
intervention in the judiciary. No one, regardless of who they are, can
make remarks that affect the judiciary. That ‘the chief of General
Staff is behind me’ remark is a crime in itself. Prosecutors can
launch another investigation based on that, and a new indictment will
be issued," she said. Former Public Prosecutor Necati Özdemir joined
the two in criticizing Baþbuð. He said high-ranking military officers
are protected from the law, also adding that those holding power use
it to protect themselves, too.

YEREVAN, APRIL 30, ARMENPRESS: Meeting with the RA People’s Artist,
distinguished composer Robert Amirkhanyan was organized April 29 in
Yerevan Sayat Nova Music School. Below is the conversation of pupils
of the school Norayr Zoryan and Elen Hakobyan with the composer.

– Mr. Amirkhanyan, You have been awarded "St. Mesrop Mshtots" Order
in 1998. What does it mean to You?

– In reality, this is the greatest award at this moment.

– Were you offended from your parents when you were small and if yes
what do you think about it years after?

– I am offended from my parents only because they gave me birth early.

I would like to be a child.

– Mr. Amirkhanyan, everyone in his/her life plays pranks, do you
remember such a case and which subject did you like most in school?

– Running from classes is a very bad thing. As to me, the reason of
doing it is an uninteresting lesson and not that in another place
it is better. I cannot forget my teachers of geography and Armenian
language who did everything to make the lessons unforgettable. Running
from classes has naughtiness in it. I cannot forget that once in
conservatory we ran from lessons and together with our professor went
to a cinema. In general, the small age has not ended yet. I think that
the most gifted age is the school-year age. Five year old "artist"
is the most perfect one as no one has managed to give direction to
him/her yet and he/she is free to display his/her feelings. I think
that it is necessary to keep the consciousnessof that age in him/her.

Our admiration of that age toward the world must be preserved till
the last day of our life. That childhood is not far from me.

– Mr. Amirkhanyan, did you or do you have now a composer you like
the most?

– After being born we are growing, starting recognize the world, we
are becoming adults and every time we are learning something. With
each breath we are learning something new. I started creating from a
very early age when we did not even have a piano and that circumstance
did not allow me to study music. I have painted a piano keyboard on
our table and for ours I was sitting at it and playing. My mother,
of course, was crying – how a child is suffering without a piano. But
they did not know that I loved that table. The first composer I loved
the most was my father as he was making me sit on his knees and was
singing folksongs in my ear. It is very important that a parent sings
his/her land’s song to the child, the music of that land. The second
composer was Komitas. After taking my age, I was always admiring of
different names, which were with a clang filling the world. I cannot
omit also the name of Aram Khachaturyan and of course, Musogorski:
we cannot be restricted only in the national circles. The world lives
in a wider family and its aesthetics becomes much more beloved. Though
the world is open in front of me and there will still be many talented
people whom I am ready to listen.

– Mr. Amirkhanyan, 45 years have passed since studying at Eduard
Mirzoyan’s creative class, which is the most remarkable thing to
remember?

– The principle, the lessons which our memorable teacher was trying
to sow and through these lessons we were revealing the principles
of Komitas music. The greatest merit of Komitas is not that he has
cleaned the national music giving to it principles of academism and
self scientific approaches but Komitas managed to present the Armenian
music to the world as an independent branch in the east and not a type
of eastern music, but an independent way of music thinking which is
ready to communicate to world’s music composition systems. I compare
the Armenian music with a church as the Armenian music is created on
the principles of Christian belief and the latter supposes certain
self-restriction. There is no superfluity in the Armenian music,
Armenian music is built with small means, with several sounds which
just leave magic impact.

– Did you have incomparable performance which you remember till now?

– Recently my songs have spread more and different singers are singing
them. Every time I am getting calls that this or that singer has
distorted my song. I am thankful that someone is singing my song as
it revives in his/her soul certain feelings which is very precious
for me. In this respect I am not striving to make someone sing it
very good, it is the singer’s issue.

– Mr. Amirkhanyan it is very interesting how is a song being written –
first the melody then the words? Is there other way?

– I have written a number of melodies, and I must have learnt the
technique of writing a music. I catch myself on a thing that I do
not know how to do it. The most important thing is to preserve the
admiration toward a sound, a word.

Turkish National Security Council To Discuss International Recogniti

After the National Security Council of Turkey hearing a statement was
released that in-house and foreign issues have been discussed at the
meeting. CNNTurk press service reported the meeting was chaired by
President Abdulah Gul and lasted about 6 hours.

According to the official release the international recognition of
Armenian Genocide has been also discussed at the meeting. It was
stated assessment to common history of Armenian and Turkish people
shouldn’t be ruled by any partial approach.

Rains To Wash Out May Holidays In Armenia

ArmInfo. May holidays in Armenia will be quite rainy, Zaruhi Petrosyan,
Head of the Operative Hydrometeorology Center, told media on Friday.

She said that in April rainfall was above normal 2-2.5 times.

Unfortunately, early May will not be sunny and warm.

Starting May 1 days will continue and temperature will fall. Enjoying
sunny weather will be possible only after May 7 when temperature
will rise to18-19 degrees. As regards the forecasts of summer, they
are quite optimistic. Z. Petrosyan said summer temperature will be
the norm. In June-July rains will be below the norm, whereas August
will be rainy. As regards the impact of weather changes on harvest,
Garnik Petrosyan, Candidate of Science, Agriculture, says it will not
be disastrous. For instance, fruit trees, especially in Ararat Valley,
may face fungus disease because of heavy rains and soupy weather.

Apricot trees that began flourishing too early, on March 11, are the
most vulnerable to such whether. After flourishing the temperature
sharply fell, therefore the apricot harvest will be at the average
level of below the average. G. Petorsyan says that heavy showers in
mountainous and submontane regions damaged the spring sowing by 40%.

Serzh Sargsyan To Leave For China

SERZH SARGSYAN TO LEAVE FOR CHINA

At the invitation of the President of the People’s Republic of China Hu
Jintao Armenian President Serzh Sargsyan will leave for China April 29
to take part in the opening of "Shanghai Expo-2010" world exhibition.

Presidential press office told Armenpress that the delegation headed
by the president consists of foreign minister, economy minister,
energy and natural resources minister and other officials.

During the visit the president will have a private conversation
with his Chinese counterpart. He will be present at the ceremonial
opening of "Shanghai Expo-2010" exhibition which is being conducted
every five year and presents the economic, scientific, educational
achievements of different countries. Besides the Armenian pavilion,
Serzh Sargsyan will also visit the ones of the USA, Russia and China.

The delegation headed by the president will also be in Suzhou town of
Jiangxi Province. Serzh Sargsyan will visit Suzhou’s science, culture
and art center as well as innovative center of science and education,
he will also be in "HIGER" bus factory.

Armenian president will also be present at the opening of the
Armenian-Chinese joint venture which will open in Daton city of Shanxi
Province and will be called "Shanxi-Nairit".

The delegation headed by the president will arrive back in Yerevan
May 3.
