CRISIS DEMANDS OUR ACTION, ACTIVIST SAYS

The ongoing Darfur genocide requires that we shed our apathy,
she emphasizes.

ST. PETERSBURG – Those who attend Ruth Messinger’s talk about Darfur on
Thursday should prepare for an earful. Expect the educator, advocate
and activist on the genocide in western Sudan to use statistics to
drive home her points:

-The genocide in Darfur is now in its fourth year.

-Close to 500,000 people have been slaughtered.

-2.5-million people have been displaced from their homes.

-4-million now depend on the outside world for survival.

In a telephone interview, Messinger, president of American Jewish
World Service, an international development organization that has
been providing humanitarian aid to the displaced people of Darfur,
said it’s past time for people to get involved and take action.

She urges people to learn about the crisis, lobby Congress to do more
to help, write letters to the editor and contribute to relief efforts.

She also scolded the media for its scant attention to the crisis.

"It’s a complicated story," she said. Further, she said, some people
dismiss the conflict as "black people killing black people."

"People treat it as if it is far away and not related to their lives."

The genocide in Sudan’s western province began in early 2003, when
Sudanese forces and government-backed Arab militias, or Janjaweed,
tried to crush two rebel groups fighting what they described as
the Arab-dominated government in Khartoum’s marginalization of the
region’s black Africans.

International observers accuse the Sudanese forces and Janjaweed of
raping, starving, killing and displacing the civilian population.

Hundreds of thousands are now in displaced-persons camps in Sudan
and refugee camps across the border in Chad.

This week the International Criminal Court’s chief prosecutor is
expected to name the first of those suspected of war crimes and crimes
against humanity in Sudan’s western region, the United Nations said
Thursday. Attempts to end the conflict continue to fail, Messinger
said. "There’s a tremendous amount of violence on the ground right
now. More people are being killed," she said, adding that international
aid workers are being pulled out for their own safety. Some have
been killed.

Those clamoring for the world to pay attention to the crisis in Darfur
point to other modern-day genocides, like the Holocaust, which took
the lives of 11-million people, 6-million of them Jews, during World
War II, or the 1.5-million Armenians killed between 1915 and 1923 by
the Central Committee of the Young Turk Party of the Ottoman Empire.

Messinger’s American Jewish World Service is a co-founder, along with
the U.S. Holocaust Memorial Museum, of the Save Darfur Coalition –
151 faith-based, humanitarian and human rights groups. The coalition
has been running TV commercials, picketing, generating letter writing
campaigns and raising money to ease the woes in Darfur.

Local groups have joined the effort. Last year the Jewish Community
Relations Council of the Jewish Federation of Pinellas County and
the Unitarian Universalists of Clearwater sponsored an interfaith
gathering about Darfur.

In St. Petersburg, a large street-side banner that said "Call to
your Conscience, savedarfur.org," is on display on Congregation B’nai
Israel’s property.

Last fall, the Pinellas County Interfaith Coalition organized a Save
Darfur benefit concert.

Messinger’s talk Thursday at the Florida Holocaust Museum is being
sponsored by the Pinellas County Board of Rabbis, the JCRC of the
Jewish Federation of Pinellas and Pasco Counties, the St. Petersburg
Branch of the NAACP, the Pinellas County Interfaith Coalition to Save
Darfur, the St. Petersburg Religious Society of Friends (Quakers)
and the Florida Holocaust Museum.

ANCA-WR JOINS LOS ANGELES MAYOR AND CITY COUNCIL IN INAUGURATING LOS ANGELES
AND YEREVAN AS SISTER CITIES

LOS ANGELES, CA – In a special ceremony during the February 23rd Los Angeles
City Council session, the Armenian National Committee of America-Western
Region (ANCA-WR) joined Mayor Antonio Villaraigosa, Council President Eric
Garcetti, Yerevan Mayor, Yervand Zakharyan and the entire Los Angeles City
Council in inaugurating the Los Angeles-Yerevan Sister City relationship and
association. The Los Angeles-Yerevan Sister City Association (LAYSCA) was
established by a resolution adopted by the council and the agreement was
signed on February 23 by both mayors during the city council session before
a standing-room only crowd in City Hall.

During the ceremony Mayor Villaraigosa reiterated his interest in forging
the relationship with Yerevan. "Today we are bridging two communities and
forever linking two cities together. Los Angeles and Yerevan have much in
common, and the establishment of this Sister City relationship will only
strengthen our commonalities and bring new ones to light," said Mayor
Villaraigosa. "I am proud to say that Los Angeles is home to the largest
Armenian population outside of Armenia and that Armenian-Americans have been
an integral part of Los Angeles’ economic and cultural vitality for
decades."

Los Angeles City Council President Eric Garcetti recognized the importance
of the day in his remarks. "It’s great to see so many Armenian
organizations represented here today, you must all be proud, please take
ownership of this Sister City organization and make it the best we’ve ever
seen, because we all know that Armenian Americans have always been an
integral part of Los Angeles’ cultural vitality. Thank you, Mayor
Zakharyan, for accepting our invitation and coming out to celebrate this
momentous occasion with us, we have a lot to learn from Yerevan, a City that
is 2,789 years old, and I hope in return we will have much to offer your
city," said Garcetti.

The inauguration marks the culmination of an on-going effort by the Armenian
American community of Los Angeles to establish the partnership between
Armenia’s capital city and the U.S. city with the largest population of
Armenian Americans. In August 2005, Councilman Garcetti traveled to Armenia
with leaders of the ANCA-WR and the Los Angeles Armenian community in order
to meet with Armenian officials and identify potential programs between Los
Angeles and Yerevan.

In acknowledging the role the ANCA-WR played in supporting the formation of
the association, Garcetti noted, "I also want to thank the Armenian National
Committee, the organization that I work closely with, the organization that
sponsored our trip to Yerevan."

"Thanks to our combined efforts with Mayor Villaraigosa, City Council
President Garcetti and Mayor Zakharyan, today marks a new milestone as we
forge an official relationship between Los Angeles and Yerevan, two cities
which hold tremendous importance for the Armenian Americans and citizens of
Armenia," said Raffi Hamparian, Chairman of the ANCA-WR.
"Armenian-Americans are both proud Angelinos as well as proud Armenians and
it is our intention that the establishment of the sister city association
will usher in the next era of meaningful cooperation and partnership between
these two great cities of the world."

Derderian of the Western Diocese of the Armenian Church and dozens of
leaders from a wide cross-section of cultural, social and community
organizations.

The Armenian National Committee of America is the largest and most
influential Armenian American grassroots political organization. Working in
coordination with a network of offices, chapters, and supporters throughout
the United States and affiliated organizations around the world, the ANCA
actively advances the concerns of the Armenian American community on a broad

Charles Ghislain, the Newly Appointed Ambassador of Belgium, Hands
Credential Copies to Foreign Minister Oskanian

The newly appointed ambassador of the Kingdom of Belgium,
Charles Ghislain, presented copies of his credentials to Minister Oskanian
on February 22.

Minister Oskanian greeted the Ambassador and wished him success
in fulfilling his mission. The Ambassador will be based in Brussels.

The Minister expressed satisfaction on the recent enhancement of
Armenia-Belgium bilateral communication. He also emphasized the importance
for Armenia of closer cooperation with Belgium in the framework of the
Armenia-EU Action Plan, by developing and carrying out specific projects.

The Minister expressed appreciation at the balanced approach
that Belgium displays in the UN and other international organizations
towards issues which are of significance for Armenia.

The Minister and the Ambassador also touched upon the Nagorno
Karabakh conflict and its resolution process.

Boxing: Darchinyan Wants Winner Of Marquez-Vazquez

IBF/IBO flyweight world champion Vic Darchinyan is heading to the USA
for his next world title defence on March 3 with a plan. But it is
not just about beating Mexican challenger Victor Burgos in his next
fight. The 31 year-old "Raging Bull" wants to challenge the winner
of Rafael Marquez-Israel Vazquez in the junior featherweight main
event of the Showtime Championship Boxing card. It is the first step
in his grand long-term plan of knocking off Manny Pacquiao.

"I will challenge both Marquez and Vazquez," Darchinyan told
SecondsOut. "I am looking forward. I just don’t want to stay in my
weight division. I want to unify the flyweight division, but if the
other champions won’t fight me, I want to move up and fight for more
world titles. I want to become more popular. I want to become pound
for pound No.1."

Darchinyan’s confidence of moving up in weight successfully comes
from his routine of always sparring bigger world-class opponents.

"When I go to America, I love to spar world champions who are heavier
than me," he explained. "I don’t want to spar flyweights. I can’t
punch them because I don’t want to hurt them."

Over the last three years Darchinyan 27-0 (21) has sparred many
well-known bigger boxers such as Israel Vazquez, Edwin Valero,
Robert Guerrero, Lovemore Ndou, Gairy St Clair, Orlando Salido and
Mauricio Pastrana.

"Vic has done so well against them that he has no doubt he can win in
real fights," said Darchinyan’s trainer Billy Hussein. "He respects
them as good boxers, but he believes he can win. He will spar anyone.

He even offered to spar Carlos Baldomir when he was preparing for
Floyd Mayweather last year."

Three times Darchinyan has sparred 29 year-old Israel Vazquez 41-3
(30), who currently holds the WBC junior featherweight world title.

"They were good spars," recalled Darchinyan. "Exciting, lots of
punching and everyone in the gym came to watch us. They were excited
watching us. He is a good fighter, but I know my power is too much
for him."

Another memorable sparring session last year for Darchinyan was with
current WBA junior lightweight world champion Edwin Valero, who has
an undefeated record of 21 knockout wins from 21 fights.

"No one wanted to fight him," said Darchinyan. "I sparred with him
six rounds. It was a very small ring and everyone could see that I
could stay with him. That’s why I know that I can move up in weight
and win. It is not just talking. I am doing this in sparring."

The Armenia born 2000 Olympian and now Australian citizen believes
that Pacquiao will eventually become the No.1 boxer in the world
pound for pound over the next two years and wants to be the one to
knock him off from his lofty perch.

"I want to fight Pacquiao," said Darchinyan. "I know he is a strong
guy and very powerful. When I fight him and beat him, people around
the whole world will know who Vic Darchinyan is."

For those doubting his chances of moving up in weight and being
successful, Darchinyan points to Pacquiao’s own record. The Filipino
great won his first world title at flyweight in December 1998 and
then jumped straight up to junior featherweight in December 1999.

"I believe twelve rounds is a very long time," said Darchinyan. "No
one can stay with me for twelve rounds. It doesn’t matter which weight
division. I am becoming stronger and stronger in every fight."

The most obvious fight around the flyweight division for Darchinyan
is with exciting Mexican Jorge Arce 46-3-1 (35) who has moved up to
junior bantamweight. The "Raging Bull" has challenged 27 year-old
"Travieso" many times in the past, but has become frustrated that
the fight has not been made.

"My promoter Gary Shaw has tried to make fights with other champions
at flyweight, but they don’t want to fight me," he said. "Arce is
always talking that he can beat me and knock me out, but he moved
up in weight. He doesn’t really want to fight me. He still talks
big and I will fight him at any weight. But if Arce won’t fight me,
I will challenge the winner of Marquez and Vazquez."

Darchinyan is predicting a destructive win at the Home Depot Center
in Carson, California over 32 year-old Burgos 39-14-3 (23), who held
the IBF junior flyweight world title in 2003 and 2004.

"Burgos is like a warrior," said Darchinyan. "He comes forward
punching. A very busy fighter. He beat Jorge Arce in 1997. His Mexican
fans will be cheering, but I will make sure they won’t be cheering
for very long. I am going to knock him out. I am coming to destroy
him. Everyone is going to be talking about me after this fight."

Turkish Prime Minister Recep Tayyip Erdogan has declared that in case
of adoption of the Armenian Genocide bill in the US Congress it will
harm Turkish-American relations.

"We anticipate that the Congress will not adopt such decision. But if
it surprises us, I’m afraid it will shadow our strategic partnership,"
Erdogan declared during the meeting with American businessmen.

According to the Reuters, the Prime Minister did not go into detail
what Turkey can do in case of adoption of the resolution.

Turkish "Anatolu" agency reports that Erdogan accused the Armenian
Diaspora of disputing the Genocide issue.

The Turkish Prime Minister also assured that the small Armenian
community in their country is safe notwithstanding the assassination
of the editor-in-chief of the Agos daily in Istanbul in January of
the current year.

It has been reported that even though Israeli Prime Minister Ehud
Olmert did not openly express support of the alleged Armenian genocide
bill, behind closed doors he said that they were supporting the Turkish
version of the issue and had given instructions to Israel’s contacts
in the United States to give their support to Turkey.

During his meeting with Foreign Minister Abdullah Gul, Olmert said
that they would not claim any of the allegations on the Armenian
genocide bill openly, however, Turkey could assume the support of
the Jewish lobby as a guarantee. It is also said that Turkish Premier
Tayyip Erdoðan’s proposal for sending a Turkish delegation in regard
to Israel’s restoration and digging work carried out around the Al-Aqsa
Mosque, the third holiest sanctuary in Islam, was not one that had been
prepared before Olmert came. According to reliable sources, this idea
came to Erdoðan’s mind during the meeting. It is jokingly noted that
the "bulb of the idea," which is the Justice and Development Party’s
(AK Party) symbol, lit in Erdoðan’s head this time.

Congress that passing a resolution condemning as "genocide" the mass

La France se devait de rendre hommage au plus grand peintre moderne
de l’Arménie, Martiros Sarian, mort en 1972 à 92 ans, alors qu’il
travaillait sur un dernier tableau, plus abstrait que le reste de son
oeuvre monumentale (5 000 peintures et dessins) : un chien fuyant à
gauche, représentant la nuit, un ange à droite, symbole de lumière,
un homme allongé au milieu dans de larges taches de couleurs vives.
C’était sa vision de la mort, qu’il attendait, serein. C’est sur ce
tableau inachevé que s’ouvre l’exposition du Musée de la Carte à
jouer, à Issy-les-Moulineaux (Hauts-de-Seine). Celui qu’on a surnommé
le « Fauve bleu », résume l’art de l’Arménie à la croisée de
l’Occident, où il prendra à Matisse et aux Fauves les nuances vives
de sa palette, et de l’Orient, dont il traduira le mouvement lent des
femmes et des bêtes dans des paysages écrasés de soleil.

Quelques-unes de ses plus belles toiles ont fait le voyage, des
paysages oniriques où l’Arménie rêvée, avec son mont Ararat,
emblématique et obsessionnel, aujourd’hui turc, domine de ses mauves
et de ses bleus si particuliers des scènes champêtres. Le style léché
de ses grands formats, où l’arbre symbole de vie se décline sous
toutes ses formes jusqu’à prendre les couleurs d’un paon, les
immenses aplats de ses paysages parviennent étonnamment à rendre la
profondeur, la luminosité et l’immensité de la terre arménienne. Mais
Sarian a plusieurs cordes à son arc : portraitiste des grands noms de
son époque, Ilya Ehrenbourg, Charents, Issahakian, Chostakovitch, il
sait aussi rendre d’une plume vive et nerveuse la personnalité de ces
hommes si différents qui ont, comme lui, marqué une époque tragique

SAINT ETIENNE, FEBRUARY 13, NOYAN TAPAN – ARMENIANS TODAY. The
Philharmonic Orchestra of Armenia headed by Eduard Topchian performed
at the Masne Opera Theater of the city of Saint Etienne, France,
on February 10. At the concert organized within the framework of the
Year of Armenia to France, where Ambassador Edvard Nalbandian, the
administration of the Loire valley of France, Saint Etienne Mayor,
Senator Michel Thiolliere, senators, deputies, mayors of other cities
of the region, the spectators greeted the orchestra performances
with standing applauses and ovations. As Noyan Tapan was informed
by the RA Foreign Ministry’s Press and Information Department,
Aram Khachaturian’s and Jean Sibelius’ works were in the pivot of
the program. World famous young violinist Sergey Khachatrian was
the soloist. He will perform with the orchestra on February 14,
in Ici le Moulin as well. Before that, on February 6 and 8, the
Philharmonic Orchestra of Armenia performed in Nice and Vendee. Other
four concerts are envisaged during the coming week, on February 11 in
Lyon, on February 12 in Vienna, on February 13 in Marseilles and on
February 14 in Ici le Moulin. Pianist Vardan Mamikonian accompanied
the Philharmonic Orchestra in Vendee, and pianist Vahan Martirosian

Foreign Minister Abdullah Gul has assessed his latest US visit for
Yeni Safak.

Gul, stating that the discussions he held with the US administration
went very well, said that a good many topics were laid out on
the table. Gul spoke as follows: "Both with [Vice President Dick]
Cheney and with [Secretary of State Condoleezza] Rice, I did not just
explain the Turkish-US relationship in general terms. I sketched out
a perspective that took in Afghanistan, Iraq, the Balkans, Kosovo,
energy, and oil. I laid out for them the depth of the relationship
between the two countries."

I Explained Things to Cheney Like a Teacher

Gul related that, during his meeting with US Vice President Cheney,
Cheney had said "just a minute" and asked one of his aides for a map,
and had then said to Gul "could you explain all of these issues on
the map?" He said: "Indeed, I explained the topics in detail, like
a teacher."

I Cannot Explain This to my People

Foreign Minister Gul addressed the US Congressional Foreign Relations
Committee. This was a "first"… Gul said: "I pointed out to them
briefly that the so-called Armenian Genocide is not a national issue
of the United States. I said that ‘if, while your sons are dying
in another geographical region, you adopt a resolution against us,
I cannot explain this to my people, and I cannot restrain my people.’"

Not at Point of No Return

It has been accepted that, particularly under the influence of
the negative atmosphere that came about following the killing of
[Turkish-Armenian journalist] Hrant Dink, the US Congress would adopt
the resolution accepting the Genocide. But Gul does not share this
opinion: "Things are not at the point of no return. I provided my
counterparts an early warning. I hope that we will get results." With
regard to reports that the messages he had conveyed had been "harsh",
Gul responded: "No, I spoke in an extremely rational manner. I did
not engage in blackmail."

Definitely Speak With General Buyukanit as Well

Gul, in describing the atmosphere of his meetings, provided two
examples:

"Our meetings with Cheney and Rice brought smiles to the faces of
our diplomatic delegation. It was a diplomatic success. Moreover, in
the meeting with Cheney, the US visit of General [Staff Chief Yasar]
Buyukanit came up, and I told him "you definitely have to meet with
our General Staff Chief."

Two Members Withdrew Their Signatures

It is stated that, after the address that Gul made to the Committee,
two members who had supported the resolution withdrew their signatures,
and it is noted that US President [George W.] Bush has written a letter
to the Congress, and that Rice has also engaged in direct initiatives
on the issue. It is stated that, most recently, the Pentagon as well
has become engaged, and it is being pointed out that the military
have realized the problems that the resolution would cause.
